Purpose: This handout establishes a procedure for complete plan review submittals when new residential buildings are proposed. According to current code regulations (2019 CRC, 2019 GBSC, 2019 CPC, 2019 CMC, 2019 CEC and 2019 California Energy Code), permits are required when buildings or structures are constructed. Therefore, the following guideline shall be reviewed before commencing any work.
Plan Document Submittal Requirements: *PLEASE DO NOT SUBMIT DOUBLE SIDED CALCULATIONS OR PLANS. Complete Application for Building Permit. Six (6) complete sets of plans must be submitted
(at least two must be signed by designer and/or “wet-signed” and stamped by a State of California licensed architect or engineer); This is to include scaled site plans, “Blueprint for a Clean Bay”, Elevation drawings and a drainage plan. Upon submittal of plans, these will be distributed to the Building Inspection Division, Planning Division, Public Works Department, Fire Department, and Structural review will be outsourced.
Three (3) sets each 8-1/2x11 “wet-signed” and stamped Structural Calculation Reports; & Geotechnical Reports; with a letter of Foundation Design Review.
Three (3) sets 8-1/2x11 of Title 24 Energy Reports/Calculations.
Three (3) sets 8-1/2x11 of manufactured truss reports; a truss-review letter signed by engineer of record
One (1) Tree disclosure form. Two (2) 8-1/2x11 CA Green Building Standard
forms. Water-Conserving Plumbing Fixtures & VOC Compliance Certification forms.
Initial plan check fee paid based on construction square footage.
Applicants shall make separate submittals directly to West Valley Sanitation at 100 E Sunnyoaks Ave, Campbell CA (408) 378-2407.
The school Districts collect Developer Fees for new residential construction; the fees are collected by the district prior to permit issuance. Forms will be provided by Building Inspection Division during the plan review process. West Valley Sanitation District (WVSD) collects
infrastructure, water and sewer fees for new construction. Payment of these fees must be made prior to permit issuance. A WVSD issued permit labeled “Copy for Building Department” should be brought in to Building Inspection Division. Please contact WVSD at (408) 378-2407 for their fee estimate.
Santa Clara County Fire Department per CRC2010 R313.2 all new and two story family dwellings will require fire sprinkler systems. Contact SCCFD for submittal requirements at (408) 378-4010.
Other Permit Requirements
A separate plan/permit is required for items such as, but not limited to: pools/spas, accessory structures, retaining walls, fire sprinkler systems, and demolition of existing buildings.
Plan Review Timelines Allow a minimum of 4 to 6 weeks for the first plan review and 2 to 4 weeks for all other subsequence review. Note: the plan review time may be extended depending on the complexity and size of the structure.

Light Wood-Frame Construction: Plans for new single family dwellings of light woodframe construction may be prepared by any person, if the structure consists of not more than two stories and basement in height. However, if the structure has unusual design features and deviates from conventional lightframe standards, it shall be designed following engineering standards. Engineered plans shall therefore be prepared by a professional architect or engineer, licensed in the State of California.
Minimum Plan Requirements Minimum 18” x 24” and maximum 24” x 36” plans drawn to scale (i.e., floor plan: ¼” = 1’ – 0”), fully dimensioned, clear and legible. Single line floor plans are unacceptable.

2. Plot plan - lot dimension and parcel size; building location with all setback distances to property lines and easements; north arrow; fire hydrants and other utilities; street and right-of-way identifications, access roadways; location of gas/electrical/water meters and sewer/water lines; septic/well systems (as applicable).
3. Grading and drainage plan shall be prepared by a registered civil engineer - grade and pad elevations, ground slope drainage and topography; location of retaining walls.
4. Architectural/Designer plans - floor plans identifying room uses, door/window schedules; occupancy separation location and fire-rating details; location of smoke detectors and emergency egress openings; stair/handrail/guardrail/deck location and details; framing details for fireplaces, post and girder intersections, roof eaves, gables, rakes; floor/attic ventilation calculations; all exterior elevations identifying construction materials, colors, wall covering specifications and fire-rating (depending on location), building height.

5. Structural plans - foundation plan with footing/ pier/grade or slab details; shear wall schedule and detail reference locations; minimum of two building cross-sections in each direction. Complete floor/roof framing plans with bracing and support details.
6. Prefabricated trusses - roof/floor framing plan with truss I.D. # and manufacturer’s name; truss splice details, connections and plate sizes; gable bracing/bridge; single line truss diagram with all vertical/lateral loads, including bearing points with reference to framing plan.
7. Mechanical, electrical and plumbing plans - electrical plan identifying size and location of main and sub-panels; outlets (required GFCI locations), switches, light fixtures; location of HVAC and A/C equipment; duct layout.
8. Energy requirements – signed and affixed CF-1R and MF-1 energy compliance forms. Fees
Due to the complexity of permit fees for new construction, it is recommended that you visit the Building Inspection Division counter to review all applicable costs such as plan check fees, building fees, etc. Application Forms

Article 1.4. Installation of Water Use Efficiency Improvements …….. 1101.1 – 1101.8
The Legislature finds and declares all of the following:
(a) Adequate water supply reliability for all uses is essential to the future economic and environmental health of
California.
(b) Environmentally sound strategies to meet future water supply and wastewater treatment needs are key to
protecting and restoring aquatic resources in California.
(c) There is a pressing need to address water supply reliability issues raised by growing urban areas. (d) Economic analysis by urban water agencies has identified urban water conservation as a cost-effective
approach to addressing water supply needs.
(e) There are many water conservation practices that produce significant energy and other resource savings that
should be encouraged as a matter of state policy.
(f) ) Since the 1991 signing of the "Memorandum of Understanding Regarding Urban Water Conservation in
California," many urban water and wastewater treatment agencies have gained valuable experience that can be
applied to produce significant statewide savings of water, energy, and associated infrastructure costs. This
experience indicates a need to regularly revise and update water conservation methodologies and practices.
(g) ) To address these concerns, it is the intent of the Legislature to require that residential and commercial real
property built and available for use or occupancy on or before January 1, 1994, be equipped with water-conserving
plumbing fixtures.
(h) It is further the intent of the Legislature that retail water suppliers are encouraged to provide incentives,
financing mechanisms, and funding to assist property owners with these retrofit obligations.
Except as provided in Section 1101.7, this article shall apply to residential and commercial real property built
and available for use on or before January 1, 1994.
For the purposes of this article: (a) "Commercial real property" means any real property that is improved with, or consisting of, a building that is
intended for commercial use, including hotels and motels, that is not a single-family residential real property or a
multifamily residential real property.
(b) "Multifamily residential real property" means any real property that is improved with, or consisting of, a
building containing more than one unit that is intended for human habitation, or any mixed residential-commercial
buildings or portions thereof that are intended for human habitation. Multifamily residential real property includes
residential hotels but does not include hotels and motels that are not residential hotels.
(c) "Noncompliant plumbing fixture" means any of the following:
(1) Any toilet manufactured to use more than 1.6 gallons of water per flush.
(2) Any urinal manufactured to use more than one gallon of water per flush.
(3) Any showerhead manufactured to have a flow capacity of more than 2.5 gallons of water per minute.
(4) Any interior faucet that emits more than 2.2 gallons of water per minute.
(d) "Single-family residential real property" means any real property that is improved with, or consisting of, a
building containing not more than one unit that is intended for human habitation.
(e) "Water-conserving plumbing fixture" means any fixture that is in compliance with current building standards
applicable to a newly constructed real property of the same type.
(f) ) "Sale or transfer" means the sale or transfer of an entire real property estate or the fee interest in that
real property estate and does not include the sale or transfer of a partial interest, including a leasehold.
(a) On and after January 1, 2014, for all building alterations or improvements to single-family residential real
property, as a condition for issuance of a certificate of final completion and occupancy or final permit approval by
the local building department, the permit applicant shall replace all noncompliant plumbing fixtures with water-
conserving plumbing fixtures.
(b) On or before January 1, 2017, noncompliant plumbing fixtures in any single-family residential real property
shall be replaced by the property owner with water-conserving plumbing fixtures.
(c) On and after January 1, 2017, a seller or transferor of single-family residential real property shall disclose in
writing to the prospective purchaser or transferee the requirements of subdivision (b) and whether the real property
includes any noncompliant plumbing fixtures.
(a) On or before January 1, 2019, all noncompliant plumbing fixtures in any multifamily residential real
property and in any commercial real property shall be replaced with water-conserving plumbing fixtures.
(b) An owner or the owner's agent may enter the owner's property for the purpose of installing, repairing, testing,
and maintaining water-conserving plumbing fixtures required by this section, consistent with notice requirements of
Section 1954.
(c) On and after January 1, 2019, the water-conserving plumbing fixtures required by this section shall be
operating at the manufacturer's rated water consumption at the time that the tenant takes possession. A tenant shall
be responsible for notifying the owner or owner's agent if the tenant becomes aware that a water-conserving
plumbing fixture within his or her unit is not operating at the manufacturer's rated water consumption. The owner
or owner's agent shall correct an inoperability in a water-conserving plumbing fixture upon notice by the tenant or
if detected by the owner or the owner's agent.
(d) (1) On and after January 1, 2014, all noncompliant plumbing fixtures in any multifamily residential real
property and any commercial real property shall be replaced with water-conserving plumbing fixtures in the
following circumstances:
(A) ) For building additions in which the sum of concurrent building permits by the same permit applicant
would increase the floor area of the space in a building by more than 10 percent, the building permit applicant
shall replace all noncompliant plumbing fixtures in the building.
(B) ) For building alterations or improvements in which the total construction cost estimated in the building
permit is greater than one hundred fifty thousand dollars ($150,000), the building permit applicant shall replace all
noncompliant plumbing fixtures that service the specific area of the improvement.
(C) Notwithstanding subparagraph (A) or (B), for any alterations or improvements to a room in a building that
require a building permit and that room contains any noncompliant plumbing fixtures, the building permit applicant
shall replace all noncompliant plumbing fixtures in that room.
(2) Replacement of all noncompliant plumbing fixtures with water-conserving plumbing fixtures, as described in
paragraph (1), shall be a condition for issuance of a certificate of final completion and occupancy or final permit
approval by the local building department.
(e) On and after January 1, 2019, a seller or transferor of multifamily residential real property or of commercial
real property shall disclose to the prospective purchaser or transferee, in writing, the requirements of subdivision (a)
and whether the property includes any noncompliant plumbing fixtures. This disclosure may be included in other
transactional documents.
The duty of an owner or building permit applicant to comply with the requirements of this article shall be
postponed for one year from the date of issuance of a demolition permit for the building. If the building is
demolished within the one-year postponement, the requirements of this article shall not apply. If the building is not
demolished after the expiration of one year, the provisions of this article shall apply, subject to appeal to the local
building department, even though the demolition permit is still in effect or a new demolition permit has been
issued.
This article shall not apply to any of the following:
(a) Registered historical sites. (b) Real property for which a licensed plumber certifies that, due to the age or configuration of the property or its
plumbing, installation of water-conserving plumbing fixtures is not technically feasible.
(c) A building for which water service is permanently disconnected.
A city, county, or city and county, or a retail water supplier may do either of the following:
(a) Enact local ordinances or establish policies that promote compliance with this article.
(b) Enact local ordinances or establish policies that will result in a greater amount of water savings than those
provided for in this article.
California Green Building Code Residential Requirements
The application you have submitted is required to comply with the requirements of the California Green Building Code Mandatory Residential Requirements. (Chapt.4).
The City of Campbell has provided a “Compliance Report” which lists product VOC (Volatile Organic Compound) Limits on products that are commonly used in residential construction. Your project will use many of the products listed with VOC limits.
4.504.5.1 Documentation. Verification of compliance with this section shall be provided as requested by the enforcing agency. Documentations shall include at least one of the following:
1. Product certification and specifications.
2. Chain of custody certifications
3. Product labeled and invoiced as meeting the Composite Wood Products regulation.
4. Exterior grade products marked as meeting the PS-1 or PS-2 standards of the Engineering Wood Association.
5. Other methods acceptable to the enforcing agency.
Campbell Building Division has created a form for you to use to identify the applicable products for your project. You are requested to identify the product by name and manufacturer and list the VOC amounts for the product. The form also provides the ability to identify Plumbing Fixtures to show the GPM to comply with State requirements. Again, you identify the product and manufacturer. Forms not filled out or forms that are incomplete will be unaccepted! To insure your project is approved in the fastest time possible, please make sure your Documents are complete! You are able to make changes to the products by submitting revised forms at any time during construction. Manufacture Websites are good source of VOC information on Product specifications sheets.

SINGLE FAMILY RESIDENTIAL Landscape Information Form
The City of Campbell has adopted the updated California Model Water Efficient Landscape Ordinance (MWELO)
as part of the City’s Water Efficient Landscape Guidelines. This document is available at:

STEP 1. Determine Required Landscape Areas
Building permit plans shall demonstrate compliance with Campbell Municipal Code (CMC) including but not
limited to the following requirements:
Front yards must be landscaped, except for driveway and walkway areas. CMC Section 21.26.030(B)
Required landscaping shall consist of turf, ground cover, shrubs, trees, and boulders in a variety of
species and sizes. CMC Section 21.26.030(G)
Paving shall not exceed 50% of the front yard setback area (20 or 25 feet from the front property line).

Additional requirements may apply if your project required a separate development application through the
Planning Division prior to a building permit application. See the Planning Division for Conditions of Approval
that may apply.
STEP 2. Determine Submittal Requirements based on Project Type*
*As determined by the Building Official. A major remodel/addition project may be designated as a new home.
For a new home:
a. If the project landscape area is less than 500 square feet, compliance with CMC Chapter 21.26 is required
but not the MWELO.
b. If the project landscape area is between 500 square feet and 2,500 square feet, compliance with the
prescriptive option (Appendix D) per Section 490.1(c) of the MWELO is required.
For a remodel/addition project:
c. If the project landscape area is 2,500 square feet or less, compliance with CMC Chapter 21.26 is required
but not the MWELO.
STEP 3. Prepare your Building Permit Plans
Prepare Planting and Irrigation Plans demonstrating compliance with the applicable requirements. Submit
Planting and Irrigation Plans and this completed form with your Building Permit Application.

For new construction projects:
a. If the project landscape area is less than 500 square feet, compliance with Campbell Municipal Code
(CMC) Chapter 21.26 is required but not the MWELO.
b. If the project landscape area is between 500 square feet and 2,500 square feet, compliance with the
prescriptive option (Appendix D) per Section 490.1(c) of the MWELO is required.
c. If the project landscape area is over 2,500 square feet, a landscape documentation package prepared by an
authorized and licensed professional in compliance with the full MWELO is required.
For remodel/addition/rehabilitation projects:
d. If the project landscape area is 2,500 square feet or less, compliance with Campbell Municipal Code
(CMC) Chapter 21.26 is required but not the MWELO.
e. If the project landscape area is greater than 2,500 square feet, a landscape documentation package
prepared by an authorized and licensed professional in compliance with the full MWELO is required.

The Municipal Code protects specified trees located on private and public property. Applications for
building permits that include exterior work and all demolition permit applications on private property must
be accompanied by this disclosure statement. Please check the appropriate answers, sign and date the
document.

must be disclosed on the site plans or, if no plans are required for this application then a site plan
indicating existing trees must be provided. Fencing protection for the trees is required per Diagram #__
attached. A signed Tree Disclosure statement stating that the protection is in place must first be received
before a permit can be issued.
