Here We Go Again – More IBM LayoffsHow Will It Affect The Real Estate Market?

It seems like I just covered thistopic in this past Summer’s articleand I have to write about it again.I thought the massive layoffs lastSeptember would be the last fora long time but I thought wrong,very wrong. It looks like IBM isscrambling to come up with anew list of employees to be laidoff. Febuary 26th, 2014 is thedate IBM has placed for the em-ployees to know.We don’t knowif they will be given a few monthsnotice or if Febuary 26th is theirlast day. What will it do to theprices of homes that are listedor will be listed on the market?There will be more homes be-ing listed but will it drive pricesdown or will they remain stable.I enlisted two seasoned Real Es-tate professionals to give theiropinion on what will happen inthe near future.

The continued layoffs of IBMwill impact our local market. Nomatter how justified the reasonsare, the effects of these layoffs af-fect people’s overall standard ofliving. In regards to the Real Es-tate market in Durchess County,those needing to seek employ-ment may not find it in the sur-rounding area. The outcome willbe more homes brought to mar-ket. This is a major concern be-

cause it will create higher inven-tory therefore lowering prices.It is a simple case of supply anddemand.This is advantageous to cur-

rent buyers because they will bein a position to capitalize on thismarket, however, for those sell-ers preparing their homes forthe Spring market, it may be a bitdisconcerting. Layoffs have be-come a way of life for businessesas they struggle to survive inthe global market and DutchessCounty has become only toofamiliar with it.

Our area continues to respondto economic threats. The pro-posed IBM layoffs are one morechallenge to add to our history.Dutchess County offers a won-derful quality of life, geographi-cally located between New YorkCity and Albany, close to airportsand trains, which makes it advan-tageous to conduct business.Wehave plenty of natural resoursesand historical features that at-tracts tourists. Our workforce isskilled with many coming fromour higher education institu-tions and technical schools. TheReal Estate market is slowly get-ting stronger and showing steadygrowth. The potential layoffsmay not have an immediate im-pact on our market unless theseemployees have overextendedthemselves as many did in the1990’s and need to sell quickly.We may see a small increase inlistings coming on the market in6-12 months from now when

the unemployment benefits runout, a possible result of financialhardship or relocation.I asked Kim what will be the

results on the market prices. Shesaid “I think they will stay wherethey are now”.As I said before, last Summer I

wrote on the same topic. I hadtwo seasoned Realtors, BrianWoolsey and Joe Pettinella givetheir opinion on what wouldhappen to the Real Estate mar-ket with the September 2013IBM layoffs. They were in agree-ment that the market was at thattime strong enough to absorbthe increase of inventory causedby people moving out of thearea. They said the home priceswould have gone up because ofa strong market but would nowbe stable with the Septemberlayoffs. Let’s look at some dataon detached single family homes,supplied by Sandy Tambone ofthe Mid Hudson Multiple Listing.

Our panel from Septemberwere not too far off the markcompared to the previous year.The average time on the mar-ket went down by about -10%which means there are buyersout there and homes are sellingfaster. Inventory on homes wentup 6.4% and you know whathappens when there are morehomes competing for the buyer,

you got it, the price comes down.The average sales price for thethree months came down 5.1%,almost even to the increase ofinventory.If we have a new increase of

inventory due to the IBM lay-offs, the past says we should seea decrease in home prices. Thiswill create a great opportunityfor buyers to get a good deal. A5.1% decrease in prices doesn’tmake it a buyers market but youwill see more homes coming onthe market competing for yourattention and your dollars.To reach back to January’s ar-

ticle on the new laws enacted onJan 10th, New York State Deptof Financing continues to makeexceptions to the FHA mort-gage insurance fees driving upthe APR to the point it becomesa “high cost” loan that New Yorkdeems as illegal.As I thought, Fannie Mae and

Freddie Mac withdrew theirnew batch of fees (based onyour credit score and yourdown payment) that were togo into effect on April 1st ofthis year. These new fees wouldhave caused much higher clos-ing costs which contradicted thenews rules that the ConsumerFinancial Protection Bureau putinto effect Jan 10th. Lenders arestill feeling their way betweenthe new Dodd/Frank bill, NewYork’s rulings and Fannie Mae& Freddie Mac’s guidelines. Af-fordable mortgage programs forfirst time buyers like SONYMA,are not affected by any of thesenew laws. It will become a verypopular mortgage program. I willbe conducting seminars on thisprogram in the near future butremember it is for 1st time buy-ers or veterans. Veterans don’thave to be a 1st time buyer.
