Three main forms to monitor and detect the needs of optimization:

Same with optimization, how to optimize to get the biggest benefit
Which are the biggest bottlenecks in project

Scope is not defined well
For example air interface optimization => biggest bottlenecks are in Core or in transmission
Unrealistic target definitions
Resources. For example no transmission engineers available
Time and money. 2 weeks time to re-plan transmission network
Processes are not supporting time schedule
For example due to the internal processes it will take 4 weeks to implement parameter change
