8. What is the puxpose of the study? If scientific, please include a detailed study design.
The purpose of the study is to compare growth rates of American Oysters in the NewMeadows River, as well as Quahogs, to results from the Damariscot[a River. No official studieshave shown comparisons of either body of water, although it is commonly lmown the Damariscottais the best. The proposed experimental lease is also designed to be compared against other LPAlocations we have chosen through growth simulation software Shell GIS. Furthermore,experimenting with different grow out techniques, such as a flip-bag system, will be studied on theproposed lease. Generally, OysterGro cages are preferred due to better stocking density and easierdefouling. We would like to implement our flipbag system into our farm to decrease labor andcompare efficiency.
C. Describe the general culture process for each species proposed.
Oyster and quahog seed will be placed in .5mm spat bags on the lease longlines. Once oysterseed is of size, approx. 8mm, it will have the densities split for optimal growl, and be put into cagebags or flip bags on the longline. Once quahog seed is approximately 8mm in size it will be put intomesh bags and sunk into the bottom sediment.
The oysters will stay in cage bags and flip-bags throughout the growout process. Mesh sizeand densities will be changed during this process. Qunhogs will stay in the bottom sediment untilthey are of size to harvest. This lease site will be used to harvest market product to eventually besold.
D. What months will the proposed activities (i.e. seeding, tending, and harvesting) occur?
Seeding will talce place in either June or July, while tending and harvesting will occur from Marchuntil December. From, January to February all gear will either be re.moved or sunk.

E. How often will you be at the site during seeding and harvesting periods?
Throughout spring, summer, and fall, we will be on the proposed lease site daily to put outseed, tend to the longlines and equipment, harvest and de-foul gear. The on-site activity will cometo a halt after transition from floating to sunk gear in the winter.
F. How frequently will you visit/tend the site for routine maintenance (i.e. flipping cages, etc.)?
We will be on our site every day for routine maintenance and checkups. We see it to be veryimportant to keep track of all equipment and to ensure it is safe in all aspects.
G. Describe the harvesting techniques you will use. If you plan on using a drag, pleaseprovide the dimeusious ,
To harvest product from cages, we will bring a boat alongside them and flip thecages into de-fouling position. Bags will be slid out and put into the boat. Bags ofquahogs of market size will be harvested by pulling up the bags from the bottomsediment. Product will then be culled and washed off on the float to ensure qualityproduct before sale.
H. Describe any overwintering or "off season" plans for the site. For example, will youremove gear from the site and/or deploy gear in different areas within the proposed site?Please include where gear or product will be located if moved fi.om the site.
We plan to remove some gear from the site for the winter. All floating cages will besunk with the oysters in them and left on the bottom sediment until Spring, and bottom cageswill be added to hold exfro oyster bags. Gear removed fi.om the site will be stored at 9Pinefields,Lane or another storage shed in Brunswick. Some mal.ket shellfish from the site willbe transported to an LPA for winter access where there is no ice. This LPA has not yet beenapplied for. However, if the LPA is not granted, all shellfish will remain on the proposedexperimental lease, sunk in cages fo`r winter.
I. What type of machinery (e.g. generator, drag, grading equipment, etc.) will you be using onthe site? When and how often will the machinery be used?
Our oyster tumbler consists of a wash down pump, motor, and submerged bilge pump.These are powered by solar panels, connected to a battery pack. The machinery will be usedwhen the oysters are tumbled or culled, around 5 days out of the week. This device is detailedin the raft gear drawing. Our Carolina skiff engine will also make noise, but it is a quiet 4-stroke Yamaha engine.

J. What is the maxinum amount of gear that will be deployed on the site (i.e. 200 cages, 100lantern nets, etc.)?
The maximum gear capacity for the proposed lease will consist of 800 cages, eachholding 6 bags, for a maximum of 4,800 bags. There will also be a maximum of 4,800 flip-bags.At any time the number of bags in Oyster Gro cages and flip bags will total a maxinuln of4,800. In other words, there may be all ffip-bags used on the lease, all Oyster Gro cages, or amixture of the two gear types.
There will be a maxinum of an additional 4,800 mesh bags used for quahogs.
K.What is the maximum number (or biomass) of organisms you anticipate being on the site?
The maxinum number of oysters is 1,440,000, and the maxinum nuniber of quahogs is also1,440,000.

Lobstering occurs frequently on the New Meadows River in the summer months. However, no
lobstering goes on in close proximity to the site.
2. R`ecreafio-nalFishing ~
Recreational fishing for striped bass is seen all around the New Meadows River frequently throughout
he summer. However, no recreational fishing has been seen in close proximity to the proposed lease.

he navigable channel is used frequently in the New Meadows during the summer months by
recreational boaters. The edge of the channel, marked by the green Coast Guard buoy at the North of
he Vicinity Map is 1100' from our closest boundary of the proposed lease. There are a few moorings to
he south of our lease site as well, but they are too far away to be impacted by the lease.

he only riparian use is to and from a dock which is located at the southern end of our lease. on the
south end on Lower Coombs Island. The dock is frequented throughout the summer but the proposed
lease will be well out of their way.

Kayaking tours are popular during the summer months, which include our current LPAs as one of the
tops. The kayakers are very friendly, and we encourage them to paddle up to our gear to take a look.

Yes, there are moorings and a riparian dock close to the proposed lease.The dock is 403 ' away from the proposed lease, and there are two moorings of279' and 173'.

No, there are not any beaches or public boat ramps close to the proposed lease area.

A. Describe your existing aquaculture operations.
Our current aqunculture operations cunently exist of 8 LPAs with floating bags and cages.We have a total of 72 cages with 6 bags per, totaling 432 bags. Along with the cages, wealso have a total of 100 floating bags with pontoons as well. Within the 8 LPAs, wecurrently have a total of 250,000 oysters, a mixture of seed and market, and 10,000 quahogseed.
8. What are your plaus for any existing leases and/or Limited Purposed Aquaculture (LPA)licenses if the lease is granted? Will any existing leases and/or Limited PurposeAquaculture qpA) licenses be relinquished if the lease is granted? If so, please indicatewhich ones.
Existing LPAs in the area of the proposed lease site will be relinquishedQ4BUR118,MBUR218, MBUR318, MBUR418). LPAs that are not within the area ofthe proposed lease will continue to be held as nursey sites for oysters and quahogs, aswell as areas for an experimental flip-bag system to increase floating bag efficiency.These LPA's are CBUR119, CBUR219, and CBUR319.

10. HXCI,USIVE USE
If your lease is granted, what activities would you request be excluded from occuring withinthe boundaries of the lease site? in your answer please address applicable commercial andrecreational fishing, boating activities, and other activities you listed in the `Existing Uses'section of this application.
We ask that commercial dragging for any bottom s|)ecies be excluded from the leasesite. We do not see this being a problem since there are no bottom species. Furthemore, wealso ask that commercial fishing and lobstering be linited to the charmels between our cagelonglines and not in-between cages or gear. Recreational diving should be excluded as well,due to liability issues if the diver gets hurt. Other recreational activities such as kayaking,canoeing, and paddle-boarding will all be allowed.

The approximate depth at mean low water is 7 feet on the West half, and 16 feet on the Easthalf.

The approximate depth at mean high water is 19 feet on the West half, and 28 feet on the Easthalf.

The approximate current speed is 2 feet per second south to north during ebb, and 2 feet persecond north to south during flow.

PART I: The use of private property to access your site.
Pursuant to 2.64(C)(6) if you are using private property to access the proposed lease site, youneed to submit written permission from the property owner with your application. It is yourresponsibility to obtain whtten permission. Please note that the Department does not provideforms for landowner or municipal permission.
