Governing Council

3. A nominal roll of Members of the Governing Council as on 31 Mar 2020 is at Appendix A.

4. Details of the two ex-officio members on the Council are as under:

Dr Meenakshi Joshi– Chief Medical Officer, Dehradun.

5. Annual General and Governing Council meetings were held on dates as under:

Changes in Key Appointments 7. Ms Priyo Lall, the erstwhile Director Development assumed the office of the Chief Executive Officer (CEO) vice Brigadier AAS Sinha,

SM (Retired) relinquished the appointment on 30 Apr 2019. 8. Dr Sudhir Peshin, MBBS, the erstwhile Medical Superintendent assumed the office of the Director Medical vice Colonel (Dr) JP Gupta,

MD (Retired) relinquished the appointment on 31 Mar 2020.

PART III: ADMINISTRATION & COORDINATION Brief Notes on Salient Issues 60th Founders’ Day 19. RAPHAEL’s 60th Founders’ Day was celebrated on 04 and 05 April 19. 20. We were deeply touched by the presence of our overseas guests:

Carolyn Tapley, President, Ryder Cheshire Foundation, New Zealand and Minna Munroe.

Christine Hannan, Director, Ryder Cheshire Foundation, NSW (Australia) and Graeme Hannan.

Jamie McCartney, Sponsorship Secretary, UK. 21. On 04 Apr our overseas guests, accompanied by members of the Governing Council, did a campus walk about and had a glimpse of

RAPHAEL at work & play. Thereafter, Carolyn Tapley and Christine Hannan did us the honours by unveiling a plaque for the proposed Therapeutic Centre cum Auditorium. This was followed by a Barakhana - a community lunch - for one and all in the Mango Orchard. That evening Ms Sunita Garware very graciously hosted the Founders’ Day Dinner in her beautiful Home in Rajpur.

22. The following day, 05 Apr, we had a discussion on RAPHAEL in the morning with our overseas guests and members of the Council

present. Later, in the afternoon, we held the customary cultural programme with Lt Gen SM Mehta, AVSM, SM, VSM ** (Retd); CEO, The HANS Foundation - currently our principal institutional donor – as the Chief Guest. That evening the ‘dispersal dinner’ was very kindly hosted by Gen Prabodh Bhardwaj, the Vice Chairman and Ms Deepa Bhardwaj in their home.

Extension of Lease (Transfer) of Forest Land 23. The RAPHAEL campus exists on 9.42 hectares of forest land leased to the Society for a period of 50 years in June 1959. 24. In August 2008 a timely case for the extension of the lease was taken up with the competent authorities. In Dec 2010 the ‘in-

principle’ approval of the extension was accorded by the Government of India, Ministry of Environment, Forest and Climate Change (MoEF & CC) subject to our paying charges amounting to 1.19 Crore primarily on account of the preservation of the environment. Despite our best efforts to obtain a financial waiver the competent authorities were unyielding. In the meeting in the MoEF & CC, Delhi on 20 Aug 19 we were informed, unequivocally, that the payment of the prescribed charges was a non-negotiable precondition to the grant of the extension of lease.

25. Faced with the prospect of closing down RAPHAEL or continuing our work with the omnipresent threat of eviction facing us the

Governing Council unanimously agreed to pay the charges and close the chapter. Accordingly, a sum of Rs Rs.11937701.00 was paid out from the Society’s corpus to the Forest Department, Government of the State of Uttarakhand on 20 Mar 20.

26. An official confirmation of the extension of lease (transfer) of forest land for a further period of 30 years with effect from 10 Jun

2009 is now awaited. Needless to say the pay out of this significant sum has had an adverse effect on our carefully nurtured corpus but we live in the hope that the loss will be made good before long!

Review of Staff Salary Structure 27. On 06 Mar 20 a planned, periodic review of the staff salary structure was completed by a sub-committee chaired by Brig AAS Sinha

(Retd), Governing Council Member (Finance). It was based on the minimum wage guidelines of the Uttarakhand State Government. The revised salary structure was approved in the proposed budget for the FY 2020-21 and will take effect from 01 Apr 20. It will result in an overall increase of 18% in the staff salaries bill.

Covid 19 Pandemic 28. With the first positive case of Covid19 diagnosed in Dehradun on 15 March 20, RAPHAEL reviewed the situation on 16 Mar. It

unilaterally commenced a systematic lock-down on 18 Mar and completed the process by 22 Mar - three days prior to the imposition of the nation-wide Lock-down on 25 Mar. Only the permanent residents and members of the staff in family quarters are now present on campus. All movement in or out is strictly regulated with permission being granted only on a case by case basis after taking due precautions.

Amendment to Clause 3(i) – AIMS AND OBJECTIVES of the Memorandum of Association (MoA) of Raphael Ryder Cheshire International Centre (Reference under CP No. R. 1 59/1-11541 dated 10.12.1962) 29. In order to maximize financial returns on our investments in the prevailing economic environment a series of discussions with

members of the Governing Council, our Financial Advisors, ESGL Client Alley Solutions Pvt. Ltd, and an Independent Financial Advisor, Mr Babu Krishnamurthy, Finsherpa Investment Services, Chennai were held over a No of days.

30. Based on the above discussions it was decided to review Clause 3 (i) of the MoA and amend it suitably to ensure improved financial

returns on investments whilst simultaneously continuing to ensure minimum risk. 31. A copy of the proposed amendment duly approved by the Members of the Governing Council on 10 Aug 19 is at Enclosure 2.

34. RAPHAEL has been awarded the GuideStar India Transparency Key valid until 31st December 2020 for its “commitment to

transparency”.

Important Medical Cases

36. Residents continue to be subject to periodic medical check-ups and reviews. The health of the resident population is satisfactory.

The following underwent investigations and medical procedures as indicated:

Lisri Devi (Shiv Sadan) was referred to the Doon Hospital for investigation of recurrent inflammation and swelling of her left

ankle. She was diagnosed with Rheumatoid Arthritis, Hypothyroidism and Renal incompetence and is presently availing therapy.

Chaita Devi (Shiv Sadan) was referred to the Doon Hospital for management of Bell’s palsy (Facial Palsy). She has had an

uneventful recovery.

Usha Devi (Shiv Sadan) has been provided with an artificial limb after her below the knee left leg amputation.

41. Extracts of the Statement of Accounts for the Financial Year 2019-20 (unaudited) are at Enclosure 3. Owing to the Covid19 Pandemic

Government instructions now require all audits of accounts for the FY 19-20 to be completed by Dec 2020. The detailed audited report may be perused on the website not before 31 Dec 2020 and shall be provided on demand wherever necessary.

CONCLUSION

Obituaries

42. Dr Don Sinclair, the former President of Ryder Cheshire Australia and a regular visitor, supporter and dear friend of RAPHAEL, passed away on 19 January 20 in Australia.

43. Ranjit Sikand, a former Member of the Governing Council passed away in Dehradun on 15 February 20 after an illness. With his

dedication, vast knowledge and experience of the corporate world, Mr Sikand made an extraordinary contribution towards the financial management and institutionalising of the functioning of Raphael.

44. Anne Boyd, “The Mountain Nurse” and lovingly called “Auntie” by Raphael’s residents, spent many years as a young nurse at

Raphael, setting up the TB hospital. Anne succumbed to illness on 16 March 20 in Singleton, Australia. Tribute 45. Col (Dr) Jai Prakash Gupta, MD (Med), after retiring from the Army, worked in the TB Hospital at RAPHAEL for 31 years at a stretch.

Our records show that he will have examined a staggering 341681 symptomatic persons and registered a total of 12682 ‘new cases’ in this period. His success rate was an impressive 80% and more. Practical, persevering and empathetic he enjoyed the complete trust and confidence of his patients, the vast majority of whom came from the economically weaker sections of society. Over a period of time his name became synonymous with the Hospital and he drew the suffering from far and wide. His is a shining example of devotion to the cause of eradication of TB in these parts.

Introduction

1. RAPHAEL was founded in 1959 in Dehradun (Uttarakhand) jointly by Group Captain Lord Geoffrey Leonard Cheshire of Woodhall, VC,OM, DSO***, DFC and his wife, Baroness Sue Ryder of Warsaw, CMG, OBE. Their mission was all-encompassing – the relief ofsuffering.

2. RAPHAEL is a duly registered charitable society governed by a Memorandum of Association and Rules and Regulations. It caters tothe needs of the economically weaker sections of society in the State of Uttarakhand and the neighbouring districts of NorthWestern Uttar Pradesh.

3. RAPHAEL provides all its facilities and services at no cost to its beneficiaries and is entirely dependent on its benefactors for financialsupport.

Partnering with its benefactors – individual, institutional and governmental.

Mission

9. RAPHAEL’s mission is to assist in the:

Rehabilitation of children with intellectual and associated disabilities; Control of Tuberculosis (TB); Life-long care of persons with disabilities who are rejected by society.

Programmes

10. Currently, RAPHAEL strives to fulfil its mission through three thematic in-house programmes as under:

Special Education (SE); TB Control; Life-long Care.

SE

11. The objective of the SE Programme is to generate awareness about Persons with Disability (PwD) through advocacy; identify andassess children and young adults with intellectual & other developmental disabilities (such as, but not limited to Autism, CerebralPalsy & Down Syndrome); educate & train children with disabilities (CwD) to realise their potential and facilitate their rehabilitationin the family and community.

12. SE activities are carried out both on and off campus.

13. The focus on campus is on functional academics; language and communication skills; and the acquiring of daily living, house-hold,domestic & vocational skills. The emphasis, throughout, is on ‘inclusive’ learning and activity.

14. On campus facilities and services include:

Assisted independent living in a simulated ‘home’ environment for young adults – separately for 4 girls & 4 boys. Residential facilities, separately for 60 girls & 60 boys. SE School cum Day Care Centre with a capacity for 150 CwD. This includes class rooms, a library, a computer laboratory and

vocational training facilities. Therapeutic centre that provides for psychology, speech therapy, physical therapy; and early intervention services & a resource

room facility that has adaptations and modifications to facilitate independent functioning for those with physical impairments. Training Centre for the conduct of professional courses and in-house training of resource persons, stake-holders and members

of the staff.

15. The Outreach Programme (in rural areas) constitutes our off campus SE activities. The programme is divided into an Out-reach TypeA (Out-reach A) and Out-reach Type B (Out-reach B). Outreach programmes are closely coordinated with the civil administration.Whereas, Outreach A has permanent staff members assigned in location, Outreach B services are delivered by deploying mobileteams comprising staff as required from RAPHAEL.

16. The focus of Out-reach A is increasing awareness about disability related issues; care-giver counselling & empowerment; andassessment & programme implementation. Out-reach A currently covers five blocks – Raipur, Vikasnagar, Sahaspur, Kalsi andDoiwala - in the Dehradun district.

17. The focus of Out-reach B is advocacy - increasing awareness about PwD; educating resource persons and stake-holders; and thecollection, collation and sharing of information and data for use by various government and non-government agencies. Out-reach Bcurrently covers six districts - Udhamsinghnagar, Uttarkashi, Tehri Garhwal, Haridwar, Bageshwar and Pauri Garhwal. We seek,eventually, to cover all 13 districts of the State in a phased manner.

TB Control

18. The objective of the TB Control Programme is to assist the Uttarakhand State Government in the control – detection, diagnosis andtreatment – of TB.

19. RAPHAEL is a government designated Directly Observed Treatment Short Course (DOTS) Centre. Its TB Control Programme is run inaccordance with guidelines laid down in the Revised National Tuberculosis Control Programme (RNTCP).

20. Its facilities include a 20 (12 male; 8 female) bed hospital; an Out-patient Department; and a clinical laboratory capable of the fullrange of investigations for TB. Patients detected with TB are registered and given a unique NIKSHAY Identity Number. Those who areable to return to their homes are provided with a ‘referral’ & free medication for a limited period. They are then instructed to reportto their local DOTS centre to continue with their treatment in accordance with the RNTCP. Only those patients suffering from acutetubercular infection & ‘shared symptoms’ and deemed unfit to travel are admitted in the hospital. They are discharged with areferral & medication only after their general condition improves. It is this latter ‘in-patient’ facility that makes RAPHAEL’s TBcontrol programme unique.

21. Whereas medicines for the treatment of TB are provided by the district medical authorities free of cost the expenditure incurred onsupportive treatment (to include diet) of patients admitted in the hospital is borne by RAPHAEL.

Life-long Care

22. The objective of the Life-long Care Programme is to provide a life of dignity to Persons with disabilities.

23. This programme is a legacy of the past. When RAPHAEL first started it began by caring for Leprosy Cured Patients (LCP) rescued offthe streets. As a consequence the civil administration sometimes finds it convenient to entrust RAPHAEL with the care of other PwDwho have nowhere to go.

24. Their custody makes it obligatory for RAPHAEL to acquire legal rights of guardianship in each case and provide each individual withthe necessities of accommodation, food, clothing, medical care and, where possible, occupational therapy.

Secondary and Tertiary Education Programme

25. The Secondary and Tertiary Education (erstwhile Little White House) Programme is a corollary to the Life-long Care Programme. Itwas introduced in 1962. The aim was to provide children of LCP in the Life-long Care Programme, a normal upbringing and educationas far as possible and to equip them to live their lives independently with dignity.

Governing Council

26. A Governing Council constitutes the “governing body of the Society”. It is responsible for the “supervision of the work of the Societyand the management of its affairs”. It comprises 12 elected and 2 ex-officio members. It meets every quarter.

27. The elected members of the Council are citizens of Dehradun. They represent a cross section of professions – social work, academia,business, law, medicine, finance, civil services & the Armed Forces. The ex-officio members are the Commandant, Military Hospital,Dehradun and the District Chief Medical Officer, Dehradun.

28. Governing Council members are not in receipt of any kind of remuneration for the services they render.

Funding

32. Assured long term funding poses a significant challenge to the Society.

33. RAPHAEL is entirely dependent on its benefactors – government agencies; institutions; and individuals - for the funding of itsactivities.

34. Government Financial aid is strictly limited, often delayed and erratic. Overseas foundations in the UK, Australia and New Zealandthat have, in the past, contributed generously to the cause are now compelled to draw-down their support. And, domesticinstitutional support is yet to gather steam.

35. RAPHAEL solicits the support of its institutional benefactors for its programmes. Pledging support to a programme over a sustainedperiod as opposed to the unwieldy practice of ‘restricted giving’ enables the flexible use of resources for the betterment of a schemeas a whole; growing the corpus to enhance the Society’s self-sustainability; and planning for the future.

36. From its individual benefactors it seeks contributions to its General Fund, and ‘sponsor an individual’ & ‘sponsor a meal’ schemes.

37. Benefactors, both individual and institutional, also have the option of contributing to RAPHAEL’s corpus. Where a single ‘one time’contribution is in excess of Rs 10 lakh the Society is obliged to invest and preserve the capital amount under a unique fund head anduse only the derived interest to support activities that are mutually agreed.

Awards

38. RAPHAEL is the recipient of the following awards in the last five years:

2011 - National Trust declared Raphael as the ‘Best NGO in 2011’ for work in the field of Autism, Cerebral Palsy, MentalRetardation and Multiple Disability.

2012 - National Society for Equal Opportunity for the Handicapped (NASEOH), India awarded Raphael the Sulakshana RamJanam Pandey Award.

(i) In Government Securities including RBI bonds and bank deposits. Investment in the above to be at least 75% of the totalinvestments at any given point of time.

(ii) Investment in Mutual Funds with fund deployment not less than 80% in Debt and money market instruments and up to20% inequity market.

(iii) At the Council’s discretion and approval an investment in other equity based Mutual Funds may be made up to amaximum of 5% of total investments at any given time. Provided that at no time the investments in Mutual Funds exceed25% of the total investments.

(iv) Power to execute premature redemption will vest with the Governing Council (exit route in case of poor performance ofany investment).”

Amended Clause 3 (i)

AIMS AND OBJECTIVES

3. (i) To invest monies of the Society which cannot be applied immediately or at any early date for furthering the aims and objectives of theSociety in public securities that is to say:-

(i) Monies received from overseas sources will only be invested in bank deposits in nationalised and scheduled Banks.

(ii) Monies received from domestic sources will be invested at any given point in time as under:

a. A minimum of 45% of the total investments will be in Government Securities including RBI Bonds and bank depositsin nationalised and scheduled Banks.

b. A maximum of 30% of the total investment may be in Mutual Funds that invest in Government Securities, PSUBonds, PSU Banks and, as a temporary measure only, in Mutual Funds that invest in Liquid Funds.

c. A maximum of 15% of the total investment may be in Mutual Funds that invest in Debt Mutual Funds and, as atemporary measure only, in Mutual Funds that invest in Liquid Funds.

d. A maximum of 10% of the total investment may be in Mutual funds that invest in Equity Mutual Funds and, as atemporary measure only, in Mutual Funds that invest in Liquid Funds.

(iii) Power to execute premature redemption will vest with the Governing Council (exit route in case of poor performance of anyinvestment).
