Regulatory Power

The Rally of Tanzania 2014 will be run in accordance with the International Sporting Code (and its Appendices), the General Prescriptions applicable to all FIA Rally Championships, FIA Africa Rally Championship regulations, the AAT Sporting Code that complies with FIA Regulations and the Supplementary Regulations (and its Appendices).

This document has no regulatory power and is issued as a guide only.

1 Introduction

1.1 Message From The Organising Committee

Once again we present to you the Oryx Energies Rally of Tanzania 2014, which counts for the following

The event has managed to attract many competitors as well as spectators both locally and internationally.

Rally is growing into a major spectator-sport event. Drivers on the ARC circuit have inspired many young and new talents to take up rallying in Tanzania. It is our mission to cultivate this spirit of rallying in the hearts and minds of young potentials by hosting this rally event in the country.

We would like to assure you a challenging and exciting event that will take place in Dar-es-Salaam around the Pugu Hills area.

5 Service Park 5.1 Location The rally will have 2 Service Parks at the following locations - Friday, 13 June 2014 at Tazara Rally HQ - Saturday 14 June 2014 and Sunday 15 June 2014 at Kisura which is located 34km from Rally HQ at Kisura School in Pugu Hills. 5.2 Facilities Minimal facilities including mobile rally hq, a food and water canteen, medical personnel and equipment, firefighting personnel and equipment, and public toilets. 6 Two Way Radio Not applicable 7 Fuel and Tyres 7.1 Fuel For purchase of AVGAS, directly contact Puma Energy Tanzania (former BPTanzania). 8 Import of Vehicles and Spare Parts 8.1 Vehicle Registration and Licensing Vehicles temporarily imported into Tanzania are not required to be registered, provided they are re-exported before the expiry of the Carnet de Passage, the Insurance Bond or the time limit for validity of the cash deposit. If you are temporarily importing your car from a PTA country, you need to obtain a ‘COMESA YELLOW CARD’ from your local insurance agent. This will enable you to drive your car in Tanzania for a specified period of time. PTA Countries – Angola, Botswana, Burundi, Djibouti, Eritrea, Ethiopia, Lesotho, Mozambique, Namibia, Rwanda, Somalia, South Africa, Sudan, Swaziland, Tanzania, Uganda, Zaire, Zambia, Zimbabwe. 8.2 Vehicle Parts and Importation All vehicles and spare parts, temporarily imported into Tanzania, must be guaranteed against import duty and taxes (except Kenya and Uganda – see below). There are three ways in which this can be done. i) AIT/FIA Carnet de Passage This document allows the temporary importation of a vehicle and any spare parts declared on related documents. It guarantees the payment of import duties and taxes on the vehicle or spare parts, should you not re-export them. It is the most convenient way of temporarily importing a vehicle and spare parts. The original carnet and related documents must be presented to Customs at the port of entry and again at the port of exit. The Carnet de Passage is obtainable form your local ASN. ii) Insurance Bond This involves the execution of a customs bond with an insurance company. The Commissioner of Customs calculates the duty and taxes payable on the vehicle and spare parts. The importer pays a percentage of the duty and taxes payable, as a premium, to an insurance company, who thus becomes the guarantor.

The original bond must be presented to Customs at the port of exit, where it will be cancelled on re-exportation of the vehicle and spare parts. iii) Cash Deposit This involves the deposit of an amount of money, equivalent to the import duty and taxes payable on the vehicle and spare parts, which is refundable on re-exportation of the vehicle and spare parts. This method is not only very expensive, but also very time consuming. 8.3 Imports from Kenya and Uganda You need to obtain a letter from the Ministry of Foreign Affairs, permitting temporary export, of a vehicle and spare parts, to Tanzania. When crossing the border you need to submit your Log book to the Tanzanian border post. You need to re-export your car within a week, from the same border post, in order to collect your logbook. Intervals more than a week are subject to a charge upwards of US $ 50.00 For custom Clearance assistance send all documents (Copies) to Rally HQ no later than the date of close of entries. 9 Helicopters

Reconnaissance 12.1 Procedure for Registration A reconnaissance record card will be supplied which must be carried in the car for the duration of the reconnaissance. This card will be stamped appropriately recording every run on each competitive section. Failure to produce this card will result in refusal to participate in the reconnaissance. The record card will be issued with the road books. 12.2 Restrictions The maximum speed on competitive sections during reconnaissance is 80 km/h. 12.3 Format All cars shall leave TC0 at the same time as per Appendix 2. 12.4 Recce passes Each crew is allowed a maximum of two passes 12.5 GPS Tracking There shall be no GPS tracking during recce. However all vehicles used shall have an identification number placed on the upper front left windscreen of the vehicle. The number shall be collected at administrative checks.

Banks operate form 08:30 Hrs to 15:00 Hrs on weekdays, and from 09:00 Hrs to 12:00 Hrs on weekends. Money and exchange services are also available through the foreign exchange bureau, which are prevalent in the city. For U.S. currency be aware that notes printed before 2006 are not accepted in most forex bureau. Health Due to the large prevalence of malaria in Tanzania, visitors are advised to begin anti-malaria prophylaxis a week before arriving in the country and continue for four weeks after they've left. Very efficient private hospital care, clinics, chemists, air rescue services etc. are available in Tanzania. Immigration All visitors are required to have a valid passport. Information as to whether Visas are required should be sought from the nearest Tanzanian High Commission or Tourist Office. Language English and Kiswahili are the languages widely spoken. Restaurants Dar es Salaam has a wide selection of eating places, catering for almost all know cuisine in the world. Security Keep valuables in the hotel safe and avoid explicit shows of affluence and wearing items that can be easily snatched. Avoid isolated places and walking anywhere alone after 18:00 Hrs. Time Zone Tanzania is 3 hours ahead of Greenwich Meridian Time (GMT + 3). Transport Taxis are easily available and should be used where possible. Voltage Tanzania's electricity grid is 220 – 240 volts AC Water Always make sure you drink either filtered tap water or bottled mineral water, which is available in all hotel and supermarkets. Driving Driving in Tanzania is on the left side of the road. Consequently most cars are right hand drive. Overtaking is only on the right side Please give way to pedestrians on the zebra crossings. Drive safely by observing traffic signs, speed limits and by wearing safety belts. Talking on a mobile phone (without a hands free gadget) while driving is a serious offence. All residential, business and industrial areas and areas having streetlights (built up areas), have a speed limit of 50kph. In some areas, road signs indicate varying speed limits. Elsewhere, the speed limit is 80kph. It is an offence to drink and drive in Tanzania, and if caught, a stiff fine or imprisonment can result. Beware of potholes and broken roadsides. Vehicles may come onto your side of the road while over-taking or avoiding a pothole: Most accidents involve buses, lorries, mini buses, dala dalas and three-wheelers.
