    In 1996, Special Education Services was looking for research based Intervention Curricula for students who were unable to learn through the use of mainstream curricula. School systems were using many products, many of which, had no scientific research basis behind them. We were looking for a research based program for our Special Ed & struggling students. One of the first and most comprehensive curricula that came to our attention was the LANGUAGE! curriculum by Dr. Jane Fell Greene from Florida, currently.

    We started it as a pilot in conjunction with Federal Programs in 1996. Because of the early success of the program, Special Education Services wrote the Language! curriculum into the State Improvement Grant as a collaboration with the Alabama Reading Initiative. We would help function as a research based choice for intervention for their Reading Initiative schools. Alabama was awarded a SIG grant in the fall of 98 with the grant effective date of February 1, 1999. After the first year of the grant we added the research based Direct Instruction to our choices for research based INTERVENTION curricula.

    The first two years of the LANGUAGE ! Grants 37 grants were awarded. In year three a few more grants sites were added but in year four we did not add any but maintained the sites in order to try and support those who already had grants. In addition to the school systems with grants, many other schools systems sent teachers to the L! trainings as part of their ARI or their plan for teaching struggling readers including students with disabilites. At one count there were 80 out of 128 systems using L! for either struggling readers, ELL students, or students with disabilities.

    The L! curriculum training is appropriate for several groups. 60% of the persons trained have been General Ed. Teachers. Many of the students in the L! curriculum are those older, struggling readers who are behind and getting farther behind.

  • Alabama Reading Initiative and SIG Reading Initiatives Collaboration

    LANGUAGE! was written into the SIG grant as collaborating with the Alabama Reading Initiative (ARI) as an intervention piece.Meetings were held with school representatives from ARI schools and information was disseminated about LANGUAGE! and Direct Instruction for Intervention as Research Based instructed.LANGUAGE! and Direct Instruction pilots were carried out in ARI schools and non ARI schools.

    When the SIG was written, L! was written into the grant as the intervention piece working cooperatively with the ARI. The SIG distributed flyers, made training seats available, and gave preference to schools who were part of the ARI as part of the grant application process and when assigning seats at L! trainings. ARI employees were invited to L! trainings and informed of all the changes and any opportunities for training in L!. After the DI pilots were started, SIG staff attended ARI representatives meetings to make them aware of the opportunities they had for no cost training for their schools in 2 research based curriculums intervention curriculum for their schools.

    The SIG sponsored two large SRA Direct Instruction pilots. Summer training was also offered at the Summer Academy, a yearly large teacher/administrator professional development week, in Reading Mastery and Direct Instruction. Other than the conference registration fee which is very modest, there is no charge to the teachers for this SBRR training.

    An additional pilot system, Montgomery was added in 2001. These schools received training, materials, and technical support from SRA through the SIG.

    The SIG collaborates with other programs & Departments at the Alabama Department of Ed. in order to provide research based intervention literacy curriculum for struggling readers.

    The L! grant awarded 17 grants the 1st year of the State Improvement grant and 16 grants the second year.

    Grant sites were asked to select skilled L! teachers to be trained as L! coaches to assist teachers in their district to implement the L! curriculum. We found that school districts that had trained L! coaches and utilized these coaches were more successful with the L! curriculum, their students progressed more rapidly through the units, and there was more fidelity to the curriculum than schools who did not have coaches or did not use the coaches that they had.

    Sites were asked to train a minimum of a 2 coaches per district. We continued to add a few sites in the third year but maintained the number at the third year level so that the state could build capacity through years 4 and 5 of the grant and see how this would be affected by the NCLB and ways we could support intervention for struggling readers.

    Initially the SIG paid an outside presenter to do our L! trainings. This was very costly to us and limited our trainings to only 3 a year. The SIG applied to Sopris West, the publisher of L! to allow our Reading Specialist in the SIG grant to train as a L! trainer as well as a few others in the state. Our Reading Specialist became the lead trainer with assistance from the others in the state. The next year we were able to send 8 L! teachers to be trained as L! trainers. These L! trainers were geographically spread out across the state so teachers would not have to travel great distances to attend a L! training. The SIG succeeded in building capacity to sustain its own trainings without outside assistance. These trainers are required to attend a yearly national meeting to retain their trainer status.

    This slide represents the initial first year standard score progress of students in the L! curriculum. Standard scores are hard to move and the first year this shows good progress for the students.

    After working with the intervention programs of LANGUAGE! and Direct Instruction, which are designed the intervene intensively for those students who are behind one or more grades, SIG Staff decided that based on the convergence of the science on reading and the number of students who required intensive intervention services to pursue bringing Drs. Kame enui and Simmons Beginning Reading Model to AL to prevent reading failure and thereby prevent the over identification of children as students with disabilities.

    Initially 9 schools were trained through the Summer Reading Institute followed by 16 schools in year 2, and 24 schools in year 3.

    LANGUAGE! and Direct Instruction were making progress with out students who had fallen behind in reading but too many of Alabamas students were not being successful in learning to read.

    The SIG Beginning Reading Model is designed to prevent reading failure and prevent the over identification of students for special education.     Big ideas drive the curriculum, instruction, and resources we use.

    Teachers dont have time to teach everything they might like to teach, so they must teach those Big Ideas that have been proved to be the critical skills necessary to learn to read. For each Big Idea as assessments in place to determine students are meeting benchmark and what types of instruction each student needs.

    The DIBELS assessments allow the teacher to assess a students progress in the Big Ideas of Reading. The results are reviewed immediately so instruction can be modified to meet a students instructional needs.

    Our state level PBS Leadership Team had to re-group and re-think how to more effectively use the monies that were available.

    The research showed us that Professional Development is more likely to be used if training was received on-site. Applications were taken and 6 school districts were chosen to implement PBS in every school within their district. ALL training and technical support is now conducted inside the school district.

    Coach/District PBS Leader serve only in their district.

    PBS training being held within the district allowed us to save over $120,000 in one year. Money that we are now able to use to train a greater number of teams.

  • Year One Data

    Lessons learned during year one is that schools have to be sure that PBS is one of their top three goals or priorities. We lost almost half of our original PBS schools, but through our lessons learned, ALL of the teams trained during last school year and this school year are still implementing and ARE implementing above the 85% level of PBS criteria.

    We are just now beginning to compile data with PBS and reading scores. The preliminary data show us that schools implementing PBS have getting better test scores and in schools implementing just reading are receiving less discipline referrals to the office.

    We do have a pilot site that implemented reading initiative one year and the next year implemented Positive Behavior Supports. The result .. 98 % of their students leaving 3rd grade read on grade level and office discipline referrals have been reduced by 95 %.

  • Less Discipline Means More Time

    Estimated time regained for administrators for year one teams is

    43,320 minutes.

    Estimated instructional time regained for teachers and students is

    25,660 minutes.

    The average discipline referral takes an administrator about 20 minutes to complete and on average it takes about 10 minutes away from instructional time to process.

    Clearly, here we can see why scores go up and inappropriate behavior decreases because teachers re-gain valuable teaching time and administrators now have time to be visible around the school campus.

    We need to look at data from year to year to see how we are making progress. These are the scores of Cohort 1 in the first year of BRM. Let see what happens after the 1st Graders have had one year of BRM as Kindergarten students.

    You can see that 85% of all the 1st Graders in the Fall had their Phonemic Segmentation Fluency in the range of established skills. The year before 57% were established. We would like all students established by fall of 1st Grade but this is textbook model. It shows us which student needs intensive intervention so that they do not fall behind.

    After 2 years of participation in the BRM, 3rd Grade students scored 10 percentile points better than the National norm and 12 percentile points better than our State. Our BRM students, on Total Language, out scored the Nations 3rd Grade average by 15 percentile points. The States average by 11 percentile points.

    Grade Level Priorities developed by Dr. Simmons under Secretary Riley of Dept of Ed give scientific reading guidance to teachers so that the instructional priorities are taught month by month and no important skills are skipped.

    The BRM started small with 9 schools.

    We were trying to build pockets of excellence and support for each other.

    As the Reading First grant was being completed, Cohort III of the BRM was being planned and the Summer Institute executed. Personnel from the ARI and assessment attended the Summer Institute as part of sharing information and collaboration.

    The SIG has collaborate starting w/ the Secretarys academy in FEB 2002 to leverage each others strengths, knowledge, and skills to improve reading instruction for the children of Alabama.

    The SIG became aware that some of the BRM schools needed more technical assistance than just the 3 X a year group meeting. The SIG staff could not accommodate all these schools alone. The talent and knowledge from trained schools was a natural area from which to draw.

  • State Capacity Building for Beginning Reading Model

    SES will send a team of SIG employees and liaisons to Oregon to be trained as BRM trainersDrs.     Through an OSEP funded initiative, Drs. Simmons and Kameenui were asked to replicate to AL BR Model for other states. Their response was to create the Trainers Model which will give each State the capability to train and support their own state. By staff from AFI/ARFI, assessment, and other possible Dept of Ed sections attending, it will facilitate more collaboration and support for ARFI schools and follow-up training's.

    In summary, Sp. Ed Services through the SIG grant has promoted only scientifically based reading since 1999. We have been proactive in preventing reading failure before Reading First and brought the DIBELS assessment as part of that model to Alabama. The SIG collaborated and will continue to be a collaborative partner to further scientifically based Reading Research instruction for students in Alabama.
