Investment Opportunitiesin Rajasthan
Incredible architectural marvels, rich culture and heritage, vibrant & colorful living traditions, wildlife sanctuaries and national parks, safaris and sand dunes are just a few reasons that attract tourist to this beautiful land, Rajasthan.
Approximately 7.68 million foreign tourists visited India in 2014, of which 1.52 million visited Rajasthan. In the same year, around 3.3 crore domestic tourists visited the State. The growth rate of tourism in Rajasthan is more than 9% offering a promising future.
The State Government is constantly innovating to enhance the tourism experience; existing monuments are being restored and conserved. Some like Amber Fort in Jaipur are being converted into “Living Monuments” and Night Tourism Sites, New Tourism Products are being introduced and the existing ones are being strengthened.
It is easy to see why Rajasthan should invite investment in tourism for it is one of the most easily connected and strategically located for the purpose. As part of the Golden Triangle of the North, Jaipur is easily connected with both New Delhi and Agra. As part of the Cultural Circuit, its major cities are linked with both Mumbai and New Delhi.
To attract investment in Tourism Sector, Rajasthan Tourism Unit Policy-2015 was announced by the State Government in June, 2015. The Policy has following features:
Ÿ Tourism Units have been defined comprehensively
Ÿ Exemption from conversion charges of land in urban and rural areas for new tourism units
Ÿ Fixed timelines for conversion of land and approval of building plans.
Ÿ For Heritage Hotels – no conversion charges, grant of Patta (Lease title), permitted to operate on narrow roads, permitted to commercially convert 1000 sq. mtr. /10% of plinth area whichever is less, UD Tax only on covered area etc.
Ÿ Miscellaneous – Duration of annual licenses required to operate hotels has been extended to 10 years, granted double FAR, Tourism units are eligible to become training partners under Employment Linked
Skill Training Program (ELSTP), lease amount on institutional rates, 50% rebate on Special
Road Tax (SRT) to luxury coaches, etc. Fiscal benefits under RIPS - 2014 are
also available.
Rajasthan Tourism intends to aggressively market its tourism products and destinations through attractive advertisements, commercials and
jingles across all media within the country as well in important source
markets overseas. This will lead to increased footfall of domestic and
foreign tourists. This will also help the cause of investors and in long-term increase
the return on their investment.
Besides offering Government Owned Heritage Properties (Nazool), the State Government has contacted the owners of heritage properties and has listed forts and palaces which are available for investment in joint venture or management contract. The private properties and land which the owners want to offer for private investment have also been listed. The government is further encouraging private sector investment on Government Land for development of tourism units in the State. This brochure comprehensively lists out all such opportunities for investment.

Heritage Hotels(Privately Owned)
Special Incentives available for Heritage Hotels in Tourism Unit Policy 2015
Ÿ Minimum investment limit shall not be applicable to Heritage Hotels for availing Rajasthan Investment Promotion Scheme benefits
Ÿ Heritage Hotels situated on narrow roads in urban areas which arrange for a dedicated alternative parking on a 40/60 feet wide road and provide for Park and Ride system from hotel to parking place, shall be permitted to operate on such roads
Ÿ Similarly Heritage Hotels situated on narrow roads in Rural and Panchayat / Rural Abadi areas will be permitted to operate
Ÿ These provisions shall also be applicable for existing heritage buildings proposed to be used as Heritage Hotels,
Ÿ Concerned departments will issue conversion orders for existing and operating Heritage Hotels / Buildings. Similar order will also be issued for those who intend to operate Heritage Buildings as Heritage Hotels after
issue of this policy
Ÿ For Rural (Abadi) areas, Panchayati Raj department has formulated rules for regularisation of existing Heritage Hotels and also other existing Heritage Buildings which may be used as Heritage Hotels in future
Ÿ Heritage Hotels are allowed to convert a maximum of 1000 m² or 10% of plinth area, whichever is less for commercial use
Ÿ Additional exemption of 25% on Stamp Duty is available for more than 100 years old heritage properties as per the scheme declared by the Tourism Department as provided in the Finance Department Notification No.F.12(20) FD/ Tax/ 2005-2019 dated 24.03.2005
Ÿ Basic Service for Urban Poor (BSUP) charges shall be levied only on the constructed area of Heritage Hotels.
Ÿ Heritage Hotels approved by Ministry of Tourism, Government of India / Government of Rajasthan shall be eligible for all benefits under RIPS.
In recent years, one of the most exciting tourism products in Rajasthan has been the conversion of old buildings into charming heritage hotels. This has led to a new experience for tourists in the hinterlands of the State, as well as has played a very important role in their conservation.
Privately owned heritage properties are available at many places which have the potential for development as Heritage Units. A list of palaces has been identified for promotion and entrepreneurs can get in touch with the owners directly, to run them either independently or as part of a chain or on a lease basis.
The Department of Tourism has put together a list of properties after confirming the interest of the owners.

Department of Archaeology and Museums has 340 monuments notified as protected monument under its administrative control. The Department carries out the conservation and restoration of its properties depending on their present condition by way of funds received from various sources. But despite spending substantial amount on the renovation works, a lot still needs to be done. The Department earns negligible revenue from the sale of tickets thus; therefore this is very difficult to substain these monuments without adequate financial support.
Department is in the process of exploring the involvement of private sector for the maintenance, management and adaptive re-use of some of its properties, which have substantial tourism potential.
Some of the Department’s properties are in perfect condition and have good potential to be converted into heritage hotels. Many successful heritage hotels are running in old palaces/forts/ heritages by private entrepreneurs and are earning good revenue. The Department has a good collection of such properties where investment made on renovation will earn good and early returns. This would not only help develop the whole area but could be a focal point of tourist attraction and employment also.
There are certain properties which are generally in good condition but require constant upkeep and maintenance. The prospective investors can take-up these properties by way of an agreement with the Department and even keep the revenue through a manual arrangement.
These properties have the potential of generating substantial employment opportunities for people living in the area and which could later turn into a very handsome proposition financially also for the investors.
Similarly, the Department owns 18 Museums and 2 Art Galleries with two new museums coming up shortly. Department has been managing and operating them with its meagre resources, some of them are set for a complete overhaul. The State Government has sanctioned substantial funds for some of the museums identified for their reorganization. On the lines of monuments, some of the museums can also be offered for investment where investors may carry out the required conservation, restoration and development and bring them at par with world class standards.
