The Oakland County Sheriff’s Office is the largest full-service Sheriff’s Office in the State of Michigan and one of 20 largest in the United States. Michigan Sheriffs are constitutional officers, with the first Michigan Sheriff serving in 1825. Sheriff Michael J. Bouchard is the Sheriff of Oakland County, which has 1.2 million residents, over 2500 miles of roads, and 450 lakes within its 910 square miles. There are now over 1200 highly-trained professional employees and volunteers in the Oakland County Sheriff’s Office working in seven divisions.

The Patrol Services Division provides contracted police services for three cities, two villages, eleven townships, all county-owned parks, and one city-owned park. The Sheriff’s Office serves as the primary police service for over 343,000 residents, more than 29% of the county’s total population, through these law enforcement service contracts. The Patrol Services Division also provides a wide variety of first response services to the entire county. This is accomplished by maintaining a highly-trained staff and state of the art equipment. Patrol vehicles include not only cars, but also motorcycles, mountain bikes, armored vehicles, boats, vans, 4-wheel drive ATVs, SUVs, an ice-rescue hovercraft, snowmobiles, and a fully-equipped Incident Command Vehicle. Many of these specialty vehicles, such as the Incident Command Vehicle, were purchased with drug forfeiture dollars, or were donated by the Department of Defense (armored vehicles). There are also two fully-equipped American Eurocopter A-Star helicopters that provide both backup and first responder capabilities for the entire county. These aircraft maintain a regular patrol schedule. A 16 member K-9 Unit provides tracking, arson and bomb detection services 24/7. Twenty-four part-time Mounted Deputies and their horses are available to assist all local police departments. A team of volunteers, which includes 102 road patrol Reserve Deputies and a very active Boy Scouts of America chartered law enforcement Explorer Post, are available for routine and special details. Two of several specialty units within Patrol Services Division include the Marine Unit and the Traffic and Alcohol Enforcement Unit. The Marine Unit is contracted to patrol 13 lakes and randomly patrols the remaining 437 navigable waters. Additionally, the underwater search and rescue team is available for search and rescue operations and responds to emergencies on Oakland County’s lakes 24 hours a day, seven days a week. The Traffic and Alcohol Enforcement Units provide selective enforcement in high accident areas. The Accident Reconstruction Unit investigates serious injury and fatal traffic accidents and is a support service for all police agencies in the county. The Abandoned Auto Unit maintains authority over impounded automobiles and oversees wrecker services under contract with the Sheriff’s Office.

The Rochester Hills Patrol Division is a division by itself since it maintains such a large contracted law enforcement presence. Rochester Hills is the fourth largest city in Oakland County with 71,000 residents. A Captain is assigned as the station commander. One Patrol Lieutenant and one Detective Lieutenant assist in managing six Patrol Sergeants, one Detective Sergeant, School Liaison Officers, Patrol Investigators, one NET officer and thirty-six Uniform Patrol First Response Deputies assigned to four shifts.

In August of 2011, the Pontiac Patrol Division was created to provide contracted police services to the City of Pontiac. The transition of the police services saves the City of Pontiac over $2.2 million annually and has added 24 Sheriff’s Deputies to what staff was in place prior to the transition of police services to the Sheriff’s Office. Since the transition of police services, the average response time to all calls for service has improved from 74 minutes to less than 10 minutes and the citizens of Pontiac are very pleased with the service. The Pontiac Patrol Division is a division by itself due to the size of the contract. Police services are provided to 59,600 residents in the city. The City contracts for 74 Sheriff’s Deputies; one Captain who serves as the Substation Commander, one Patrol Lieutenant, one Detective

Lieutenant, seven Sergeants, eight Patrol Investigators, five Directed Patrol Deputies, one School Liaison Deputy, one Auto Theft Detective, one Gang Task Force Detective, one Narcotic Enforcement Detective, and 47 Uniform Patrol / First Responder Deputies assigned to four shifts.

The Investigative and Forensic Services Division provides many support services to the Sheriff’s Office and all police agencies within the County. The Division includes a state of the art Forensic Science Laboratory which has earned the prestigious American Society of Crime Laboratory Directors Laboratory Accreditation Board Accreditation. The Forensic Science Laboratory is staffed by two chemists, a Toxicology Unit, a Latent Print Section which includes an Automated Fingerprint Identification System(AFIS), a Firearms Section that is complemented by an Integrated Ballistics Identification System (IBIS), and several Crime Scene Forensic Specialists. A mobile crime scene vehicle, which provides a working environment similar to a full-service laboratory, is the newest addition to the Forensic Team’s equipment. This vehicle is specially designed to allow lab personnel the ability to process and examine evidence at a crime scene, thereby providing immediate results to investigators. The Division also includes experts assigned to special investigative units such as Homicide, Fire Investigation, Polygraph Examiners, Warrant Executions, Fugitive Extradition, Computer and Internet Crimes, Liquor Law Enforcement, Vice, Internal Affairs, and Special Investigations. There are also experts assigned to multi-jurisdictional units investigating auto theft, narcotics, parole absconders and gangs. This Division works closely with county law enforcement agencies, the State Police, and the FBI.

The Corrections/Courts Division and Inmate and Support Services Division is responsible for the care and supervision of more than 1500 inmates. Corrections/Courts Division also provides security for the 63 Judges, Magistrates, and Referees presiding in the Oakland County Circuit Courts and the surrounding campus, the eight District Courts, the Friend of the Court Offices, and the Oakland County Health Division. Inmate transport services are also provided by this Division.

The Administrative Services Division provides administrative, financial ($141 million budget), and human resources support to the over 1200 Sheriff’s Office personnel. Administrative Services also oversees the Records Unit, which is responsible for pistol permits, gun registration requests, sex offender registries, and retention of records, as well as the Results Program, which provides professional drug and alcohol testing for court-ordered clients as well as the general public.

The Emergency Response & Preparedness Division (ERP) serves as a liaison for the Sheriff’s Office and coordinates functions with other county law enforcement agencies, the State Police, the FBI, United States Secret Service, Customs and Border Patrol, ICE, and the US Attorney’s Office. The original functions were expanded to better enable the Sheriff’s Office to plan for and respond to any major incident including a homeland security threat. The Sheriff’s Special Weapons and Tactics Team (SWAT) is a part of this Division. Other responsibilities of this Division include oversight of the Sheriff’s Civil Unit, the Sheriff’s Office Training Unit, the Firearms Range, the County Gun Board, and the Sheriff’s Communications Center. The Sheriff’s Communications Center, the second largest in Michigan, provides police dispatch services to five other police departments and fire dispatch services to twelve fire departments.
