SPEECH OP THE P~ID~'T

POtJGHKl:JlPSIJ;, N. Y •

NOVDIB~ 4, 1940.

MY NEIGHBORS OF DTJrCH}l)S COUNI'Y:

My reason ror speakins to you tonight i a not to as k

your ?otes on the morrow. It h rather to tell you or a

llt.tle or the past and a littl• or the future .

It i a Just thirty years ago tbc.t I first campaigned

in our County -- \'.'hen I was runni ng ror St a t e Senator and

old Dick Connell or the News Press "'llS running for Congreu .

In those days we d1d have a DemooMltto paper 1n Dutchess

Count y ; and D1ck Connell ran tor Congress so ott en tha t

he finally got elect ed , He a l ways said that his s uccess

was due to the tact that in praTlous unsuccessful cOJnpale;na

b e s topped at every school house he passed snd made a little

apeeob on democracy and. the Amer1c11n l'las to the pupils .

- 2 -

He ole..imed that enough acbool children grew up OTer a period

or years to know hill, to remember the incident, end to YOte

tor hi m.

He won in that year or 1910 age.lnat the Cather or

your present Congresean .

In those days this HUdson River section or ours wee

closer politic1:1.lly between the two major parties than it

has been in recent yeHrs, Speuklns not in a part isan way

but as one who, you knO\\ , has been always interes ted locally

in chic betterment, I M inclined to think that close

competit ion between the two pllrtle s in these rive r counties

wa s a Tery g ood th1J18. rt~ch party wa s s triving to outdo

the other, not i n promisee alone , but in the actua.lltles

ot good government ,

In those days , thirty years ego, I am inclined e.a an

observer to beli eve that county and local goTerment in

Dutchess aDd. the ot her counties •rea stimulated by the

closeness or the races that were aade.

- ) -

Th.e au:e thing wee true i n those days in regard to

St ate and even National l)Olltlca . We were not cor-..r~itted

to any set way or voting . We used to have an occe.elonal

Democrat in the CoOBreaa or i n the State Senate or in the

Auec~bly and. once in a blue c;oon this good old County or

Dutchess used to go Dea:oorutio . In tbe interest or good

government , I think it would be a tine t hi ng it it could

be a bit more Demooretlo again now.

And thl:l.t leeds me to er:~phealze not in a part y aense

but in en American senee the need that all or u3 have to

think day and night in terma or our own historic rorm or

goYertJ:D.ent . It i s true, as we all know, that tn uny other

parte or the v:or4d serious aDd se¥etkes succesatul attacks

have been made on it. New forma ot government 1 baaed on

the theory of might r a ther than the theory or right , have

waged wars ag&1net. innocent peoplee.

- ' -But in the long run I belhrn, tor ex.11.11ple, that

the Ce:rn:anlc and Italian peoplea , with their proud heritage

ot freedom , will return, with the res t or the worl d , to

self goverrunent based on t r ee electlona .

Events abroad sec. tar av.·ay to us. Dut tiLe and

distance haTe been greatly shortened eo tha.t we must

alweya roecber that pflace i n our land m•y depend on our

thoroughly r ecognized ability to defend ourselves .

And you and I are t hankful tonight that we have

peace throughout the length and brendth of t his land .

And whet is iriOre , t he people, by their strength, intend

to keep this country at peace .

'ro f\.oU, the a:en and 'WOC.tiD or my owo boca County ,

I apeak tor the last time bare on Warket Street on the

eve of an el ection. All my lite I have been, yes , all

my life I aball be , devoted. to the welfare and lntereata

MY NEIGHBORS OF DU'rCHESS COtniTY:

My reason tor sJ)I!Iail~ to you tonlght 1s not to ask

your votes on t he oorrow . It l s r a ther to tell you or a

llttle or the past and a llttle or t he fut ure.

It is just thlrty years nKO thll.t I nrst oMpai«ned

in our Count y -- when I was runninf{ tor State Senator and

old Di ok Connell o! the Hews Preas was running !or Conlll'eu ,

In thoae days we did have a De1110oratlo uu:oer in Dutchess

County; o.nd Dick Connell r o.n !or Cor~t•reu so o!'ten thAt

was due t o the tact thnt ln previous

he atopl')(td nt every school house he

1peeeh on democracy and the Allier-loan

- 2-

He olal!eed that enoup;h aohool oh1l~n grew uo over 11. nerlod

ot yeare to know h1.lll, to remember the lnoldent, and to vote

tor h11!1 .

He won ln that year of 1910 agalnat the rather ot

your ore sent Cof!f'"l'l!lee•n ,

In thou days thla Hudaon River eeotlon of oura was

closer pol1tle:~.lly between the two ll!L,lor nartlu than lt

haa been ln recent yeare . Sl?e<lnp; not ln a nartlae.n way

but o.e one who, you ltnow, hna been always lntereated loonlly

1n olvlo betterment, I am 1nol1ned to thl:J.k that oloae

OOt:\ptitltlon between thll two l)lll"t1ee in these river oountlea

wae a very good thing. EAch oorty was etrlvlna: to outdo

of good gover~Went .

In those days, t h i rty yeara

obaerver to believe tl'lllt county and

Dutoheaa a.nd the other oountlea waa

-3-

'l'ho sane thing ••• true ln those daya ln regard to

State and even ~at1onal pol1t1o1. We vel'e not ooll!!lltted

to o.ny set way of voting, We ueed to have an oooaalonal

Democrat in the ConcroBB or ln the State Senate or ln t~

Auembly and once ln a blue eoon th1a ~d old County of

Dutoheu used to go De!looratlo . In the interest of good

p:over~nt, I think lt would be a fine thing if lt could

be a btt more Demooratlo again now ,

And that leads me to emphaal,,e not ln a party eenne

but '"an Acerlcnn aenee the need that all of u a have to

think day and night 1n tenal of our own hlatorlo toM of

goverMenG. It la true, aa we all Jtno1t , that ln mnn1 other

parts of the world serlout and aoaetiaea eucceaatul attacks

have been made on lt. New form• of

thf'l thMry of might ro.ther than the

·•ulR84 ware aco.lnRt innocent peoples.

- 1-

But ln the lol\1! run I believe, for example, that

the Oflrmnnlc and Ital1an oeopln, vlth the i r proud herl ta~o

ot freedom. will return , wt.th the reet or the world, to

self government bo.sed on tree elections .

Events abroad seem to.r away to ua . But ttoe and

dletance have been ~oatl.y abortened ao that we ll\let

alwaya recember th!lt pence ln our land DAY de-pend on our

thorouq:hly recognlud o.b1lltY to defend ourselvea .

And you and I are thankful tonlr:ht that we have

peace throughOut the length an1\ breadth or thla land.

And what 18 more, the people , by their strength, intend

to keep tbls country at peace .
