ISLE OF WIGHT CRICKET BOARD LIMITEDSTANDARD COMPETITION RULES AND PLAYING REGULATIONSAll matches will be played under the ECB Code of Conductand Spirit of Cricket.

The following will apply to League and Cup Competitions. Further Rules andPlaying Conditions that specifically apply to League OR Cup are detailedimmediately after these Standard Rules. Rules AND Regulations amendedMarch 2014

1.Eligibility to EnterCompetitions shall be open to all clubs affiliated to the Isle of Wight Cricket BoardLimited (IWCB). The control and administration of all competitions shall be by theIsle of Wight Cricket Board Clubs Executive Committee (IWCBCC) and alldecisions of that Committee shall be final.

2.Matches will be played under the laws of cricket code 2009 disregarding anyspecial regulations for Test and First Class matches, with the following exceptions:

3.Entering the LeagueClubs participating in any given season will automatically be included in thatcompetition the following season unless the IWCBCC Competition Secretary isnotified in writing to the contrary before 30th September of the year preceding theCompetition. Clubs that are eligible, and wish to participate in a competition buthave not done so in the previous season, must advise the IWCBCC CompetitionSecretary by 30th September of the year preceding the competition.

4.Entry FeeAn entry fee per team per season, as agreed at the Annual General Meeting will becharged and must be paid to the IWCB before the 30th April of each year of thecompetition.

5.FixturesFixtures will be arranged by the IWCBCC Competition Secretary and Club FixtureSecretaries at a meeting held for that purpose, prior to the season. Oncearranged, matches will be played on the dates published in the IWCB fixture listand may only be varied with the consent of both Clubs and prior approval of theIWCBCC Competition Secretary.

6.Under 18 PlayersA player aged 18 years or over on 1st September prior to the start of the seasonmay play for one Club in each competition only during the season. No player shallbe eligible for selection unless he is a bona fide member of the Club for which heis playing. Players aged 17 years or under on 1st September prior to the seasonmay play for more than one Club in a competition during the season and DO NOThave to be bona fide members of that Club. It is the responsibility of that Club toensure adequate insurance arrangements are in place to cover such players in theevent of accident or injury to them or any third party arising from their action(s).

7.TEAM SHEETS

A team sheet, nominating his players, must be submitted by each Captain andgiven to each Umpire prior to the toss for innings. These team sheets must list theage of all players under the age of 18. Team sheets will be retained by the umpiresuntil the end of the season.

8.OVERSEAS / CONTRACTED PLAYERS

Definition

The definition of “Overseas Player” for the purposes of the IWCB is set out in theflow chart below.

A “Contracted Player” for the purposes of the IWCB is a player who receivesremuneration for playing cricket.

Registration of Overseas/Contracted PlayersAll players who may fall into the category of Overseas Players must be registeredwith the IWCBCC Competition Secretary at least seven (7) days prior to the firstmatch played by that player. A player may be registered by telephoneconversation with the IWCBCC Competition Secretary to be followed by writtenconfirmation within six days.It is the duty of the Club to satisfy itself that any player who may be considered tobe an Overseas Player is registered in such a way. Failure to do so will result insanctions (see “Penalty for breach of Rule 8” below).

Limitations of Overseas/Contracted Players(a) In Division One and in the Senior Cup each Club in any match is restricted to acombined maximum of not more than TWO Foreign/Contracted Players permatch.(b) In all other Divisions, Clubs are restricted to ONE Foreign/Contracted playerper match.(c) No foreign/Contracted player is allowed to participate in the Fred Winter CupCompetition.(d) One foreign/Contracted player is allowed to play in any Club’s side in theOutdoor Six a side.

Penalty for breach of Rule 8Any team contravening rule 8 in a league match will receive 0 points (Irrespectiveof the result of the game and any bonus points gained) with the opponentreceiving maximum points available for that fixture (currently 20). If thecontravention takes place in a Cup match or the six-a-sides then the teamcontravening rule 8 will be disqualified from the competition and the team’sopponents from the match in question will progress to the next round (or, if thecontravention takes place in the Final, will be declared the winner).

9.PLAYER ELIGIBILITY(a) No club shall have the right to determine the composition of a visiting team aslong as the player is entitled to play for the team and not under a cricketingsanction, unless there is a legal dispute with a player of the away side meaning thehome club can dictate who plays in an opposing team.(b) See the “Additional Rules” section for each respective Cup Competition.

10.MATCH RESULT REPORTING(a) The Home Club in any match shall be responsible for ensuring the result iscorrectly recorded onto the IWCB website via the scorecard section within 48hours of the completion of the game. Should the match be abandoned withoutplay being commenced this must be recorded on the scorecard in the resultsection via the website. Both team lists and umpires should still be inputted alongwith the result of abandoned. In the event of failure to comply with this rule theHOME Club will be subject to a £10 fine paid within 14 days of notification fromthe league secretary.

11.UMPIRES(a) In all Division One fixtures, Umpires will be appointed from an Umpires Panel.In all other Divisions, each team will be responsible for providing, in every Leaguematch, an Umpire approved by the relevant committee of the IWCB. In the eventthat a team fails to provide an approved Umpire, any person officiating in thatcapacity, in substitution, shall do so only at the striker's end and the team may, atthe discretion of the IWCBCC Competition Secretary, be subject to a deduction offive points. Each team will also be responsible for providing a Scorer.If no approved umpire is available, the game may be played on the agreement ofthe two clubs. Any one umpiring in such a match must assume the full role andresponsibilities of an umpire.(b) In all Senior Cup matches, and the Fred Winter Cup Final, Umpires will beappointed. Each team will also be responsible for providing a Scorer.(c)Umpires are instructed to apply the following when judging WIDES in all formats.

Any offside or leg side delivery which in the opinion of the umpire does not givethe batsman a reasonable opportunity to score shall be called a wide.

For guidance purposes a leg side wide should be called if a ball passes on the legside outside the pads of the batsman standing in a normal guard position

12.MATCH BALLSThe make and standard of match balls to be used in competitions will beapproved by the IWCB annually

13.TEASTea shall be taken between innings where practical. If the Captains and Umpiresagree that this is not practical, then the second innings can only begin providedthat a minimum of ten overs is bowled at the team batting second before tea istaken.

14.PROTECTED AREA MARKINGOn a grass pitch, to mark the protected area, a small white mark will be placed oneither side of the pitch five feet from the popping crease. Further white marks willbe placed on the bowling crease one foot either side of the centre stump. Themarks will be placed at both ends of the pitch.

LEAGUE - ADDITIONAL RULES1.In Division 1, each Club will play each other twice in a season on a Home andAway basis. In all other Divisions the IWCB Clubs Committee will determine thefixtures annually.

2.In Division 1, the Home Club shall be responsible for providing 2(TWO) new ballsof the approved make and standard. A new ball will be used from the start ofeach innings. In ALL OTHER DIVISIONS, the Home Club shall be responsible forthe provision of 1(ONE) new ball of the approved make and standard. The new ballwill be used from the start of the first innings.

At the end of each season, promotion and relegation will take place. If a second XIteam wins Division 2 then the highest place non- second XI team shall bepromoted

LEAGUE – PLAYING REGULATIONSa) Division 1 games will start at 1.30pm and in Division 2 games will start at 2pm.The toss shall be undertaken no later than 15 minutes prior to the scheduled startand where a team is not present at this time they shall forfeit the toss. Teamsheets must be given to the Umpire prior to the match. A tea interval shall betaken at the break between innings or at another time which would not reduce thetotal playing time available; the tea interval shall be of 30 minutes duration, unlessotherwise agreed by the Captain & Umpires prior to the toss. All drinks intervalsshall be over and above the actual playing time.

b) Should play be delayed or interrupted for any reason, up to 30 minutes can belost in total without affecting the 90 over match rule.

(i) Where the start of a match is delayed for any reason over 30 minutes, eachinnings shall be reduced by one over for each subsequent six minutes lost.

(ii) Where play is interrupted after a match has commenced, any time lost inthe first innings in addition to the 30 minutes specified will initiate a reductionin overs for both sides at a rate of one over for ever six minutes lost.

(iii) Where an interruption occurs during the second innings, and/or time hasbeen lost during the tea interval, anytime lost in addition to the 30 minutesspecified will bring a reduction of one over for every three minutes lost.

(iv) A match will be considered cancelled if it hasn’t commenced within 2hours 30 minutes of the scheduled start. A match that has commenced butwhere 20 overs are unable to be completed in the second innings because ofthe weather or any other unavoidable reason will be considered abandoned.

c) Where pitch covers are available they may be used prior to the commencementof a game. The home team Captain must advise Umpires and the visiting Captainprior to the toss of the coin if covers are available. Thereafter, it will be theUmpires who decide as to whether they are to be used during the game.

d) A side batting with less than eleven players, including a side that has nominatedeleven players but where one or more has not arrived at the ground at the time,shall not be permitted to declare its innings closed at the fall of a wicket if nofurther batsman is available. In such circumstances the batting side will bedeemed to be all out.

e) Substitute fielders will only be allowed to take the place of fielders who havebeen taken ill or been injured during the match. Captains must offer a substitute inthe case of one of their opponents being injured or taken ill during a match. Unlesswith the consent of the opposing captain, no substitute shall be allowed for aplayer coming late or leaving early.

Match Rulesa) Each Division 1 match will consist of a maximum of 90 overs, with a maximumof 47 for the innings of the side batting first. The number of overs available for theside batting second will be the balance of the 90 overs remaining after the firstinnings, including any unused of the 47. Part overs bowled will count as one over.Each Division 2 match will consist of a maximum of 80 overs, with a maximum of42 for the innings of the side batting first. The number of overs available for theside batting second will be the balance of the 80 overs remaining after the firstinnings, including any unused of the 42. Part overs bowled will count as one over

b) The side batting first shall be deemed the winner if the side battling second isall out before reaching the total runs scored by the side battling first.

c) The side batting second shall be deemed the winner if passing the total runsscored by the side batting first.

d) Division 1: A maximum of 12 overs per bowler will be allowed. Division 2 amaximum of 9 overs per bowler will be allowed. All are subject to the ECBdirectives.In the event of an overs reduction at the start of the match, the allocation to eachbowler shall be reduced proportionately.

e) The required over rate shall be 16 overs per hour. Achievement of the requiredover rate and any necessary monitoring are the sole responsibility of teamcaptains. Nevertheless, it is within the Spirit of the Game for umpires to providecaptains with relevant information at suitable intervals regarding achievement ofthe required rate and to advise them at close of play about the actual rateachieved.

During play umpires shall have the power to make all necessary allowances fortime lost during an innings (e.g. drinks breaks, injury, lost ball). At the close of playumpires shall be responsible for the calculation of over rate achieved in eachinnings and shall record any failure in both scorebooks and in the Panel UmpiresMatch report which is sent to the league secretary.

A side that fails to meet the required rate over the course of each innings will havepoints deducted as follows -Less than 16 overs per hour 1 pointLess than 15 overs per hour 2 pointsLess than 14 overs per hour 3 pointsPart overs count as one bowled over.

No penalties shall apply if:

(i) an innings ends within 40 overs or(ii) is interrupted, resulting in a deduction of the overs allowed or(iii) if either innings has to be closed during a prolonged stoppage for weather, etc.In no case shall over rate penalties be imposed so as to reduce below zero thetotal points gained by a side in a match.

Fielding RegulationsIn all division discs shall be placed in a circle 30 yards from each wicket. Fourplayers plus the wicket keeper and bowler must be within that circle at themoment of delivery. In all divisions there must be no more than three fieldersoutside the 30 yards circles for the first 12 over of each innings.

Award of PointsPoints in league matches will be awarded as follows:-

Outright Win = 15 Points + Bonus PointsWinning Draw = 10 Points + Bonus PointsLosing Draw = 3 points + Bonus PointsOutright Loss = 0 Points + Bonus Points

Bonus Pointsa) In Division 1, One batting point will be awarded at 125, 150, 175, 200 and 225runs (Maximum 5 Points) in both innings.

In Division 2, One batting points will be awarded at 100, 125, 150, 175 and 200runs (Maximum 5 Points) in both innings.

b) In all Divisions one bowling point will be gained at the fall of the 2nd, 4th, 6th,8th and 10th wicket (Maximum 5 Points).

Addition Batting Points can be gained for teams batting second and winning withwickets in hand, who are not able to achieve maximum batting points because thetotal set in the first inning. (But only a maximum of 5 batting points will be able tobe gained).

9 or 10 Wickets in hand = 5 Points7 or 8 Wickets in hand = 4 Points5 or 6 Wickets in hand = 3 Points3 or 4 Wickets in hand = 2 Points1 or 2 Wickets in hand = 1 Points

d) For a cancelled match, each side will receive their average points; for anabandoned match each side will receive average points.

e) Tied Match. For a tied match each side shall receive 10 points + batting orbowling points), and for a drawn match where the scores finish equal the sidebatting second shall receive 10 points + batting or bowling points).

f) A winning draw is determined as follows:-(i) In a drawn match where the scores do not finish equal, the team with the highernet run rate (see ii below) shall be awarded a ‘winning draw’ and points awards asstated above, provided the second inning comprises a minimum of 20 overs.

(ii) At the close of the first innings, the standing umpires shall determine and verifywith both captains the innings run rate and the resulting target for the team battingsecond to achieve a winning draw (first innings run rate multiplied by availableovers), which shall be recorded in the scorebooks prior to the second innings. Inthe absence of standing umpires, the captains shall assume this responsibility.

(iii) Should the second innings be affected by rain, the winning draw target shall berecalculated as above using the first innings run rate.Note: In the event of a team fielding less than eleven players’ maximum bowlingpoints will be awarded on the fall of the last wicket.

League positions will be determined on an average points gained in completedmatches.

In each Division, should any teams be equal on average points, the team with themost wins will have priority. If still equal, the final positions will be determined bythe most away wins, or if still equal, the higher run rate per over throughout theseason.

SENIOR CUP REGULATIONS1. In Senior Cup, all matches will commence at 1.30pm with the toss to becompleted no later than 15 minutes before the scheduled start of play.

2. In Senior Cup, a side is required to bowl its 45 overs to the opposing side (oralternatively, close the opposition innings) within 2 hours 45 minutes of thecommencement of the innings. For every complete over not bowled at the cut-offpoint of 2 hours 45 minutes from the commencement of the innings, the fieldingside shall be penalized as in the table below. However, the full 45 overs shall stillbe bowled (barring weather interruptions or any other unavoidable condition). Incalculating the cut-off point of 2 hours 45 minutes for the purposes of this rule, theUmpires shall have an absolute discretion to allow additional time to the fieldingside in the event of, for example, injuries, lost balls and other incidents that in theview of the Umpires would be inequitable to disregard when considering theamount of actual playing time available to the fielding sidePoints deduction for slow over rate(Senior Cup)Number of complete overs not bowled as of 2 hours 45 minutesPoints deducted ‘cut off’ point’

5. In the event of a team batting first being all out in less than their full quota ofovers, the calculation of their average run-rate shall be based on the full quota ofovers to which they would have been entitled and not on the numbers of overs inwhich they were dismissed.

5. In the event of an overs reduction at the start of the match, the allocation toeach bowler shall be reduced proportionately.

6. In the event of a bowler becoming incapacitated and unable to complete anover, or a bowler inadvertently exceeding his permitted number of deliveries, theremaining balls will be bowled by another player who has not completed his totalallocation of overs. Such part of an over will count as an over only insofar as eachbowler's allocation is concerned. This provision shall also apply if a bowler istaken off under Law 42 (Unfair Play).

7. All Senior Cup matches shall be of one innings per side and 45 overs per side.In the event of the team batting first not using all of their overs, the side battingsecond does not receive any additional overs. No bowler shall be allowed to bowlmore than 9 overs in Senior Cup and no more than 8 overs in any other CupCompetition

8. In Senior Cup discs shall be placed in a circle 30 yards from each wicket. Fourplayers plus the wicket keeper and bowler must be within that circle at themoment of delivery.

9. In Senior Cup there must be no more than two fielder outside the 30 yardscircles for the first 12 over of each sides innings

ISLE OF WIGHT SENIOR CUPADDITIONAL PLAYING REGULATIONS1. The winner of any match shall be the team scoring the greater number of runs inthe agreed number of overs.

2. In the event of a tie the following will apply: -

a) The team losing the fewer number of wickets shall be the winner.b) If both teams are all out, the team with the higher overall scoring rate

over the first 20 overs shall be the winner.a) If the result cannot be decided by (a) or (b) then the team with the higheroverall scoring rate over 30 overs shall be the winner.b) If a winner cannot be decided by (a), (b) or (c) then the result will be decided bythe toss of a coin.c) A result can only be achieved if both teams have batted for at least 20 overs orunless one team has been all out in less than 20 overs or the team batting secondscores enough runs to win the match in less than 20 overs. If one or both teamshave not had an opportunity of batting for a minimum of 20 overs NO RESULTshall be declared.d) In the event of a postponement, or a NO RESULT match, it will be played, orreplayed on a date mutually agreed by the Clubs concerned BEFORE the date ofthe next round. In any replayed match a lesser number of overs than specified inParagraph 2 may be mutually agreed between the Clubs, but no less than 20overs per team. In the event of disagreement, 20 overs per team shall be played.

ISLE OF WIGHT SENIOR CUP - ADDITIONAL RULES1. The competition shall be open to all IW Division 1 teams and all 1st teams ofclubs affiliated to the IWCB (including those playing in Mainland Leagues).2. The competition will be a round robin format where each team plays each otheronce. The team drawn first shall be the Home team and shall be responsible forany necessary arrangements. For the Final, the IWCB will be responsible for allarrangements including the selection of the venue and the provision of matchballs.3. The final will be contested between the top two team, once everyone hasplayed each other once.4. For all matches other than the Final, the Home Club AND the Away Club shalleach provide ONE new ball of the approved make and standard. A new ball will beused from the start of each innings.

FRED WINTER CUP - ADDITIONAL RULES1. The competition shall be open to any team not playing in Division 1 of the Isle ofWight Cricket League or the 1st teams of clubs affiliated to the IWCB (but playingin Mainland Leagues). See rule 5 for player eligibility.

2. The team drawn first shall be the HOME team and shall be responsible for anynecessary arrangements. For the Final, the IWCB will be responsible for allarrangements including the selection of the venue and the provision of the matchball.

3. For all matches other than the final, The HOME Club shall be responsible forthe provision of ONE new ball of the approved make and standard. The new ballwill be used from the start of the first innings.

5. The Cup to be competed for annually shall be known as the 'Fred WinterMemorial Cup'.

6. A player may not play in the Fred Winter Memorial Cup if the in the currentseason they have : -

a) Played in more than 4 Island League Division 1 matchesb) Played in the IW Senior Cup in the current seasonc) Plays any Premier League Cricket in the current seasond) Played in the 1st Xl of a side playing Mainland League Cricket in the currentseason.e) Played in more than four 2nd XI match of a side playing Mainland LeagueCricket in the current season.

It is the responsibility of the Club to ensure compliance with Rule 5. Any breach ofthis rule will result in the Club being disqualified. A player who has played in theFred Winter Cup during that particular season may play subsequently in the SeniorCup.7. Rule 5 above does not apply to players aged under 18 years.

FRED WINTER CUP - ADDITIONAL PLAYING REGULATIONS1. All matches will commence at 14.00 with the toss to be completed no later than15 minutes before the scheduled start of play. Team Captains and Umpires mustagree before play commences the latest time at which play can finish to allow

subsequent changes in the number of overs should play be interrupted by badweather or any other unavoidable condition. In the event of an agreement not beingreached, close of play will be 19.30. If the start is delayed or time is lost during theteam batting first, one over per team is deducted for every 7 minutes lost.

5. The Fred Winter Memorial Cup will be played on a Knock Out basis.

6. of the next round. In any replayed match a lesser number of overs thanspecified in Paragraph 2 may be mutually agreed between the Clubs, but noless than 20 overs per team. In the event of disagreement, 20 overs per teamshall be played.

7. The agreed match ball of acceptable standard is required for each innings.Captains to agree on the match ball prior to the toss.

8. Clubs are restricted to ONE Foreign/Contracted player. Definition of theseplayers will be as per elsewhere in this handbook. Clubs contravening this rule in acup match will forfeit the game.

STANDARD COMPETITION RULES AND PLAYING REGULATIONSFOR UNDER-11, UNDER-13 AND UNDER-15 CRICKETThe following will apply to both League and Cup Competitions. Further Rules andPlaying Conditions that specifically apply to League OR Cup are detailedimmediately after these Standard Rules.1. Competitions shall be open to all Affliated Clubs of the Isle of Wight CricketBoard.2. The control and administration of all competitions shall be by the Isle of WightCricket Board Clubs Committee in liaison with the IWCBCC Competition Secretaryand the Cricket Development Manager.3. Fixtures to be arranged by IWCBCC Competition Secretary, the CricketDevelopment Manager and Team Managers.4. The Winners of the Under-11 League will receive the Isle of Wight County PressTrophy and The Winners of the Under-11Cup will receive the Isle of Wight CountyPress Cup.5. The Winners of the Under-13 League will receive the Mal SketchleyTrophy and the Winners of the Under-13 Mal Sketchley Memorial Cup willrepresent the Isle of Wight in the National Under-13 Cup6. The Winners of the Under-15 League will receive the The Vic Hailes MemorialShield and the Winners of the Under-15 Cup will represent the Isle of Wight in theNational Under-15 Cup.7. The Home Club shall be responsible for the provision of the match ball, whichwill be of approved standard and of reasonable quality.8. Each team shall be responsible for providing an Umpire and Scorer.9. Each member of a competing team ideally needs to be a bona fide member ofthe club. Players can play for any club during the season, however players mustbe encouraged to join clubs where they live. In Under 11 Competitions the playermust be aged 10 years or under on the 31st August of the year preceding theseason of play. In Under 13 Competitions the player must be aged 12 years orunder on the 31st August of the year preceding the season of play.In Under-15 Competitions the player must be aged 14 years or under on 31stAugust of the year preceding the season of play.10. The Home Club in any match shall be responsible for ensuring that the result isrecorded on the Isle of Wight Cricket Board’s Website within 48hr of the game.Failure to input the scorecard within the time frame or if a scorecard is submittedincomplete the club will fined £10 each time.11. Under 11 League matches will be played on a Sunday morning starting at10.30 and finishing by 12.30. All Under 13 and 15 League Matches will be playedon a Monday night. In the event of a game being cancelled because of theweather, matches will not be rearranged and points will be shared

12. Each season will have a start and finish date sufficient to ensure as far aspossible all scheduled matches are played.13. Friendly games can be arranged and played at any time.14. Clubs unable to for fill their fixture because of the state of their pitch can playat another venue if both teams are in agreement.15. Clubs may mutually bring forward games with the agreement of the fixturessecretary, as long as this is decided before the start of the season.16. U13 & U15 Cup games will be played on a Tuesday and U11 Cup games willbe on Sundays, but all cup games must be played before the next round date.

PLAYING REGULATIONSMatches will be played under the Laws of Cricket 2003, disregarding any SpecialRegulations for Test and First Class Matches, with the exception of:

Under-11 Competitions Regulations1. A team can only use 8 players when fielding, however a team can consist ofmore than 8 players but only 8 can bat. The extra players may bowl and fieldencouraging more players at clubs to be involved in the match.2. A match shall consist of 2 innings, each of 16 overs with each team startingwith a score of 200.3. The batting side is divided into 4 pairs of batsmen with each pair batting for 4overs.4. Each time a batsmen is given out, the loss of the wicket is recorded on thescore sheet and that team loses 5 runs off their score. The batsmen change endsand continue batting as a pair for the rest of the 4 overs. All runs scored during the4 overs are credited to the pair. Sundries are scored in the bowlers boxes.5. No extra balls are given for wides or no balls and they will count as 2 runsexcept for the last over when extra balls plus runs will be used.6. 7 members of the fielding side must bowl at least 1 over each, and no playermay bowl more than 3 overs. There will be a nominated wicket keeper who doesnot have to bowl but can if required.7. The maximum boundary is 40 metres.8. If 16 overs cannot be played, the managers need to decide before the gamestarts how many overs per side are to be bowled. If bad weather delays the startof the first innings or suspends the length of either innings, the number of overswill be arranged so that each side bats for the same number of overs as follows: 8overs minimum per side = 2 overs a pair, pro rata.(a) In the event of a suspension, or suspensions of play, during the innings of theteam batting first, the quota of overs per team will be reduced by such a numberthat will result when the total number of overs in a match is reduced by dividingthe minutes lost by three.(b) In the event of a suspension of play during an over in the innings of the teambatting first, and the innings is not resumed, the over shall be considered to havebeen completed for calculation purposes.(c) In the event of a suspension, or suspensions of play, during the innings of theteam batting second, the quota of overs for their innings will be reduced by thesame calculation as in paragraph (a) above.

Under-13 & 15 Competitions Regulation1. Matches will consist of one innings being limited to 20 overs. If 20 overs cannotbe played, the Managers need to decide before the game starts how many oversper side are to be bowled. If bad weather delays the start of the first or suspendsthe length of either innings, the number of overs will be arranged so that eachteam bats for the same number of overs as follows:(a) In the event of a suspension, or suspensions of play, during the innings of theteam batting first, the quota of overs per team will be reduced by such a numberthat will result when the total number of overs in a match is reduced by dividingthe minutes lost by three.(b) In the event of a suspension of play during an over in the innings of the teambatting first, and the innings is not resumed, the over shall be considered to havebeen completed for calculation purposes.(c) In the event of a suspension, or suspensions of play, during the innings of theteam batting second, the quota of overs for their innings will be reduced by thesame calculation as in paragraph (a) above.2. No bowler may bowl more than 4 overs in any innings.Where a match startswith reduced overs, no bowler may bowl more than 20% of the total number ofovers, except that where the total is not divisible by 4. An additional over shall beallowed to each of the minimum number of bowlers necessary to make up thebalance.3. In Under 13 matches, when a batsmen reaches, or passes, the personal total of30 runs they must retire, but may return to the crease only when all the otherplayers have batted. Retired batsmen must return in their order of retirement andtake the place of the retiring or dismissed batsmen. The batsmen shall retire againwhen they score an additional 50 runs on their return to the crease if there isanother batsmen available to bat. In the Under 15 matches the rule applies,however the run criteria is increased to 50.

Under 11 Cup Additional Regulations1. The Under 11 Cup Fixtures will be 8 a side games that will follow the standardrules of cricket.2. A match shall consist of 2 innings, each of 16 overs with each team startingwith 0 (Zero) runs3. No bowler can bowl more than 4 overs.4. Batter will retire when they reach a personal total of 25 but can return to thecrease if 6 wickets have fallen, but in the order they retired.5. An innings will be over when 16 overs have been bowled or when 7 wicketshave fallen.6. No extra balls are given for wides or no balls and they will count as 2 runsexcept for the last over when extra balls plus runs will be used.

No Fielder, except the wicket keeper, shall be allowed to field nearer than 11yards, measured from the middle stumps, except behind the wicket on the offside.3. The pitch shall be 20 yards in length for Under 11's and 21 yards for Under 13’s.4. The stumps shall be 27 inches above the ground and 8 inches wide.5. In the Under 11 league the IWCB Under 10 team selection will take preferenceover those club players selected for that team.

ADDITIONAL RULES AND PLAYING REGULATIONSFOR UNDER-15 CRICKET1. The ball used will be full size.2. No Fielder, except the wicket keeper, shall be allowed to field nearer than 8yards, measured from the middle stumps, except behind the wicket on the offside.(11 yards if the fielder is under 13 years of age). The manager shall beresponsible for informing the Umpires which players are under 13 years of age in aparticular match.3. The pitch shall be 22 yards in length.

RESULTS1. The team scoring the most runs in its innings shall be the winner. If the scoresare equal, the result shall be a tie and No Account shall be taken of the number ofwickets that have fallen.2. A result can only be achieved if both teams have batted for at least 10 overs,unless one team has been all out in less than 10 overs, or unless the team battingsecond scores enough runs to win in less than 10 overs. (Under 11 League 8overs)3. In a rain-curtailed match, there will be a 'bowl out', where five nominatedplayers from each team shall bowl two deliveries at one stump in an area agreedby the Umpires and Captains. The team hitting the stump the most times shall bethe winner. Where this is not possible, the result will be decided by the tossof a coin.The rearranging of fixtures is to be avoided.

4. Points will be awarded to the opposition should any team refuse to honor thefixture.

SCORING OF POINTS FOR LEAGUE MATCHES1. 2 points will be awarded for a win.2. 1 point will be awarded to each team for a tie.3. In the event of a game being cancelled because of the weather or a rainaffected match not being completed each team will be awarded 1 point.4. The winners of the league will be the team with the most points. If any teamsare equal on points, the title will be shared.

DISCIPLINARY RULES 2014

1. BASIC PROCEDURES & GUIDELINES

The Isle of Wight Cricket Board and participating teams shall operate aDisciplinary Policy in accordance with the current Disciplinary Rules operatingwithin the jurisdiction of the England & Wales Cricket Board. (The E.C.B “Code ofConduct and Spirit of Cricket” statement).

These rules shall apply to all League, Cup, Representative, Intermediate, Juniorand indoor matches played under the auspices of the Isle of Wight Cricket Boardand any functions organised by the Board (Any reference to clubs shall includerepresentative matches)

Any Under 18 involved in the process will be accompanied by an adult and theissue passed onto the County Welfare Officer.

2. MAINTENANCE OF DISCIPLINEThe IW Cricket Board is the authoritative body in respect of discipline and shalltake whatever measures are required to maintain an acceptably high standard ofbehaviour and inflict appropriate penalties.The Board shall appoint a Disciplinary Procedure panel, which, together with theBoard Disciplinary Chairman, will be responsible for the overall management ofdisciplinary matters and deal promptly with any complaint or incident.

In the event of Disciplinary Hearing being required, the Disciplinary Chairman shallappoint an impartial Disciplinary Panel, which will consider the details of thealleged misconduct and the response of the alleged offender.

Upon conclusion of the Hearing, the Panel shall reach a verdict, via a simplemajority, and impose such penalties as are appropriate within the Guidelines setout in the Schedule of Disciplinary Penalties.

3. CODE OF CONDUCTAll member clubs and their players, officials and supporters are bound by theDisciplinary Rules and shall conduct themselves accordingly.

Unsatisfactory conduct shall include, but not be limited to• Dissent at an umpire’s decision or reaction in a provocative or disapprovingmanner, whether verbal or written.• Physical abuse, intimidation, assault or attempt to intimidate or assault anumpire, official, player or spectator.

• The use of crude, foul or abusive language or the making of offensive gesturesor hand signals whether directed at an individual or otherwise.• Sledging or deliberate distraction of an opponent and persisting appealing inorder to pressurise an umpire or opponent.• Any form of abuse or discrimination, relating to race, religion, creed, or of anyother nature.• Willful damage to property, equipment or playing surface.• The use or distribution of illegal drugs or substances.• Un-gentlemanly conduct or any other action that is likely to bring the League,Club or Game of Cricket into disrepute or prejudice its good name or interests.• Repeated infringements of the Spirit of the Game either by an individual or ateam, where each Infringement, in itself, does not warrant any disciplinary action.(Such instances will result in a Disciplinary Hearing and the captain will be heldresponsible for the conduct of his team).• The falsification of documents.• Providing false or misleading information or otherwise perverting the course ofany investigation by the League.• Unacceptable behavior, by word or action, at any function organised by theLeague.• The publication, public display or inclusion in a website, facebook, twitter orblog of unsuitable or derogatory literature either by a club or by an individual.

4. RESPONSIBILITY FOR MAINTAINING DISCIPLINE

a. Member Clubsi. The Club has overall responsibility for the behaviour of its members andmaintaining discipline and, if it fails to properly control or discipline any personassociated with the club with regard to misconduct: it shall be answerable to acharge of ‘Unsatisfactory Conduct’

ii. Clubs are required to establish and operate their own Disciplinary Rules andProcedure, in a pro-active manner, in accordance with E.C.B. DisciplinaryGuidelines and to ensure that they have the power and machinery to deal with anymisconduct by their players or members. Clubs should ensure that they areadequately protected in situations where disciplinary action is required.

b. CaptainsThe Captain is also responsible at all times for the behaviour of his players andmust ensure that play is conducted within the spirit of the game as well as withinthe Laws of Cricket. Failure to take suitable action against an offender will renderthe captain liable to a charge of ‘Unsatisfactory Conduct’

c. Playersi. Players are required to conduct themselves in a proper manner at all times andshould be fully aware of, and comply with the requirements of, the ECB’s ‘Code ofConduct’ and ‘Spirit of Cricket’ statements which are available via the IWCBwebsite.

5. REPORTING AN INCIDENTIn order to maintain a high standard of behaviour it is important that any incidentof misconduct or improper behaviour is reported to the League DisciplinaryChairman with the utmost urgency.

a. Any complaint relating to incidents of misconduct or improper behaviour shouldbe notified to the Disciplinary Panel Chairman within three days, following theincident, by telephone and be confirmed in writing. Any incident coming to theattention of the Disciplinary Committee outside this time, will in any event, beinvestigated by the Disciplinary Chairman and appropriate action taken.

b. Complaints or protests of a non-disciplinary nature, such as a breach of theLeague Rules, shall be submitted to the league or county secretary, to be dealtwith by other means.

c. Upon becoming aware of an incident as per paragraph (a) hereof, theDisciplinary Chairman and Committee shall determine whether:

i. Adequate action has been taken by the Clubii. The incident be recorded on fileiii. A written warning be issuediv. A Summary Penalty be imposedv. A Disciplinary Inquiry / Hearing be convened

6. COURSES OF ACTION TO BE TAKEN FOLLOWING AN INCIDENTIn order that disciplinary incidents can be dealt with speedily it is essential thatboth Clubs and the Board Disciplinary Panel work closely to ensure that anypenalties imposed against an offender are both appropriate and effective.

a. Club Disciplinary Hearing

In the event of an incident involving one of their players, members or supportersoccurring, clubs are required to instigate their own investigation and takeappropriate action against offenders, irrespective of whether the incident has beenreported to the Board

Full details of such action, together with full minutes of the club’s disciplinaryhearing, must be forwarded to the Board’s Disciplinary Chairman, within fourteendays of the date of the incident.Upon receipt of this information, the Disciplinary Chairman, in consultation withthe Disciplinary Committee, will determine the adequacy of the action taken by theclub and will either:i. Confirm that the action taken is appropriate orii. Instigate a formal enquiry and Disciplinary Hearing

7. PENALTIES

a. GeneralThe Disciplinary Hearing, whether at club or league level, shall impose suchpenalties, as they consider appropriate and in accordance with the schedule ofpenalties laid down by the Board from time to time, which shall be published.Such penalties shall include and are not limited to:

a) Caution or Reprimandb) Finec) Suspensiond) Deduction of League Pointse) Expulsion

b Club HearingClubs may well, within their own Disciplinary Rules, have their own levels ofpenalties. However any such penalties must be strongly linked with those utilisedby the Board and any penalties imposed must be of a degree of severity that isregarded as satisfactory by the Board Disciplinary Panel

8. Disciplinary Panel Action

i. Recorded on FileItems of a relatively trivial nature, which do not, in their own right, warrantdisciplinary action, will be recorded on file. The Board Disciplinary Chairman willmonitor such incidents and instigate action against any individual who accrues aseries of reports, which indicate an unacceptable behavioural trend.

ii. Written WarningWhere considered to be adequate action, the League Disciplinary Secretary shallissue a written warning after consultation with the League’s executive officers.

iii Summary PenaltyUpon receipt of a report in accordance with 5-a above, the Disciplinary Chairmanshall determine whether the alleged offence can be adequately dealt with by wayof a summary penalty.

The Disciplinary Chairman shall have the power to impose a Summary Penalty onan individual following inappropriate action.Summary penalty is defined as unacceptable conduct or behaviour warranting apenalty ranging between a caution, reprimand, or suspension (not exceeding twoweeks).

A Summary Penalty will become effective from, and inclusive of, the Saturdayfollowing the date of the incident subject to a minimum of 48 hours notice.

Where 48 hours notice cannot be given, the date of implementation will bedeferred for seven days.A summary penalty may be imposed in conjunction with, addition to, orindependently of, any action taken by the club.

iv Disciplinary Inquiry / HearingWhere the action taken by the club is considered to be inappropriate orinadequate and the level of the alleged offence is considered to be too serious tomerit a ‘Recording’ or ‘Summary Penalty’, the Disciplinary Chairman shall instigatean inquiry and/or Disciplinary Hearing.Such a Hearing will take place within 14 days of the receipt of a written report orthe findings of a club hearing.A minimum of seven days notice of a Hearing will be given to all parties

9. DISCIPLINARY ENQUIRY

The decision and penalty, if any, shall be on the basis of a simple majority vote. Noperson who is connected, in any way, with any Club or persons involved inpotential or actual disciplinary action shall be involved in either the investigation orhearing.

a. The decision of the Disciplinary Panel shall be given at the meeting, to beconfirmed in writing as soon as possible thereafter and will be put into effect at thedate thereof subject to any possible appeal. In the event of an appeal beinglodged, the penalty shall be suspended until determination. No further discussionor submissions will be taken at the meeting.

b. The Chairman, whose decision shall be final, shall determine the conduct of thehearing; this shall be in accordance with the procedures laid down hereafter.

Clubs must submit details of all internal hearings to the League DisciplinaryChairman, setting out the nature of the charge, the verdict and the penaltyc. Summary Penalty

A Summary Penalty may be imposed by a club or the League Committee withinthe following limitationsii. Caution or reprimandiii. Suspension - maximum of two weeks – commencing on, and inclusive of thefollowing Saturday

The Board Disciplinary Panel shall have the right to impose one or more of thepenalties set out in paragraph ( 9-a) above

The Schedule of Disciplinary Penalties, as published prior to the start of theseason shall be regarded as Guidelines but may be varied by the DisciplinaryPanel, either in a lenient or more severe manner, where it is felt circumstancesrequire such action

10. DISCIPLINARY HEARING PROCEDURE1. INTRODUCTIONa. There is no restriction on the evidence that can be presented, provided that it isrelevant to the matterb. The standard of proof applied by the Disciplinary Committee will be on thebasis of balance of probabilities rather than any complaint having to be provedbeyond any reasonable doubt.

2. PRELIMINARY PROCEDURESa. The Chairman will conduct the meeting and introduce the members of theDisciplinary Panel, together with any witnesses that may be called. TheRespondent will then introduce any witnesses who have been called in responseto the complaint.b. The Disciplinary Secretary will outline the procedure to be adopted at themeeting. but an enquiry into the incident.c. The Respondent will be asked whether the allegations made are admitted ordenied before the hearing proceeds in the manner set out.d. The Disciplinary Secretary or such other person as shall be appointed on hisbehalf will outline details of the complaint and the evidence that will be produced.

3. THE HEARINGa. The evidence supporting the complaint shall be presented with any witnessesgiving verbal evidence. The witnesses may be asked questions by members of thedisciplinary panel and thereafter, the Respondent will be able to do likewise. The

witness will then be asked to leave the meeting. The next witness, if any, will dothe same. No witness will be allowed to ask questions of the Respondent.b. After evidence in support of the complaint has been given, the Respondent willhave the opportunity to produce such other evidence that he has in support of hiscase. This will be presented in the same way as the evidence of the earlierwitnesses with members of the Panel being able to ask questions in order toassist then in reaching a decision about the matter.c. At the conclusion of the evidence in response to the complaint, the Respondentmay make a closing statement, before he is asked to leave the meeting to enablethe Panel to deliberate and consider their decision.

4. THE DECISIONa. The Disciplinary Committee will first of all reach a decision on the complaintbased on a majority. If the complaint is found proved then the committee willconsider the penalty to be imposed, expenses and costs on the same basis andtake into account any previous Disciplinary record involving the Respondentand/or Club.b. The Respondent will be brought back into the meeting and the decision of theCommittee will be given.c. If the complaint is proved, the Disciplinary Secretary will inform the Respondentof the right of appeal and the steps that need to be taken.d. The Chairman will close the meeting and will not allow any further submissionsor comments either about the decision, penalties imposed or any other matter.

11. APPEAL PROCEDUREIn the interest of justice any club, player, official, spectator or individual who hasbeen handed a penalty in respect of a disciplinary issue shall have a Right ofAppeal. Such appeals will be heard by an entirely new panel whose decision shallbe final and binding on all parties.In order to be valid, an appeal against the findings of a Disciplinary Hearing mustbe received, in writing, by the Board Chairman within two days of the originalhearing or imposition of a penalty.The appeal must specify the grounds for the appeal and in relation to findings andpenalties.Any appeal must be accompanied by a deposit of £50 which will be retained,either wholly or partially if the appeal is not totally successful.Any appeal following the imposition of a Summary Penalty must be lodged withintwo days. The offender shall be entitled to request a Disciplinary Hearing inconnection with the decision and/or penalty imposed. Should such a request bemade, a Disciplinary Hearing will be arranged to take place no later than 7 daysfrom that date, Such hearing to be conducted by the Disciplinary Appeal Panel,whose decision shall be final.

No notice of appeal will be accepted in the event of failure to give such notice inaccordance with this rule, save that the Disciplinary Appeal Panel shall have thepower to accept an appeal out of time only in exceptional circumstances.Methods of appeal are as follows:a. Re. Club HearingAn appeal against a decision made, and penalty imposed, at a club disciplinaryhearing will, usually, be considered within the appeal arrangements specifiedwithin the club’s Disciplinary Rules. However the appeal may be conducted by theBoard Disciplinary Appeal Panel if:

i. Either the club or the individual request this course of actionAn individual, having been issued with a Summary Penalty may lodge an appealwhich will be considered by the Board’s Disciplinary Appeal Panel

Any appeal against the findings of the Board Disciplinary Panel will be heard 14days after the original hearing. Upon receipt of the Appeal, which must be lodgedwithin 2 days of the original decision, the Secretary shall convene a meeting of theDisciplinary Appeal Committee and give no less than 5 days notice.

The Appeals Committee shall comprise a Chairman, Secretary and threeappointed persons who have no affiliation to either Club or individual involved inthe complaints situation. Panel members shall each have one vote. Additionally,the Chairman shall have an extra casting vote in the event of a deadlock situation.

d. DecisionThe Disciplinary Appeals Panel shall have the power to vary the penalties imposedby the Disciplinary Committee, either by upholding, reducing or increasing thesame, in accordance with the tariff of penalties.

The decision shall be given to the offending individual(s) and Club at theconclusion of the Appeal Hearing, to be confirmed in writing within 14 days.The decision of the Appeals panel shall be final and binding on all parties.

12. NOTIFICATION AND RECORDING OF OFFENCES

As indicated above, any disciplinary action taken by a club against one of itsmembers must be fully reported to the Board Disciplinary Chairman. Allinformation relating to Disciplinary matters will be retained by the Board and beavailable to all Officers of all Clubs and Leagues affiliated to the ECB.Details of penalties imposed on clubs and individuals will be displayed on theleague’s website

The Disciplinary Chairman shall advise all parties concerned of the outcome of alldisciplinary issues whether undertaken by Board or Club, giving details of anypenalties imposed within seven days of the conclusion of the Hearing or Appeal.

ECB Fast Bowling Match Directives

Issued October 2009. For any subsequent changes visit www.play-cricket.comAge Max. overs Max. overs per spell per dayUp to 13 5 10 U14, U15 6 12 U16, U17, U18, U19 7 18For the purpose of these Directives a fast bowler is defined as a bowler to whom awicket keeper in the same age group would in normal circumstances stand backto take the ball. Having completed a spell the bowler cannot bowl again,from either end, until the equivalent number of overs to the length of his* spellhave been bowled from the same end. A bowler can change ends without endinghis current spell provided that he bowls the next over that he legally can from theother end. If this does not happen his spell is deemed to be concluded. If play isinterrupted, for any reason, for less than 40 minutes any spell in progress at thetime of the interruption can be continued after the interruption up to the maximumnumber of overs per spell for the appropriate age group. If the spell is notcontinued after the interruption the bowler cannot bowl again, from either end,until the equivalent number of overs to the length of his spell before theinterruption have been bowled from the same end. If the interruption is of 40minutes or more, whether scheduled or not, the bowler can commence a newspell immediately.

Once a bowler covered by these Directives has bowled in a match he cannotexceed the maximum number overs per day for his age group even if hesubsequently bowls spin. He can exceed the maximum overs per spell if bowlingspin, but cannot then revert to bowling fast until an equivalent number of overs tothe length of his spell have been bowled from the same end. If he bowls spinwithout exceeding the maximum number of overs in a spell the maximum willapply as soon as he reverts to bowling fast. Captains, Team Managers andUmpires are asked to ensure that these Directives are followed at all times. Forguidance it is recommended that in any 7 day period a fast bowler should notbowl more than 4 days in that period and for a maximum of 2 days in a row. Agegroups are based on the age of the player at midnight on 31st August in the yearpreceding the current season.

ECB Safety Guidance on the Wearing of Cricket Helmetsby Young Players

In February 2000 the England and Wales Cricket Board (ECB) issued safetyguidance on the wearing of helmets by young players up to the age of 18. In brief,the guidance recommends that:• helmets with a faceguard or grille should be worn when batting against a hardcricket ball in matches and in practice sessions• young players should regard a helmet with a faceguard as a normal item ofprotective equipment when batting, together with pads, gloves and, for boys, anabdominal protector (box)• young wicket keepers should wear a helmet with a faceguard, or a wicketkeeperface protector when standing up to the stumps.With the assistance of schools, cricket clubs and leagues, the wearing of helmetsby young players is now standard practice in cricket throughout England andWales. Helmets are widely available and are covered by a British Standard(BS7928:1998). A face protector represents an alternative head protection systemforyoung wicket keepers. Face protectors are, at the time of publication of thisguidance, a relatively new innovation. Wicketkeeper Face Protectors are coveredby a newBritish Standard (BS 7928 – 2 :2009).The original guidance allowed parents or guardians to give their written consent toallow a young player not to wear a helmet. However now parental consent not towear a helmet should not be accepted in any form of cricket.This guidance applies to all players up to the age of 18, both in adult cricket and inall junior cricket played with a hard cricket ball.The guidance also applies during all practice sessions.Any individual taking responsibility for players shouldtake all reasonable steps to ensure that this guidance isfollowed at all times.The ECB asks that the guidance is communicated to the parents or guardians ofall young players through clubs and schools, and that young players are notallowed to bat or stand up to the stumps when keeping wicket against a hard ballwithout wearing appropriateprotection.
