COMMITTEE OF THE EXPERT APPRAISAL COMMITTEE FOR ENVIRONMENTAL APPRAISAL OF MINING PROJECTS CONSTITUTED
UNDER EIA NOTIFICATION, 2006.
The Thirteen meeting of the Reconstituted Expert Appraisal Committee for Environmental Appraisal of Mining Projects (Non-Coal) of the Ministry of Environment, Forest & Climate Change held during December 15-16,
2016. (2.18). Rasuli Iron Ore Mine with production capacity of 45,000 TPA (ROM) of Float Iron Ore by M/s Navbharat Fuse Co. Ltd., located at Village Rasuli, Tehsil-Bhanupratappur, District-Kanker, Chhattisgarh (MLA: 220 ha) Based on the information furnished and presentation made and discussions held, the Committee deferred the Proposal and sought the following information
1. The valid LOI of the mine need to be submitted; 2. There are Schedule I Species located in the study area. The PP needs to

3. The Committee noted that the total mine Lease Area is in Forest Land. The PP informed that the State Govt. of Chhattisgarh has forwarded the application for FC Clearance. PP needs to submit the copy of application;
4. 4. The Committee noted that the Species selected for green belt has not as per the CPCB guidelines also the number of saplings for greenbelt development are too less for the area in which plantation is to be carried out. The revised plan along with the species as per the Guidelines needs to be submitted;
5. (v) A detailed time bound action plan along with the budgetary provision for issues raised during the Public Hearing shall be submitted;
6. A detailed waste generation and action plan for waste management and evacuation plan shall be submitted.
7. Project Proponent shall provide an Occupational Health plan which is to prepared by Specialist for Regular and Periodical medical examination of the workers to be engaged in the Project; and
8. Conceptual post mining land use and Reclamation and Restoration of mined out areas (with plans and with adequate number of sections) for 220 ha should be given in the EIA report.

# 4: The Committee noted that the Species selected for green belt are not as per the CPCB guidelines also the number of saplings for greenbelt development are too less for the area in which plantation is to be carried out. The revised plan along with the species as per the Guidelines needs to be submitted; Greenbelt Development Program As per the guidelines of MoEF & CPCB, greenbelt will be developed all around the lease boundary and plantation will be carried out in the open spaces within the lease premises. Total area covered under green belt and plantation will be about 14.16 Ha (35 Acre) i.e. 35% of the total plant area. The proposed plant area falls in sub zone 2 of Zone 10 (Southern Plateau and Hills Region) as per the Agro-climatic division made by CPCB. The flora species recommended by CPCB for plantation in this sub-zone are listed in Annexure 8. Mostly flora species of local origin with following characteristics

All efforts to improve the survival of the saplings, with their growth will be taken care by watering, fencing, keeping watch and ward and seeking guidance from the local Forest Dept. For the afforestation over the dump slopes, area will be prepared for plantation by spreading/utilizing the topsoil, if any, segregated and stacked separately.Over this area, initial reclamation with mulches, soil stabilizers, grass species and leguminous plants will be planted as a first measure to improve the soil fertility and bind the loose material. Later the slopes of contour benches of the static dumps shall be planted at closure intervals with suitable fast growing shrubs, root bearing and hardy species, like Acacia. This work shall be undertaken concurrent through the mining operations, during and after the offset of monsoon.
The expected rate of survival will be around 80%. All efforts to improve the survival of the saplings and their healthy growth will be made like watering, fencing, keeping watch and ward and seeking guidance from the local Forest Dept.

1 Shri Rajesh Rangari – Bhanuprathapur Rasoli shares the boundary with the Bhanuprathapur, according to environmental factors the main area of concern is the forest density of area is 0.6 so mining should not be allowed. The area is also concentrated with birds and animals and also features some important vegetation that will pose danger to the environment. Mining activities are happening in the close vicinity from the project site hence, further mining in this area is not required. The company even has not shown any significant work done in the past and the records shown that the performance is backstage all through its operations.
It was submitted that an Ecological study and conservation plan has already been carried out by Retd Addl. PCCF Shri Ashok Masih. All the suggestions provided in the report provided by him and also provided in the EIA reports will be meticulously followed. The precautionary measures/mitigation measures and awareness programs will also be conducted in the area so as not to disturb the habitat. This is a new proposal and the proposed works will be undertaken after obtaining all the necessary clearances.

2 Shri Shopa Singh Anchla – Zilla Panchayat Member – Durgakondal The mining area where public hearing is conducted, I'm obliged to talk in behalf of this public gathering. The people here have no clue about the public hearing, if I have no information about the project and public hearing how would the people in this area will have information about the project. In this aspect today dated 7th Sep 2016, public hearing should be postponed and the PH should be made to hear in local.
It was informed that the advertisement w.r.t public hearing was published in local and English news papers one month prior to the public hearing i.e on 06.08.2016. It was also informed that apart from publishing in news papers all the gram panchayats offices were also informed personally regarding the said public hearing meeting, venue and date of hearing.

5 Shri . V. Sunanda Reddy – Nalagonda – Telangana He advised to monitor the water quality in 10 Km study area. He also said what action plans are implemented when the groundwater contamination happens during the surface run off in the event of rainfall. What is the plan for employment for locals once the project starts. What benefits will locals get once steel development plant set up. Health check ups also should be conducted according to CSR policy.
The suggestion were taken and confirmed that all the local villagers will be taken in to confidence while operating the mines. The locals have beautified the hills and it is properly maintained. The mining activities can destroy the natural ecology of the area. The local uneducated tribes their livelihood will be disturbed, they have the right to live and eat, and further investigations should be done, the forest is the main source of our food and we are living peacefully in this area. The people belongs to that area will face difficulties. Dalli Rajhahar people saying that only big people will get employment and here also same situation will happen. We are small farmers and our entire crops will be damaged because of the run off from the mining activities, and during rainy days entire agriculture land will be inundated. I'm against this project and I want recommendations of the people before this project starts.

#6: A detailed waste generation and action plan for waste management and evacuation plan shall be submitted Details submitted earlier: DISPOSAL OF WASTE: Nature & Disposal of Waste a) Nature of Waste The topography of the area is showing undulating and resembles a hillock and iron ore is mostly outcropping over an entire hill area. During the float ore mining 75 % reject material generated during mining, will be used for reclamation purpose. During the float ore mining mine waste will be generated and stacked in South direction in and along the south lease boundary of the mine.

Maximum Height & Spread of Dumps
The maximum height of the overburden proposed for dumping is 3 m.
Retaining walls with garland drains will be erected at the toe end of these dumps to give sufficient toe support.
Back Filling
Total generation of overburden during the lease period is around 404841 m3 as calculated on the basis of ultimate pit limit and float ore mining. The overburden including associated waste will be accommodated in the worked out pit followed by reclamation and plantation. REVISED / CORRECTED The deposit in Rasuli Iron Ore Deposit is of hilly nature and iron ore is mostly at the hill top and outcropping in nature. In the 1st five years, it is proposed to open a working pit in the float ore “C” from the top N to S slope direction. In initial years stress will be given to carry out float mining operation until the detail exploration and quantity of primary ore body is stabilized as per UNFC norms. Year Wise Production for First Five Years 1st Year In the first year for the float ore mining one pit of 556 x 27 x 2.5 m dimension will be dug in the South Eastern part of the lease area. 2nd Year In the second year for the float ore mining one pit of 612 x 27.5 x 2.5 m dimension will be dug in the South part of the 1st year pit area. 3rd Year In the third year for the float ore mining one pit of 627 x 32 x 2.5 m dimension will be dug in the South part of the 2nd year pit area 4th Year In the fourth year for the float ore mining pit 619 x 35 x 2.5 m dimension will be dug in the South of the 3rd year float ore mining pit. 5th Year In the fifth year, for the float ore mining one pit of 592 x 41 x 2.5 m dimension will be dug in the South of the 4th year float ore mining pit. The deposit will be opened in such a manner so, that systematic development of the deposit can be carried out in future. The proposed mining operations are of manual nature for float ore. No drilling and blasting are required. It will be simply picked up manually using crowbars and stacked in predetermined place for dispatch. The float ore will be loaded into trucks / tippers for onward dispatch to the Captive plant located near Raipur. As there is no drilling and blasting or crushing involved during the present operations, there will not be any generation of sub grade mineral or overburden waste. However, any waste generation in the form of soil will be stacked in 7.5m safety zone and used for plantation.

#7: Project Proponent shall provide an Occupational Health plan which is to prepared by Specialist for Regular and Periodical medical examination of the workers to be engaged in the Project; and OCCUPATIONAL HEALTH & SAFETY / MEDICAL SURVEILLANCE AND EXAMINATIONS In order to evaluate the impacts from mining on the health of workers, baseline health studies shall be carried out on every worker before joining their duties. #8: Conceptual post mining land use and Reclamation and Restoration of mined out areas (with plans and with adequate number of sections) for 220 ha should be given LAND RECLAMATION & REHABILITATION As this project is planned to have vegetation as the ultimate goal for the rehabilitation of the affected land and for this purpose intensive plantation keeping bio-diversity is proposed with water storage facility, so as to improve upon the existing eco system and leave a congenial environment for resident flora and fauna. During the initial periods, there will be no waste generation. During later stage once the insitu iron ore mining starts the waste generated will be back filled into the worked out portions and afforestation will be done (For this a fresh EC will be obtained) The land utilisation pattern of mine lease area at the end of Mining Plan Period and at the end of lease period is given in following table
