A BILLTo nullify certain rules of the Environmental

Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress
assembled,2
SECTION 1. SHORT TITLE.3
This Act may be cited as the Protection and Ac-4
countability Regulatory Act of 2014.5

SEC. 2. NULLIFICATION OF EPA RULES FOR GREENHOUSE1
GAS EMISSIONS FROM EXISTING, NEW, AND2
MODIFIED OR RECONSTRUCTED POWER3
PLANTS.4
(a) IN GENERAL.The following rules of the Envi-5
ronmental Protection Agency shall have no force or effect:6
(1) The proposed rule entitled Emission7
Guidelines for Existing Stationary Sources: Electric8
Utility Generating Units (Docket No. EPAHQ9
OAR20130602) signed by the Administrator of10
the Agency on June 2, 2014.11
(2) The proposed rule entitled Standards of12
Performance for Greenhouse Gas Emissions from13
New Stationary Sources: Electric Utility Generating14
Units 79 Fed. Reg. 1430 (Jan. 8, 2014).15
(3) The proposed rule entitled Carbon Pollu-16
tion Standards for Modified and Reconstructed Sta-17
tionary Sources: Electric Utility Generating Units18
(Docket No. EPA-HQ-OAR-2013-0603) signed by19
the Administrator of the Agency on June 2, 2014.20
(b) SUBSEQUENT RULES.During the 5-year period21
beginning on the date of enactment of this Act, the Ad-22
ministrator of the Environmental Protection Agency shall23
not issue or implement any rule that is substantially
simi-24
lar to a rule described in subsection (a) unless a Federal25
