(a) : Details of gas based power projects currently operational in the country, State-wise are given at Annex-I. (b) : The details of the generation capacity of each plant, during the last two years, State-wise is at Annex–II. (c) : Government is trying to augment gas for existing stations by taking steps to increase domestic production of gas in the country and facilitating import of Re-Gasified Liquefied Natural Gas (RLNG) in the country.

ONGOING POWER PROJECTS IN THE COUNTRY

†1692. SHRI BHUPENDER YADAV: Will the Minister of POWER be pleased to state: (a) the details of ongoing power projects in the country; (b) whether these power projects are constantly lingering behind the schedule; (c) whether the expenditure on these projects is continuously increasing owing to delay; and (d) the efforts being made by Government to complete the said projects in a time-bound manner?

A N S W E R THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER ( SHRI JYOTIRADITYA M. SCINDIA ) (a) to (c): 107 thermal projects and 50 hydro-electric projects are under construction in the country and details of these projects are enclosed at Annex-I and Annex-II, respectively.

The details of under construction thermal & hydro power projects lagging behind

their scheduled time of commissioning along with the cost overrun are enclosed at Annex- III & IV, respectively.

(d) : Several steps have been taken by the Government to speed up the commissioning of power projects in a timely manner to prevent cost escalation and meet shortage of power. These, inter alia, include constitution of a Task Force on Hydro Project Development to look into all issues relating to development of hydro-power including issues of rehabilitation and resettlement of project affected persons, constitution of an Inter-Ministerial Group (IMG) to evolve a suitable framework to guide and accelerate the development of hydropower in the North-East, setting up of a Power Project Monitoring Panel by the Ministry of Power to independently follow up and monitor the progress of the hydro/thermal projects to ensure that projects are executed in time and setting up of an Advisory Group under the Chairmanship of Hon’ble Minister of State for Power (Independent Charge) to discuss and deliberate periodically issues pertaining to the Power Sector and suggest reform in different areas related to the sector.

SHRI RAJEEV CHANDRASEKHAR: Will the Minister of POWER be pleased to state: (a) whether Government has reviewed the capacity utilization of power plants in Karnataka and other parts of the country; (b) if so, the details and the outcome thereof; and (c) the action Government proposes to take to ensure that the power plants achieve their full capacity utilization?

THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER ( SHRI JYOTIRADITYA M. SCINDIA ) (a) to (c) : The Central Electricity Authority (CEA) under the Central Government periodically inter-alia monitors the capacity utilization of power plants of the country including for Karnataka. The performance of power plants in Karnataka and other parts of the country depend upon many factors like forced and planned outages, technological obsolescence of some of the vintage units, schedule from beneficiary states, transmission constraints and availability and quality of fuel for thermal plants and availability of water for hydel power plants.

Based on the review, some of the generating stations with low performance are considered for R&M work and life Extension from time to time by respective power utilities.

The action plan to ensure that the power plants achieve their full capacity

utilization are as under:

1. Better availability of coal and gas to power sector.

2. Adopting better Operation & Maintenance practices by power plants.

3. Renovation and Modernization of existing old Thermal and hydro power plants by respective power utilities.

The steps being taken by the Government to bridge the gap between demand and supply of power in the country include inter-alia the following:

(i) Capacity addition of 88,537 MW during 12th Plan period (2012-2017). (ii) Rigorous monitoring of capacity addition of the on-going generation projects. (iii) Augmentation of domestic manufacturing capacity of power equipment through Joint

Ventures. (iv) Development of Ultra Mega Power Projects of 4,000 MW each and coordinated

operation and maintenance of hydro, thermal, nuclear and gas based power stations to optimally utilize the existing generation capacity.

(v) Thrust to import of coal by the power utilities to meet the shortfall in coal supplies to

thermal power stations from indigenous sources. (vi) Renovation, modernization and life extension of old and inefficient generation units. (vii) Strengthening of inter-state and inter-regional transmission capacity for optimum

utilization of available power.

As per Census 2011, there are 442.27 lakh Scheduled Caste and 233.29 lakh Scheduled

Tribes households in the country and out of these 261.05 lakh Scheduled Caste and 120.60 lakh

Scheduled Tribes used electricity as main source of lighting for major part of the last 12 months. The

State wise detail is at Annex-I.

The Government of India launched ‘Rajiv Gandhi Grameen Vidyutikaran Yojana

(RGGVY)– Programme for creation of Rural Electricity Infrastructure & Household Electrification, in

April 2005 for providing access to electricity to rural households. Under the scheme, out of 7,80,90,874

number of rural households, 2,29,39,511 BPL households including Scheduled Castes and Scheduled

Tribes households have been covered for release of free electricity connections. Cumulatively, as on

31.01.2013, free electricity connections to 2,05,15,472 BPL households including Scheduled Castes and

Scheduled Tribes households have been provided. The State wise details are at Annex-II.

MOU/JOINT VENTURE PROJECT IN MYANMAR NHPC has also signed one agreement each for taking up Additional Investigations and Preparation of Updated Detailed Project Report for 1200 MW Tamanthi and 880 MW Shwezaye HE Projects on Chindwin River in Myanmar, as consultancy assignment, with Ministry of External Affairs (MEA), Government of India. on 16.09.2008 Earlier, an MOU was also signed between NHPC Limited and Department of Hydro Power Implementation (DHPI), Ministry of Electric Power (1)- (MOEP-I), Govt. of Union of Myanmar (GoUM) for appraisal of Detailed Project Reports (DPRs) of 1200 MW Tamanthi HE Project. The Agreements with MEA, Govt. of India was signed on 8th January, 2010. The Agreements were signed with a purpose of carrying out additional investigations and preparation of updated DPRs of both the projects to take up implementation based on methodology to be decided by Govt. of India and Govt. of Union of Myanmar subject to the projects being techno-commercially viable and environmentally sustainable. MOU was signed with DHPI, MOEP-I, GoUM on 16.09.2008 for appraisal of Detailed Project Reports (DPRs) of 1200 MW Tamanthi HE Project (prepared by M/s Colenco Power Engg., Switzerland) and 642 MW Shwezaye HE Project (prepared by M/s Kansai Electric Power Company Inc. Japan) viz-a-viz the master plan of Chindwin River Basin and suggest modifications and additional studies which are required for establishing the techno commercial viability of these projects within a period of 3 months.

The Implementation Agreements have been signed with Govt. of Uttarakhand on 23.01.2013 for taking up implementation of the projects and subsequent operation & maintenance upon their commissioning. c) Status of JVPs are as following: NHDC NHPC signed an MOU with Govt. of MP in August 2000 for formation of Joint venture company i.e. Narmada Hydroelectric Development Corporation Ltd. Tamanthi & Shwezaye HE Project The updated DPR of Tamanthi HE Project has been submitted by NHPC in Oct’2011 and for Shwezaye HE Project in April 2012 to MEA/ MoP, GoI and DHPP/ DHPI, GoUM. The appraisal of the updated DPR of 1200 MW Tamanthi HE Project, Myanmar has been approved by CEA on 13th Sept’2012 and conveyed vide CEA letter No.2/Myanmar/1/CEA/PAC-2011/6312-15 dt. 12.10.12. Further measures for reduction of cost for making power saleable in India and implementation methodology of the project is to be finalized based on discussions between Government of India and Govt of Union of Myanmar. The updated DPR of Shwezaye HE Project is under examination by CEA / CWC / GSI / CSMRS.

Dhauliganga Intermediate, 210 MW and Goriganga-IIIA, 120 MW HE Projects in Pithoragarh Distt., Uttarakhand As per the Implementation Agreements, the projects have been taken on BOOT (Build, Own, Operate & Transfer) basis with an agreement period of 45 years. Application for approval of TOR (Terms of Reference) for EIA / EMP studies and balance field investigations for updating the DPR has been submitted to Ministry of Environment & Forest, Govt. of India. The projects are proposed to be implemented as per schedule to be approved by CEA and CCEA clearance by Govt. of India after accord of all other statutory clearances.

A N S W E R THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER ( SHRI JYOTIRADITYA M. SCINDIA ) (a) : There is an overall shortage of power in all the States in the country. The shortage of power varies from State to State on month to month and day to day basis depending upon the demand and availability of power. Surplus power accrues in some of the States on seasonal basis or for a few days in a month or for certain hours in a day/year, depending upon the requirement and availability of power during the period. During the current year (April to December, 2012) the net export of energy was from the States of Himachal Pradesh, Jammu & Kashmir, Chhattisgarh, Madhya Pradesh, Odisha, Sikkim and DVC to other power deficit States. (b) & (c): The States generally dispose of the surplus power through power exchanges, trading licensees and bilateral agreements. (d) & (e) : Yes, Sir. The constraint in selling power may be in finding appropriate buyer at a particular cost of power or transmission constraints in certain corridors.

A N S W E R THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER ( SHRI JYOTIRADITYA M. SCINDIA ) (a) to (c): List of existing and proposed UMPPs along with details of location and status is

at Annex. The awarded UMPPs are expected in 12th Plan (except the last unit of Tilaiya UMPP,

which is likely to come in 13th Plan) as per schedule in the Power Purchase Agreement (PPA). At

present, there is no proposal for setting up of an UMPP in the State of West Bengal.

(d) : Under the Ultra Mega Power Projects (UMPPs) initiative launched by the

Ministry of Power, no financial allocation has been envisaged from the Government. The

projects are given to the bidder with the lowest levellized tariff. Further, the responsibility for

achieving financial closure and tying up of funds for meeting the requirement of the project rests

with the identified developers.

CAPL has now approached the Division Bench, Delhi High Court and Indian Arbitrator Council. The Case is now subjudice. SCINDIA ) (a) & (b) : The Central Electricity Regulatory Commission (CERC) has notified the Central Electricity Regulatory Commission (Terms and Conditions for recognition and issuance of Renewable Energy Certificate for Renewable Energy Generation) Regulations, 2010 to promote development of renewable sources of energy in the country. The salient features of the CERC REC Regulations are at Annex-I. The CERC has also issued regulations for determination tariffs for different RE technologies. (c) & (d): The CERC REC Regulations supplement the efforts of States Electricity Regulatory Commission (SERCs)/ Joint Electricity Regulatory Commission (JERCs) in terms of issuing their State specific REC Regulations recognizing the REC issued under the CERC REC Regulations as a valid instrument for fulfillment of renewable purchase obligation by the obligated entities in their States. Twenty Eight States have issued State specific REC Regulations. The list of such States is enclosed as Annex-II.

As regards tariffs, as per Section 61 of the Electricity Act, 2003, the principles and methodologies of tariff for generation and transmission specified by CERC are the guiding principles for SERCs.

 Salient features of the REC framework are as under:- Renewable Energy Certificate (REC) mechanism is a market based instrument to

promote renewable energy and facilitate meeting the renewable purchase obligations (RPO).

REC mechanism is aimed at addressing the mismatch between availability of RE resources in State and the requirement of the obligated entities to meet the renewable purchase obligation.

RE generators have two options (i) either to sell the renewable energy at preferential tariff or (ii) to sell electricity generation and environmental attributes associated with RE generations separately.

The environmental attributes can be exchanged in the form of REC.

REC is issued to the RE generators for 1 MWh of electricity injected into the grid from renewable energy sources.

REC is purchased by the obligated entities to meet their RPO under section 86 (1) (e) of the Act. Purchase of REC would be deemed as purchase of RE for RPO compliance.

Grid connected RE Technologies approved by MNRE are eligible under this scheme.

Central Agency carries out functions of registration, issuance of RECs, repository, and other functions for implementation of REC framework at national level.

Only accredited project can register for REC at Central Agency.

REC is exchanged only in the CERC approved power exchanges.

REC is exchanged within the forbearance price and floor price determined by CERC.

(b): Government has enhanced the unallocated power of Central Generating Stations

of Northern Region from 121 MW - 188 MW to 308 MW – 342 MW in June, 2012 to mitigate

the power shortage of Haryana.

(c) to (e): Electricity being a concurrent subject, responsibility for its supply and distribution

to different categories of consumers in a State lies with the concerned State Government / Power

Utilities in the State. The priorities for supply of power to various categories of consumers in a

State, including rural areas, are also administered by the State Government. Government of India

supplements the efforts of the State Governments by establishing power plants in Central Sector

through Central Public Sector Undertakings (CPSUs).

SCINDIA ) (a) & (b) : The Central Water and Power Research Station (CWPRS) in its findings, as per study conducted, had stated that the discharge of 160 Cumec water from the tail race of Ranganadi HEP into the Dikrong river system, is insignificant in comparison to the observed flood discharge of the Dikrong River which is about 2500 Cumec. This discharge leads to an incremental rise to the range of only 7-12 cm in different stretches (between Bandardewa and Sissapather) along its course in Assam. Therefore, it was not contemplated to take up flood protection measures of Dikrong river as part of the total project. (c) : No, Sir. (d) & (e) : Do not arise. (f) : NEEPCO has informed that the State of Assam is entitled to a share of 43.33% of generated power from Ranganadi Project.

Commission (CERC), 17 companies have been granted inter-state transmission licences by the

CERC during the period from November, 2003 to October, 2011.

(b) : The CERC does not appoint auditors to audit the accounts of the transmission

companies.

(c) & (d) : As per Section 619 of the Companies Act, 1956, an auditor of a Government

company shall be appointed by the Comptroller & Auditor General (CAG) and the auditor shall

audit the accounts under the control and directions of CAG. The Government owned

transmission licensees are required to get their audit done by an auditor appointed by the CAG.

1704. SHRI SANJAY RAUT: Will the Minister of POWER be pleased to state: (a) whether State Electricity Boards (SEBs) across the country are increasing power tariffs regularly; (b) the impact of hike in power tariff on the consumers; (c) whether the Ministry has asked States to reduce the transmission losses; and (d) if so, the details of aggregate transmission and commercial (AT&C) losses?

THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER ( SHRI JYOTIRADITYA M. SCINDIA ) (a) & (b) : The Electricity Act, 2003 has entrusted the responsibility of tariff fixation on the Electricity Regulatory Commissions and it empowers the State/Joint Electricity Regulatory Commissions (SERCs/JERCs) to fix tariffs for consumers. In this regard, SERCs / JERCs notify the Terms and Conditions of tariff fixation from time to time. Section 61 of the Act provides for guiding principles which the Appropriate Commission is required to consider for specifying the terms and conditions of tariff. Any person aggrieved by an order made by the Appropriate Commission under this Act may prefer an appeal to the Appellate Tribunal for Electricity. (c): Electricity is a concurrent subject and the responsibility of sub-transmission and distribution segment and reduction of Aggregate Transmission and Commercial (AT&C) losses in distribution network rest with the State Government and Power Departments/Utilities. Government of India acts as a facilitator in supplementing the efforts of States to provide power to consumers in an improved manner. However, with the aim to reduce the AT&C losses in the country and to improve the power distribution sector of state utilities, Government of India has launched the Restructured-Accelerated Power Development and Reforms Programme (R-APDRP) during 11th Plan period. Projects under the scheme are taken up in two parts in towns having population more than 30,000 (10,000 for special category States) as per census 2001. Part-A of the scheme is for establishing IT enabled system for energy accounting / auditing and Supervisory Control and Data Acquisition (SCADA) for big cities (population:4 lacs and Annual Energy Input: 350MU) whereas Part-B is for up-gradation, augmentation & strengthening of electrical infrastructure in project towns. So far, under R-APDRP, projects worth Rs.32323.70 crores (Part-A: Rs 6638.79 crores covering 1402 towns and 63 SCADA projects in 63 towns; Part-B: Rs. 25684.91 crores in 1132 towns) have been sanctioned.

SPEEDY DISPOSAL OF POWER THEFT CASES

SHRI DHIRAJ PRASAD SAHU: Will the Minister of POWER be pleased to state: (a) whether power theft is a major impediment in the growth of power sector in the country; (b) if so, the number of cases of power theft registered during the last three years; (c) whether any special courts have been set up for speedy disposal of power theft cases; and (d) if so, the details thereof ?

A N S W E R THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER ( SHRI JYOTIRADITYA M. SCINDIA ) (a) : Bringing down the Aggregate Technical and Commercial (AT&C) losses in the

distribution segment of the power sector remains one of the important challenges before the

distribution companies. AT&C loss has two major components viz., technical loss and

commercial loss. Theft of electricity contributes to commercial loss and results in loss of revenue

to the distribution companies as the billable units of distribution companies go down due to theft

of electricity which puts an avoidable burden on the paying consumers.

(b) : Based on available information, the number of cases in power theft registered is at

Annex-I.

(c) & (d) : Special Courts have been constituted by the State Government in 27 States, the

list of which is at Annex-II.
