About

overview

The objective of maritime nation india 2016 (20-22 september 2016) is to debate and showcase to the world the inherent potential opportunities in the indian maritime industry comprising of ports, shipping, shipbuilding, ship repair, inland water transport systems and security and make it a catalyst for growth of trade and business

India has a coastline of more than 7,500 km with over 190 ports situated along its length. Merchandise trade contributes to over 50% in the country’s real GDP and 95% of this merchandised trade (by volume) is transported through maritime transport. Hence the development of the maritime sector in India is crucial for economic growth and trade expansion. Considering the importance of the maritime sector for economic development, the government has taken significant initiatives in coastal shipping, inland waterways, ship building, capacity additions and efficiency in port operations. The maritime sector is also on the agenda of the government to contribute in promoting bilateral ties with other countries. India’s assistance to Iran to develop Chabahar port, coastal shipping agreement with Bangladesh, signing of MoU with Korea in maritime transport and initiating container service from India to Myanmar are few examples of this. India is a maritime nation, by historical tradition as well as because of its geo-physical configuration and geo-political circumstances .With over 7500 kms of coastline, in 11 maritime states and island territories, India probably has more seafaring people than the population of most European countries. Considering that 97% of India’s trade is carried by sea, the maritime sector encompassing port operations, the merchant fleet, the coastguards, the shipbuilding industry and trained human resources, is a vital component of its strategic resources.

Modern maritime trade lanes have moved from only connecting mines, oilfields, refineries to connecting assorted nodes of production and consumption, often using a hub-and-spoke system, similar to what is used by passenger airlines. The Asia-Europe trade lane which goes through the Suez canal and the straits of Malacca

& Gibraltar and, the Trans-Pacific Trade lane that goes through the Panama Canal have traditionally been considered as the two most important maritime trade lanes in Asia. However, given the rising production and consumption in Asia, the intra-regional trade within Asia is expected to continue to develop to be nearly as large as the two strategic Asian trade lanes combined. Increased trade can lift economies. The entire maritime ecosystem including shipping lines, ports, terminals, ship builders, equipment manufacturers, logistics service providers, inland hauliers and the regulators can contribute to lifting regional and global trade by collaborating to meet the requirements of the exporters and importers ie the shippers. As the USD 2 Trillion Indian economy reverts to its growth trajectory, growth in its trade and leisure related sectors is expected to accelerate.

India is among top 20 maritime countries with shipping fleet of 10.36 million gross tonnage India’s major ports handle 58% of the total traffic in (MGT) and the Government has taken various steps to support Indian shipping industry that includes simplifying ship licensing procedures; easing statutory ship survey procedures;

amending Merchant Shipping Act, 1958 to guarantee rights of Seafarers and to protect Marine Environment and allowing Indian Ship-owners to own ships and flag these ships abroad.

portsIndia has 12 major and 187 notified non-majors ports. The cargo handled by ports increased by 8% in 2014-15 as compared to 4% in the previous year, with major ports handling 581.3 million tonnes of cargo in 2014-15, an increase of 4.65 per cent from 2013-2014. Also the efficiency parameters in the port sector have shown

notable improvement during the last year with turn-around time being reduced to 5.33% and pre-berthing detention to 13.4%. To encourage private investment in the port sector, Government of India has opened up ports and related areas for the private sector and permitted 100% FDI under the automatic route; allowed tax incentives; formulated standardized bidding documents like RFQ, RFP and MCA; enhanced delegation of financial powers to Shipping ministry to accord investment approval for PPP projects; Tariff Guidelines for Major Ports have been revised giving more flexibility to the PPP operators to respond to market conditions; and streamlined the security clearance Procedures. Government plans to develop “Sagarmala project” to promote port led development of the hinterland along with integrated development of port connectivity through Road, Rail, Inland Waterways and Coastal Shipping. This project envisions developing India’s ports to levels comparable with the best ports across the globe in terms of infrastructure, efficiency and quality of service. Also, Indian Port Rail Corporation is being formed as a Special Purpose Vehicle (SPV) to provide efficient rail evacuation systems to Major Ports and thereby enhance their handling capacity and efficiency.

CoAst guArdsThe Indian Coast Guard protects India’s maritime interests and enforces maritime law, with jurisdiction over the territorial waters of India, including its contiguous zone and exclusive economic zone. The Indian Coast Guard is a multi-mission organization, conducting round-the-year real-life operations at sea. Despite being relatively small, it has a wide range of task capabilities for both surface and air operations

Cruise tourisM

The country has approximately 15,000 km of navigable inland waterways (IWT) comprising river systems, canals, backwaters, creeks and tidal inlets. Further, 5,200 km of major rivers and 485 km of canals are suitable for mechanized crafts. Cargo carried through IWT in the country is showing increasing trend in the last couple

of years. However, still it constitutes around 0.5% compared to countries like China with a share of 8.7%; USA 8.3% and Europe 7%. Hence, realizing its potential, government has approved enactment of Central legislation for declaring 101 additional Inland Waterways as National Waterways (NW) for navigation. To develop it as an alternative/complementary service in a multi-modal transport network government has proposed to set up an Integrated National Waterways Transport Grid which covers mainly five National Waterways. The IWT Grid includes development of the National Waterways with at least 2.5 meter Least Available Depth (LAD), upgrading/ setting up of priority terminals, establishing road connectivity, wherever feasible, rail and port connectivity.

Development of Cruise Shipping’ is also among the focused areas for the government, as it is one of the most dynamic and fastest growing components for promoting tourism in the country. Government is providing financial assistance for development of Cruise Tourism related infrastructure to port authorities based on

project proposals and subject to availability of funds. While cruise travellers from India account for a very small share of its total outbound travellers, this sector is growing at double digit figures, riding on the increasing disposable income of Indians. Tour operators have found that the destination choices for Indian travellers are evolving from the popular and affordable short haul destinations like Hong Kong, Malaysia, Singapore and Macau, to long-haul destinations like the Caribbean, Venice, Spain, Scandinavia and even Antarctica, besides Mediterranean countries. International cruise liners have shown interest in re-entering India to leverage its growing potential. The improvement of port infrastructure, issue of cruise guidelines by the Government and, rationalisation of taxes in this sector can accelerate growth of this sector.

MAnpower trAiningIndia is emerging as a major player in providing human to the global maritime industry. As a result of the initiatives taken by the government in encouraging private participation in maritime raining, a number of maritime training institutes have been set up in the country. Further, with the objective of providing world class training opportunity for the shipping sector, the Government has established an Indian Maritime University (IMU) in Chennai with campuses in

Kolkata, Mumbai, Visakhapatnam, Kochi, Chennai and Kandla. The IMU aims to play the role of a centralised nodal agency to facilitate Maritime studies and research in emerging areas such as marine science and technology and marine environment.

shipbuiLding & ship repAirThe Indian shipbuilding industry is at a nascent stage, with a share of approximately 0.01% of the worldwide shipbuilding market (in terms of order book) and the Government is looking to increase the share to at least 5% in the next few years. India currently has 27 shipyards with 6 under Central Public Sector, 2 under State Governments and 19 private shipyards. India’s share in the global ship repairing market is less than 1% with the average revenue of

4.63 billion per annum. Given our inherent advantages, this is an area of potential growth. The ship repair industry has a sizeable potential of about Rs.2, 700 crores in India. However, its turnover has fallen short of the potential. To promote ship repair industry in India Government has allowed Service tax exemption for repair of foreign going vessels, and has dispensed with the requirement for registration of ship repair units to promote “Ease of Doing Business”.
