City Manager’s Message - City Council Adopts 2014-15 Budget The City of Lomita City Council adopted an $18.78 million structurally balanced budget for the 2014- 15 fiscal year, which began on July 1, 2014. The City was able to adopt a balanced budget in light of somewhat stagnant revenues by reducing salaries and benefits expenses. A major reorganization of city departments resulted in a net savings to the City of approximately $80,000. The budget will continue to be a challenge in the coming years as retirement and health care costs continue to rise. We are projecting revenues to rise slowly over the next few years however expenses are rising faster than revenues which may require adjustments to future expenditures. The City’s top revenue source is property tax followed by sales tax and then other taxes which ac- counts for 65 percent of general fund revenues. The City has a long standing tradition of being fiscal- ly prudent. It has maintained adequate reserves, rarely borrowed money, all while providing excel- lent services. The City Council approved several large capital improvement projects as part of the budget adop- tion. Three streets will be resurfaced over the coming months. They are: Lomita Blvd. (from Narbonne to the eastern city limit just west of Western Avenue), 241 st Street and 254 th Street (from Narbonne to Feijoa). The Public Works Department will also be replacing a large portion of city water meters which will significantly reduce the time it takes to read meters and will better detect leaks in the sys- tem. Very recently the Parks and Recreation Department made improvements to the Tom Rico Center. The Gym was painted, new basketball hoops and windows were installed and the Community Center was painted and new flooring was installed. In addition, new playground equipment and matting was installed at Lomita Park. The City continues with the budget goals of efficiently maintaining the levels of service currently pro- vided to residents and reducing expenses wherever practical. The City of Lomita Supports the State Water Board and Its Emergency Conservation Efforts On July 15th the State Water Resources Control Board (State Water Board) adopted an emergency regulation to en-sure that water agencies and local governments are requiring their residents to conserve water. The new regulations are targeted at outdoor water use, which in some areas, constitutes 50% of water consumption. The new regulations specifically prohibit:

The application of potable water to any driveway or sidewalk.

Using potable water to water outdoor landscapes in a manner that causes runoff to adjacent property, non-

irrigated areas, private and public walkways, roadways, parking lots or structures.

Using a hose that dispenses potable water to wash a motor vehicle, unless the hose is fitted with a shut-off nozzle.

Using potable water in a fountain or decorative water feature, unless the water is recirculated. Recycled water is not mandated, but encouraged for fountain use. The City of Lomita is proud to report that, as both a water agency and local government, we are already in compli-ance with this requirement. In 2009, the City Council adopted the above measures as part of the Water Conservation and Drought Management Ordinance. In addition to the above measures, the following water conservation measures also apply within the City:

Watering hours. No lawn or landscape area may be watered between the hours of 10:00 a.m. and 8:00 p.m. on

any day. This shall not apply to any drip irrigation system approved in writing by the community development director, for irrigation system maintenance, leak repair or new planting of low water usage plants, or irrigation using reclaimed water.

Restaurants and other establishments shall only provide drinking water to any person upon receipt of an express request.

Hotels and motels shall provide customers with an option of choosing to have towels and linens laundered daily. The

establishment shall prominently display notice of this option in each bathroom and sleeping room using clear and easily understood language.

In addition, at City Hall, residents can receive a sample drought tolerant landscape plan, a list of drought tolerant plants, and a list of State approved “smart” landscape irrigation controllers. The City encourages anyone that notices a leak within the City's public right-of-way or on private property to call Lo-mita City Hall at (310) 325-7110 or report it online at the City’s website under the Public Works Department page. Do You Have A Water Wise Garden? The City is giving recognition to gardens which utilize drought tolerant plants and water saving irrigation devices. If your garden qualifies, you will receive a free plaque to place in your garden recognizing your water conservation ef-forts. If a class does not have the minimum number of participants registered prior to the start date, the class will be cancelled. Avoid disappointments-Register early! Participants are responsible for transportation to and from all program sites.

REFUNDS:

Refund Policy No refunds will be given unless a Refund Request Form, along with your class registration confirmation, is received five (5) working days prior to first day of activity starting. Approved requests will receive a credit towards a future class. All approved refunds will incur a 20 % administrative fee. If a class is canceled by the City of Lomita, a refund will be auto-matically granted. Refunds are for the activity fee only, does not include convenience fee. A Refund Request Form may be picked up at Lomita Park, 9:00 AM to 8:00 PM, Monday through Friday.

Large Item Pick-Up City of Lomita’s annual Special Refuse Collection (bulky trash) is scheduled for the first week of April (October 6th through 10th). Items should be placed at curbside no later than 6:00 a.m. on your collection day.

Special refuse is defined as furniture, appliances, water heat-ers, refrigerators (compressors removed), stoves, sinks, lawn furniture, doors, windows, screens, mattresses, beds and rugs.

We take reservations for group field trips to the museum, including pre-kindergarten and K-12 school groups, special needs organizations, and senior groups. Our tours last ap-proximately 30-45 minutes depending on the group and the questions asked. We cover the history of our museum, our Founder, history, and information about our trains and their purpose. We have samples of coal and talk a little about fuel types and what was used during the operation of our 1902 Southern Pacific steam locomotive.
