Policy ST4 Thames Water supports Policy ST4, it reflects the comments we previously made in January 2019 and is considered to be a strong Policy. Policy S9 Integrated Water Management and Sustainable Drainage Thames Water supports Policy S9 specifically its requirement for all development to adopt an integrated approach to water management which considers sustainable drainage, water efficiency, water quality and biodiversity holistically across a site and in the context of links with wider-than-site level plans and its requirement for all development proposals to ensure that surface water run-off is managed as close to its source as possible in line with the London Plan drainage hierarchy. Specific Comments Thames Water have no further comments on the proposed areas for development than that made in our representations in January 2019. We have attached these again for ease of reference. As discussed with Officers in order to make a more detailed assessment of each sites individual needs we would need to know specific number for each site, and not for an overall area. We would therefore encourage the Council and Developers as per Policy ST4 to contact Thames as early as possible to discuss each allocation in detail. The scale of development/s in this catchment is likely to require upgrades at the wastewater treatment works. It is recommended that the Developer and the Local Planning Authority liaise with Thames Water at the earliest opportunity to agree a housing phasing plan. Failure to liaise with Thames Water will increase the risk of planning conditions being sought at the application stage to control the phasing of development in order to ensure that any necessary infrastructure upgrades are delivered ahead of the occupation of development. The housing phasing plan should determine what phasing may be required to ensure development does not outpace delivery of essential treatment upgrades to accommodate future development/s in this catchment.
