suffered enough.• His plan was designed to make

an easy, peaceful reentry of the former Confederate states back into the Union.

• Allow states to re-enter the Union with only 10% of voters in each state declared their loyalty to the Union.

• Died before he could carry it out.

•RADICIAL REPUBLICANS (CONGRESS) – northerners that pushed for full and equal citizenship of African Americans.

•They thought It was their job To rebuild the South.

CIVIL RIGHTS ACT OF 1866 stated that:

1)All persons born in the U.S. were citizens

2)All citizens entitled to equal rights regardless of race .Johnson VETOED it….

14th AMENDMENT – states that all citizens had equal protection under the law

Led to the Reconstruction Act of 1867

Radical Republican PlanCongress’ Plan

• Supported the Freedman’s Bureau

• Supported the Civil Rights Act of 1866 outlawing Black Codes

• States had to pass the 14th Amendment to rejoin the Union

• Divide the South into 5 military Districts.

• Support for equal rights for African Americans.
