Dear Friends, Welcome to Springfi eld. Welcome to IACAA’s An-nual Training Conference with the theme “Raising the Bar – Achieving Excellence”. This year’s confer-ence is geared toward providing you with work-shops and training that is focused on promo ng or-ganiza onal excellence. This year’s conference is an opportunity to gain knowledge, share stories and

enhance our abili es to be on the cu ng edge of fi gh ng poverty in Illinois. As we collec vely con nue to broaden our eff ec veness in the War on Poverty, we must always work together to further our mission. This is the main reason we are strong and united in purpose. Community Ac on Agencies have been key players in the war on poverty since their incep on in the 1960‘s. We are uniquely qualifi ed to examine the needs of a community and people in a state of transi on or struggle because the agen-cies are on the front lines and can see the issues facing families and individuals fi rst hand. As you know, gathering infor-ma on to complete comprehensive needs assessment can be a me consuming task, but it is necessary to ensure we are off ering the most appropriate programs in our communi es. The Comprehensive Community Needs Assessment Tool kit and Web Based tool make this process manageable. This session will discuss the toolkit and web-based tool as well the process for comple ng the comprehensive needs assessment process.

Keynote SpeakersDr. Montrell GreeneOpening Keynote,Beginning with the End in Mind

Dr. Montrell Greene is dedicated to empowering others to maximize their poten al. He is currently the CEO of Empowerment 360; a Mississippi based consul ng company that specializes in professional development and mo -va onal services. Empowerment 360 serves head starts, community ac on

agencies, k-12 schools, colleges/universi es, and small business-es. In just three years, his company has served over forty Missis-sippi school districts, ten ins tu ons of higher learning, six state agencies, six states, and four countries including India, China, South Africa and Kenya.

Before he began Empowerment 360, Dr. Greene was superinten-dent for the East Jasper and Cleveland School Districts, a princi-pal, assistant principal, and teacher. In each educa onal se ng he served, he raised student achievement. While superinten-dent in Cleveland, Dr. Greene’s leadership produced a Blue Rib-bon school as well as the fi rst “District Accredited” school system in the state of Mississippi. Essence Magazine named him an Edu-ca onal Reformer in a feature ar cle. Dr. Greene has served as an adjunct professor for William Carey College, Delta State Uni-versity, and Mississippi Valley State University. In 2009, he was privileged to be a guest lecturer for the Agricultural University of Hebei in China.

In addi on to his work in educa on, Dr. Greene is an ordained minister. In 2008, he was led to offi cially begin Montrell Greene Ministries. His ministry strives to spread the gospel, as well as empower others to live an abundant, purpose driven life. So far, he has ministered in diff erent states within the United States, In-dia, South Africa and Kenya.

Dr. Greene also is an author and music recording ar st. In 2005, He released a gospel CD en tled From The Heart. Last year he authored The Magic In Me Series. There are three children’s books in The Magic In Me Series: Magical Me, Imagine Me and Believing In Me.

Dr. Greene a ended Tougaloo College, and then was led to fi n-ish his bachelor’s degree in Music Educa on from Alcorn State University. He later received his master’s degree in Educa on Administra on from Alcorn State University. The University of Southern Mississippi later awarded Dr. Greene his Doctorate De-gree in Educa on Administra on.

Dr. Greene is a member of Alpha Phi Alpha Fraternity, Sigma Pi Phi Fraternity, and life me member of the Alcorn State University Alumni Associa on. He serves as a board member for the Bolivar County Community Ac on Agency and Mississippi State Youth Conference. Dr. Montrell Greene is married to Dr. Robie Greene and they have two beau ful daughters, Nala and Michelle.

Jackie Joyner-KerseeTuesday Luncheon Keynote

As one of the most decorated female athletes of all- me, Jackie dominated the track and fi eld circuit for 13 years and won three gold, one silver and two bronze medals spanning four Olympic Games during her illustrious career. At the 1984 Olympics in Los Angeles, she won the silver medal in the heptathlon. Four years later, at

the 1988 Games in Seoul, Korea, Jackie struck gold in both her signature events - the heptathlon (world record) and long jump. She followed that up at the 1992 Games in Barcelona, Spain by winning gold in the heptathlon and bronze in the long jump. In her fi nal Olympic appearance at the 1996 Atlanta Games, she won the bronze medal in the long jump. In addi on, she won a total of four gold medals (two in the heptathlon and two in the long jump) at three diff erent World Championships and fi nished fi rst in the long jump at the 1987 Pan American Games.

Sports Illustrated for Women magazine named Jackie the Great-est Female Athlete of the 20th Century. On three diff erent occa-sions (1994, 1987 and 1986), she was honored by Track & Field News as the World Athlete of the Year. She also was named as the top American Athlete fi ve mes (1994, 1992, 1991, 1987 and 1986).

Jackie received the Jesse Owens Award in both 1986 and 1987. She s ll holds the world record in the heptathlon (7291 points) and is the American record holder in both the heptathlon and long jump (24-7). On December 3, 2004, she was inducted into the U.S. Track and Field Hall of Fame. The March 2002 issue of Ebony included her on its list of the Top 10 Greatest African-American Women Athletes.

Jackie a ended college at UCLA and starred in both track & fi eld and women’s basketball from 1980-to-1985. A four-year start-er on the Bruins’ basketball team, she is s ll listed among the school’s career leader in scoring average, rebounding and assists.

The inaugural recipient of the Humanitarian Athlete of the Year, Joyner-Kersee is known worldwide for her interest in aiding oth-ers. She has helped to build the Jackie Joyner-Kersee Youth Cen-ter Founda on in her hometown of East St. Louis, Ill., that has raised more than $12 million.

In 2007, she along with several notable athletes, founded Ath-letes for Hope, a charitable organiza on of professional athletes who get involved in charitable causes and inspire millions of non-athletes to volunteer and support their community.

In 2010, Joyner Kersee was honored with an NCAA Silver Anniver-sary Award given each year by the American Na onal Collegiate Athle c Associa on (NCAA) to recognize six dis nguished former student-athletes on their 25th anniversary as college graduates.

Speaker/Presenter BiographiesMost recently, Jackie was selected as the recipient of the 2011 Dick Enberg Award. The Award is presented annually to a per-son whose ac ons and commitment have furthered the meaning and reach of the Academic All-America® Teams Program and/or the student-athlete while promo ng the values of educa on and academics.

Jackie has recently embarked upon a na onwide eff ort to en-hance the comprehensive health of our na on’s communi es through the promo on of healthy lifestyles. She has been asked by the United States Department of Agriculture to promote My Plate, the replacement for the food pyramid. She has also joined forces with the 77-year-old Farm Founda on to address the avail-ability of healthy foods in challenged communi es throughout the United States. In addi on, she just completed a series of in-ternal Public Service Announcements to promote the use of the agency’s online products.

Jackie is married to famed track and fi eld coach Bobby Kersee. She currently resides in Baldwin, Missouri.

Owen CarterOutreach and Engagement

Owen Carter was born and raised in Rockford, IL. He a ended Thomas Jef-ferson High School, a er which he en-listed in the United States Navy. He served in the Navy for 10 years, in sev-eral theaters of opera on including Kosovo and Iraq (OIF, ONE, OEF). While serving his country, Owen was able to receive his Associates and Bachelors De-

grees in Poli cal Science: Public Law. Owen returned to Rockford and began working on several poli cal campaigns and network-ing with those working in the social service fi eld. In 2000, Owen began employment with Icon Property Management & Develop-ment Group(s) where he oversaw the rehabilita on of numer-ous historical homes and proper es within the city of Rockford. Shortly a er, Owen began employment with the Rockford Hous-ing Authority serving as the property manager at several sites throughout our city. In 2008, he accepted the posi on of Com-munity Ac on Coordinator for the City of Rockford serving both Boone and Winnebago coun es. Working within the Human Ser-vices Department, Owen and his staff are able to use federal and state grant funds to assist those in need at various stages in life. Assistance may include but, not be limited to: condemna on re-loca on, rental/mortgage assistance, u lity payment assistance, scholarships, small business loans and direct client assistance.

Sue CastlemanOutreach and Engagement

Sue Castleman is the CSBG Coordina-tor at BCMW Community Services and also administers several homeless and emergency programs. Sue has been employed at BCMW for thirty years. She has an Associate of Arts Degree from Kaskaskia College and a ended South-ern Illinois University School of Social

Work in Carbondale. She completed her Cer fi ed Public Man-ager Cer fi ca on through the University of Illinois at Springfi eld in October of 2011.

George DavisHead Start Re-Competition

George is originally from Chicago. He received a Bachelor of Fine Arts from Illinois Wesleyan University in Bloom-ington and has completed twenty-three hours of post-graduate course work in educa on and human services. Addi- onally, George is a cer fi ed Family and

Community Development Specialist.

George has worked in the social services fi eld for over forty years in a variety of capaci es. His social service experience includes service coordina on, case management, administra on and supervision. He has worked in mental health, developmental disabili es, child protec on and early educa on. George has worked for the City of Rockford Human Services Department for over fourteen years and served as Head Start Director from 1998 to 2003. In August 2003, Mayor Doug Sco appointed George to the posi on of Execu ve Director for the City of Rockford Human Services Department, a public Community Ac on Agency.

George is Past Board President of the Illinois Head Start Associa- on, and currently serves as a Board member for the Illinois Head

Start Associa on. In January 2004, George was appointed to the Illinois Early Learning Council where he was recently appointed as Co-Chair for the Family Community Engagement Commi ee. He is a Board member for the Early Learning Council of the Rock-ford Area. George received the Mar n Luther King Humanitar-ian Award for dis nguished service from the Illinois Head Start Associa on. In 2008, Mr. Davis received the Cer fi ed Commu-nity Ac on Professional dis nc on which indicates excellence in Community Ac on Vision and Values, History, Management, and Leadership.

Cathy FeltnerFiscal for Non-Fiscal People

Cathy Feltner is the Fiscal Offi cer for Em-barras River Basin Agency, Inc. (ERBA). She has worked for ERBA since 2001, where she started as the Bookkeeper for the Weatheriza on programs and the Homeless programs, and maintain-ing the agency’s single account billing process. 2004. She currently supervises four bookkeepers and oversees the fi scal opera ons of 30 state and federal grants, including Weatheriza on, LIHEAP, Head Start, and various Homeless Pro-grams.

Community Action Awards

State Representa ve Brandon Phelps is the 2012 Vince Demuzio, Legisla-tor of the Year. Representa ve Phelps was nominated by both Crosswalk Community Ac on Agency and Shaw-nee Development Council, Inc. in rec-ogni on of his service to the families and individuals living in the 118th district. Representa ve Phelps is cur-rently serving his 5th term as State Representa ve and is known for his strong family es in Southern Illinois and his family’s tradi on of service to the local communi es.

His leadership was exemplifi ed during a recent disaster. In late April and early May 2011 Southern Illinois experienced one of the worst fl oods in the area’s history. Several communi es were evacuated from their homes and businesses. Schools were closed. Ul mately, many residents were displaced for a great length of me. However, local ci zens from all walks of life united to protect their homes and communi es. Representa ve Phelps immediately was on site to view the damage and when approached by many people asking “what can we do to help?” he took the ini a ve. He contacted Cheryl Vanderford, Execu ve Director of Shawnee Development Council. During their discus-sion, the immediate needs of the aff ected popula on including food replacement were the focus of their conversa on.

Representa ve Phelps and other elected offi cials, including State Representa ve John Bradley (117th district) and State Senator Gary Forby (59th district), developed a plan of ac on and formed the “Southern Illinois Together Flood Benefi t”. This benefi t was a coopera ve venture with business owners, ci zens throughout Southern Illinois and the elected offi cials. In coopera on with The Poshard Founda on for Abused Children funds were distributed to 31 not for-profi t agencies including Shawnee Development Council, Inc. and Crosswalk Community Ac on Agency. These funds were used to purchase staple food items for the pantries operated by the agencies and organiza ons. Distribu on was fo-cused on those individuals and families aff ected by the fl ooding.

Representa ve Phelps con nues to be commi ed to all of Illi-nois. He currently serves as Agriculture & Conserva on (Vice-Chairperson); Elementary & Secondary Educa on; Environment & Energy; Ethanol Produc on Oversight; Least Cost Power Pro-curement; Registra on & Regula on; Rural Economic Develop-ment (Chairperson); Veterans Aff airs; DCFS Oversight; and the Commi ee of the Whole.

St. Clair County Board Chairman Mark A. Kern is honored with this year’s Grey Warrner Friend of Community Ac on Award. Chairman Kern eff ec vely ex-panded CAA program integra on into the St. Clair County Intergovernmental Grants Department’s larger structure that greatly enhances the service de-livery system. Housing services were expanded with the inclusion of CDBG and Housing Resource Center program-ming. Job readiness training opportuni- es coordinated through WIA programs

administered by the Department’s Em-ployment and Training Division provide opportuni es to refer indi-viduals to WIA programming that could move the unemployed and the under employed to employment and ul mately to sustainability.

Since assuming the offi ce of County Board Chairman, Mark Kern has advocated for legisla on that directly impacts low-income adults and children. He has specifi cally advocated for expanded CSBG, LI-HEAP and Weatheriza on funding at the federal level and he has informed local legislatures of the value that these programs provide to eligible St. Clair County residents. Chairman Kern has been in-strumental in ensuring that health services off ered by the St. Clair County Health Department and East Side Health District are avail-able to CSBG clients.

Chairman Kern is a determined advocate for Senior Ci zens and the disabled. He established the fi rst St. Clair County Offi ce on Aging and the CSBG program supports the daily delivery of healthy meals to eli-gible senior and disabled individuals at sites throughout the county. Chairman Kern has also encouraged the con nua on of transporta- on services for eligible senior and disabled individuals through a

rela onship with Alterna ve Transporta on System at Southwestern Illinois College.

Chairman Kern does not serve on the Community Ac on Agency Board since he is the CFO for CAA programs. This has not limited his involvement in Community Ac on. He has maintained the CAA Board’s rela onship with St. Clair County that results in the benefi t of the County suppor ng personnel and benefi t needs for CAA em-ployees. As St. Clair County’s Chief elected offi cial he appoints public sector members to the CAA Board. He is ac ve on several boards and ins tu ons that have posi vely infl uenced CAA programming. Over the past 15 years Chairman Kern and his wife have raised over $250,000 to purchase Christmas gi s for under privileged youth. Community Action Awards

Ivadale Foster is this year’s recipient of the Harry Ring Outstand-ing Service Award. Mrs. Foster is a member of East Central Il-linois Community Ac on Agency’s Governing Board of Directors and serves as Board Secretary. For decades, Mrs. Foster has been dedicated to advoca ng for individuals and families with low in-comes within Ford, Iroquois, and Vermilion Coun es. She has been especially commi ed to working on social causes that ad-versely aff ect senior ci zens. She’s a proponent in ensuring that this popula on’s voices are always heard and their needs are not only iden fi ed but met. Throughout her professional career, Mrs. Foster has been drawn to posi ons of service. She has worked extensively with local youth in both an academic and recrea onal arena. She served as a teacher aide with Danville District #118, as a supervisor of junior ac vi es at the Laura Fellowship House, and recrea on coordinator with the City of Danville’s Parks De-partment. She was also a Homemaker/Home Healthcare Aid, where she provided in-home care to senior ci zens and adults with disabili es.

In addi on to her service to Community Ac on, Mrs. Foster is a 32 year member of the Vermilion County Board. She was the fi rst African American woman to serve in this capacity. During her tenure on the Vermilion County Board she has served as Chaplin for 31 years, where she opens each mee ng with a prayer. She is currently the Chairperson of the Health and Educa on Commit-tee, which oversees ac vi es for the local Health Department, Mental Health Department, Superintendent of Schools, and Ani-mal Regula ons.

Mrs. Foster has also served on numerous boards and organiza- ons in the Danville, including, Vermilion County Democrats,

Precinct 14 Commi eewoman, Deputy Voter Registrar, Bradley -Maberry American Legion Auxiliary 736 & 18th District Auxiliary, Anderson Street Block Club Organizer & Chairwoman, Neigh-borhood House Board, Golden Seniors Club, Laura Lee Fellow-ship House Golden Seniors, Seniors Golden Auxiliary, Danville Branch NAACP, Green Meadows Girl Scout Troop of Danville, Dis-trict #118 teachers aide, PTA President Colle School, Historian Washington School, the and East Central Illinois Community Area Agency on Aging. Family and Community DevelopmentWhat is the Family and Community Development Program?

Illinois Community Ac on Agencies established the Family and Community Development (FCD) Program in 1995 in response to a predominant need for com-prehensive family assistance and case management in many areas, including preven on and interven on services for family violence, mental health problems, drug and alcohol abuse, and medical illness. Training was developed, in partnership with the academic com-munity, to teach the skills and competencies needed to work with Illinois’ most- fragile families and individuals u lizing the strengths based approach. With the 2011-2012 gradua ng classes, the number of FCD specialists has grown to over 1200 in the Illinois Network.

The FCD program goals are to cul vate self-reliance in families at risk of long-term welfare dependency and to work with communi es to iden fy economic oppor-tuni es. Community Ac on Agency staff par cipates in an ini al 11 unit cer fi ca on training including inter-viewing skills, essen als of community development, historic overview of Community Ac on, goal se ng, coaching, advocacy, self-care, and ROMA. Upon suc-cessful comple on of the training, par cipants are cer fi ed as Family and Community Development Spe-cialists who con nue to par cipate in follow-up and supplemental training throughout the year. IACAA’s academic partner is the University of Illinois-Spring-fi eld. Beginning in 2008, FCD Specialists had the op-portunity to earn the designa on of Advanced FCD Specialist. Within their agency, the FCD specialist is equipped to provide comprehensive case manage-ment to Community Ac on Agency families. In many ways, the FCD program exemplifi es Community Ac on – “Helping People. Changing Lives.”
