With over thirty two and a half years of service in the department, Mrs. Willis is the highest ranking female officer in the department. She enlisted in the Belize Police Force in June 1978 and have served in Belize City, Dangriga, Benque Viejo, Belmopan and now in San Ignacio. She boasts a rounded carreer after having served in every single branch of the department including Crimes Investigation, Traffic, Prosecution, Tourism and Patrol. In a more senior capacity she has served in operations, administra- tion and personnel training. Acting upon information of a burglary in progress, at around 4:30 on the morning of Thursday, January 27, police rushed to the X- Box Game Room and Internet Access on Joseph Andrews Drive, San Ignacio, where the observed that the place was broken into and in hiding in nearby bushes police found the accused Stanley Tillett surrounded by all the items taken from inside the building. This law refers to unreasonablenoise emissions from vehicles,equipment, and premises. The lawprovides for specific types ofintervention from the Public,Environment Department and thePolice. In as far as unreasonable (Morethan 43 decibels) noise pollutionfrom equipment (machinery,sound systems such as DJ’smusic boxes, personal musicplayers, loud shouting and

screaming, toys that make sounds,etc), is an offence and against thelaw. Prosecution happens when anythree or more people lodge acomplaint to authorities, whichcan be oral or in writing, that theyare being affected by the unreason-able noise in this instance. A Police Officer or anyauthorized person can ask theproprietor of the house, restaurant,bar, to keep the unreasonable noiseto the minimum or the authorizedperson can ask that the source ofthe pollution be removed entirely. From the day the premises iswarned to install the necessaryconditions to have their functionwithout affecting other people

negatively, the premises has oneweek to commit to this regulationor licenses to such functions willbe revoked. This offence carries a penalty ofone thousand dollars or more orimprisonment for not less thanthree months. In as far as unreasonable noisepollution for vehicles, authorizedpersonnel from the Police or theEnvironment department canmeasure the noise emitted from thevehicle and if the vehicle is notwithin the limits of acceptance ofthe law, the proprietor has sixweeks after the offence has beenread to him to get the noise undercontrol. Failure to comply with this lawand condition can lead to a fine ofno less than ten thousand dollarsor imprisonment of no less thantwo years or both fine and impris-

By letter dated 24th January 2011I conveyed to His Excellency theGovernor General my decision toreturn to private practice as anattorney at law. The resignation isto take effect from 28th February. The decision stems fromthe refusal of the Government ofSt Lucia to pay pension benefitsdue to me upon my retirement,two years ago, as a Court ofAppeal Judge in the EasternCaribbean. Matters reached the point whereI was forced to file a claim on14 th January 2011 against theGovernment of St Lucia whichhas been simply ignoring theclaim, latterly refusing to evenacknowledge receipt of letters ofinquiry. Having returned at the end of2008 to Belize and to privatepractice, I later decided I couldafford to leave private practice andbecome a judge in Belize becauseI treated the expected pensionbenefits as part of my financialresources. That expectation havingbeen removed, I must now adjust.Hence, my decision to return topractice. I express my gratitude to

the Government of Belize forthe honour conferred on me bythe appointment. I am especially grateful for theconfidence and support membersof the public, on both sides of thepolitical divide, expressed on myappointment and during my tenure. She attended BelizeTeacher’s College and conferred aDiploma in Education. She taughtat Sacred Heart Catholic School inSan Ignacio for over fifteen yearsand was lovingly referred to as“Ms. Ida.” In the San Ignaciocommunity, she was an avidmember of the Legion of Mary andlater became President. In 1971,she moved to Mexico City andlived with her aunt and cousinHortencia. In 1972, Ida immigrated to the

twelve years; a member of thechoir; Liturgy Committee; ParishCouncil; Bishop’s Council; AfricanAmerican Council and WomenEmpowered by the SPIRIT. In 1987, Ida and John receivedrecognition for their faithfuldedication and service to thepapacy and Catholic Church by

enjoyed coordinating the color ofher outfits with John’s. Ida trulybelieved in giving of herself. Shewas ready and willing to helpanyone she came into contact with.She opened her home to many aswell as her heart. We will missIda’s smile, kindness, caringnature, sweet voice and readinessto pray whenever and whereverneeded. No one will forget herloving counsel, advice and directmanner of speaking her mind andgiving directives. She spoke truthand did the right thing even whenit would’ve been easier to remainquiet in order to be popular. Shewas loved and respected by all. OnSaturday, December 25, 2010, Godcalled his angel home. SAN PEDRO, Tuesday,January 25, 2011: The Belize Bakers’ Association(BBA) is observing and expressingmuch concern over the loomingidea of a decision taken by theLiquid Petroleum Gas Importers ofBelize on the possible interruptionin the supply of butane gas. The year just ended was astruggling one for the associationdue to the increase in prices of keyingredients in the making of bakedproducts, butane gas being one. Already, the association isbracing for a possible increase inthe product ion cost of bakedproducts in 2011 due to an increasein wheat prices on the worldmarket. Hence, the possibility ofcheaper butane gas is wonderfulnews for the association. The association would like toexpress that it welcomes anydecision or venture by any localfuel producers or importers thatwould see a cut in fuel prices,which could have a direct price

effect on the production cost ofbaked products in Belize. The BBA therefore supportsBelize Natural Energy’s (BNE)decision to seek government’spermission to supply butane gas ata cheaper price. Members of the BBA are involvedin the production of a product witha controlled price, hence we areasking the government that we beallowed to benefit from lowerbutane prices, something that BNEsays they can offer to the Belizeanpeople. With lower butane gasprices, our consumers will be ableto benefit directly. The production of butane at acheaper rate is a direct result of thepositive impact the oil industry inBelize can have on the populationand should be allowed. But we arealso of the idea that those that needit most, such as hospitals and othersimilar institutions, should alsobe given the first preference ofobtaining such an essentialcommodity at a lower cost.

The Chinese proprietor of thestore, Qing Jei Zhu, 52, reportedto police that at around 8:30 am onMonday, January 24, he was seatedbehind the counter in his storewhen an unmasked brown skinmale person, about 5 1/2 feet inheight, wearing a yellow and whitestriped shirt and long blue pants,walked in and after fidgeting withsome merchandise on the counter,the man moved towards the rumsection located behind the counter.Zhu reportedly got up to serve himand while turned with his backtowards to man pointing out thekind of rum the man wanted, theman reportedly move behind him,placed a small black gun to his headand pulled out the license 9mmCompact Luger pistol that Zhu hadtucked in the waist band of hispants. The gun was fitted with amagazine containing 8 bullets. Zhuinformed that it was a new gunwhich he purchased in Belize City,less than three months ago, for$2,500. It bears serial numberA480315.

The man then demanded, andwas given, all the money frominside the drawer which, since itwas early in the morning,amounted to about $200. In the process of the investiga-tion police have detained severalpersons for quest ioning andidentification which is facilitatedby the fact that the robber did notwear a mask. This is the third time that Bing’sSupermarket has been robbed. Thelast incident occurred ten months

ago, on March 17, 2010 when, ataround 8:40 pm, two maskedgunmen entered the store and madeoff with over seven hundreddollars in cash. The other incident occurred ataround 1:30 pm on May 13, 2009when two armed masked menentered the store and held up Zhu’s18 year old son, Zhu Bing Chi,making off with over sevenhundred dollars in cash and aboutfive hundred dollar in telephonecards.

BWS submits Annual ReviewProceedings (ARP) application

On December 31, 2010, BelizeWater Services Limited (BWS)submitted its formal notification foran Annual Review for the period April1, 2011 through to March 31, 2012to the national regulator, the PublicUtilities Commission (PUC) for theirreview.

This submission is required inaccordance wi th StatutoryInstrument 67 of 2002, Part IVsubsection 27, which requires BWSto submit an annual request for aReview to the PUC. It officiallycommences the proceeding for thecompany’s Annual Tariff ReviewProceeding.

BWS has informed the PUC thatthe company is not seeking anychange in tariffs.

The PUC is expected to review thefinancial and operating data of thecompany and make its determinationby March 31, 2011.

The third thing you must be ableto do is draw your work forcetogether so that they willconcentrate on whats most impor-tant to your industry. You do notwant to sacrifice any performanceaspect within your businessstructure by pushing competition inthe wrong direction. The fourth thing that you wantyour competition to do is have amutually increasing benefit forboth you and your staff. If you canaccomplish this, you will be ableto promote an environment whereyour employees enjoy thecompetition and because of that,

they reach out to excel. If you tie itright, you will also be able to starta mentorship program where yourtop performers can be teamed withyour more junior members to helpthem both grow and succeed. So what can we do to createconstructive competition withinour business? Next week, we will look at oneprogram that works in manyindustries, and that generatessuperior results without any realadded expense to the business.

Competition can be a wonderfultool, but only if it is properlyimplemented. If it is not properlysupported, it can tear a team apartand create an environment that willdamage customer service as wellas morale. We'll teach you how toget good competition into yourbusiness. dollars from his former employer. Belizean businessman CarlosPopper, owner of Five SistersLodge, located in the MountainPine Ridge Area, Cayo this weekreported to police that a recent

audit of his payroll recordsrevealed that the accused, AntonioMadrid, employed as the accoun-tant for the lodge, dishonestlyinflated the payroll, over a period

of almost ten months (betweenMarch 25, 2010 and January 16,2011) and in the process defraud-ing the business of exact ly$13,100.55. The accused Antonio Madrid isnow listed as wanted, by SanIgnacio Police, for questioning.

Having sat and passed everypromotional exam from thebottom right up to the top, Mrs.Willis acknowledges that it hasbeen a very challenging butrewarding experience especiallyin a male dominanted depart-ment.
