What does Read to Achieve (RtA)
mean for 3rd Graders?Read to Achieve requires 3rd graders to show proficiency in reading by scoring a Level III, IV, or V on the
- Beginning of Grade 3 Test OR- Grade 3 Reading EOG OR- Grade 3 Reading EOG Retest OR - Read to Achieve Test
● English Learners● Students with Disabilities● Retention● State Reading Portfolio● Approved Alternative Assessment
...or the student is exempt from the Read to Achieve retention requirements by
qualifying for a Good Cause Exemption
English Learners
The student has received less than 2 years of ESL services.
Students with DisabilitiesStudent has a current IEP (in any subject area) and meets at least one of the following: ● Participates in NCExtend1 ● At least two years behind in educational performance as
indicated by (spring) data ○ MAP - Reading RIT≤ 163, Math RIT≤ 167○ TRC - ≤Level J
● Has received intensive reading interventions for a minimum of two consecutive years
Twice Retained Students
The student has been retained more than once in kindergarten, 1st, 2nd, or 3rd grade.
Completed Portfolio
Student has successfully completed the State Reading Portfolio according to the criteria per the NC SBE.
The State Reading Portfolio is NOT REQUIRED.
PORTFOLIOS● ALL 12 standards must be successfully completed
○ A Minimum of 3 passages with an average score of 70% to successfully complete a standard
● The recording sheets for each standard must be filled out and included with the portfolio
● Passages may NOT be sent home, but can be shared with parents in a conference
● Portfolio scores should be entered into the Read to Achieve Application on the Navigator Portal
Alternative AssessmentsThe student has demonstrated proficiency in 3rd grade reading by passing at least one NC SBE approved alternative assessment

NOTE: If a student meets the minimum scoring requirements during one window but then drops below the score at another, the student still considered proficient and
is not required to score a Level 3, 4, or 5 on the EOG.

1. Ensure data that has populated in the Read to Achieve Application is valid
2. Enter information for students who qualify for an EC Exemption
3. Enter reading interventions for students who are twice retained
4. Enter Portfolio Standard Scores

ACTION 2Register Students for RtA SURGE Summer Camp
1. Registration will open Tuesday, May 1st
2. Using this Google Form, schools will recommend and
distribute a tear and return sheet to eligible rising 2nd,
3rd, & 4th grade students.
○ The tear and return sheets will be located on the
CMS intranet. There will be two (2) documents for
each school: 1) Recommended Students 2) Waitlist

Register Students for RtA SURGE Summer Camp
Each school will:
● Recommend five (5) rising 2nd graders and five (5) rising 3rd graders in the
Google Form by May 25th.
● Register ten (10) rising 2nd graders and ten (10) rising 3rd graders for the
WAITLIST in the Google Form by May 25th.
● Register ten (10) rising 4th graders for the WAITLIST in the Google Form by
May 31st.
● Send tear and return form with registration link to all recommended
students.

The Summer School Contact at each school will collect the
completed tear and return sheets and e-mail -
[email protected] when sheets are ready
for pick-up.
■ PCG will collect tear and return forms from each
school and cross-reference with the Google Form
to assure all information is accurate
