in the
Voluntary Service in Italy

Major emergencies in Italy
Vulcanic eruptions: active Volcanoes
•Above sea level : Vesuvio –Etna-Stromboli
•Below sea level : Cassini-Magnaghi-Vovilov-Poseidone-Palinuro-Marsili
Earthquake : Italy is the country with the highest sismic risk in Europe
Hydrogeological events:due to man - territory (2/3mountains) - climate
changes
Total Victims in the last 100 Years : 135.000

Italian System of Civil Protection
•Until 1992 :based on Army - Red Cross - Firemen and
spontaneous Voluntary service
•Since 1992: the Voluntary Service has become a national
operative structure integrated in the Public System with
State law

Structure of the system
as per National Law

For Emergencies of Type A and B
Emergency that is geographically limited to circumscribed areas and with
reduced size
System of Civil Protection present on the territory as follow
•Structure for each municipality
•Regional operative mobile columns
•Headquarter H24 in every seat of Province and Region
connected with the Civil Protection center in Rome
For a total of 3.850 Groups of Regional volunteeers

For Emergencies of Type C
Emergency that is for territorial extension or for the dimensions of a very
large event.
In this case there is a direct intervention of the central structure of Civil
Protection in Rome trough:
•Operative and Coordination Room H24 in Rome
•Activation of the the national associations of
voluntary service and each one active the relevant
National mobile columns of emergency distributed on
the whole territory

Protection
In case of activation it operates in Rome
1. National secretariat :to define the movements of the
mobile columns of the associations on the territory
2. An operative Room: to coordinate the functions of
• Logistics
• Health and social care to the population
• telecommunications

STEPS IN THE RADIOAMATEURS
EMERGENCIES SERVICE
IN ITALY

SPONTANEOUS PHASE
With the intervention of radio-amateurs on personal basis and
with their equipments.
The radioamateurs were involved mainly trough A.R.I.
A.R.I. was working with a team called before ARI-CER and
after ARI-RE
•in force of an agreement signed 28 years ago with Interior
Ministery for connecting all Prefetture with Rome
• on the territory following adimistrations requirements

COORDINATED PHASE
This step was following the new law for Voluntary Service.
13 radioamateurs groups was born in order to operate following
new rules dealing only for R.Emergencies:
•operating on direct activation by the President of the Council
•receiving financial support
On 2009 all these group were creating national coordination

R.N.R.E.
•Created after L’Aquila earthquake as a structure of national Voluntary
service of Civil Protection
•Operating on direct activation by Presidence of Council
•Having its owns national headquarter H24 able to connect the various
associative networks distributed on the territory operative in
VHF/UHF/HF/Pactor
•Having its own national mobile column of emergency, financed by the
Gouvernment and banks, distributed on the territory

• Central headquarter H 24 in Biella with
Radio Station HF:IQ1HR (phone)- IZ1SCO (digital)
• N°7 Mobile units on territory
• National Pactor Net with 30 stations
• N° 6 radio stations centers in Nord-O.E-Center-South-
Sicily-Sardinia
• 400 Repeatears connected in links for analogic and
digital transmissions VHF/UHF
• Echolink conference
• Team Speak Conference
