The regular meeting of the Rancocas Valley Regional High School Board of Education was held in
the Board Meeting Room C-120 of the Rancocas Valley Regional High School, 520 Jacksonville
Road, Mount Holly, New Jersey, 08060 on Tuesday, May 24, 2016 at 7:42 p.m. The meeting was
called to order by the President, Mr. Charles S. Miller.
Mr. Miller read the Open Public Meetings statement as follows:
Public notice of this meeting pursuant to the open public meetings act has been given by the
Rancocas Valley Regional Board of Education by posting written notice on the official bulletin
board at the Rancocas Valley Regional High School, mailing written notice to the Burlington
County and Trenton Times, filing written notice with the clerk of Eastampton, Hainesport,
Lumberton, Mount Holly and Westampton, this was done on January 6, 2016.
The Board of Education and audience saluted the flag.
The secretary recorded the roll and announced a quorum present.

Academics
Allie Morgan, Class of 2016, was nominated to attend the SAME Engineering and
Construction camp at the United States Air Force Academy this summer. She was chosen
to represent NJ after a rigorous application process and is set to live at the Academy for
one week.
The 4migos production team in Mr. Marmarou’s Video Production class for winning “Best
Poster” award of their film “Valedictorian”. The film was entered in the 10 Day Film
Challenge and shown at the Regal Cinema in Burlington. From schools across New Jersey,
the poster finished first in the state and the film placed in the top 30 out of 187 entries.
“Valedictorian” was directed and edited by Alec Zoccali, Written by Quade Thibeault and
Alyssa Mueller, produced by Keegan Teschko and David Bilan and starred Jake Satterlee
and Greg Romero.
Athletics
Congratulations to Isaiah Curbelo, who signed his letter of intent to run Track and Field for
Bloomfield College on a full athletic scholarship. Isaiah is one of the most decorated track
athletes in RV history and has 7 school records (800m, 1000m, 1600m, 4x400m, 4x800m,
Sprint Medley Relay, Distance Medley Relay) to his name. Isaiah won a state
championship in the Indoor 800 and has won Sectional Championships in the 800, 1600,
and 4x800 relays. Isaiah captained the cross-country, indoor track, and outdoor track teams
during his senior year
Extra-Curricular Activities
Burlington County’s Top Educators Honored by State, County, Peers - 130 Teachers &
Educational Services Professionals of the Year Recognized Tuesday, May 17, 2016.
Rancocas Valley Regional High School (RVRHS) in Mount Holly hosted the program,
which featured a keynote speaker from 2015 Burlington County Teacher of the Year,
Jennifer Braverman, art teacher at Maple Shade High School, as well as remarks from
Executive County Superintendent Todd Flora, Burlington County Education Association
President Mary Steinhauer, and RVRHS’ Superintendent Chris Heilig, Ed.D., Principal
Joseph Martin, Teacher of the Year Ed Moore, and Educational Services Professional of
the Year Dee Venuto.

For the second consecutive year, an educator at Rancocas Valley Regional High School
(RVRHS) in Mount Holly has won the American Legion Post 509 Educator of the Year
Award. Anthony A. Pietrofitta, Chairperson of the Social Studies Department, is this year’s
recipient.
Community Service
Our thanks to the RV National Honor Society students who participated and volunteered in
the Autism Speaks Walk in Mount Laurel this past weekend for Aiden's All Stars.
Alumni News
Congratulations to RV grad, Hannah Collura, a senior in the Henry M. Rowan College of
Engineering at Rowan University, who was awarded the Jerry Kilby Memorial Scholarship
by the Professional Engineering Society of Southern New Jersey (PESSNJ).
TYR Sport, the leading manufacturer of competitive swim and triathlon gear, welcomed
RV alumnus Kelsi Worrell to its roster of sponsored swimmers. This summer Kelsi hopes
to take her success to new heights at the U.S. Olympic Trials in Omaha, Nebraska, where
she will be vying for a chance to represent the US at the Olympic Games in Rio de Janeiro.
Marques Harper is named L.A. Times fashion editor (Class of 1995). Harper has been serving as
interim fashion editor and has quickly made his mark on the Image section. He has deftly
contributed to The Times' coverage of live events, including the Oscars, and added an important
fashion element to our recent coverage of the Coachella Music and Arts Festival.

2. Annual Resolutions
a. Public Access to Government Records
WHEREAS, the Open Public Records Act expands the publics’ rights of access to
government records, and
WHEREAS, the Rancocas Valley Regional High School must appoint a custodian of
government records to comply with the law,
NOW, THEREFORE BE IT RESOLVED by the Rancocas Valley Regional High School
Board of Education as follows:
That the Rancocas Valley Regional High School Board of Education appoint the Board
Secretary as its custodian of government records.
During the absence or inability to act or during a vacancy, the Superintendent shall be the
acting custodian of government records.
b. Travel
WHEREAS, N.J.S.A. 18A;11-12 Public Law 2007 Chapter 53 requires the board to
annually establish a maximum travel expenditure amount for the budget year; and
WHEREAS, the regulations reference four types of travel events:
a) Training and seminars
b) Conventions and conferences
c) Regular District Business
d) Retreats

WHEREAS, travel expenditures include, but are not limited to all costs for transportation,
meals, lodging, registration or conference fees to and from the travel event; and
WHEREAS, travel expenditures include costs for all required training and all authorized
travel in existing contracts and policies; and
WHEREAS, the 2015/2016 maximum amount established was $48,610 of which $41,724
has been encumbered and expended to date; and
NOW THEREFORE BE IT RESOLVED, that the Rancocas Valley Regional High School
Board of Education hereby establishes the travel maximum for the 2016/2017 school year
at the sum of $48,610; and
BE IT FURTHER RESOLVED, that the School Business Administrator shall track and
record these costs to insure that the maximum amount is not exceeded.
c. Resolution to Establish Bid Threshold
WHEREAS, the Public Schools contracts Law gives board of education the ability to
establish their bid threshold at $40,000; and
WHEREAS, N.J.S.A. 18A:18A-3a, permits a bid threshold of $40,000 if a Qualified
Purchasing Agent is appointed and also grants the authorization to negotiate and award
such contracts below the bid threshold; and
WHEREAS, N.J.S.C. 5:34-5 et seq. establishes the criteria for qualifying as a Qualified
Purchasing Agenda; and
WHEREAS, Lisa Giovanelli possesses the designation of Qualified Purchasing Agent as
issued by the Director of the Division of Local Government Services in accordance with
N.J.A.C. 5:34-5 et seq.; and
WHEREAS, the Rancocas Valley Regional High School Board of Education desires to
establish the bid threshold at $40,000 as provided in N.J.S.A. 18A:18A-3, now therefore,
be it,
RESOLVED, that the governing body of the Rancocas Valley Regional High School Board
of Education in the County of Burlington, in the State of New Jersey, hereby establishes its
bid threshold at $40,000.

RESOLVED; to approve vendor signatures not required on vouchers for purchase orders
under $2,500.
e. Resolution for Professional Services – Special Education
WHEREAS, during the fiscal year 2016/2017, there exists a need for such professional
services as special education consultants and services;
WHEREAS, funds are available for this purpose;
WHEREAS, the Public School contracts Law (N.J.S.A. 18A:19A-5) requires a resolution
authorizing the award of contracts/agreements for “professional services” without
competitive bids;
WHEREAS, the district has received, where applicable, political contribution disclosure
forms tend days prior to contract award pursuant to Chapter 271 of the laws of 2005:
NOW, THEREFORE BE IT RESOLVED that these contracts/agreements are awarded
without competitive bidding as “professional services” under the provisions of the Public
School Contracts Law because such services are to be performed by a person or persons
authorized by law to practice a recognized professional that is regulated by law;
BE IT FURTHER RESOLVED that the Rancocas Valley Regional High School will
competitively quote these sources whenever possible;
BE IT FURTHER RESOLVED by the Rancocas Valley Regional High School Board of
Education that the Superintendent of Schools and the Board Secretary are authorized to
execute contracts and/or agreements with the following:

Staff Leaves of Absence
1) BE IT RECOMMENDED that the Board of Education grant a statutory leave of absence to
Leah Chadwick for childrearing purposes, from August 31, 2016 through June 30, 2017 without
pay; during this period of leave, Leah Chadwick remains responsible to continually meet all obligations
concerning the contributions toward health insurance premiums; and
BE IT FURTHER RECOMMENDED that Leah Chadwick shall return to work on September 1,
2017; and
BE IT FURTHER RECOMMENDED that the above leave dates may be administratively adjusted
as appropriate, if necessary, in the event that the requested return to work date is changed or other
relevant changes are requested to the above leave dates.
2) BE IT RECOMMENDED that the Board of Education grant a special leave of absence to
Alyssa Sweeney, from August 31, 2016 through June 30, 2017 without pay; during this period of
leave, Alyssa Sweeney remains responsible to continually meet all obligations concerning the
contributions toward health insurance premiums; and
BE IT FURTHER RECOMMENDED that Alyssa Sweeney shall return to work on September 1,
2017; and
BE IT FURTHER RECOMMENDED that the above leave dates may be administratively adjusted
as appropriate, if necessary, in the event that the requested return to work date is changed or other
relevant changes are requested to the above leave dates.
3) BE IT RECOMMENDED that the Board of Education grant a leave of absence to Mitchell
White under FMLA to run for a period to begin on or about May 18, 2016 under the FMLA with
the continuation of medical benefits and without pay ; and

BE IT FURTHER RECOMMENDED that Mitchell White be granted additional special leave of
absence for a 2 week period to begin on August 11, 2016 and shall return to work September 1,
2016 with the continuation of medical benefits and without pay; and Mitchell White remains
responsible to continually meet all obligations concerning the contributions toward health
insurance premiums, and;
BE IT FURTHER RECOMMENDED that the above leave dates may be administratively adjusted
as appropriate, if necessary, in the event that the requested return to work date is changed or other
relevant changes are requested to the above leave dates.
Increment Adjustment
WHEREAS Employee #26407 is a classroom teacher employed by the Rancocas Valley Regional
High School District Board of Education (“Board”); and
WHEREAS, the Board has received and reviewed information from the Superintendent of
Schools and other members of the administration concerning Employee #26407’s performance and
conduct as a teaching staff member within the School District; and
WHEREAS, the Superintendent of Schools has recommended that the employment and adjustment
increment of Employee #26407 be withheld for the 2016-2017 school year; and
WHEREAS, the Board has carefully considered these recommendations and the supporting
information received with respect to the same.
BE IT RESOLVED by the Board of Education of the Rancocas Valley Regional High School
District as follows:
1. The employment and adjustment increments of Employee #26407 shall be withheld
for the 2016- 2017 school year such that Employee #26407’s salary for the 2016-2017
school year is fixed at $70,903.00, which is the same dollar figure as the 2015-2016 school
year salary.
2. The Superintendent of Schools is directed to provide written notification to Employee
#26407 of the action taken by the board with regard to withholding of this increment.

Ron McIntosh for summer hours for upkeep of the RV Annex Greenhouse during the
month of August for a total of 20 hours at the rate of $41.00 per hour; total $820.00.
Following student summer workers under the supervision of Facilities Manager John
Gauntt, Guidance Department and the Technology Department at the rate of $8.59 per
hour, to a maximum of 200 hours each:

and shall guarantee financial results for the 2016-2017 school year as follows.
Surplus Guarantee: Sodexo guarantees that District shall receive Surplus of Forty Five Thousand
Six Hundred Fifty Dollars ($45,650.00) for the 2016-2017 school year. If the actual Surplus for
the Food Service program falls short of the aforementioned amount, Sodexo shall pay the
difference to District in an amount not to exceed one hundred percent (100%) of Sodexo's annual
Management Fee and General Support Services Allowance. Sodexo reserves the right to recover

RESOLVED, on motion by Mr. Alaimo, seconded by Mrs. Solan, that the Board adopt the
following resolution authorizing withdrawal of $372,500 from the capital reserve account for
HVAC Replacement in the small gym GA #16-33.
WHEREAS, the Long Range Facility Plan (LRFP) has been amended to include this project, and
the project was approved by the Department of Education; and
WHEREAS, the Rancocas Valley Regional Board of Education by resolution must approve the
withdrawal of funds from capital reserve;
NOW, THEREFORE BE IT RESOLVED by the Rancocas Valley Regional Board of Education
that $372,500 be withdrawn from the capital reserve account and deposited into the capital outlay
account for costs associated with this project as follows:

EXECUTIVE SESSION
Motion by Mrs. Solan, seconded by Mr. Miller, the following resolution was introduced and
adopted at 8:45 P.M.
WHEREAS, N.J.S.A. 10:4-12 allows for a Public Body to go into closed session during a Public
Meeting, and
WHEREAS, the Board of Education of the Rancocas Valley Regional High School District
(“Board of Education”) has deemed it necessary to go into closed session to discuss certain matters
which are exempted from the Public; and
WHEREAS, the regular meeting of the board of education will reconvene following the end of the
closed session;
NOW, THEREFORE, BE IT RESOLVED THAT THE board of education will go into closed
session for the following reasons outlined in N.J.S.A. 10:4-12:

BE IT FURTHER RESOLVED that the board of education hereby declares that its discussion of

hereby declares that the public is excluded from the portion of the meeting during which the above
discussion shall take place and hereby directs the board secretary to take the appropriate action to
effectuate the terms of this resolution.
