RAFA GULF CONT. EST. (RGC) is a Saudi Company involved in contractingand maintenance business. RGC was established in early 2003 by Mr. RaeedF. Alahmari with the vision of creating engineering contracting company for
maintenance, operation and quality works dedicated to the esteemedcustomers trust and reliability.
We are currently engaged our work force for the maintenance and
construction of companies such as Saudigeophysical Equipmental Factory,
Environmental Development Company Limited ( EDCO ) and Private
Residendial Building Apartments throughout Saudi Arabia. The company’s
trust, reliability and committed to quality is motivated us to widen our activities
towards Civil Engineering construction area.
Also we have strengthened our organization with highly experienced quality
conscious Engineers, Technicians and Office Staffs.
The engineers are having (7) years experience in construction of Multi storied
Buildings, Box Culverts, Bridges (under pass & fly over), Heavy RCC
foundations for erection of machineries, Telecom Towers, RCC Piles, Cuttings
and Forming Embankments for Rail Road Traffic, laying of Pipelines for Water

Mr. Raeed F. Alahmari is the company founder and General Manager having
over (7) years of experience in this field. His hard work and tireless efforts
motivated him to start this contracting establishment.
The company’s remarkable growth for the past 2 years is largely attributed to
his personal effort and committed involvement in every aspect of the
business.
Mr. Edison N. Gomez, Project Manager, a Bachelors Degree in Civil
Engineering, Filipino. He worked in various supervisory capacities in reputed
construction organizations in Philippines, for the past 15 years. With the rich
experience in the field of construction of multi storied buildings, Box culverts,
Bridges (under pass & flyovers), Heavy RCC Foundations for Erection of
Machineries, Telecom Towers, RCC Piles, Cuttings and Forming
Embankments for Rail, Road Traffic, Laying of Pipelines for Water Supply and
Sewerage Network, Fabrication of Steel Structures for the Construction of
Industrial Sheds, Planning, Estimating & Quantity Survey, maintenance of a

Mr. Eubeth P. Estañol the Estimation Engineer of the company. He is a
registered engineer in the Philippines and worked in various engineering
capacities in construction organizations in his country as well as here in Saudi
Arabia.
Mr. Aseer H. John, Electrical Engineer. He deals in Industrial and
commercial electrical works. His experience gained local and in the kingdom
for the past years make him a true asset of the company.

C) EDCO development of the environment :
We have done the infrastructure of the project on an area of 140.000square meters and the establishment of buildings and private offices, inaddition to services for the project, including courses in health andparking and balance the weight of trucks, in addition to digging 8 alsowaste and the establishment of a metal warehouse area of 200*20square meters.
A. Drum Storage Unit (DSU):
The DSU is utilized to store loads accepted in containers (e.g., drums, boxes,totes, bags).
The Drum pad is made of a metal structure with a concrete slab, slopedinwards to drain into a collection basin that will be managed according toregulatory requirement.

Containerized wastes are stored at DSU until they are processed for treatmentand disposal.
Stored wastes are segregated with respect to compatibility at the DSU.
B. Stabilization / Solidification Unit:
Stabilization / Solidification Unit is the unit utilized to solidify wastes withfree liquids or treat waste to meet treatment standards prior to land filling.
The unit has mixing bins where wastes are mixed with solidification agentand/or stabilizing reagents using excavator bucket. Reagents are added fromstorage via a feed system or added from bags or containers.
The Stabilization building is steel framed structure with reinforced concreteslab, indoor bins for waste processing, recessed in the floor, and oudoorreagent storage tanks and appurtenant systems.
C. Chemical Treatment Unit (CTU):
The CTU is the management unit utilized for neutralization and treatment ofhighly corrosive liquid wastes by addition and mixing of neutralizing agent.
The CTU consists of waste storage tanks, reagent storage tanks, and anothermixing tank. The mixing tank is equipped with agitators to ensure propermixing. All tanks are equipped with ancillary piping and pumping equipmentfor proper deliveries. A secondary containment is constructed of a concreteslab and curb which will be eproxy coded as needed.

D. Chemical Treatement:
Highly corrosive materials are treated in Chemical Treatment Unit byneutralization process. In this process, acidic wastes are neutralized and/orheavy metals are precipitate. Lime or other reagents and/or suitable alkalinewaste are typically used for neutralization proposes.
E. Stabilization:
Stabilization is a technology employed to reduce the leachability and/ortoxicity of metals or inorganic compounds by using reagent (or wastereagents) or combination of reagents. The process involves mixing the wastewith suitable reagents that cause chemical reaction to produce a treatedmixture that meets appropriate LDR treatment standards for disposal.Reagents include Portland cement or lime/ pozzolans (e.g., flyash, cement kilndust). Reagents such as iron salts, silicates and clays, designed to enhance the
set / cure time and / or compressive strength, or to overall reduce theleachability of the metal or inorganic, may also be added.
The pretreatment analyses for incoming shipment of LDR wastes requiringstabilization consist of mandatory analyses and SET. During pre-acceptance
process, a portion of the pre-acceptance sample may be used in developing themix ratio of the reagents to waste (also called recipe) that will treat the LDRwaste to meet the regulatory treatment standards. In cases where pre-acceptance sample was not necessary, a previously developed and established

mix ration (also called standard recipe) for certain type of waste andcontamination level may be used.
The LDR waste shipment is sampled and analyzed for mandatory analyses andSET. Once the acceptability of the waste is confirmed, the load is sent tostabilization unit for stabilization where the waste is treated with theestablished or identified recipe. The same assigned recipe is used to stabilizeeach waste shipment.
WAREHOUSING FACILITIES
RGC has one warehouse in Al-Khobar an open storage area of 800 Sq. m.
one warehouseman is appointed to maintain operation and responsible for the
material tracking and scheduling control.

SAFETY COMMITMENT
RGC is dedicated to safety for both personnel and work environment, RGC’s
safety commitment is maintained through number of measures being adopted
by the company safety education/orientation, counseling, and proper
motivation are the guiding policy in the enforcement and implementation of
the company’s safety and loss preventive program in order that none of its
procedures, practices or method of work will expose any employee to
unnecessary hazards.
In keeping with this policy, all members of management and supervision of
what ever grade, are always reminded that safety must take equal importance
with cost and construction and that they have a moral and legal responsibility
for the safety and health of all employees under their control as laid down in
safety manuals, Saudi Arabian Law and other applicable Safety Standards.

GENERAL AND SAFETY CONDITIONS
1. RGC shall ensure that all RGC personnel will adhere to Safety Rules and
loss Prevention Procedures as outlined in RGC Handbook and Safety
Guidelines, which was issued to Safety Officers and Site Supervisors by
the RGC Safety Dept... For an additional copy the document please
contact the RGC Safety Department Representative.
2. RGC shall be responsible for the safety of his personnel on the Jobsite and
shall ensure proper safety equipment is worn. (See RGC Safety
Handbook).
3. RGC shall be responsible for obtaining at his own expense, all clearance
documents, including but without limitations: Personnel I.D. Cards, vehicle
clearance documents, gate passes, work permits etc. (See RGC Safety
Handbook).
4. It shall be RGC responsibility to visit the jobsite and verify all Information
regarding site conditions, accessibility, adjoining structures and
dimensional accuracy of all drawings prior to submitting his bid and or
starting a job.
5. RGC shall indicate and identify the person who will be on site at all Times
in a supervisor capacity and is authorized to receive a Contractor Work
Permit.
6. RGC shall be responsible for keeping the work area in a clean Condition.
All trash, rags, paper and other discarded materials are to be picked up
and placed in designated containers for removal.
7. All solid and liquid waste should be disposed in the appropriate disposallocations designated by the Main Contractor.
8. RGC must report to the respective Area Managers and Engineer at
Maintenance Bldg., to provide manpower list daily of personnel working at
project site. This list to be submitted must accurately reflects the names
and badge numbers of personnel working in project site on specific day.

9. Hot food will not be allowed into project site due to difficulties in Inspecting
contents. The food container and contents must be inspected.
10. RGC personnel are not allowed to leave their jobsite without reason and
wander around in the project area, nor sleep within the project site area.
11. The RGC supervisor will be issued yellow cards for each Employee along
with the permit daily.
12. The yellow cards will indicate the jobsite/area of work within project
Location. The cards have to be surrendered to Operations when closing
the work permit each day.

c. Follow a safe route upwind from gas and bypass the emergency site.
d. Proceed on foot, facing the traffic, to the assembly point, located in thedesignated area of the plant.
Note: Further action will be communicated by Operations personnel.
e. Assemble your people, taken roll call and make sure every Man is
accounted for. Report any missing employee to your Main Contractor
Representative.
f. Wait for the “All Clear Siren”, which will sound for 10 seconds with 10
seconds intervals repeated three (3) times.
g. After hearing the “All Clear Siren” you are to proceed back to the work area
and request a new work permit before resuming work.
NOTE: The emergency siren is tested every Saturday at 12:00 noon, Listen
and be familiar with it.
STOP WORK ALARM:
a. Stop work at once, shutting down all rotary or
ignition Equipment.
b. Proceed immediately with your personnel to
the respective assembly area/shelter and
await further action as instructed by the Safety
Officer or any authorized delegate.
c. Return to work “only” after Operations has
given the approval to do so, and secure a
“new work permit”.
NOTE: Unit Stop Work Alarms are tested every Saturday starting at 1:00 p.m.
throughout the plant.

2. CONTACT AFTER OFFICE HOURS:
The RGC’s Supervisor shall give his home address and the telephone number
(and that of his replacement) to the Main Contractor Representative so that he
may be contacted after hours in case of an emergency involving the RGC’s
job or equipment.
3. HELP IN AN EMERGENCY:
3.1 In the event of an emergency situation (serious personal Injury, fire,
critical damage to operating equipment, etc.) help may be obtained by
contacting the nearest Main Contractor Main Gate. This may be done:
A. By telephone. Dial the emergency number.
B. By radio. If the Main gate cannot be
contacted directly, radio an operation that
has a telephone in the Main Contractor
system and ask them to dial emergency
number.
C. By messenger. Send a messenger to the
nearest telephone, radio, or Main Contractor
Main Gate, whichever is the nearest.
3.2 When transmitting a message by telephone, radio, or Messenger, ensure
that you clearly identify yourself by giving:
Name
Badge Number
Exact Location
Nature of emergency
Seriousness of emergency
Stay on the telephone to answer questions until told to hang up. Where
necessary, post a lookout to direct the ambulance, fire truck, or helicopter to
the point where it is required.
