The plush MA Road is a glittering exam- ple of the new “facelift” avatar. Here not single but double zebra crossing stripes have been beautifully marked on the two lanes. But crossing the road is almost impossible as iron fence walls the central verge. Syed Mudasir of Pulwama said he had a narrow escape while trying to cross the road. “I was heading towards Womens College on the other end but on reaching the middle of the road, I found there was no way to proceed. Did I not rush back, some speeding vehicle could have knocked me down,” he said while pointing towards the fast fading zebra crossing. There’s also a zebra crossing outside Civil Secretariat, painted afresh. Observers said it has more of aesthetic value than util- ity for pedestrians. At this spot crossing the road is almost a hit-and-trial where getting knocked down by vehicle cannot be ruled out. Traffic comes in from all the four sides and any one aspiring to cross the road does it on personal risk. A lawyer at High Court said such fake pedestrian crossings amount to deceit with people and human right abuse. “This is sheer case of bluffing people through fake develop- ment which benefits none except those who execute the work. This is a typical case of human rights violation,” the lawyer said. After isolated experiments, the zebra crossing was first used at 1000 sites in the UK in 1949 in its original form of alternating strips of blue and yellow, and a 1951 measure introduced them into law. In the United Kingdom the crossing is marked with Beli- sha beacons, flashing amber globes on black and white posts on each side of the road, named after Leslie Hore-Beli- sha, the Minister of Transport, who introduced them in 1934. The crossings were originally marked by beacons and par- allel rows of studs, and the stripes were added for visibil- ity some 15 years later. The acting Chairman SHRC, Rafiq Fida has directed them to submit their respective reports in the matter. The commission has also asked Abdul Rehman Malik husband of deceased woman Aisha Begum of Haripora, Budgam to appear before the Commission on May 26 and file correct statement of facts in the matter. The SHRC observed: “A complaint was received through e-mail inviting attention of the Commis- sion towards an accident which has taken place at Solina on 28.04.2014 and has even been carried by the daily newspaper Greater Kashmir in its edition dated 29.04.2014.” “The complainant has alleged negligence and mismanagement at the hands of Traffic Police and M/S Simplex Infrastructures Pvt Limited, Srinagar who have been given the project to construct flyover. The accident is reported to have taken place between a motor bike and a van of Srinagar Municipal Corpo- ration which has caused injuries to Aisha Begum... The complaint is supported with the photographs depicting the scene of occurrence, ill-fated bike and people protesting,” Fida said. “Another complaint was received through e-mail against the management of M/S Simplex Infra- structures Pvt Ltd alleging therein that the company has put to manual job under aged boys as laborers and the living condition of the workforce of the company is more than worse and pathetic who are being kept in tin sheds without providing basic facilities and forced to suffer a great deal of inconvenience espe- cially during chilly winter season of Kashmir, which amounts to violation of the child rights and human rights of their workforce,” SHRC said. “The complaint is supported with a representa- tion addressed to Chief Engineer, Simplex Infrastruc- tures, Srinagar regarding violation of human rights by M/S Simplex Infrastructures under child labor. AAP leader Dr Raja Muzaf- far Bhat, in a party handout said the garbage is being dumped near the canal from last many months and this has caused serious problems not only in Bagh-e- Mehtab area but in adjoining localities of Mochwa and Gul- zarpora as well. He said that people especial- ly children cannot walk through the area as there are dozens of dogs near the garbage dumpers. “We hope that Commissioner SMC will take action against the concerned Ward Officer for allowing usage of waterbody for dumping of waste material. Police has reg- istered a case in this regard,” a police handout said. Locals said the incident hap- pened at around 9:00 PM last eve- ning when the Beigh, a salesman at a Kashmir arts showroom was on way to Khanyar. SP north Tahir Salim Khan said the accused driver Muham- mad Amin Mir son of Muham- mad Yousuf Mir of Khanmoh was arrested and the truck seized. He said the body of deceased was handed over to his kins for last rites. Meanwhile the locals have appealed the authorities to extend no-entry timings for movement of heavy vehicles into the City. “At 8:30 PM there’s huge rush of general vehicles and tour- ist cabs. Given the rush, move- ment of heavy vehicles should be restricted further as they drive recklessly,” the concerned said.
