I had a follow-up call with Mr. Bellerose today where we set-up a meeting for 1000 on October 11th.

He said that the nation would likely want to visit the project area and check it out for themselves. He said their primaryconcerns will be wildlife and protection of the river (including in the event of spills). He is going to consult with their Eldersto see what they recommend and then let me know what their costs will be.

As a follow-up to the site visit, Trevor had requested some additional information on the two historical resources found inproximity to the project. The locations are on the maps we provided to your team.

Both desktop and field investigations were undertaken in accordance with the Guidelines for Archaeological PermitHolders in Alberta as defined by the Archaeological Survey of Alberta, Historic Resources Management Branch (HRMB),Alberta Culture and Tourism (ACT) and the Historical Resources Act. Field inspections consisted of pedestrian traverse,ATV traverse, shovel testing and a visual examination of the Project area.

Two previously recorded archaeological sites have been registered within or in close proximity to the Project Footprint.One site (FkPg-37) is located at the western limit of SE 6-56-21-W4M within the CP right-of-way between the proposedalignment and Range Road 220 at the north end of the Project area. The site is a prehistoric lithic scatter and campsite.Surface finds of lithics were collected during surveys completed in the 1970s and 1980s. This site has been regularlydisturbed by cultivation and construction of an adjacent industrial development. A site visit was completed and one pieceof angular shatter was collected from the surface. A shovel test was excavated next to the surface find and no sub-surface cultural materials were recovered.

The second previously recorded archaeological site (FkPg-68) is located in NW 31-55-21-W4M adjacent the CP right-of-way roughly midway along the proposed alignment and on the former alignment of Range Road 220. The former roadalignment is currently being used for construction staging for the petrochemical facility. The site is a prehistoric surfacescatter with less than 10 artifacts recovered. Surface surveys determined that the site and surrounding area has beenhighly disturbed and the site destroyed by construction of adjacent industrial development.

Also, Alfred requested that he be able to collect chaga mushrooms before the trees are removed from the site. There aretwo small groves of aspen trees that potentially could have chaga mushrooms on them. Is there a particular time of yearthat is preferred for harvesting? With that information, I can communicate the request to CP.

We have also included a photo from the site visit that we wanted your community to have.

In reading your documents, I note that your study design was flawed.

I have staff at the Paul First Nation who are culturally trained to identify historical resources that may be impacted bydevelopment. I don't expect anyone at Dillon is trained on the identification of PFN cultural sites by visual inspection,particularly where cultural markers may be used. These are not taught to outsiders. I note that your fourth document App12a notes that there are no Aboriginal traditional use sites, but based on our work with Alberta Culture and tourism, theidentification of these sites is not something that non-Indigenous companies are trained to do. Doing a search and comingback with nothing is not evidence there is nothing, it is merely evidence nothing is listed. That is different than nothingbeing there.

In your Emergency Impact Management Plan: as it relates to human remains, your process is flawed in that you requirean expert opinion to determine the origin and species of said bones. As mentioned previously, we've spent time on-sitewhere visual inspection determined that the bones were human (only to learn later they weren't). It required a medicalexaminer to verify the bones. Your policy states that a medical examiner may be involved, if appropriate. Unless you'vegot experts on-staff and on-site that can do the appropriate tests, you need an expert. Leave it up to them. As it relates toIndigenous ceremony, there will be times where bones discovered are identified as Indigenous in origin, but do notconstitute archaeological remains. For instance, PFN participated in a repatriation ceremony in 2016 where the boneswere identified as Indigenous, but were dated 200 years old. As it relates to this plan, you note that graves may not bemarked with obvious markers - that's a clear inaccuracy. It may not be readily apparent to non-Indigenous folks, but thereare Indigenous peoples that still remember the historic markers used. Had your studies involved communities like PFN inthe assessment, you may have been made aware of some on-site.

I do note that 198 artifacts were uncovered using your methodology, as well as lithics. This was essentially what we toldyou when we met. We consider this an area with a lot of historic Aboriginal traditional use sites and archaeological sites.Your studies confirm these sites are there, and PFN would like to see more work done before this site is developed. If Ihave to talk to Micheal Crothers at Shell I can do that.

My apologies for not getting back to you earlier. I have spoken to CP and they have asked Dillon Consulting tocoordinate the site visit as they are unable to attend. Paul Schaap, who is leading the project on behalf of Dillon and Iwould participate in the site visit.

The site visit will take an hour and we are available Wednesday, November 28th or Thursday, November 29th. Thefollowing week, we are available December 3rd, 4th or 5th. Once we have a date confirmed, we can coordinatelogistics as we could either meet you at the project site or pick you up and drive to the project site together.

Please let me know if any of these dates would work with your schedule.

I met this morning with Strathcona County Mayor Rod Frank (0815-0915 in Sherwood Park). He is very supportive of theextension to IPL and said the County will write a letter of support if asked. He is pleased we will have a booth at Life inthe Heartland, and believes there will be support from the community.

I will be arranging a Council appearance for late this year or early next year which will touch on safety, on our localoperation, and the Holiday Train (his request).

Hey, here is the current alignment map. Goes from end of track adjacent to Shell 4 km south to connect to IPL’s newplant.

Also, Jeff and I talked on logistics and we are going to drive up to the open house together (set-up starts at 4:00 and thepublic starts to show up at 5:00). It goes until 9:00 so we are going to plan to stay at Hotel MacDonald that night.

We are also going to see if the one neighbor or some of the First Nations want to meet either the afternoon of the 29th

or the morning of the 30th.

Project DesignThe project was first proposed in the 1980s, however it was never constructed. The proposed railway line will have the following features:

• Single mainline track with two transfer tracks accommodated on an existing CP-owned right-of-way approximately 100 feet wide.

• Designed for a track speed of 15 miles per hour using continuous welded rail, wood track ties, and industry-standard track materials including spikes, anchors, ballast, sub-ballast; and

• It will cross one public road and one unopened road allowance.

Environmental DesignCaring for the environment is a top priority for CP. Transportation by railway is the most economical and environmentally responsible mode of moving freight long distances over land. A single train takes approximately 280 trucks off tax-payer funded roads, highways and infrastructure. Trains reduce the pressure to build costly new roads and cut the cost of maintaining our current highway infrastructure. Other factors being considered in the environmental design process include drainage, species at risk, noise and vibration, cultural/heritage resources, and public safety.

Project SummaryCanadian Pacific (CP) is proposing to extend its existing track in Alberta’s Industrial Heartland to private track at Interpipeline’s new Heartland Petrochemical Complex which is currently under construction. The extension would provide Interpipeline with additional options to connect their new plant to national and international supply chains. Freight traffic resulting from the project can be accommodated in CP’s existing train lineup, and will not result in additional trains originating in Strathcona County.

The proposed extension of approximately 4 km of new track will occur within CP wholly -owned right-of-way on the west side of Range Road 220. No additional lands are required for construction or operation of the proposed railway infrastructure. Construction is anticipated in mid-2019 with operations commencing in late-2020.
