What more will it take?The Safe Act, Orders of Protection, Red Flag Laws, limiting or eliminating concealed carry permits, prosecuting people for lawfully protecting their family/lives and now Attorney General Letitia James’s attack in an attempt to dissolve the NRA because of alleged wrongdoing by some of the leadership.People these egregious transgressions all have one thing in common: They were all the brainchildren of the anti-gun Democratic party. That’s right, the anti-gun socialist Democratic party. You old timers remember your history. What was the first step every two-bit dictator, the Nazis, the communists or the Sandinistas attempt to do? That is right, they tried to confiscate every citizen’s lawfully owned firearm. And, here we go again.More importantly, the Democrats are not just attempting to destroy your Second Amendment rights they also are attempting to usurp your First Amendment rights. The dissolution

attempt of the NRA for alleged infractions of the New York State Charities law is ludicrous. Please note: There were no criminal charges filed, and the only other organization to have dissolution proceeding brought against it was the Trump Foundation. The timing of this attempt by the attorney general could not be more obvious or mercenary—it is nothing more than a strategy to cripple the NRA, and neutralize its influence in the 2020 elections. This weaponizing of government is a bald-faced attempt to destroy the leading civil rights group in America—a group that has been in continuous existence since 1871. Stand up and be heard, do not allow this abominable assault on our civil liberties to be successful.The Democrats know that President Trump will have a difficult time being re-elected if the NRA is forced to sit on the sidelines and participate at a greatly reduced capacity than in previous years. What they did not take into

consideration is the loyalty and patriotism of the gun owners and NRA members of the United States and their furor in response to the double-barreled threat of the government taking their guns and their NRA. Friends, now is the time to band together to get every gun owner registered, and out to vote to re-elect President Trump. Please help yourselves and help President Trump protect our Second Amendment rights while he continues to drain the swap.

Collectors Corner by David Bock

In previous articles I’ve talked about bullet casting. In this column, I’d like to review the history of the bullet itself. Firearm projectiles have gone through many changes from those used in the earliest handguns to the most modern pistols and rifles.Just as the first firearms were fairly crude, so were their projectiles. Some of the earliest were simply roughly rounded stones. When these were found lacking in terminal performance, militaries transitioned to iron balls. This era was fairly brief, due in part to the fact that the bullets were made of a material around the same hardness as the barrels. This could and did lead to some unpleasant, even tragic, incidents.Starting in the early 1600s, lead became the material of choice for firearm projectiles. It had a number of benefits. Among which were: it was readily available, and therefore inexpensive; it was ductile; and it had a relatively low melting point. This last factor meant soldiers and hunters could make their own bullets over a campfire.Very little changed in bullet design for over 200 years. It wasn’t until the mid-1800s when that would change. Primarily due to the creative efforts of a French army officer named Claude Minie.His bullet design was slightly smaller than bore diameter for ease of loading from the muzzle. Instead of being a simple round ball, it was elongated and had a hollow base with a wooden or iron plug. When fired, the plug was driven forward, expanding the hollow base to engage the rifling.

Later designs omitted the plug without effecting performance. In addition to reducing loading time and difficulty, the Minie Bullet also increased accuracy when used in rifled barrels over the old-style round balls.Not long after, a related development, also from France, pushed bullet design still further. The introduction of smokeless powder in the late 1800s was a game changer, as it produced considerably higher velocity compared to what became known as black powder. Prior to the introduction of smokeless powder, black powder was simply called gunpowder.This increase in projectile speed, revealed a limitation in the pure lead

bullet. At smokeless powder velocities, the lead bullets would often smear along the barrel instead of engaging the rifling. Adding small amounts of tin, and later antimony, helped with this. However, it wasn’t enough.This time the Swiss came up with a solution. The full metal jacket bullet (or FMJ) was developed by Col. Eduard Rubin in 1882. You may recognize his name from the series of rifles he helped design.By the turn of the 19th century, most countries had settled on lead bullets coated with various harder metals. An early choice was cupronickel for bullet jackets. Unfortunately, it was found the combination of increased velocity, the corrosive primers in use at the

time, and this jacket material formed a type of fouling in the barrel that was difficult to remove.Later, jackets of various copper zinc alloys were experimented with to good result. Then bullet shapes started to change away from the traditional long, heavy, round-nosed projectile. Once again, we have the French to thank for coming up with something better.Introduced in 1898, the Balle D bullet was designed by Capt. Georges Desaleux. This was the first of the pointed nose, tapered base bullets to be developed. This means that the base of the bullet is narrower then bore diameter, moving forward along the bullet, it widens to full diameter, then gradually tapers to a sharp point.According to some cursory research, the French didn’t have a specific name for the new bullet shape other than Balle D. Within the next 10 years, the Germans had a comparable design from ballistician Arthur Gleinich, they called it Spitzgeschoss, meaning pointed bullet. As this design became more popular, the German name was anglicized, and became Spitzer.Except for students like myself, the general shooting public believes the Germans invented this bullet design, and sadly the French efforts are all but forgotten.

With minor variations, this is the shape of nearly every jacketed rifle bullet to this day.By the end of World War I, bullet design—especially rifle-bullet design—was starting to stagnate again. Over the next few decades, little changed in rifle bullets, other than minor variations in materials or boat tail and shoulder angles.The next stage of bullet development was again a spin off from military research.The British had experimented with hollow point and expanding military ammunition in the late 1800s at the Dum Dum arsenal in India, thus, the common nickname for all expanding ammunition that lives on to this day.The British developed several expanding rounds for their .303 service rifle cartridge as well as one for their .455 pistol cartridge. These were quickly withdrawn as they were outlawed for use in war by several nations. Specifically, they were predated by the Saint Petersburg Declaration of 1868, and later covered under the Hague Conventions of 1899 and 1907.However, hunters took to these new expanding bullets quickly and thoroughly. That’s when matters

settled for a while. The next stage of innovation involved handgun bullets. While hollow-point bullets frequently were used in rifle cartridges, specifically for big game hunting, they were less commonly used in handgun cartridges.Traditionally, revolvers fired round-nosed lead or lead-alloy bullets, and semi-automatic pistols fired round-nosed full-metal jacketed lead or lead-alloy bullets.This all changed, and the change accelerated following World War II.More and more hollow-point or expanding-pistol rounds were appearing on the market. As the science wasn’t clearly understood, many of these early offerings were less than effective. But design, technology, and testing all improved in time.Today, we have an amazing assortment of expanding bullets for rifles, pistols and even shotguns. Long Island Director by Jim Collins

The Democrat presidential nominee, Joe Biden, called the firearm industry “the enemy” from the debate stage one year ago. Now, the rest of the party plans to follow him with an agenda to dismantle the firearm and ammunition industry and destroy Second Amendment rights in America.The Democratic National Committee posted the party’s platform online. The plan includes:

• Criminalizing private firearm transfers.

• Criminalizing online firearm and ammunition sales.

• Starting endless “delay” windows for background checks.

• Banning the manufacture and sale of modern sporting rifles.

• Banning the manufacture and sale of standard magazines.

• Enacting licensing schemes to abuse Second Amendment rights.

• Enacting “red flag” laws to seize firearms without legal recourse.

• Mandating home storage laws under penalty of law.

• Repealing the Protection of Lawful Commerce in Arms Act to subject the industry to frivolous lawsuits.

Biden already has told America how he feels when it comes to honest citizens demanding their civil rights. Union autoworker Jerry Wayne questioned Biden on his commitment to firearm rights, only to be the target of Biden’s temper when telling Wayne, “not to be such a horse’s ass.” He then said Wayne was “full of s---t.” Biden has said he would appoint former Congressman Beto O’Rourke as his gun czar. Beto has said “Hell yes,” when asked if he would forcibly confiscate modern semi-automatic firearms. When CNN’s Anderson Cooper asked Biden if his federal buyback plan would mean the government would confiscate firearms, Biden answered, “Bingo.”This is not just Biden pushing this radical agenda. This is the party platform. It ignores facts. The party’s objective to ban the manufacture and sale of the most popular selling centerfire rifle is not new, but is getting renewed emphasis. President Bill Clinton signed the 1994 Assault Weapons Ban, and even the Centers for Disease Control concluded it had no meaningful impact on crime reduction. Recently, the National Shooting Sports Foundation surveyed likely voters in 18 swing states, and

more than half responded they would not support a ban on modern sporting rifles, and they want politicians to respect individual rights and enforce existing laws.The DNC is listening to their radical base and not the rest of America. That is why they are trying to demonize the Protection of Lawful Commerce in Arms Act, which denies politicians and lawyers from bringing frivolous lawsuits against the gun industry for the consequences of criminal activity by individuals. They would destroy an industry through litigation that would be akin to taking Ford Motor Co., to court for the crimes of drunk driving.The DNC platform was not the product of Biden’s thinking, but those propping him up. They are ramming through a radical agenda to disarm law-abiding Americans when they are buying firearms in record numbers over concerns for personal safety. This is a platform that is far beyond being out of step with America. It is anti-American!As always, may God watch over and protect the brave men and women serving us, at war, in our patriot Armed Forces and may God bless America!

Survey says… It’s hard to get good survey data on firearms related issues for a number of reasons, which we’ll detail below, but new data indicates that gun owners are a diverse community and provides more evidence that the recent surge in gun sales was not restricted along partisan, racial, or gender lines.The latest data from Rasmussen Reports shows a twelve-point decrease in the proportion of likely voters who believe that the United States needs stricter gun control laws, falling from a record-high 64% last summer to 52% this year. This finding, of course, does not capture awareness of existing gun control laws. The last time Rasmussen asked about stricter enforcement of existing gun control was in November 2017 and two-thirds of respondents agreed that the United States needed stricter enforcement.In recent years, Rasmussen has only asked its question on stricter gun control in the immediate aftermath of high-profile mass shootings. These incidents certainly bias the results. As we’ve seen, opportunistic gun control advocates use tragedy to push their agenda. This is not the only survey data point impacted by political realities.The rate of household gun ownership has a trendline that looks like a roller coaster – high peaks and rapid descents. Gun ownership data tracks well with the introduction or threat of new gun control. Concerns about affirmative responses are marginal; the concern about negative or refusals is that gun owners are simply choosing to deny their status to a stranger on the phone.

In the General Social Survey, refusals were typically below a single percentage point in the 1980s and early 1990s. They more than doubled after 2008, and were 3.5% in 2010; 2% in 2012, and 3.2% in 2014. Unsure or “don’t know” responses also increased significantly beginning in 2008.Affirmative responses should be much more reliable. The latest Rasmussen survey has some very interesting findings regarding those who acknowledge being gun owners or buying a gun. Two-in-five Democrat likely voters say they (or someone in their household) own a gun, as do 35% of liberals and 36% of those likely voters who say they strongly disapprove of President Trump. These three data points, with some amount of overlap between them, indicate that firearms are not the totem of aging conservative Republicans that anti-gun activists would have you believe. Interestingly, household ownership was higher among those aged 18-39 (49%) than among those 65 and above (41%).Rasmussen Reports also asked self-identified gun owners, “Have you or anyone in your household purchased a gun within the last six months?” The demographic groups saying yes support the evidence that the latest surge has brought a wealth of new gun owners into our community. Female gun owners were more likely than men to say yes (32% to 23%). Those aged 18 to 39 were more than twice as likely as the older cohorts to say yes (42% for age 18-39). Nearly half of black gun owners (47%) said yes, compared to 22% of white respondents.

Democrat likely voters were the most likely political affiliation group to say they had bought a gun in the last six months (36% - 13 percentage points higher than Republicans) and liberals were the ideological group most likely to say that they or someone in their household purchased a gun in the last six months (30%, compared to 22% of conservatives).Surveys alone do not tell the story of gun ownership in America. Biases and refusals routinely impact the data collection and, too often, the analysis. The latest Rasmussen data indicates that gun ownership is not limited to a single gender, party, or race; neither is the NRA. Surveys that ask about NRA membership often find the proportion of NRA members to the general population to be far higher than it actually is. Millions of Americans are NRA members and millions more identify as NRA supporters, former members, and allies.We come from all backgrounds, and we share a common interest in our right to keep and bear arms. We hope that all gun owners – new and veteran – remember which candidates support the 2nd Amendment and which candidates will do anything and everything in their power to destroy it.

What the NY AG’s Lawsuit is Really About by A1F Staff

This was a baseless, premeditated attack on our organization and the Second Amendment freedoms it fights to defend. You could have set your watch by it: The investigation was going to reach its crescendo as we move into the 2020 election cycle. It’s a transparent attempt to score political points and attack the leading voice in opposition to the leftist agenda. As evidenced by the lawsuit filed by the NRA today against the New York attorney general, we not only will not shrink from this fight—we will confront it and prevail.” –NRA President Carolyn MeadowsTo feel deep in your American spirit what this New York State attorney general’s political move to disband the National Rifle Association is all about, do this: Imagine a rogue district attorney (DA) targeting you with outrageous, politically motivated charges. Picture this DA calling a news conference with the mainstream media. Now see this public official, who should know better, on the steps of a government building in front of the cameras, unjustly, unfairly and with partisan opportunism on their breath and in their power-hungry eyes, accusing you of fake charges, charges designed to shut you up, to harm your reputation and to cost you everything.To fight back, even though you are right, you know you’ll need to spend a fortune on attorneys and to navigate a mainstream media bias that is mostly prejudiced against you and all you stand for. As you struggle in this fight for justice, because you must, you know they really aren’t trying to win a legal

argument. They are trying to drain your resources and attempting to stall and distract you at a critical time. Now realize this is exactly what they’re doing to your NRA. For political reasons before an all-important election, they are attempting to bleed to death our nearly 150-year-old civil-rights association. They hate and fear the NRA because the NRA is made up of millions of like-minded Americans from all demographics who have all chosen to stand shoulder to shoulder for American freedom. They hate and fear the NRA because its many members vote.This can’t be overstated. This is a blatant and political assault on American freedom. New York Attorney General Letitia James’ lawsuit is literally calling for the dissolution of the NRA. This is happening a mere three months before an election, an election in which your Second Amendment rights will be on the ballot. These New York officials are openly trying to neuter the NRA, a major political force that stands opposed to New York Governor Andrew Cuomo’s (D) stated desire—and, in fact, the official positions of Joe Biden and even the official 2020 Democratic Party Platform—to ban and/or regulate our Second Amendment-protected rights out of existence.“As stated in the complaint, I was privately warned by then-NY AG Eric Schneiderman that Governor Cuomo was engineering an attack on the NRA,” said New York NRA Board Member Tom King. “I was told Cuomo would use every resource to

pursue his lifelong dream of defeating the NRA, and an ‘investigation’ of our Association was on the horizon. I always expected better of the governor, and hoped he would rise up to honor the principles under which he was elected. I feel compelled to share this story today for all who hoped this state would put its people first—not use them as pawns to advance Cuomo’s partisan agenda.”The background of this partisan agenda is also important to note, as New York Attorney General James has a record of attacking the NRA. In a 2018 interview with Ebony magazine, for example, James called the NRA a “terrorist organization.” Also in 2018, James actually vowed to “target the NRA” and “investigate the legitimacy of the NRA as a charitable organization.” She said this while on the campaign trail before spending even one day in office and without any evidence of any compliance failures.This is why the NRA quickly counter-filed a lawsuit against New York Attorney General James in the United States District Court for the Northern District of New York. This lawsuit notes that, under the guise of protecting New Yorkers and enforcing state nonprofit law, the NY’s AG has weaponized its regulatory and legal powers to harm the NRA because they see the NRA as a political adversary. The NY AG undertook an investigation of the NRA immediately after assuming office and, not surprisingly, just a few months before

Women in the Shooting SportsHello everyone! In the age of shutdowns and stupidity, I am pleased to tell you that there are some pockets of promise in the form of Women on Target Instructional Shooting Clinics. Since my first clinic in 2001, I have never seen such interest in these clinics. However, it comes as no surprise as the numbers of new gun owners has soared to new heights. One club I am volunteering with scheduled its first clinic, and since the demand was so high, it scheduled a second one the following day. That’s 39 women attending clinics over two days. There still was a lot of demand, so a third clinic was scheduled for two weeks later which, as of this writing, is destined to be filled to capacity as well. They are contemplating a fourth clinic to help do their part to meet this

demand. By the end of the year, almost 140 women will have been trained through the Women on Target clinic program—and that’s just the clubs at which I’m involved! So, here is my question to you: What is your club doing to help meet the need for training and education? If you have a program, awesome! If it has been put on hold due to the bug, then time to plug it back in and make it happen. Like now! Even if you have to reduce your capacity, then hold double the number of programs. During training, trainees also need additional practice and range time. Once training is complete, they need to spend some time on the range to get familiar with their guns, and learn how to clean them and store them properly. They will need

knowledgeable, kind and encouraging gun club members to assist them. It’s easy to set up, and there is a huge need. Somehow, I found myself on the emailing list for New Yorkers Against Gun Violence. I’m not a member, of course, but it is interesting to see what horrible twists they put on any and all events and current conditions. They are concerned with the increase in gun owners, and they are encouraging these new gun owners to just keep their guns locked up for their own good. That’s it, but that’s all we would expect from this anti-gun, anti-freedom organization. Don’t be fooled by the name—it translates to New Yorkers Against Guns. As always, I am a resource to you to help you. Don’t hesitate to reach out, and ask for help.

NY Politician Introduces Bill to Criminalize the Sale and Manufacture of FirearmsA politician in Brooklyn New York thinks he has come up with a brilliant solution to the crime wave currently sweeping through the Big Apple: Criminalize the sale and manufacture of firearms.New York City (among other urban areas controlled by anti-gun politicians) is facing a return to the bad old days of rising violent crime. It doesn’t take a sociologist or criminologist to see why.Any reasonable person paying attention to these explosive trends could have predicted the deadly outcomes, as evidenced by the overwhelming demand for defensive firearms, particularly among first-time and non-traditional gun owners. But the politicians whose jurisdictions are descending into anarchy have a different explanation: you, the law-abiding citizen, and your guns.That’s why New York State Sen. Zellnor Myrie (D-Brooklyn) introduced a bill last week intended to criminalize the sale and manufacture of firearms.Specifically, the bill would amend New York State’s public nuisance law to allow the state to prosecute the “sale or manufacture of products” as an activity considered to illegally or unreasonably “create or maintain a condition which endangers the safety or health of a considerable number of persons.”While the language doesn’t mention firearms specifically, Myrie made clear in comments to the New York Daily News that guns are exactly the

“products” he has in mind. “Every illegal gun on the street was a legally purchased gun at one time,” he said. Myrie continued: “In the wake of a gun violence epidemic plaguing the city, state, and nation, we have a duty to hold all responsible parties accountable.”Yet while the bill amends a criminal statute, Myrie made clear that what he really hopes to do is to create a work-around to the federal Protection of Lawful Commerce in Arms Act (PLCAA) in order to empower gun control advocates to sue the American firearms industry into oblivion in civil court.The Daily News article notes the impetus for the bill was a New York City lawsuit that sought to hold several firearms companies liable for creating a public nuisance because unaffiliated criminals were using their products to harm third parties. That theory, however, did not hold up court.A New York Times article on the lawsuit quotes none other than Michael Bloomberg – America’s biggest spending firearm prohibitionist – as characterizing the nine-year legal assault on firearm manufacturers as “one part of our strategy to fight against illegal guns.”The PLCAA finally put an end to New York City’s attempt to drain the lifeblood from the firearms industry through litigation costs. Yet merely imposing those costs – even with a losing case – was a victory in itself for the anti-gun activists. Congress

understood the existential threat these baseless suits posed to the American arms industry and enacted the PLCAA specifically so the suits could be disposed of as early in the proceedings as possible.That is precisely why anti-gun activists are so focused on repealing the PLCAA that this goal has even made its way into the Democratic National Committee’s official platform. Meanwhile, the trial lawyers who comprise a significant part of that party’s base and donor class are salivating at the chance to reprise these suits, which pretend that violent criminals who misuse guns have no individual agency and that the true evildoers are legitimate makers and sellers of guns. The PLCAA does not protect anyone who knowingly violates “a State or Federal statute applicable to the sale or marketing of the product,” when “the violation was a proximate cause of the harm for which relief is sought … .” This narrow exception was meant to cover egregious violations of laws directed at firearm sales, such as deliberately falsifying firearm transfer records or selling a gun to someone who the seller knew or should have known was legally prohibited from receiving it.Nevertheless, the game for anti-gun activists has been to try to shoehorn every questionable legal theory they can think of into this category.

Ammo Shortage May Last Until 2021Vista Outdoor CEO Christopher Metz’s quarterly earnings call, which took place earlier this month, indicates the current ammunition shortage may continue at least until 2021—perhaps longer.“July firearms background checks were another triple-digit month, and we have said many times that ammunition sales typically take multiple months to catch up,” Metz told investors on the conference call. The comment indicates it may be the end of the year before retailers are fully stocked again, assuming cartridge demand stabilizes.Olin’s quarterly report, also issued earlier this month, endorses that observation. The company said its Winchester Ammunition division experienced a 17-percent increase in orders during the three-month period.“We expect this elevated level of demand to continue at least until the end of the year,” Olin CEO John Fischer said during his earnings call.A Presidential election in November will have an impact on the prediction.

Metz’s comments confirm the ammunition shortage is not confined to specific regions of the country, a fact retailers reported to Shooting Illustrated last month.“…[A]cross the retail channels, wholesale channels, everywhere, inventories are very lean, and in fact factories are running full out just to supply that demand,” he said.Metz noted the situation is not a by-product of manufacturing shutdowns during shelter-in-place orders.“The first quarter demonstrated again, why and how Federal, CCI, and Speer are the world leaders in ammunition manufacturing,” he said. “In a rapidly growing and unpredictable market, our team was able to make real-time adjustments and operations to meet

market demands and simultaneously leveraged our commercial strengths…And as a result of our continued focus on employee safety, our ammunition operations have stayed open through the pandemic.”As for hoarding, “We’re seeing stockpiling happening to a certain degree, but the free time has given people more opportunities to recreate in real time,” Metz said.

As unlikely as this theory may be to prevail at trial, the mere continuation of these suits are enough to help drive some of America’s longest-lived gun makers into bankruptcy.And so it goes.Even if Myrie’s amendments are enacted, it’s highly doubtful a plaintiff could prove that a company making or selling guns in otherwise perfect compliance with federal and state firearms laws was still somehow unlawfully or unreasonably causing

third parties to commit violent crime. If that were so, then there would be essentially no way to engage in firearm-related commerce without running afoul of the law.But just the fact that the law had changed might embolden a court to prolong a lawsuit long enough to accomplish its real aim, which is to drive the sued company out of business or force it to operate on the plaintiff’s term … for example, by refusing to sell guns to the general public.

The takeaway for gun owners could not be clearer: Firearm prohibition activists intend to weaponize the legal system against the industry that sustains their rights.And make no mistake, the same politically-motivated judges who once tried to abolish the Second Amendment’s protection for individual gun owners entirely would be only too happy to accommodate them.

-Sen. Rob Ortt, R-62Is there a separation of legislative and executive powers in New York state? One has faith that in the once vibrant and arguably “most inclusive” state in the union, democracy is not dead. Is that trust misplaced? Most repetitively, emphatically and with a deep bellowing drone we all know the unfortunate truth: At present, and for only God knows how long, New York jumps through hoops and rings of fire to the voice of only one man. A single person has been empowered with emperor-like authority over business, education and our daily lives, including power over our own faces. This is “the new normal” in New York, and it all portends a bleak future if New York’s voters do not immediately choose to empower “we the people” and bring balance and restraint to New York democrat’s Tammany Hall-style tyrannical oligarchy, this we must do! Period.In the year of our Lord 2018, and from the bowels of New York City, a voting majority elected one party to leadership in the executive seat and in both state houses in Albany. The leaders of both the venerated and esteemed houses promptly abdicated their oversight role by granting the governor his every wish. So, for the last 22 months, New York state has been under one-party rule. How is that working for you? Additionally, that one party granted the governor “emergency powers”—all the extraordinary power that he demanded, and this will go on long into 2021. There is no indication or guarantee that one party has any intention of limiting this one-person-in-a-room style of governance. With that being the situation—and due to the disastrous results of Cuomo’s past actions—I felt compelled to suggest New Yorkers empower the state’s GOP with the power to limit his absolute control

over state government during these uncertain times. The role of checks and balances empowering separate houses of government fails us all when we do not empower men and women of good character who are willing to stand up for what they truly believe in, people of good conscience who are honestly free to disagree. Our state house must and will once again be where the crucible of ideas roils with action and debate.Sometimes, people will not like what others have to say, that is not an excuse for violence or for shouting down and shaming or ending the discussion. That is what real democracy looks like! What we have in New York right now is one man singing off-key in the shower. Without direct action from the voters, this off-tune droning will continue and New York’s see-no-evil Democrats will continue to allow Cuomo to fly New York straight into the ground. Additionally, we need both parties at the table. So, no matter which party the president represents, he will have friends in New York willing to work for all its citizens. Being openly hateful and unwilling to work with a president for partisan reasons is not in the people’s or New York state’s best interests. Enter a vibrant and intelligent solution-based party of loyal opposition. Sen. Rob Ortt, R-62, has been the state Senate minority leader since June 28, 2020. Electing a republican majority in New York’s Senate will restore a vitally needed voice to people in the state with any opinion that differs from Cuomo’s. But that is enough from me, let the new Senate minority leader share his thoughts, he says it so much better than I can:

From the SAFE Act in 2013 to subsequent restrictions on grips, stocks, magazines and safes, Gov. Cuomo and his leftist legislative allies have punished millions of New Yorkers for simply believing in and practicing their constitutionally granted right to bear arms.Recently, this assault on law-abiding gun owners has expanded into an attack on the freedom of all law-abiding residents of New York state.Last year, the entirety of the state government became Democrat-controlled. Almost immediately, the Legislature and governor pursued an agenda that can, without exaggeration, be described as ‘criminals-first.’ Last year, they pushed through bail ‘reform’ and communities across New York have had to bear the awful consequences.Hundreds of crimes that once required a person charged to go to jail or post bail are merely desk appearance tickets. Because of this, dangerous individuals like rioters who burned and looted stores were immediately able to return to the communities and families they preyed upon. Judges lack the necessary discretion to keep a threat from being let out. The only option for law enforcement is an inane cycle of arrest-release-repeat. Perpetrators of crime are unpunished; honest New Yorkers are left vulnerable and under-protected.The situation is only worsening. Nationwide, fringe activists are pushing a ‘defund the police’ movement. And this insane idea has gained traction in many states, particularly in Democrat-controlled

New York. In New York City, Democrat Mayor Bill de Blasio slashed $1 billion in funding from the NYPD. This move is at a time when there have been 922 shooting victims in the city as of July, more than there were in the entirety of 2019.In cities across the state, there has been a massive spike in violent crime. Instead of repealing bail reform or providing local law enforcement with resources and support, Democrats have endeavored to villainize and defund the dedicated men and women who put their lives on the line to protect ours. They have left our communities completely exposed.Supporting our Constitutional rights and the rule of law should be a no-brainer. Instead, they are being ignored in favor of supporting those who seek to flout and undermine them. In one-party Democrat New York, lawbreakers are not the ones being punished. Law-abiding gun owners, residents and police are the ones treated like criminals. As Republican Leader of the New York State Senate, I believe in our Second Amendment right, I believe in supporting law enforcement, and I believe in protecting our families and our homes. In fact, I believe they are all related. We must continue to stand for our rights, our values, and our country.”Let us promote Sen. Ortt to majority leader, restore sanity and proper deliberation in New York. We encourage you to find the republican line, and empower this good man to stand up for #US all. Kamala Harris Choice Creates Most Anti-Gun Presidential Ticket in HistoryBetween presumptive Democratic presidential nominee Joe Biden’s calls for firearm confiscation and the draft Democratic Party Platform, the 2020 Democratic ticket was already shaping up to be the most anti-Second Amendment in history. With Biden’s, or his team of able-minded handlers’, choice of Sen. Kamala Harris (D-Calif.) for the vice presidential slot, the Biden campaign and the Democratic Party have cemented this ignominious distinction.Biden’s advanced age and visible decline make this vice presidential decision even more concerning. A Harris presidency would be an existential threat to the Second Amendment and gun owners.

Harris Does Not Believe the Second Amendment Protects an Individual Right to Keep and Bear ArmsAs District Attorney of San Francisco, Harris signed on to an amicus curiae brief in the U.S. Supreme Court case District of Columbia v. Heller that argued the Second Amendment does not protect an individual right to keep and bear arms. The Heller case concerned a complete prohibition on the civilian ownership of handguns within the District of Columbia.Advocating against the individual right to keep and bear arms, the brief argued,

courts have consistently sustained criminal firearms laws against Second Amendment challenges by holding that, inter alia, (i) the Second Amendment provides only a militia-related right to bear arms, (ii) the Second Amendment does not apply to legislation passed by state or local governments, According to the document, the Second Amendment does not protect an individual right, but rather, the lower court in Heller“create[d]”this right. The brief stated,The lower court’s decision, however, creates a broad private right to possess any firearm that is a “ lineal descendant” of a founding era weapon and that is in “common use” with a “military application” today. Anticipating the U.S. Supreme Court’s move in the next landmark Second Amendment case (McDonald v. Chicago), Harris’s brief reiterated that the Second Amendment right to keep and bear arms should not be incorporated to the states. Had this thinking been adopted, state and local governments would be empowered to curtail or even extinguish gun rights without restraint. State and local governments would have been able to bar their residents from owning any firearms whatsoever. Harris’s extreme views on the U.S. Constitution were again born out in her votes against President Donald Trump’s pro-Second Amendment nominees for the U.S. Supreme Court. On September 4, 2018, Harris delivered a speech to the Senate where she cited Justice Brett Kavanaugh’s fidelity

to the correct interpretation of the Second Amendment as a reason for her opposition to his confirmation.With this track record, gun owners could expect a president Harris to nominate U.S. Supreme Court justices and lower court judges that share her discredited view of the Second Amendment.

Harris Intends to Ban and Confiscate Commonly-Owned FirearmsHarris has repeatedly supported a ban on commonly-owned semi-automatic firearms. Harris is a co-sponsor of Sen. Dianne Feinstein’s (D-Calif.) Assault Weapons Ban of 2019 (S.66). During the previous Congress, Biden’s VP pick supported Feinstein’s Assault Weapons Ban of 2017 (S.2095) Sold as a reinstatement of the failed 1994 Clinton semi-auto ban, S.66 is in fact a far more sweeping attack on Second Amendment rights.The bill would ban the importation, sale, manufacture, transfer, and possession of commonly-owned semi-automatic firearms like America’s most popular rifle, the AR-15. The 1994 ban prohibited firearms capable of accepting a detachable magazine that were equipped with two items from a list of enumerated features –such as a collapsible stock, pistol grip, or threaded barrel. S.66 would prohibit firearms capable of accepting a detachable magazine that have only one of the

offending features. Moreover, the list of features has been expanded to target a wider array of firearms.The bill would also ban the importation, sale, manufacture, transfer, and possession of magazines capable of holding more than 10 rounds of ammunition. This measure would prohibit the standard magazines of the most popular handguns in the country.However, Harris has made clear that Feinstein’s broad attack on the Second Amendment does not go far enough for her liking. S.66 would grandfather firearms and magazines currently possessed by American gun owners. Harris wants gun confiscation.At a campaign even in Londonderry, N.H. in early September, then-presidential candidate Harris told reporters that confiscation of commonly-owned semi-automatic firearms was “a good idea.”Elaborating on her support for a compulsory “buyback”program, the senator added, “We have to work out the details – there are a lot of details – but I do…We have to take those guns off the streets.”On the September 16 edition of the “The Tonight Show Starring Jimmy Fallon,”Harris reiterated her support for gun confiscation. During a question and answer session, an audience member asked Harris “Do you believe in the mandatory buyback of quote-unquote assault weapons and whether or not you do, how does that idea not go against fundamentally the Second Amendment?”The candidate responded “I do believe that we need to do buybacks.”Making clear that she believes Americans’Second Amendment are

for sale, the senator added “A buyback program is a good idea. Now we need to do it the right way. And part of that has to be, you know, buy back and give people their value, the financial value.”Further demonstrating Harris’s commitment to gun confiscation, the candidate called for a “mandatory buyback program”during an October 3 MSNBC gun control forum and again during a November interview with NBC Nightly News.

Harris Would Abuse Executive Power to Illegally Attack Gun RightsIn their eagerness to burden gun owners, the Barack Obama administration stretched existing federal law to its limits. In late 2015, White House Deputy Press Secretary Eric Shultz told reporters that Obama “has asked his team to scrub existing legal authorities to see if there’s any additional action we can take administratively,”adding, “The president has made clear he’s not satisfied with where we are, and expects that work to be completed soon.”Put another way, the Obama administration exhausted the legislative branch’s authority to unilaterally control guns.Harris has proposed to use executive power to enact gun control in a manner that even the Obama administration understood was illegal. According to Harris’s 2020 campaign website,If Congress fails to send comprehensive gun safety legislation to Harris’ desk within her first 100 days as president – including universal background checks, an assault weapons ban, and the repeal

of the NRA’s corporate gun manufacturer and dealer immunity bill – she will take executive action to keep our kids and communities safe In other words, if congress refuses to legislate in the manner she demands, Harris would break the law to legislate by decree.Among her proposed executive actions would be a cap on the number of firearms an individual could privately transact in a year.Present statute, 18 U.S.C. §922, requires that an individual “engaged in the business”of selling firearms register as a Federal Firearms Licensee and perform a background check prior to transferring a firearm to an unlicensed individual. “Engaged in the business”is further defined in 18 U.S.C. §921 to mean, a person who devotes time, attention, and labor to dealing in firearms as a regular course of trade or business with the principal objective of livelihood and profit through the repetitive purchase and resale of firearms, but such term shall not include a person who makes occasional sales, exchanges, or purchases of firearms for the enhancement of a personal collection or for a hobby, or who sells all or part of his personal collection of firearms;This language was explicitly adopted to avoid a numerical cap on the number of firearms an individual could privately transfer, instead focusing on whether the person was engaged in the activity “with the principal objective of livelihood and profit.”Harris’s proposed executive action would violate the clear language of 18 U.S.C. §921. Have you had trouble buying ammo lately? I have been getting many calls from people asking why they cannot get ammo. I found an article that explains this, and published it in this issue. Have you heard that Biden and Harris are going to go after our Second Amendment right to own firearms? Well, they are, and I cannot stress enough how important it is to get out and vote. If President Trump is not re-elected, you will see the end of America as you and I knew growing up. Biden and Harris are both very anti-gun. They will do everything they can to take everything away from legal gun owners. Don’t forget about the state and local elections. This issue of Bullet includes the ratings for the state Assembly candidates. Feel free to share those rating with your friends and relatives. For those of you who live in the 20th congressional district, be sure and vote for Liz Joy. She is running against Paul Tonko. I know many people think he is a nice guy and maybe he is, but can you name anything good he has done for gunowners? Liz is very pro-Second Amendment, and she is a member of our association. She will stand up for us!If you live in East Greenbush, Phil Vecchio is running for judge. He is a member of our association, and he is pro-Second Amendment, and he is an all-around good guy.Many October holidays focus on Halloween or pumpkin themes, but the month is a great time to honor the sailors of our great Navy. Navy

Day is commonly celebrated on Oct. 27, which was the birthdate of President Theodore Roosevelt—an avid supporter of the U.S. Navy. Nearly 200 years after its founding, Chief of Naval Operations Admiral Elmo R. Zumwalt authorized official recognition of Oct. 13, 1775, as the birthday of the Navy. In 1972, he ordered the day to be celebrated to “enhance appreciation of our Navy Heritage” and encourage “pride and professionalism in the Naval Service.” At the time, efforts were made to move Navy Day to this date—however, the popular date remains Oct. 27. The U.S. Navy describes itself as the “largest, most advanced, and most lethal fighting force the world has ever known.” Today, the U.S. Navy is the largest naval force in the world. It boasts more than 330,000 active-duty personnel, and an additional 100,000 on ready reserve, according the U.S. Navy. The Navy hosts an impressive fleet pf 290 battle force ships. Its fleet consists of aircraft carriers, amphibious assault ships, cruisers, littoral combat ships, destroyers and submarines. The Navy describes its submarines as “one of the most lethal weapons in the nation’s arsenal” and says it navigate the world’s seas unseen carrying out secret missions. The Navy names its ships after states and national heroes. In 1819, Congress gave the duty and responsibility of naming ships to the Secretary of the Navy. It is not as easy as just picking a name. In fact, there is a long list of rules and regulations that must be followed. For example, all first-class battleships—those armed with 40

guns or more—must be named for the states, and not for any city, place or person until the names of states have been exhausted, according to Naval History and Heritage Command. Fortunately, the secretary can rely on others for help. Each year, NHCC compiles a list of possible names. The recommendations are based on research and suggestions from military personnel and the public. It is a huge honor for a ship to be named after a person. Usually, the tribute is reserved for naval leaders and national figures who are considered heroes of war or made extraordinary achievements in peace. One of the newest ships, is the USS Zumwalt—named after the admiral who designated the Navy’s birthday. The Navy has a special operation force, the SEALs. They are adept at navigating the seas, but aren’t named after the semi-aquatic marine mammal that shares that skill. SEAL stand for Sea, Air and Land—all the places

the elite force carries out missions. In 1961, Admiral Arleigh A. Burke, then serving as chief of naval operations, authorized the creation of SEAL teams to carry out unconventional operations, including capturing or eliminating high-level target and intelligence gathering.Sailors hoping to be a SEAL must successfully complete arduous training, including “Hell Week,” in which candidates endure of week of constant stressful training with little sleep. Each year, about 1,000 candidates start SEAL training, but only 200-250 of them actually complete the training. The Navy has an actual law enforcement agency—NCIS, it is not just a hit TV show. The Naval Criminal Investigative Service is the civilian federal law enforcement agency that investigates crimes, prevents terrorism and protects secrets for the Navy and Marine Corps. The service is comprised of about 2,000 personnel and operates in 191 locations in more than 41 countries, according to NCIS. NCIS special agents deploy aboard Navy vessels and conduct security assessments ahead of U.S. Navy ships

docking in foreign ports. While its activities are not always as dramatic as the TV show presents them, NCIS says it solves and prevents crimes “ashore, afloat, and in cyberspace.”On Navy Day give a salute and some well-deserved attention to your proud U.S. Navy, and to the sailors who serve our country. Also do not forget the U.S. Marine Corp’s birthday is Nov. 10.I hate to nag but, do not forget the importance of your vote. It is so important that we maintain checks and balances in New York state. Without checks and balances in New York, our Second Amendment rights will be totally lost. If Republicans do not take back the state Senate this year there will be a huge problem. Redistricting will happen, and there will never be another Republican elected in the state. This is the last chance—our only hope for the Second Amendment in New York. Please get out and vote. Retraction: The U.S. Supreme Court did not issue a decision on Islamic indoctrination in America’s public schools as printed in last issue’s article by John Cushman.
