Sealed tendersare invited by the Project Manager, Rammam Hydel Project, St.-II, West Bengal State Electricity Distribution Company Limited (WBSEDCL), P.O.: Lodhomahat, Dist.: Darjeeling, from reputed and financially sound agency having adequate experience and credentialsin the field of electro-mechanical maintenanceof Hydel power station or and 132 KV or 33 Kv sub- station and transmission line in hills preferably under WBSEDCL. NAME OF THE WORK: “Round-the-Clock Maintenance Job i.r.o. 4X12.75 MW TG Sets and its Auxiliaries including Intake, Forebay,
Tailrace Gates, Penstocks etc. and Maintenance of Electrical Equipments including Structures of 132 kV Switchyard of Rammam Hydel Project, St.-II.” CONTRACT PERIOD: 01 (one) Year.
ESTIMATED COST: Rs31, 00,000.00(Rupees thirty one lakhs only) ELIGIBILITY CRITERIA: Should possessat least experience in day-to-day electro-mechanical maintenance in Hydel Power Station,132
Kv / 33 kv Substation against a single contract value of Rs. 5.0 lakhs or more per year with valid Electrical Licenses as per I.E. Rules. EARNEST MONEY: Rs.78000.00 (Rupees seventyeight thousand only)to be submitted along with the bid. COST OF TENDER PAPER: Rs. 1000.00 (one thousand) in cash (non-refundable).

INSTRUCTION TO BIDDER
i. The contract period is for01(one) year. The intending bidders must have experience in electro mechanical
maintenance work ofHydel power station and have fulfilled requirement of prequalification for tendering
mentioned under sl. No. (vii) Below.
ii. Tenders will be opened in two parts, Part I (techno- commercial part) and Part-II (price part) in two separate
envelopes duly super scribed with Part serials and inserted in one main envelope. Comprises requisite requirement and credentials for prequalification in tendering as per Sl. No. (vii) And also details of technical as well as commercial offer, without any reference of price.
iii. Issuance of Tender to a Party does not necessarily qualify him/ them for the price part to be opened. The
decision of the Project Authority is final and binding on the tenderers in this respect.
iv. Tenderers should read the specification in detail. If required, they may visit the project site prior to offering
their bids. Rate must be quoted in Bid form (SECTION –H) furnished herewith.
Two parts of the tender shall be sealed in separate envelope, super scribing Tender Notice No. & Part
No. and two sealed covers should be enclosed in another sealed cover super scribing “Tender for
Maintenance Contract for 4X 12.75 MW TG sets and their auxiliaries and equipment in 132 kV
Switchyard, Rammam H.P., St-II and Tender Notice No and due date of opening of Tender”.
v. The tenders shall be received up to 2.00 P.M. on 06.05.2011andPart-I will be opened on same date i.e.
06.05.2011 at 2-30 P.M in presence of attending tenderers. Part-II will be opened on10.05.2011 at 1-00
P.M
vi. The tenders should be supported with an Earnest Money deposit of Rs.78, 000.00(Rupees seventy eight
thousand only) along with the bid,in the form of account payee demand Draft from any Nationalized Bank
drawn in favour of “WEST BENGAL STATE ELECTRICITY DISTRIBUTION COMPANY LIMITED” and
payable at S.B.I. Bansbotte ( code 7821), Darjeeling, West Bengal.in a separate envelope. The deposited
amount of Earnest Money will be refunded to the unsuccessful bidders, after finalization of the tender.
vii. The requisite qualifications and experience for participating in the tender:
a)Should experience in day-to-day electro-mechanical Maintenancework in Hydro Power Stations, 132 Kv / 33 kVsubstation and transmission line bearing a single contract value of Rs. 5.0 lakhs or more per yearWith valid Electrical Licenses as per I.E. Rule
b) In order to ensure financial capacity of executing the above job, the Tenderers should furnish detail of
annual turnover and balance sheet for the last three financial years along-with supporting documents.
c) The tenderer should furnish the organization set up of the firm, including the proposed manning with
their qualifications and experience they desire to deploy for performing the job.
d) Copies of VAT, Sales Tax, Income Tax, & Professional Tax clearance certificate as Applicable, for the every financial year from last financial year has to be submitted along- with application.
viii. Acceptance of the lowest bidder is not binding on WBSEDCL. WBSEDCL reserves the right to accept or
reject any/ all tenders.

ix. WESEDCL will not accept any tender sent by post. Tenders received after scheduled time of receipt are

x. Nocorrespondence or any telephonic communication will be entertained regarding fate/ decision of the
tender. The decision of the Project Authority shall be binding and acceptable to the tenderers.
xi. Any deviation from the tender (whether technical or commercial) must be indicated separately in a
Deviation Sheet, which is to be enclosed in Part-I. The tender not supported with the Earnest Money of
appropriate value shall be summarily rejected.
xii. The contract period is for one year. The job has to be carried out Round-the-Clock for one year as per
tender specifications and general conditions of the contract.

TENDER SPECIFICATION
FOR
MAINTENANCE OF POWER HOUSE AND ALLIED JOBS

1) SITE LOCATION: Rammam Hydel Project, St.-II Site is situated in Darjeeling District of West Bengal and is
about 140 km. from Siliguri Town which can be approached via Ghoom and Manebhanjan/ Bijanbari.
The nearest Broad Gauge Railway Station is New Jalpaiguri (NJP). The average temperature
prevailing in the Project site normally varies from a maximum temperature of 40 oC to minimum
temperature of 02 oC. The Power House and 132 kV Switchyard is situated at an altitude of about 920 mtrs.
2) OBJECTIVE: Time is the essence of this Tender. Thus, the objective is to rectify the defects satisfactorily
and at the earliest for smooth generation of power irrespective of any holiday or working hours. Hence, the
Agency should be prepared to engage their workman any time of the day round-the-clock and immediately
after receiving information from the Controlling Officer or his authorized representative without any extra
claim.
3) TOOLS, SPARES & CONSUMABLES:
a. TOOLS & TACKLES: All sorts of tools & tackles, including special tools, testingequipment‟s, etc.
Required for day-to-day maintenance work, will be supplied byWBSEDCL. However, Minor tools
&tackles like, hammer, spanner, screw driver, dial gauge and multimeter will have to be provided by the
agency.
b. SPARES & CONSUMABLES: Normally,WBSEDCL will provide the required spares and consumables
but jute dust, cotton waste, kerosene ,rustolene (for cleaning )holetite are to be provided by the Agency
in course of normal day-to-day maintenance work.
c. FUEL: Whatever kind of „fuel‟, i.e., Coal, Fire Wood, Petrol, Diesel, etc., should be supplied by
WBSEDCL
4)TRANSPORTATION: All sorts of transportation of the personnel, tools & tackles, etc. of the Agency for
attending the normal and emergency jobs will be made by its own arrangement, preferably by a good
conditioned jeep.
5) WORK SHOP: Normal work shop facilities are available with the Department. The Agency should be
prepared to deploy his personnel immediately for such work shop jobs, viz., machining/ grinding/ welding/
polishing/ brazing and soldering/ drilling etc. as well as required technicians/ machinists/ welders/ grinders
etc. who are competent enough to perform the said job. For availing such facilities, the permission of the
Controlling Officer or his authorized representative should be sought beforehand. Any defect/ breakage of
our machine/ tools caused due to bad handling by the Agency will have to be compensated from their
account.
6) MATERIAL HANDLING: All sorts of material handling arrangement for shifting equipment and materials/
spares etc. in connection with maintenance work inside the store and in the work site also are to be made
by the Agency. However, the facilities like- Trucks/ Jeep/ Escort Crane/ D-Shackles, etc.,available with
the Department, may be extendedto the Agency, if required.

7) JOB DEVELOPMENT: The job enlisted in the Annexure-I and Annexure-IIIwill be designated
generally as the normal maintenance job and will include the mandatory daily/ periodic checks of the
equipments,instruments/ system as a part of preventive maintenance works. The observations/
corrective actions taken are to be incorporated daily in the resister/ formats to be distributed by the
Department and to be submitted to the Concerned Assistant Engineer of Maintenance Wing for his
observation and certification after putting the signature of the concerned Supervisor (Elect/ Mech.) and
Site-in-Charge of the Agency. This format/ log book duly certified month wise is to be submitted to the
Controlling Officer alongwith bills etc. for payment. The Agency is also liable to attend the running and
break-down maintenance of different electrical and mechanical system immediately and on as and
when require basis, in connection with smooth running of 4X12.75MW Hydro Generating Units and their
Auxiliaries and different Gates of Intake, Fore-bay, and Tailrace of the Project.
As such, other jobs of emergency break-down nature and instructed verbally by the Controlling
Officer or his authorized representative and excluded in Annexure-I and Annexure-III are also to be
carried out by the Agency immediately as a part of normal maintenance job without any extra claim and
will be deemed to be included as a part of Annexure-I & III of this order.
8) ACCOMMODATION: Un-furnished accommodation at Quarters/ Field Hostel near the Power House at
Lodhomahat Colony will be provided by the Department for the technical personnel of the Agency subject
to availability and on chargeable basis as per Company‟s norms changes time to time from. The Agency
should indicate the number of such personnel to the Department.
9)
a. EARNEST MONEY: Tenderers shall have to submit the Earnest Money in two parts- Rs.
78,000.00(Rupeesseventy eight thousand only) along with the Bid in the form of Account Payee
Demand Draft drawn in favour of “WEST BENGAL STATE ELECTRICITY DISTRIBUTION COMPANY
LIMITED” payableat S.B.I Bansbotte Branch (code No. 7821) in a separate envelope
superscribingthereon “Earnest Money” the earnest moneywill be released onreceipt of performance
bond in form of bank guarantee mentioned in 9a above against your application.
b. SECURITY DEPOSIT:- Earnest Money(E.M) of 2.5 %deposited by the successful bidder would
constitute a part of security deposit. This earnest money together with security deposit of 7.5 %
deducted progressively from the running account bill will be limited to 10% of value of the contract. The
security deposit thus deducted would be retained for a period of (06) six months from the date of
functional completion of the work. The total security deposit will be refunded after due certification of
controlling officer, that the work has been successfully completed in all respect and nothing is
outstanding against the agency.
c. LIQUIDATED DAMAGE: In case the maintenance work during any month gets affected due to paucity
of man or in-competency or bad workmanship orirregular/late attendance by the workmen of the
entrusted agency, then proportionate amount equivalent to the no. of mandayor part thereof(Rate of
Manday will be determined on the basis of their respective category and rate of wages as shown in the entrusted agencies
monthly acquaintance for labor payments) will be deducted from the monthly bill subject to a maximum of 10%
as liquidated damages. The decision of the controlling officer is final and binding in respect of such
situation. On any compelling situation, any work falls within the scope of work, if required to be
performed through any other agency then cost of the same will be deducted from your bill as per
assessment of the Engineer in charge or on the basis of any standard rate analysis.

d. Taxes and Govt. Duties: - Income Tax, VAT/Sales Tax, Service Tax and all other taxes and duties will be levied/paid/deducted to you through your bills as per prevailing rates.
10) ELECTRICITY: The electricity consumed for any sort of maintenance works will be provided free of cost by WESEDCL, but the power consumed by the employees of the agency in the accommodation allotted to the agency, will be deducted on monthly basis from Agency‟s bill.
11) CONTRACT LABOUR: A i) Minimum wages: - The agency should ensure the paymentofminimum wages to all the
laborers/employees engaged for the work. The agency should maintain a wage register duly signed by the labourers/employees and witness by the authorized representative of WBSEDCL. The R/A bills should be accompanied by the acquaintance roll for payment of minimum wages.
ii) Employees Identification: Successful bidder shall submit his employees‟ identification to the controlling officer. For this purpose, submission of employment card in duplicate in Form XIV (prescribed format) under Rule-76 of the Contract Labour(Regulation and Abolition) Central Rules, 1971 shall have to be done.
iii) Labour license:- The agencyhas to obtain labour license in respect of the work as per Contract
Labour (Regulation & Abolition) Act, 1970 and its amendments as applicable to your work. He has to abide by all other statues and norms which are prevailing in the land.
iv) Work Permit: Before undertaking the work, the entrusted agencyshall have to obtain Work Permit
from the department to be issued by the officer containing the list of contract labourers to be engaged for the work. The work permit shall also contain certification regarding compliance of requisite safety precautions in regard to the work.
v) Submission of P.F. Challan and Form 3A & 6A:Necessary formalities for maintaining Provident
Fund related to engagement of labourer for execution of the work shall have to be maintained by you. The Co. will not take any responsibility for any payment or any made by you on account of labour. You have to submit the acquaintance roll for payment of minimum wages duly signed(acceptance) by each of the labourers to be engaged by you along with the monthly EPF Challan for deposition of PF and annual return submitted to the P.F. department (Form 3A & 6A ) once in a year containing the details of the contract labourers deduction of P.F. subscriptionand deposition of the same to the P.F. authority along-with the employers‟ shareas per prevailing rate (at present EPF for employee share @12% @ and employers share@ 13.61% (inclusive of administrative charges on minimum wages) along with the R/A bills. All the PF deposition details should be in line with the acquaintance roll for payment of minimum wages. The same will be verified by the verifying authority.
vi)Acquaintance Roll: The agencyshall have to submit copy of Acquaintance Roll containing the
names of the contract labourers, no. of days worked and amount of P.F. subscription deducted along with monthly bill duly showing the laborer‟s signature on it for receipt of wages.
vii) Payment of minimum Bonus and Night Shift allowance: Each contract labourer shall be paid
Bonus as per Payment of Bonus Act-1965 (i.e. 8.33% of the basic wage or minimum wage whichever is higher) and authenticated document in regard thereof is to be submitted to the department. Also Night Shift Allowance as performed by the contract labourers shall be paid as extra.

viii) ESI/ Mediclaim:Subscription at the rate of 4.75 % of Basic wage or minimum wage whichever is
higher has to be made against each contract labor for ESI or Medi-claim whichever is applicable.
ix) INSURANCE FOR WORKMENS COMPENSATION: Insurance for workmen‟s compensation will be
made by you according to the “Workmen‟s Compensation Act 1923” and the rules made there
under. The insurance policy covering provision for workmen‟s compensation for all the workmen to
be engaged by you is to be submitted to the controlling officer of the work for verification of the
same. In case of variation of strength of workmen during execution of the work additional coverage
in the policy to be made and the same shall also be submitted for verification.
x) Off Days:Each contract labour should be given statutory off days as per Act. If labourers have to work
in a stipulated off/ Holi days in any emergency situation, if arises, the agency have to pay Over Time
as admissible to the labourers.
xi)Witness of minimum wages:Theagencyshall release the payment of wages in presence of an
authorized officer of Power House to witness and certify subsequently at the time of submission of
monthly bill.
(B)Safety Equipments: The agency should provide all sorts of safety tools and equipments to their working personnel as stated below: a. Gloves of appropriate voltage rating while working in Switchyard or any Electrical equipment. b. Helmet. c. Earth Link Rod. d. Safety Belt while climbing on high structure. e. Gum boot and Raincoat while working in switchyard or electrical equipment.. f. Any other items as per rules.
12) RISK AND INSURANCE:WBSEDCL will be in no way held responsible/ liable for any accident/mishap, if
caused to any personnel of the agency during execution of the work. Any loss/ damage caused to any
equipment of the Company during execution of the work will have to be compensated by the agency to the
entire satisfaction of the controlling officer of the work.
Theagencyshall ensure for workmen‟s compensation with an insurer approved by the owner and
shall continue such insuranceduring the whole of the time that any persons are employed by him on the
works and shall be produced to the engineer such policy or policies of insurance and receipt for payment
of the current premium. If theagencyfails to effect and keep in force the insurance which he may be
required to effect under the terms of contract then
in any such case the owner may effect and keep in force any such insurance and pay such premium or
premiums as may be necessary for that purpose and from time to time deduct the amount so paid by the
owner as aforesaid from any money due or which may become due to the agency or recover the same as
a debt due from the agency.
13) BROAD DESCRIPTION OF EQUIPMENTS &AUXILIARIES OF THE POWER HOUSE, GATES OF
INTAKE FOREBAY & POWER HOUSE AND 132 kV SWITCHYARD EQUIPMENT:
A brief description in this regard has been incorporated in Annexure-II and III enclosed.

14) SUPERVISION/ MANPOWER:The supervision of the maintenance work will be done by the department
and in the rank of Assistant Engineer or above. The Site-in-Charge of the agency should hold minimum
Diploma preferably in Mechanical/ Electrical /Electronics Engineering and have sufficient experience in
undertaking the maintenance work in Hydel Power Stations. The Site-in-Charge should be accompanied
with two supervisors having ITI Degree; one preferably from Electrical and other from Mechanical stream
competent and capable of looking after respective maintenance jobs independently for a Hydel power
station, one Electrical and one Mechanical Foreman having more than 15 years experience and one
Electrical License Holder having profound experience for maintenance work in 132kV and above
switchyard. Each Foreman will be accompanied by atleast02(two) nos. skilled and 01 (one) no.
semiskilledworkmen and the 132 kV License Holder will be accompanied by atleast 01(one) no. of skilled
and 01 (one) no. semiskilled workmen. In the event of absence of working people of the agency at site on
whatever grounds, especially of the Site-in-Charge/Supervisor/ Foreman, he/ they shall immediately be
substituted by persons of equivalent qualification, competence and capability.The agency should strictly
manage the maintenance of TG sets and 132 kV switch yard separately with their strength of manpower to
be deployed at Rammam. The agency may have to work simultaneously in more than one work front, if the
situation so demands, and agency should arrange his manpowerin such a way thatsuch eventualities may
also be taken care of by them without any delay.
A minimum man power must be maintained/ assured by the agencyotherwise adeduction from
monthly payment may be done as per discretion of the Controlling Officer.All the personnel deployed by
agencyshould always be well dressed in uniform and carry identity cards with them.
15) AGREEMENT:The agencyshall execute an agreement with the Company on prescribed format
(SECTION-H page H-2/2) in non-judicial stamp paper valuing Rs. 100/- + Re 1/- revenue stamp prior to
drawl of 1st monthly bill and commencement of work, whichever is earlier.
16) CANCELLATION/TERMINATION OF ORDER:In case the agency discontinues the work within the
contract period/fails to start the work, the Company reserves the right to get the work done by any other
agency and any damages, losses and extra cost, if any, has to be recovered by the Company from the
pending bill of the agency lying with the Company. The order may be cancelled/terminated at any point of
time during the contractual period by the company without assigning any reason whatsoever by serving
07(seven) days‟ notice for unsatisfactory performance as may be observed by the Controlling Officer.
17) ATTENDANCE: The agency must be prepared to advise his Site-in-Charge and all the working people to
sign in attendance register to show the strength of manpower in any particular day. Any problem in the
adequate strength of manpower should be brought to the notice of the controlling officer. In case of
anyproblemfor smooth maintenance activities, deduction from the monthly bill may be imposed as per
liquidated damage clause No. (9)Stated earlier.
18) MODE OF RELEASE OF PAYMENT:The billsin triplicate of each month signed by the Site-in Charge
along with daily performance report of the Agency duly signed by Supervisor and Site-in-Charge of the
Agency and counter signed by Assistant Engineer of Maintenance Wing of the department are to be
submitted to the controlling officer of the job within 10th day of the next month for releasing payment.
Service Tax against monthlybill will be reimbursed at actual on production of authenticate documents.

19) Controlling Officer:The Superintending Engineer (E)(O&M), Power House, RHP
20) VerifyingOfficer:AM(HR&A) RHP will be the verifying authority. All necessary/statutory
documents along with the bill will be forwarded to the verifying Officer for necessary verification
and compliance.
21) Paying Officer:AM (F&A) will be the paying Officer. The certified bill along with the all verified
document will be forwarded by AM (HR&A) to AM (F&A) for arrangement of payments.
22) JURISDICTION:Any dispute between the department and agency, which may arise during or after
execution of the work on any matter, shall primarily be settled through mutual discussion failing which the
case will be settled exclusively within the jurisdiction of the Darjeeling/ Kolkata court only.
23) Any other items and conditions beyond the above stipulations and narrated beforehand would not be
accepted unless the same is very much pertinent for finalizing the contract for which additional loading be
made against the quoted price.
