    On May 26 of th i s year there was oS windstorm a t LiuC}uan Dis tr ic t in Danfenq County of Shaanxi Province with piu9 pong bal l size haiL, aad which lasted for two hours. A to ta l of 21 towns and 2,208 households were affected . There ware 2,780 Mou 01 wheat and vegetables damaged, with 10,se15 of more than 1.3 mill ion Yuan,. Also, according the SBAANXI DAILY - , in addition to the historical drought in Hey.ng County, ainca l . a t winter there i s basical ly no effbCtive moisture in the 80i1 to a depth of 50 millimoters, and a large area of wheat fields has dried up bocause it haG not been pos8ible to i r r iga te . Paced with such a ser ious condi t ion, the local government issued a E I O b i l i ~ a t i o n order to r county - wido mobilization, everyone working to save the c r ops. They a180 II'queezed out L 85 million Yuan to be uBed to f ight the drought. This led the author to think that i t we could uee .space science to affect the weather, i t would be possible to quickly take countermeasures against hail and rain, reducing di&asters and increa .ing production. We should also be able to eave a great deal a t power and material and financial resource8. The -highly e ffective, multipl e-ue. rain increas ing, hail prevention rocket system (called th e WR-1B Rocket- developed by the 41 Ins t i tu te of the Pourth Space Academy i s a new generation tool for man-made effect8 on nature. Thill' rocket passed t echnical evaluation for production by the State Weather Bureau and t h ~ Space Industries Corporation, attaining internationel levels for a domestic product. I t wa. exported to Ea.tern Europe in April of this year. OVer the past few years, with gradual widcepread uaa ot th is product , i s has played an incteasinq role in ar t i f ic ia l ly affecting n"o;turo. On 28 August, 1995 , clouds appeared over a large area a tPing l iang in Gansu Province. All of the weather stat ions in thePing liang Distr ic t took immediate actien to turn on a l l the weatherdetection systems and maintained a close watch on th e movements ofthese clouds. The WR-IB r ocket launcher trucKs, which were a l readyon stand- by , closely followed the olouds . The operator. waited forthe opportunity, aimed a t the clouds, and pre ss ed the launchbuttone. In an instatlt there were several ":rire t ra i l s" in.,ide theclouds ti'prllying f i re and mist, with the entire operation las t ingless than ten minuteSt and there followed heavy rains over thePingliang di at r ic t . The th irsty ground opened up and drank in th iswonderful rain. According to an analysis of the s ta t i s t ics , theserockets increased the amount of rain which fe l l by 10,132,000 cubic~ e t c r B of water, an increase of 36 . 4 percent, tor a harvoot lu

FUrthermore, there is a very high rate of core t o r r r ~ t When ice containing clouds form in t h ~ atmosphere which have not yet developed to the degree where rain fa l ls natural ly, if the rocket . .pray th is pyrotechnic ca ta lys t into t.he warm zone in the middle an d lower par t of th4:'i clouds, the catalyst will produce large numbers of crystal cores which will absorb the super cooled water droplqts in the clouds to form ice cores , and theae wi l l continue to grow l a rge r ""hile they are Rlovin.g Mout ins ide the claude.
