RDV HIGHLIGHTS2010-2011Regional Development Victoria (RDV):

Helped facilitate $770 million in new investment and created $154.3 million worth of new exports. It also contributed to ongoing development in the regions by helping create 1,099 new jobs.

Announced $43 million in funding for 17 economic infrastructure projects worth $194.5 million to attract more people and investment to regional Victoria and enable regional communities to capture new growth opportunities.

Developed the programs for the $1 billion Regional Growth Fund to be implemented from 1 July 2011.

Assisted the Victorian regions to develop eight Regional Strategic Plans to provide a framework for communities to set their own priorities and establish partnerships with industry and governments to benefit their regions. RDV also coordinated the receipt and consideration of the plans by the State Government.

Provided $12 million in infrastructure funding to support higher education opportunities in regional Victoria, including the University of Ballarat Student Accommodation project and the Deakin University Regional Community Health Hub project.

Played a key role in the whole-of-Government recovery in response to the serious flood events across regional Victoria from September 2010 to March 2011.

Supported Regional Development Australia (RDA) through the RDA Committees across regional Victoria to provide strategic and targeted responses to social, economic and environmental issues affecting regional Victoria.

REGIONAL DEVELOPMENT VICTORIA: OBJECTIVES AND RESPONSIBILITIES

Regional Development Victoria (RDV) works closely with various State Government agencies to meet its key strategic objective of facilitating economic, infrastructure and community development to ensure regional Victoria continues to create new prosperity, more opportunities and a better quality of life for regional Victorians.RDV has primary responsibility for:

developing integrated, regionally-focused policies and programs, including the implementation of the Regional Growth Fund – the Government’s new initiative to support future priorities for the social and economic development of regional Victoria;

creating vibrant and dynamic regional communities and economies through facilitating new jobs, investments, exports, infrastructure for strategic projects and competitive small businesses; and

delivering programs and information to help grow a robust and sustainable business economy and strengthen communities throughout regional Victoria.

CHIEF EXECUTIVE’S FOREWORDI am pleased to report that Regional Development Victoria (RDV) completed a productive year with another strong contribution to the development of regional and rural Victoria. Under the Regional Development Victoria Act, RDV has worked across Government to facilitate a coordinated delivery of services and programs, and in doing so, helped facilitate $770 million in new investment and develop $154.3 million worth of new exports creating over one thousand new regional jobs.The year has presented a number of opportunities to build on existing achievements, with the most significant being the enactment of the new Regional Growth Fund Act on 1 June 2011, and the subsequent implementation of the $1 billion Regional Growth Fund. This significant commitment combined with existing regional programs provides the largest funding to date for RDV to invest in regional Victoria. This fund is specifically designed to give local people a greater say in decision making, with both the Putting Locals First and Local Government Infrastructure programs requiring the input of the Regional Development Australia committees and local government. The Regional Growth Fund complements key policy commitments of the new Government, including the development of a new metropolitan strategy and the development of a state-wide population policy. The fund replaced the Regional Infrastructure Development Fund (RIDF) on 1 June 2011, and from this date, all RIDF projects have been incorporated under the Regional Growth Fund.

On 1 January 2011, RDV became part of the Department of Planning and Community Development (DPCD). During these changes RDV distinguished itself by continuing to lead on delivery of the integrated regional development agenda, to deliver sustainable growth and coordinate investment in infrastructure and services.A major benefit has been the expansion and consolidation of the Government’s presence in regional Victoria through the combining of RDV and DPCD regional offices. This joint effort also provides an integrated approach to planning and economic development across Victoria. It is about strengthening existing regional networks, and both RDV and DPCD are now represented in more locations, enhancing our ability to provide integrated assistance, services and programs for all stakeholders.While industry investment activity, including that within regional Victoria, remained the responsibility of the Department of Business and Innovation (DBI), regional DBI staff remain collocated with RDV. Through these and other arrangements DBI and RDV will together provide an expanded economic development capacity in Regional Victoria.In conjunction with these changes, the Deputy Premier and Minister for Regional and Rural Development, Peter Ryan MLA, took the role of Lead Minister for DPCD and the new portfolio for Regional Cities, headed by the Hon Dr Denis Napthine MP, was established to oversee the Government’s agenda for regional city development.As part of its delivery for these ministerial portfolios, RDV continued to work with many different partners – from the three tiers of Government to industry, advocacy bodies and communities – ensuring the effective implementation of its requisite services and programs throughout regional Victoria.RDV led the implementation of a new ‘bottom up’ delivery of services and infrastructure, which enables regions to take a leading role in identifying local investment priorities. Regional Strategic Plans in each of the five regional and rural administrative regions are now being used locally to drive long-term development across Victoria. This process involved concerted and productive cooperation between local governments, community and private sector organisations, and is proving a great success.

A range of important planning initiatives was undertaken by RDV during 2010-11, which included working with key stakeholders in the Latrobe Valley to begin developing an employment ‘roadmap’ to coordinate investment in the region’s future economic development. Having a pivotal partnership with Regional Development Australia (RDA) in Victoria, RDV provided a more strategic and responsive governmental approach to regional development for the benefit of local communities. Significant infrastructure projects have also been funded by RDV, including an industry water saving project in Geelong which won the 2011 Premier’s Sustainability Award. Assisted by community and local government investment, RDV has commenced delivery with major infrastructure commitments such as the Revitalisation of the Mildura Riverfront.RDV’s leadership in regional infrastructure was further demonstrated by the launch of the $100 million Energy for the Regions Program, which is a key component of the Regional Growth Fund. RDV continued to support local communities and councils in their flood and fire recovery processes through partnerships in delivering community support and a targeted assistance to businesses and infrastructure development.On behalf of the Victorian Government, I’d like to thank all RDV staff for their continued efforts in making the past year such an effective one. I would also like to thank RDV’s former Chief Executive, Justin Hanney, for his contribution in the early period of 2010-11.RDV will continue as the lead agency responsible for driving economic and community development across rural and regional Victoria. We will continue to work with DBI to promote business growth, job creation and export development opportunities throughout 2011.Our commitment is to see Victoria well-placed over the long term, with regional development being a central element of Government policy and decision making. In doing so, the essential value and importance of our regions will be increasingly recognised throughout the State and the nation as a whole. RDV PROFILERDV is the Government’s lead agency in developing regional and rural Victoria. RDV was established as a statutory body by the Regional Development Victoria Act 2002, and began operating on 3 March 2003. RDV is responsible to the Minister for Regional and Rural Development, supports the Minister for Regional Cities and is part of the Department of Planning and Community Development (DPCD). RDV provides strategic advice to the Ministers about the state of rural and regional Victoria in relation to economic, social and environmental issues.RDV’s aim is to develop a more prosperous and thriving regional Victoria with more opportunities and improved quality of life for regional Victorians. It achieves this through a focus on regional policy development, attracting investment, creating jobs, promoting exports, and building economies, communities and infrastructure.RDV links Government programs and jurisdictions to promote business and industry development, work with local government and communities, help new businesses establish themselves, and pave the way for existing industries to grow and diversify.RDV has responsibility for the implementation of the Government’s Regional Growth Fund (RGF). The RGF will deliver $1 billion over eight years to build and upgrade local services and infrastructure, as well as invest in local skills and industries to promote jobs. In its implementation of the RGF, RDV will deliver flexible funding through five Regional Development Australia committees that help communities develop solutions to local issues, fix gaps in local infrastructure and create job opportunities. Through the RGF, RDV also aims to strengthen the capacity of regional and rural Victoria to develop within an environment of growth and change. It aims to ensure a competitive environment in which regional businesses can operate successfully and to strengthen the resilience of regional industry in the face of social and environmental change.RDV adopts a grass roots approach to identifying and developing community-led projects, while ensuring that wherever country Victorians live, they have access to opportunities, quality infrastructure and services.

RDV STRUCTURERDV is structured to deliver a range of programs and initiatives to drive economic and community development across regional and rural Victoria.As part of machinery of government changes announced in December 2010, most of RDV has transferred to the Department of Planning and Community Development (DPCD). Joining DPCD are those RDV functions and staff concerned with policy and infrastructure development, regional delivery, marketing and the office of the Chief Executive.RDV functions and staff involved with food strategy, export and industry investment, and a number of regionally-based staff, remain with the Department of Business and Innovation (DBI), previously known as the Department of Industry, Innovation and Regional Development (DIIRD).In regional offices, teams from RDV and DPCD have been combined to form an integrated and strengthened regional network. A key benefit is the expansion and consolidation of the Government’s presence in regional Victoria through the union of RDV and DPCD regional offices. The consolidation strengthens existing regional capacity and networks. RDV is now represented in more locations which enhances its ability to provide integrated advice, services and programs throughout regional and rural Victoria.This includes better integration with sport and recreation initiatives, community development programs and land use planning to ensure a stronger overall presence in regional Victoria.In 2010-11, RDV operated through the following five groups:

DELIVERYThe Delivery group works closely with regionally-based Government staff, stakeholder organisations and individuals to support investment, jobs, exports and communities across a range of service areas including program management and recovery from natural disasters.

FOOD AND BEVERAGEThe Food and Beverage group works directly with industry in an export, investment and development capacity. Following machinery of government changes, from 1 January 2011 the Food and Beverage group is no longer part of RDV. The ongoing integration of RDV and the Department of Business and Innovation (DBI) at a regional level will help ensure benefits generated by the Food and Beverage group continue to be provided throughout regional Victoria.

INDUSTRY INVESTMENTThe Industry Investment group identifies investment and business development opportunities across all industry sectors, including food and beverage, with the aim of facilitating and strengthening economic development within regional Victoria. Following machinery of government changes, from 1 January 2011 the Industry Investment group is no longer part of RDV. DBI staff in the regions will continue to be located with RDV which, with strong administrative arrangements, will ensure that RDV will have an experienced capacity to facilitate regional investment, exports and development.

INFRASTRUCTUREThe role of the Infrastructure group is to identify, facilitate and deliver infrastructure projects which contribute to the enhanced productivity, liveability and sustainability of regional and rural Victoria, including those initiated through the Regional Growth Fund.

POLICYThe Policy group undertakes research and provides policy advice to Ministers and the RDV executive on regional development issues.

REGIONAL DEVELOPMENTADVISORY COMMITTEEAs provided for under the Regional Development Victoria Act 2002, a regional development advisory body advised the Government on strategies for driving economic growth across regional Victoria. The committee also advised the Minister for Regional and Rural Development about matters relating to economic and community development across regional Victoria. In 2010-11, the advisory body continued to make a valuable contribution to the Government’s regional and rural development agenda. The RDV Act (2002) was amended in 2011 to replace the Regional Development Advisory Committee with an expanded Regional Policy Advisory Committee (RPAC). From 1 July 2011, RPAC will provide independent, broad-reaching policy advice to Ministers on the RGF and regional development issues.

REGIONAL DEVELOPMENT AUSTRALIADuring 2010-11, RDV worked closely with the Commonwealth Government to further the aims of Regional Development Australia (RDA) – a partnership between the Australian, State and Territory and local governments to support the growth and development of Australia’s regions. RDV is working closely with RDAs to deliver important projects for regional Victorians.

KEY PARTNERSCOMMONWEALTH AND OTHER STATE GOVERNMENTSDuring 2010-11, RDV supported Victoria’s representation on the Standing Committee on Regional Development that comprises representatives of the Australian Local Government Association and the Commonwealth and State Governments. As part of COAG’s reforms to inter-jurisdictional councils and related bodies, the Standing Committee was dissolved and a new Ministerial Council on Regional Australia established. The Ministerial Council is expected to meet for the first time early in 2011-12.

LOCAL GOVERNMENTRDV worked closely with the 48 regional and rural councils to facilitate economic, infrastructure and socio-economic development. RDV also partnered with Regional Cities Victoria and Rural Councils Victoria groups to progress common policy issues.

STATE GOVERNMENT AGENCIESRDV worked with State Government agencies to fulfil its responsibilities under the RDV Act (2002). In 2010-11 this included partnering with DBI, Department of Human Services, Local Government Victoria and the Municipal Association of Victoria to implement natural disaster recovery initiatives.

VICTORIAN BUSHFIRE RECONSTRUCTION AND RECOVERY AUTHORITYRDV provided support and financial resources to the process of economic recovery from the 2009 bushfires through the Victorian Bushfire Reconstruction and Recovery Authority (VBRRA) – the administrative office of the Department of Premier and Cabinet overseeing and coordinating Victoria’s bushfire reconstruction and recovery program. On 30 June 2011, the function of VBRRA transitioned to RDV with the establishment of the Fire Recovery Unit, which comes into effect on 1 July 2011.

ECONOMIC DEVELOPMENT BODIESRDV worked closely with regional economic development bodies in facilitating economic, infrastructure and social development programs.

INDUSTRY ASSOCIATIONSRDV regional offices worked closely with key regional business networks, associations and industry bodies, including the Victorian Employers’ Chamber of Commerce and Industry and the Australian Industry Group.

INDUSTRY CAPABILITY NETWORK RDV works closely with the Industry Capability Network (ICN) in regional areas. The ICN is an independent, not-for-profit -funded service that matches local suppliers with project opportunities, particularly in the manufacturing, engineering and services sectors.

COMMUNITY ORGANISATIONSRDV supported and partnered with a diverse range of community organisations across rural and regional Victoria.

SMALL BUSINESS VICTORIARDV worked with Small Business Victoria to support small business development in regional Victoria.

FACILITATED NEW INVESTMENT AND JOBSINDUSTRY INVESTMENT Investment in regional and rural Victoria remains steady despite the challenges faced across the regions, including destructive weather events and the rise of the Australian dollar. During the period, RDV contributed to generating 1099 new jobs, $154.3 million worth of new exports and $770 million in new investments. Investment in the regional food and beverage sector remained consistent during the period, including investments from Bulla Dairy, Murray Goulburn Co-operative, Vitasoy, Nestle and Fonterra.

INDUSTRY PROJECTSDuring 2010-11, investments facilitated across various industry sectors in regional Victoria included: Danone-Murray Goulburn Cooperative – Kiewa Valley

European dairy company, Danone, and Victorian dairy company, Murray Goulburn Cooperative, established a joint venture business to manufacture products for the yoghurt sector in the Kiewa Valley. The project is expected to create up to 80 jobs over five years and involve an investment of more than $40 million. Assisted by an RDV grant, the investment led to a further decision to expand the cream cheese production at this facility.Fonterra – Echuca

The Fonterra dairy company embarked on a project to double the size of its Echuca plant to bring its Ski yoghurt products line in-house. RDV provided Fonterra with funding assistance to deliver training support. The Echuca investment will ensure the long-term viability of the facility through the creation of 20 new jobs.Maxitrans Australia – Ballarat

Ballarat transport equipment manufacturer and supplier, Maxitrans Australia, announced an investment to construct a facility to house a new production line, equipment and shelving shed. The new facility will increase production level capacity over the next five years and create new jobs for the region.Carter Holt Harvey – Myrtleford

The Carter Holt Harvey wood products manufacturer was assisted by RDV to establish a $50 million plywood mill at Myrtleford which was officially opened in May 2011. The investment will inject an estimated $30 million per annum into the local economy and provide 160 local jobs.Sage Technology – Morwell

In August 2010, Sage Technology received funding from RDV to successfully enhance its export capacity, particularly in relation to its flagship software product. Sage Technology develops world-class electronic permit to work systems for a range of industries, including the mining and energy sectors, that help ensure work is planned, communicated, controlled and carried out safely. RDV’s support will contribute to retaining and increasing the number of skilled jobs in the Latrobe Valley.

INFRASTRUCTURE INVESTMENTIn 2010-11, RDV supported the development of modern, high quality infrastructure to create more liveable, productive and sustainable communities for regional and rural Victorians. RDV also fulfilled its responsibilities to provide strategic policy advice on infrastructure from a regional perspective. RDV’s Infrastructure group administered grant funding which provided the building blocks of economic and community development, from the energy, water and transport infrastructure required for industry to grow, to the creation of new tourism and cultural facilities to boost jobs and liveability in regional and rural Victoria.

ENERGY FOR THE REGIONS PROGRAMFunded through the RGF, the Energy for the Regions program will extend natural gas across regional Victoria and encourage greater investment in regional Victoria. The Government has identified 12 priority towns for consideration under the Energy for the Regions program. The 12 towns are Avoca, Lakes Entrance, Invermay, Winchelsea, Heathcote, Orbost, Warburton, Marong, Bannockburn, Terang, Maldon and Huntly.The program will also invest in a major upgrade to Mildura’s natural gas supply and fund a feasibility study into the provision of natural gas to Victoria’s six Murray River regions to attract new industry, business and employment opportunities.The Energy for the Regions program was launched at an Energy for the Regions stakeholder forum on 9 March 2011. Minister for Regional and Rural Development, Peter Ryan, and Minster for Energy and Resources, Michael O’Brien, presented the program to attending stakeholders. Implementation of the Energy for the Regions program will be one of RDV’s major tasks for 2011-12. A two-stage process will be undertaken, with the first stage involving discussions with the three incumbent Victorian gas distribution businesses regarding the capture of early opportunities through a negotiated process. A centralised tender process will follow that first stage.

Project announcements:$3,775,000 grant to Greater Bendigo City Council for the upgrade of the Bendigo Art Gallery including creation of a major new exhibition space, new storage and education spaces and associated works to the Gallery entrance.Projects completed:ESSO BHP Billiton Wellington Entertainment Centre - venue and amenity improvements.Upgrade of the Capital Theatre, Bendigo.Upgrade to arts facilities in the Glenelg Shire.

Industry Infrastructure Project announcements:$152,193 grant to Kinross Farm Pty Ltd for a power upgrade to enable the expansion of Kinross Farms.$1,270,000 grant to Western Water for the design and construction of approximately 19km of pipelines to provide a guaranteed supply of up to 250 megalitres of recycled water for the irrigation of high value horticultural crops.$2,395,000 grant to Paper Australia Pty Ltd for a range of water and energy efficiency projects at its Maryvale plant and an upgrade to the rail spur to improve the company’s competitiveness.$2,137,775 grant to Goulburn-Murray Rural Water Corporation for the East Loddon Pipeline Project to provide for increased pipeline capacity that will allow new agricultural investments to take place.Projects completed:R Radford and Son Pty Ltd - Abattoir water and energy recovery.Midfield Meats International Pty Ltd - water and energy efficiency initiative.Maiden Gully Industrial Estate.Victoria Carpet Company Pty Ltd - Dyehouse Wastewater Recycling project.Godfrey Hirst Pty Ltd - Storm Water Harvesting and Effluent Treatment project.Ceres Natural Foods Pty Ltd - Water savings and recycling for natural food processor Pureharvest.

Local Ports Infrastructure Project announcements:$5,000,000 to upgrade local ports at Andersons Inlet, Gippsland Lakes, Mallacoota, Port Campbell, Port Phillip Bay, Corner Inlet and Port Albert to support Victoria’s vibrant commercial fishing, recreational boating and allied industries.Projects completed:Upgrade works to local ports at Gippsland Lakes, Western Port Bay, Port Fairy, Port Campbell, Port Welshpool, Port Albert and Corner Inlet were completed during 2010-11.

INFRASTRUCTURE PROJECTS The following are examples of key infrastructure projects implemented, initiated or funded during 2010-11.Dai Gum San – Bendigo

Completed in August 2010, the $4.65 million Dai Gum San (Big Gold Mountain) project involved partial decking of the Bendigo Creek. An upper and lower plaza was created, complete with contemporary landmarks, and over 3,000sqm of paving and planting to represent the Chinese landscape and Bendigo’s gold heritage. Joint funding included $1.9 million from the Federal Government, $1.6 million from the State Government (RDV) and $1.15 million from the City of Greater Bendigo.Godfrey Hirst – South Geelong

Completed in October 2010 with $800,000 in funding from RDV, the Godfrey Hirst project in South Geelong is an excellent example of effective water saving initiatives in industry. The $3.5 million project was recognised as the overall winner at The Premier’s Sustainability Awards in June 2011. It incorporates a stormwater capture system (75 million litres per year) and an effluent treatment plant (175 million litres per year). Ancillary works including pipelines, pumps and control systems connect the captured stormwater and treatment system to the recycled water reticulation system. All Seasons Gateway Project – Falls Creek

Completed in November 2010, the All Seasons Gateway Project incorporated a fully resourced community and visitor space and an alpine-themed, landscaped plaza providing shelter with paved terraces and events space. The project also included arrival infrastructure to direct, manage and welcome visitors around the Falls Creek Village. An infrastructure grant of $2.9 million was provided towards a total project cost of $3.5 million. Falls Creek is one of Victoria’s premier alpine resorts and the world’s only alpine resort to be benchmarked by Green Globe 21.La Trobe University Campus – Shepparton

La Trobe University (LTU) was granted infrastructure funding of $2 million for the creation of a University Campus building in Shepparton to assist with the delivery of higher education programs. The project involved the construction of a dedicated facility from which LTU is able to deliver programs of higher education to service the Goulburn Valley area. The total project cost was $6 million with the balance of funding provided by LTU and the Commonwealth.Wimmera Intermodal Freight Hub – Dooen

Work commenced on the Wimmera Intermodal Freight Hub in June 2011. It is proposed to be a 23.5ha greenfields freight hub development, with capacity to replace the existing Horsham freight terminal in a central location for grain storage facilities and grain export processors. The project will provide a more efficient freight terminal operation, support proposed export container growth from the region to attract complementary businesses and activities at the hub. RDV granted infrastructure funding of $5.6 million to the Horsham Rural City Council towards a total project cost of $16.8 million. The Department of Transport also provided funding to this project.Iluka Murray Rail Infrastructure project – Ouyen-Hamilton

The Iluka Murray Rail Infrastructure project commenced in June 2011. The aim of the project is to facilitate the transportation of mining concentrate from Ouyen to Iluka’s purpose-built Mineral Separation Plant in Hamilton for processing and export. Tailings and other processing by-products will then be transported back to the mine site via the new link. When complete, the Iluka Murray Rail Infrastructure project will incorporate a rail loading/unloading facility at Hopetoun, a rail siding at Iluka’s Mineral Separation Plant in Hamilton and 31 custom-built containers to transport the heavy mineral concentrate and tailings by rail. The objective of this project is to deliver a number of key social, environmental and economic benefits to the local region, and the State. RDV committed funding of $3,970,000, with the funding balance ($3,680,030) provided by Iluka Resources and the Department of Transport. Hepburn Community Wind Park Co-operative – Hepburn

Hepburn Community Wind Park Co-operative Ltd was provided with an infrastructure grant of up to $750,000 for power line connectivity towards the provision of a $12,048,000 community wind farm. The project was launched in October 2010, with the first tower erected on 19 March 2011 and power first generated into the grid on 21 June 2011. Australian Paper Maryvale Investment Program – Maryvale

The Australian Paper Maryvale Investment Program (Maryvale Investment Program) brought together three infrastructure initiatives: water conservation, energy efficiency improvements and improvements in rail infrastructure. The overall program objective was to enhance the company’s resource use efficiency and economic sustainability. RDV funding of $2.395 million facilitated a $10.07 million project which incorporated elements including sewer temperature control, steam and refining upgrades to an M5 paper machine, installation of a lime kiln flash dryer, increasing the dehumidifying capacity of the compressed air system and a new rail bridge.University of Ballarat Student Accommodation – Ballarat

The University of Ballarat was granted $5 million towards a total project cost of $26 million for the construction of new student accommodation facilities at its School of Mines Ballarat (75 bed spaces) and Mt Helen (125 bed spaces) campuses.Deakin University REACH – Waurn Ponds (Geelong)

RDV funding of $7 million was granted towards a total project cost of $52 million to establish a new Regional Community Health Hub (REACH) at Deakin University’s Geelong Campus at Waurn Ponds. The REACH facility will introduce new teaching programs in clinical optometry, clinical pharmacy, and exercise and sports science; a new community-based program in sport to be offered to Indigenous students; and a new e-learning service (Deakin Health Online) which will link health services, practitioners and educational institutions for the clinical training of health professionals. Infrastructure to be delivered will include a 200-seat lecture theatre; computer laboratories; tutorial and teaching spaces; a simulation centre; a number of research and clinical laboratories; staff offices and student facilities; exercise and sports science laboratories; pharmacy laboratories; a mock pharmacy; optometry laboratories; optical consulting rooms; and technicians’ laboratories.

Evaluation of regional aviation infrastructure projects

In June 2010, Ernst and Young was contracted by RDV to undertake an evaluation of completed aviation infrastructure projects funded through the Regional Aviation Fund. The objectives were to provide findings on the economic and social impact of completed aviation projects. The evaluation indicated that passenger numbers at airports across regional Victoria have continued to expand. It also showed that aviation projects funded by RDV contributed to the creation of 272 full-time jobs during construction and that the airport projects have had an indirect effect on employment in tourism and other transport areas. REGIONAL GROWTH FUND ADMINISTRATIONThe future growth of Victoria’s regions will be focused through the Government’s $1 billion Regional Growth Fund (RGF) proclaimed in the Regional Growth Fund Act on 1 June 2011.During 2010-11, RDV managed the development of the RGF legislation and the program design of the RGF. RDV will be the lead agency responsible for the implementation of the RGF from 1 July 2011 and will report on the activities of the RGF in its 2011-12 annual report. Delivered over eight years, the RGF will create new prosperity, more opportunities and a better quality of life for people and communities in regional and rural Victoria. The RGF will:

provide better infrastructure, facilities and services;

strengthen the economic, social and environmental base of communities;

create new jobs and improve career opportunities;

support the planning and development of projects; and

leverage increased investment.

The RGF will support major strategic infrastructure and community-led local initiatives that improve the competitiveness and liveability of regional and rural Victoria, creating more jobs and better career opportunities.The RGF is split into two streams. The Strategic Initiatives stream, accounting for 60 per cent of the program funding, will support economic infrastructure projects that provide better regional infrastructure, facilities and services. The Fund’s remaining 40 per cent targets key local projects and is divided into the Putting Locals First Program and the Local Government Infrastructure Program.

THE REGIONAL GROWTH FUND HAS TWO MAIN COMPONENTS:The Strategic Initiatives component of the RGF supports major projects of regional and state-wide significance which will strengthen the economic base of communities and generate opportunities for new jobs.The Local Initiatives component funds local projects and plans, as prioritised by regional and rural communities and local councils with the assistance and support of the five non-metropolitan Victorian Regional Development Australia Committees. www.rdv.vic.gov.au

ASSISTANCE FOR INDUSTRIES AND JOBSA major focus for the RGF is driving more investment in regional infrastructure and services. This includes improved energy supplies and better transport links, which will benefit local businesses and industry. With additional infrastructure and support, smaller rural councils will be in a much better position to attract investment and grow their population.

BUILDING STRONGER COMMUNITIES AND A BETTER LIFESTYLEThe RGF will support the development of local solutions to address gaps in infrastructure and services in regional communities. The RGF will also invest in community and lifestyle infrastructure and facilities targeting locally identified projects that will benefit communities and enhance their lifestyle. The RGF is designed to provide:

FLEXIBILITY The RGF guidelines provide flexibility in relation to the projects that can be supported. For example, the RGF can support feasibility studies. To date, smaller councils have been at a disadvantage accessing regional development funding because they do not have access to resources to prepare the business case or develop a project proposal to the point where it can be endorsed by Government. The flexibility built into the Fund will enable the Government to assist small rural councils to develop project proposals that they can then bring forward. This flexibility also enables the support of projects which build social capital in rural and regional communities. An example of this is the commitment to community leadership programs because strong leadership is a factor that drives growth in regional communities.

LOCAL INPUT TO DECISION MAKING The local initiatives of the RGF programs have been structured to ensure local communities drive solutions through local government and the five non-metropolitan Regional Development Australia committees.

FUNDING CERTAINTY The RGF is designed to provide funding certainty and simple application processes. For example under the Local Government Infrastructure Fund councils will know in advance the funding they can reasonably expect over the next four years. This will reduce the time and resources councils have had to spend ‘chasing grants’.

COORDINATION WITH COMMONWEALTH PROGRAMSThe RGF is designed to link with Commonwealth Government regional development programs. Local decision making will be led by the five non-metropolitan RDA committees, which are also advisory bodies

to the Commonwealth. As such, the Commonwealth and the State will use the same advisory mechanism which will lead to a more effective partnership between the two tiers of Government.

FLOOD RECOVERYRDV contributed to the whole-of-Government effort to assist Victoria’s flood-affected towns and communities. At the height of the Victorian floods, RDV led the provision of intelligence across Government on the immediate impact of the floods on regional towns and communities. The RDV regional network was critical in providing much needed assistance to local government areas authorities, businesses and affected communities, and in addition, provided up to date, on the ground advice on the impact of the floods. This was critical in providing the State Government with accurate advice and information.

SECRETARIES’ FLOOD RECOVERY GROUPThe Secretaries’ Flood Recovery Group was established to support the Cabinet Flood Recovery Task Force. The National Partnership Agreement between the Commonwealth and State Government recognised this group as the key reporting mechanism to the Commonwealth on Victoria’s flood recovery. RDV’s attendance at the Secretaries’ Flood Recovery Group is on behalf of DPCD.

WHOLE-OF-GOVERNMENT APPROACH TO FLOOD RECOVERYRDV was critical in the development of whole-of-Government flood recovery initiatives which involved working in close partnership with a number of other State Government agencies including the Department of Business and Innovation, Department of Human Services, Local Government Victoria and peak bodies such as the Municipal Association of Victoria.During 2010-11, RDV delivered flood recovery support initiatives including:

$5 million to the Flood Recovery Community Infrastructure Fund to help restore community infrastructure with councils and community organisations;

$1.6 million for 17 Flood Recovery Officers for flood-affected councils; and $100,000 to a Flood Recovery Events Fund to help flood-affected Councils develop marketing

campaigns and host key events to encourage visitors to their regions.

In conjunction with DBI, RDV also developed a number of business recovery initiatives to assist directly and indirectly-affected business.In total, the Government has budgeted for gross expenditure of $846.7 million. This budgeted amount includes estimated claims for local government and Catchment Management Authorities.In May 2011, the Government announced a number of new flood recovery initiatives that were to commence as part of the 2011-12 State Budget. These included:

$30 million Flood Recovery Community Infrastructure Fund (FRCIF) jointly administered by RDV and the Department of Sustainability and Environment;

$10 million Victorian Business Flood Recovery Fund (VBFRF); and $180,000 for additional Flood Recovery Officers.

Both the FRCIF and the VFRBF will commence on 1 July 2011.

COORDINATED DELIVERY OF PROGRAMS, SERVICES AND RESOURCESRDV played a coordinating role across Government, including local government and the Federal Government, to deliver regional initiatives for the benefit of regional Victorians. LATROBE VALLEY ADVANTAGE FUNDThe State Government committed to support the implementation of the $25 million Latrobe Valley Advantage Fund (LVAF) which was initiated in July 2010.The LVAF incorporates the Latrobe Valley Industry and Infrastructure Fund and the Latrobe Valley Industry and Employment Roadmap.

The LVAF is being jointly delivered by RDV, Skills Victoria and the Department of Primary Industries.

LATROBE VALLEY INDUSTRY AND EMPLOYMENT ROADMAP Building on the LVAF, the $5 million Latrobe Valley Industry and Employment Roadmap will provide a clear and achievable plan for future industry and employment development in the Latrobe Valley. Planning for the Latrobe Valley Industry and Employment Roadmap was undertaken by RDV during 2011. The Roadmap will be resourced in 2011-12 as part of the Regional Growth Fund. RDV, Skills Victoria and the Department of Primary Industries will progress the development of the Roadmap on behalf of the Minister for Regional and Rural Development, the Minister for Higher Education and Skills and the Minister for Energy and Resources. The Roadmap is being designed as an action plan that:

identifies the challenges and opportunities facing the Latrobe Valley’s economy and labour market; provides an evidence base for further investment in regional industry development and

employment growth; identifies agreed investment priorities to support industry growth; and establishes a process to support coordinated regional infrastructure planning between State

Government and regional stakeholders.

LATROBE VALLEY INDUSTRY AND INFRASTRUCTURE FUND The $10 million Latrobe Valley Industry and Infrastructure Fund (LVIIF) will facilitate new employment opportunities and leverage new private sector investment through the provision of enabling infrastructure in the region. The Fund will support activities that lead to economic diversification to strengthen the resilience of the Latrobe Valley region’s economy.The LVIIF will fund projects that:

respond to an identified industry need; leverage private sector investment; create new long-term jobs or secure existing business operations; provide for increased exports and/or imports substitution opportunities; and benefit the broader Gippsland economy.

MURRAY DARLING BASIN REFORMUnder the Commonwealth Water Act 2007, the Murray Darling Basin Authority is required to develop a

Basin Plan which determines the volume of water necessary to restore environmental assets. In October 2010 the Authority released its Guide to the Proposed Basin Plan. RDV contributed to the State Government response to the Guide to the Proposed Basin Plan, which was submitted to the Authority in January 2011. RDV’s contribution to the State Government response focused upon the social and economic impacts of Victorian compliance with proposed reductions in consumptive water use. RDV continued to undertake a variety of activities to identify potentially vulnerable communities, advocate regional issues and concerns across Victorian communities and conduct research to increase understanding of the short, medium and longer-term impacts of proposed reductions. As a member of a whole-of-Government working group, RDV worked with other departments, industry and affected communities in the development of strategies for mitigating social and economic implications of proposed reductions.

RELATIONSHIP WITH REGIONAL DEVELOPMENT AUSTRALIARDV’s ongoing partnership with Regional Development Australia (RDA) throughout 2010-11 continued to simplify and strengthen linkages between the Commonwealth and Victoria and align all governments to an agreed set of regions and regional leadership groups. These activities were consistent with the aim of the RDA committees to build partnerships between governments and key regional stakeholders in order to provide strategic and targeted responses to social, economic and environmental issues affecting regional and rural Victoria.

REGIONAL STRATEGIC PLANNINGEight regional and sub regional strategic plans, developed by regional communities across the five non-metropolitan regions of Victoria, were completed in the second half of 2010. Regional Strategic Plans provide a framework by which communities set their own priorities and work in partnership with industry and governments to deliver initiatives and projects tailored to the needs of their regions.The eight regional strategic plans have all identified strategies and priorities for industry and business development, transport, community services, health, education, tourism, land use planning and improving the amenity of towns. Each plan has been formally endorsed by key partners including local government and Regional Development Australia committees.The governance arrangements of regional planning committees range from formal established bodies such as G21 Alliance in Geelong through to informal coalitions of regional leaders including local governments, RDA representatives and State Government officials. Regionally-based committees are now implementing actions prioritised in their plans and each has identified potential areas for ongoing Government support. RDV’s role in regional strategic planning is to provide advice, leadership and strengthen collaboration in the implementation of regional priorities and ongoing regional development, particularly where State Government input is required to progress priority strategies and actions in the plans.In addition, RDV provides support to RDAs to leverage Federal Government opportunities for investment and facilitate linkages across key stakeholder groups.

BUSHFIRE RESPONSEIn 2010-11, RDV continued to assist communities impacted by the February 2009 Bushfires, working closely with the Victorian Bushfire Reconstruction and Recovery Authority (VBRRA) and other Government Agencies. An RDV officer was seconded to VBRRA’s economic unit on a part-time basis.RDV continued to administer funding under the Community Projects Initiative on behalf of VBRRA and the Victorian Bushfire Appeal Fund (VBAF). RDV has supported the monitoring and reporting of 219 recovery projects identified as part of local Community Recovery Plans and that have been funded through VBAF.Projects under the Victorian Bushfire Business Investment Fund were announced in October 2010. This initiative, delivered in partnership with the Department of Business and Innovation, will help generate business investments and job creation in fire-affected areas.

From 1 July 2011, the Fire Recovery Unit established within RDV will provide continuity of support and oversight for the reconstruction and recovery effort following the scheduled closure of VBRRA.

PROGRAM DELIVERY RDV implemented new initiatives funded in the 2010/11 budget as part of the Regional Blueprint. Associated payments are listed in the RDV Grants Payments section. SMALL TOWNS DEVELOPMENTSmall towns with a population of less than 10,000 residents represent 95 per cent of Victorian towns and play a vital role in maintaining a region’s economic and social fabric. During 2010-11, the State Government’s Sustainable Small Towns Development Fund (SSTDF) assisted small town communities, created new opportunities for growth and developed economic and social infrastructure.From 1 July all funding for this program will be maintained and delivered as part of the Regional Growth Fund.SSTDF projects were approved throughout the State, including:

Myrtleford commercial precinct revitalisation – Hume region

The project will revitalise Myrtleford’s commercial precinct by establishing a high quality, centrally located park in Myrtleford’s CBD. It will strengthen the link between the Great Alpine Road and the heart of the town’s retail area. Specifically, the project involves provision of coloured and feature paved areas, landscaping, pathways and kerbing, stone wall and edging, lighting, park furniture and interpretative signage.

Bright Rail Trail CBD link trail – Hume region

The project will see the design and construction of the Bright CBD Rail Trail Link, a multipurpose trail which will link with the Murray to Mountain trail and provide pedestrians and cyclists with direct access to the heart of Bright.

St Arnaud streetscape (stage 2) – Grampians region

The project will build on earlier works undertaken to upgrade the Napier Street commercial precinct of St Arnaud. The project will ensure St Arnaud becomes a sustainable town, attracts visitors, retains residents and improves the built environment.

Avoca Community Hub – Grampians region

The project will enhance the Visitor Information Centre component of Avoca’s Community Hub, providing improved services to visitors, increasing visitation and providing flow-on economic benefits to local retailers and wineries.

Queenscliff foreshore development – Barwon South West region

The Queenscliff Foreshore (Ferry to Pier) Development Project involves the construction of a foreshore trail between the ferry terminal and the Queenscliff Pier. The trail will become a gateway to the Queenscliff township and complete one of the key sections of the coastal trail from the ferry in Queenscliff to the lighthouse in Point Lonsdale.

Trails of the Gannawarra – Loddon Mallee region

The project involves the development of a network of nine local tracks and trails in and around five townships in the Gannawarra Shire including Leitchville, Cohuna, Murrabit, Quambatook and Kerang. The project will provide vital links to important environmental, historic and cultural places of interest and encourage recreation and growth in eco-tourism.

Bairnsdale City oval upgrade – Gippsland region

The project involves the upgrading of facilities at Bairnsdale City Oval to provide a regional standard sporting infrastructure that meets the needs of the Bairnsdale sporting community. The project works will include the installation of new oval and netball court lighting to enable night time matches.

PROMOTION OF REGIONAL VICTORIA RDV complements its economic and community development agenda through the deployment of focused marketing programs that highlight the development priorities for the state, including imperatives for regional population growth.EVENTS AND SPONSORSHIPRDV undertook detailed planning for the Regional Victoria Living Expo. New funding of $2 million over four years was provided to this $6.8 million initiative as part of the 2011-12 Victorian State Budget.The inaugural event will be held at the Melbourne Convention and Exhibition Centre (MCEC) over three days from 27-29 April 2012.RDV sponsored and delivered a range of important regional and rural events during 2010-11. These included the Regional Achievement and Community Awards in October 2010, funding to help promote Victoria’s high country during the inaugural Targa High Country car rally in November 2010, the Bendigo Spirit WNBL team and the Stawell Gift in April 2011. RDV also sponsored a range of food and beverages initiatives including:

Royal Melbourne Fine Food Awards Presentation

RDV sponsored the Royal Melbourne Fine Food Awards held on 21 September 2010. The event supports and promotes excellence in Victorian food producers across categories including dairy, speciality chocolate, extra virgin olive oil, smallgoods, condiments and preserves, branded beef and coffee.

Put Victoria on Your Table Campaign

RDV continued to support the ongoing collaborative, state-wide campaign designed to educate and encourage consumers and industry to source, buy and promote Victorian produce, to drive access and business opportunities for food and beverage producers into domestic markets.

Royal Melbourne Wine Show

RDV supported the Royal Melbourne Wine Show on 21 October 2010 with funding to promote excellence in Victorian and Australian winemaking.

Federation Square Victorian Regional Wine ShowcaseRDV provided the 2010 Federation Square Victorian Regional Wine Showcase with funding to support the event’s aims to improve the commercial viability of Victoria’s wineries and increase visitation to the State’s 21 wine regions.

While these factors will provide each region with significant opportunities to capitalise on their competitive strengths, particular regions are also likely to face challenges arising from economic adjustment and social disadvantage. Regional Victoria’s population is expected to grow from 1.45 million to 1.86 million by 2036. Much of this growth will continue to be focused in larger regional centres, peri-urban areas and high amenity regions.Future regional economic growth is likely to be characterised by the continuing shift from agriculture and mining to a more diverse, service-based economy. New opportunities can be created by improved infrastructure provision and by enhancing the ability of Victoria’s regions to attract and retain young people and skilled professionals. Equally, major economic challenges for regional areas, such as the proposed price on carbon and the possible national reforms to the management of the Murray Darling Basin, also represent opportunities for new business and industry development.

STRENGTHEN REGIONAL VICTORIA’S ECONOMIC BASERDV will continue to provide support for the diversification of regional economies in line with the local priorities identified in the Regional Strategic Plans. It will achieve this by investing in enabling infrastructure.RDV will work across Government to support a competitive environment in which regional businesses in both established and emerging industry sectors can operate successfully.RDV will work with communities facing economic challenges, including the Latrobe Valley in response to the proposed Carbon Trading Scheme, and northern Victorian irrigation communities facing the prospect of reduced water for production due to national reforms to the management of the Murray Darling Basin.Supply of reliable energy and water sources to regional communities and industry will be supported by RDV, including actions enabled through the $100 million Energy for the Regions program under the Regional Growth Fund.

FACILITATE JOBS CREATION AND IMPROVE CAREER OPTIONS FOR REGIONAL VICTORIANSRDV will continue to work in partnership with the Department of Business and Innovation to facilitate employment opportunities in regional Victoria.Support for regional employment growth, including in bushfire and flood affected areas, will also be continued by RDV. RDV will help increase higher education participation and attainment for regional Victorians through support for enabling infrastructure. It will collaborate with Skills Victoria to encourage partnerships between higher education providers and TAFE colleges in order to deliver degree level courses.RDV will also encourage regional university students to remain within their local communities by supporting regionally-based professional cadetships.

SUPPORT THE RESILIENCE AND SUSTAINABILITY OF REGIONAL COMMUNITIESBetter community and lifestyle infrastructure, facilities and services will be built through Regional Growth Fund initiatives, including the Local Government Infrastructure Fund and the Putting Locals First Program.RDV will support sustainable planning and land use in regional Victorian in partnership with Planning, and

by implementing initiatives including Planning for Tomorrow.

It will continue to work with the Commonwealth through the Regional Development Australia Committees to capture opportunities for joint investment and action.

INCREASE CAPACITY OF REGIONAL COMMUNITIES TO DRIVE DEVELOPMENT The five Regional Development Australia Committees will be managed by RDV to ensure that the local voice is at the forefront of regional decision-making and action.The Regional Policy Advisory Committee will be established and supported by RDV in its provision of advice to Ministers in relation to policy matters that affect rural and regional Victoria.RDV will support the implementation of the eight regional strategic plans to strengthen the role of regional and rural councils and communities in regional development decision-making across Government.Community leadership and community input to decision making will also be increased by RDV through the Putting Locals First Program and the Regional Community Leadership Fund.

SUPPORT REGIONAL COMMUNITIES TO RECOVER FROM NATURAL DISASTERSRDV will ensure coordination of the Government’s ongoing recovery initiatives relating to the 2009 bushfires through the Fire Recovery Unit. RDV will progress economic development opportunities in Marysville, including the new Marysville Hotel and Conference Centre.Flood recovery support in affected communities will be continued by RDV through the Flood Recovery Business Fund and the Flood Recovery Community Infrastructure Fund. RDV, in conjunction with DSE and DBI, will continue supporting flood recovery activities through:

$30 million to help committees of management and local councils repair or rebuild flood-impacted community assets; and

$10 million Business Flood Recovery Fund to support regional companies in flood-affected areas which demonstrate strong business growth or investment potential.

RDV will actively participate in the development of a whole-of-Government approach to preparing for and providing recovery assistance for future natural disaster events in regional and rural Victoria.

The net result for 2010/11 includes full year revenue and expenses associated with Regional Development Victoria’s output activity under both the Department of Business and Innovation and the Department of Planning and Community Development.The balance of the Regional Growth Fund Trust Account at 30 June 2011 was $205.95 million. This funding is held in trust to meet existing project commitments due in future periods.Regional Development Victoria was established under the Regional Development Victoria Act 2002. The financial operations of Regional Development Victoria are included in the Financial Reports of the Department of Business and Innovation and the Department of Planning and Community Development.

FINANCIAL PERFORMANCEConsolidated financial statements for the Department of Business and Innovation (DBI), the Department of Planning and Community Development (DPCD) and Regional Development Victoria are contained in the 2010/11 Annual Reports published by DBI and DPCD.This report contains Output Targets and Performance and Revenue and Expenses Respectively for RDV for the year ended 30 June 2011.

COMPLIANCECompliance requirements in accordance with the Financial Management Act 1994 and the Directions of the Minister for Finances have been managed by DBI and DPCD on behalf of RDV. Consolidated compliance reporting information for RDV, for the financial year 2010/11, is contained in the 2010/11 Annual Reports published by DBI and DPCD.

LEGISLATIONRDV is responsible for the following legislation:

the Regional Development Victoria Act 2002;

the Regional Growth Fund Act 2011; and

the Albury Wodonga Agreement (Repeal) Act 2003.
