◦ 13 June 2016 – 12 June 2017 R&TTE or RED

◦ From 12 June 2017 onward RED ?

Ensure an efficient use of radio spectrum and avoid harmful interference.

Applicability

Equipment and its (downloadable) software which intentionally emits or receives radio waves for the purpose of radio communication or radio determination

Includes:

◦ broadcast TV and radio receivers

◦ Equipment operating below 9 kHz

Manufacturers shall ensure that radio equipment which they have placed on the market bears a type, batch or serial number or other element allowing its identification

Manufacturers and/or importers shall indicate on the radio equipment their name, registered trade name or registered trade mark and the postal address at which they can be contacted + CE mark.

Manufacturers shall ensure that the radio equipment is accompanied by instructions and safety information in a language which can be easily understood

◦ information includes:

◦ frequency band(s) in which the radio equipment operates

◦ maximum radio-frequency power transmitted in the frequency band(s) in which the radio equipment operates

Manufacturers shall ensure that each item of radio equipment is accompanied by a copy of the EU declaration of conformity or by a simplified EU declaration of conformity.

the packaging shall allow the identification of the Member States or the geographical area within a Member State where restrictions on putting into service or requirements for authorization of use exist

1. CE marking has been affixed in violation of Article 30 of Regulation (EC) No 765/2008 or of

Article 20 of this Directive;

2. the CE marking has not been affixed;

3. the identification number of the notified body, where the conformity assessment procedure set out in Annex IV is applied, has been affixed in violation of Article 20 or has not been affixed;

4. EU declaration of conformity has not been drawn up;

5. EU declaration of conformity has not been drawn up correctly;

6. Technical documentation is either not available or not complete;

7. Information referred to in Article 10(6) or (7) or Article 12(3) is absent, false or incomplete (see RED admin requirements)

8. Information on the intended use of radio equipment, the EU declaration of conformity or usage restrictions as set out in Article 10(8), (9) and (10) does not accompany the radio equipment (see RED admin requirements)

9. Requirements on identification of economic operators set out in Article 15 are not fulfilled; (see RED admin requirements)

10. Article 5 is not complied with. (procedures in place for series production to remain in conformity with the Directive)

ETSI standards still needs updates towards RED (status end September):

84 published as ETSI of which 8 as EN (June 2016: 24/0)

11 under vote (June 2016: 83)

Tests on end product should be finished by June 11th, 2017

Tests on Radio module for implementation in end product needs to be done months earlier (take into account supply chain / production / logistics)

Use of standards not obliged to proof compliance with directive /alternatives???

Conformity Assessment Procedure (CAP) according EMC harmonized standards & Radio HS:

◦ EN 301 489-1 EMC for radio eq. & services – tech. req.

◦ EN 301 489-17 EMC BB data transmission services

! Use worldwide certified radio modules when exporting outside EU

! Use antenna with exact same gain as module has been tested with if you want to pass the tests

Think of the assessment when selecting your radio product:

Design smart & modular!

◦ Don’t go solder your own boards with radio emitting component, without making a cost trade of between test & certification vs certified module

◦ Select radio product which has been tested in the modes you are going to use it

◦ Use connectors which are stated in the installation manual

◦ Use same antenna or antenna with exact same gain

◦ Implement radio product away from high frequency components

◦ Implement radio product away from power cables & other cables in general

◦ Take the same design approach in all your products enables reuse of (parts) of your assessment

Buy smart:

◦ Check the applicable standards AND THEIR VERSIONS on the certificate of the radio product.

◦ Make sure they are not superseded shortly

◦ Radio standards are updated frequently, do not buy too much stock

When standards are not listed as harmonized yet, use the latest ETSI version as a reference
