STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF STARRED QUESTION NO. 406 TO BE ANSWERED IN THE RAJYA SABHA ON 23.04.2013 REGARDING IRREGULARITIES IN GIVING OF ADVERTISEMENTS BY NTPC.

********* (a) & (b): NTPC issues advertisements generally as a tool to communicate various

aspects and inform developments pertaining to NTPC. Details of advertisements given

by NTPC worth Rs. 2 lakh to monthly magazines in last three financial years is at

Annex-I.

(c) & (d): Advertisements in brochures/souvenirs have been released at rates that are

based on the importance of the event for which the brochures/souvenirs are brought out

and its target audience. The details are given as per Annex-II.

A Committee under chairmanship of Dr. Kasturirangan, Member, Planning Commission, has been constituted to prepare a road map for implementation of infrastructure projects that would not affect the environment much. The Committee, on 13.01.2013 along with a high level working group has visited the Gundia HEP and MoEF sought some more details. The same were furnished.

********* (a) : Yes, Sir. The Government of India launched ‘Rajiv Gandhi Grameen

Vidyutikaran Yojana (RGGVY) for creation of Rural Electricity Infrastructure and

Household Electrification, in April 2005 for providing access to electricity to rural

households.

(b) & (c) : Under RGGVY, 648 projects for electrification of 1,12,795 un/de-

electrified villages (UEV), intensive electrification of 3,96,336 partially electrified

villages (PEV) and release of free electricity connections to 2,74,98,652 Below Poverty

Line (BPL) households have been sanctioned. As on 31.03.2013, the electrification works

in 1,07,083 UE villages, 2,90,137 PE villages have been completed and free electricity

connections to 2,07,21,824 BPL households have been released. The State-wise

coverage and achievement for the sanctioned projects under RGGVY is at Annex. The

scheduled time for completion of electrification works for the awarded projects under

RGGVY is 24 months from the date of award.

(d) & (e) : Government has proposed to continue RGGVY in 12th Plan for covering

the remaining villages/habitations subject to availability of funds.

has decided that the power plant be constructed at the present site with certain conditions.

CCI has further decided that the original coal linkage granted to North Karanpura Super

Thermal Power Plant be restored in principle, with the stipulation that the coal supplies

will commence during the 13th Five Year Plan.

In pursuance to above, NTPC has given an undertaking and Ministry of

Power vide its letter dated 12.04.2013 has requested Ministry of Coal to restore the coal

linkage granted to the project immediately as decided in the CCI for the project related

activities to commence.

There is no additional gas available for allocation to the gas based power plants due to reduced production of domestic gas. (c) : No, Sir. Ministry of Power has not allocated gas on firm basis for the upcoming power projects i.e. GSPC Pipavav Power Company Ltd., GSEG expansion projects and Dhuvaran CCPP-III in the Gujarat State. (d) : The Gujarat State Government/Gujarat Urja Vikas Nigam Limited (GUVNL) have requested for allocation of gas to meet shortages being experienced by existing plants and also to meet the requirement of gas for new plants. However, due to the reduced availability of domestic gas, no additional allocation could be made to any power plants including Gujarat projects so far. Further, MoP/Central Electricity Authority has issued an advisory to all the developers not to plan for any new domestic gas based power plants till 2015-16, as there is no certainty of availability of the same. (e) : The request of Clubbing/Diversion of gas of GUVNL has been approved by the Government.

ALI KHAN: Will the Minister of POWER be pleased to state: (a) whether the State Government of Andhra Pradesh (AP) has requested to release additional power from National Thermal Power Corporation (NTPC) power plant at Jhajjar for about 231 megawatt and also another 500 megawatt; and (b) if so, the details thereof and the present status of release of power to AP for the current year to meet the shortage?

A N S W E R THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER ( SHRI JYOTIRADITYA M. SCINDIA ) (a) & (b): Chief Minister of Andhra Pradesh vide his letter dated 7th July, 2012 had

requested for allocation of additional power of 231 MW from National Thermal Power

Corporation, Jhajjar Power Station. Ministry of power has allocated 181 MW of power from

Jhajjar Power Station w.e.f. 1st December, 2012 to 31st May, 2013. Another letter dated 16th

July, 2012 has been received for allocation of 500 MW power to Andhra Pradesh. Ministry of

Power has allocated 100 MW power of NTPC Stations of Eastern Region to Andhra Pradesh till

31st May, 2013.

At present the total allocation of power from Central Generating Stations (CGSs)

to Andhra Pradesh is 3675 MW which is 32.3% of the total regional allocation and comprises

3099 MW as firm share, 295 MW unallocated share in CGSs of Southern Region, 100 MW

unallocated share of NTPC Stations of Eastern Region and 181 MW surrendered firm share by

Delhi Government from Jhajjar Power Station.

THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER ( SHRI JYOTIRADITYA M. SCINDIA ) (a) & (b) : Government has proposed to continue RGGVY in 12th Plan for covering the remaining villages/habitations as per availability of funds. The details of the scheme including the funding pattern is yet to be finalized.

(c) : Under RGGVY, in Odisha, 32 projects for electrification of 14,715 un/de-electrified villages (UEV), 29,324 partially electrified villages (PEV) and release of free electricity connections to 30,46,184 Below Poverty Line (BPL) households were sanctioned. As on 31.03.2013, electrification works in 14,345 UEV and 24,671 PEV have been completed and free electricity connections to 28,26,140 BPL households have been released. The details of coverage and achievement of electrification of UE/ PE villages and release of free electricity connections to BPL households in the State of Odisha, project-wise, is at Annex.

(d) : The progress of RGGVY in Odisha has been affected in some projects due to the following reasons:-

(i) Delay in providing required way bills and labour permits by the State Government.

(ii) Disturbances in the Naxal affected areas in some districts.

(iii) Delay in forest clearance.

A N S W E R THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER ( SHRI JYOTIRADITYA M. SCINDIA ) (a) & (b): The power shortage in terms of energy and peak during 2012-13 (April, 2012 to

March, 2013) was 289 MU (4.1%) and 92 MW (7.7%) respectively in Jharkhand which is lower

than the all India power shortage of 8.7% and 9%.

(b) & (c): No directions have been received recently in the Government of India from the

High Court of Jharkhand nor the same has been reported by the Government of Jharkhand to the

Central Government.

(d) & (e): The allocation of power from Central Generating Stations to Jharkhand as on

31.03.2013 is 562 MW.

Jharkhand would benefit 1,374 MW from the projects likely to be commissioned

during 12th Plan. Out of this 294 MW would be share from Central Generation Stations

RAMESH: Will the Minister of POWER be pleased to state: (a) whether it is a fact that Government needs Rs. 2 lakh crores in the Twelfth Plan to make country energy sufficient; (b) if so, the manner in which Government is planning to pool the resources; (c) the details of efforts his Ministry is making to have an integrated energy policy for energy security in the country; and (d) whether this Ministry is contemplating for having a single-window clearance system for all power projects, if not the reasons therefor?

THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER

( SHRI JYOTIRADITYA M. SCINDIA ) (a) & (b) : As per the 12th Plan document prepared by the Planning Commission, an investment of Rs.15,01,666 Crore (at current prices) has been projected for Electricity Sector during the 12th Plan, out of which investment in Central, State and Private Sectors has been estimated at Rs. 4,40,796 Crores, Rs.3,47,043 Crores and Rs.7,13,827 Crores respectively . According to the 12th Plan document the projected investment in infrastructure over the Twelfth Plan would be possible only if there is a substantial expansion in internal generation and extra-budgetary resources of the public sector, in addition to a significant rise in private investment. (c) : In order to ensure energy security in the country in terms of power, the government is making all possible efforts, which include the following:-

By meeting the stipulated demand for electricity through power generation using a mix of various energy sources including renewable energy.

In order to fulfil the shortage in fuel supply, fuel is being imported while efforts are being

made to increase domestic supply by various measures including the adoption of state of art mining technology.

To ensure better availability and improved power supply from old and ageing plants,

thrust is being given to Renovation & Modernisation and Life Extension of old power plants.

Measures such as Demand Side Management and Energy Efficiency are also being

implemented to ensure Energy Security.

Assisting the neighbouring country Bhutan in the development of the hydro power potential for mutual benefits.

(d) : No clearance of the Ministry of Power or CEA is needed for setting up generation stations except in the case of Hydro Electric Schemes where in the Central Electricity Authority accords concurrence under section 8 of the Electricity Act, 2003 to Hydro Electric schemes submitted to it involving capital expenditure exceeding the limits fixed by the Government from time to time. The concurrence of a Hydro Electric Scheme involves different formations in Central Electricity Authority (CEA), Central Water Commission (CWC), Geological Survey of India (GSI), Ministry of Water Resources (MOWR), Central Soil and Materials Research Station (CSMRS), concerned State Government and Project Developer during the appraisal process of the Detailed Project Report of the Hydro Electric Project. For this purpose, CEA has already established a ‘Single Window Clearance’ system under the office of Secretary CEA.

A N S W E R THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER ( SHRI JYOTIRADITYA M. SCINDIA ) (a) : There is an overall shortage of power in all the States in the country. Most of the

States including Madhya Pradesh have power shortage both in terms of energy and peaking

power. The shortage varies from State to State on month to month, day to day and hour to hour

basis depending upon the demand and supply of power. In the Financial Year 2012-13, energy

shortage on National average basis was 8.7% and peaking shortage was 9% and in Madhya

Pradesh the energy and peaking shortage was 9.7% and 6.1% respectively.

(b) & (c) : No request from Government of Madhya Pradesh for allocation of power has been

received recently.

THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER ( SHRI JYOTIRADITYA M. SCINDIA ) (a) & (b) : The availability of coal supply in 2012-13 to the power sector has been 99% of

the target fixed for the year. However, as regards coal supply to power stations giving power

supply to Bihar, it is to be stated that power supply to Bihar is mainly from identified central

generating stations of NTPC which have had less supply from the concerned coal mines and also

less coal import by NTPC.

(c) : In order to ensure adequate supply coal to the power plants, the following steps

are taken/being taken by the Government:

(i) A meeting held on 1st February, 2013 under the Chairmanship of the Principal Secretary to

the Prime Minister, wherein following decision, inter-alia were arrived at:

CIL will sign Fuel Supply Agreements (FSAs) with power plants that have entered into long term Power Purchase Agreements (PPAs) with DISCOMs and have been commissioned/would get commissioned on or before 31st March, 2015.

The FSAs will be signed for full quantity of coal mentioned in the Letters of Assurance (LOAs) for a period of 20 years with trigger level of 80% for levy of disincentive and 90% for levy of incentive.

(ii) the Ministry of Coal has been requested to impress upon the coal companies to increase

the coal production so as to meet the demands of power plants. (iii) Power Utilities are being advised to import coal to bridge the gap between requirement

and availability of indigenous coal. (iv) Thrust on ramping up production of coal by the allottees of captive coal block from

existing mines and expedite commissioning of new coal block.

allocation of additional power of Central Generating Stations to meet shortage of power. The

details of the requests received in CEA from various States during the year 2012-13 are given at

(c) & (d): The Government has taken steps to ease the corridor congestion which is

hindering the supply of power from the surplus States to the State of Tamil Nadu. The inter-

regional links between NEW grid and SR grid and intra-regional links within SR for mitigating

corridor congestion have been planned, which are in various stages of execution. The details of

IMPLEMENTATION OF RPO BY STATE POWER UTILITIES

3255. SHRI DILIPBHAI PANDYA: Will the Minister of POWER be pleased to state: (a) the details of steps Government intends to take for strict implementation of Renewable Purchase of Obligation (RPO) by the States/State Power Utilities; (b) whether Government consider to purchase the Renewable Power generated by the States in excess of their RPO, through its nominated agency and pass on the benefits to such Generating States; and (c) whether Government is considering to make Discoms eligible for obtaining renewable energy certificates (RECs) for the quantum of power utilized beyond its RPO obligation?

A N S W E R

THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF POWER ( SHRI JYOTIRADITYA M. SCINDIA ) (a) : Electricity Act, 2003 provides for promotion of efficient and environmentally

benign policies and for matters connected therewith or incidental thereto. In particular, Section

86(1)(e) of the Electricity Act, 2003, mandates State Electricity Regulatory Commissions

(SERCs)/Joint Electricity Regulatory Commissions (JERCs) to specify Renewable Purchase

Obligation (RPO) target for the obligated entities in their state. Extract from the said section is

reproduced as under:

86(1) The State Commission shall discharge the following functions, namely:-

………

“(e) promote cogeneration and generation of electricity from renewable sources of energy

by providing suitable measures for connectivity with the grid and sale of electricity to any

person, and also specify, for purchase of electricity from such sources, a percentage of the

total consumption of electricity in the area of a distribution licence;”

Monitoring compliance of RPO by the obligated entities is the responsibility of the

concerned SERCs/JERCs and Appropriate Government in this regard are the State Governments.

State Electricity Regulatory Commissions have also specified penalty clauses to be made

applicable against those obligated entities which fail to fulfill the specified obligations.

(b) & (c) : Tariff Policy notified by the Central Government under the Electricity Act, 2003

on 06.01.2006, inter alia, provides for minimum purchase of electricity from renewable sources

as reproduced below:

"6.4 Non-conventional sources of energy generation including Co-generation:

(1) Pursuant to provisions of section 86(1)(e) of the Act, the Appropriate Commission

shall fix a minimum percentage for purchase of energy from such sources taking into

account availability of such resources in the region and its impact on retail tariffs. Such

percentage for purchase of energy should be made applicable for the tariffs to be

determined by the SERCs latest by April 1, 2006. "

However, the Act and Policy do not apply any restriction on procurement of

power by an obligated entity in excess of the minimum Renewable Purchase Obligation (RPO)

fixed by the Appropriate Commission.

Further, as per information made available by Central Electricity Regulatory

Commission (CERC), the existing provisions of CERC regulations pertaining to eligibility limited

to generating companies is adequate at this stage of development of REC market. The Commission

is of the view that the RPO compliance being the responsibility of SERCs/JERCs, the verification

of eligibility of discoms for REC beyond their RPO might pose challenges which should be

avoided at this phase.
