QUICK-REFERENCE RULES
Point or Motion Second Debate Description
*Point of Order No No Used to point out an error in procedure.
Requires a ruling of the Chair. *Point of Privilege No No Used to raise a concern to the Chair. Requires a
response from the Chair. *Point of Inquiry No No Used to ask a procedural question of the Chair,
which the Chair will answer.
Adjourn Yes No Motion used only at the end of a
committee/plenary session to conclude the meeting. Requires a simple majority vote.
Recess Yes No Motion that suspends the formal meeting to allow for caucusing or for scheduled breaks. Requires a
simple majority vote. Consider a Topic Area Yes Yes Motion that brings a topic to the floor for debate.
Requires a simple majority vote.
Close Debate Yes Yes
Motion that ends debate on a topic. Any draft resolutions and amendments on the floor are
voted on. Requires a simple majority vote. Bring an
Item to the Floor
No No Motion to bring an approved draft resolution or amendment to the floor so that it can be debated
and later voted on. Is accepted without a vote.
Limit Yes Yes Can be used to establish a limit on speaking time and questions or limit the length of debate on a
topic. Requires a simple majority vote.
**Division of the
Question Yes Yes
Used during voting procedure to highlight a specific portion of a draft resolution. Must be submitted in writing before voting procedure.
Requires two votes, each needing simple majority.
**Adopt by Consensus No No
Used during voting procedure to adopt a draft resolution without a recorded vote. Requires no
objection.
Table Yes Yes Temporarily removes a topic or draft resolution from debate. A roll call vote is taken and a simple
majority is needed to pass.
Reconsider Yes Yes Brings a tabled item back to the floor. Motion
must be made by a delegation that voted in favor of tabling. Requires a two-thirds majority vote.
**Roll Call Vote No No Used to request a recorded vote on a draft
resolution. Is accepted without a vote.
Points are addressed immediately as they arise. Motions are handled first in order of precedence and then in the order received. Motions above are listed in order of
precedence. All rules are subject to the Chair’s interpretation and discretion.

Dear Attendees,
On behalf of the MMUN Board of Directors and our volunteer staff, welcome to MMUN 60! As a collegiate conference that prides itself on providing a unique experience for our attendees, we encourage you to utilize this conference to its fullest potential. Break out of your comfort zone, speak up on difficult topics, and challenge yourselves to engage with diverse points of view.
When I first attended MMUN as a delegate in 2013, I wasn't quite sure what to expect. I was worried about not finding a working group or sounding uninformed. Lo and behold, that first conference sparked a fire in me that changed my path in life. Everyone walks away from this conference with something different. Maybe it's a different perspective you hadn't considered before, or a different idea of what you want to study, or a different set of skills that you never knew you had. Our goal is to ensure that everyone walks away with a sense of energy, commitment, and passion to address issues that impact our lives, our communities, and the world. My challenge for you is to talk to as many people as possible during this conference. Collect opinions and points of view that differ wildly from your own. Challenge yourself and your own points of view. Use this conference as a positive, inclusive, and respectful space to expand your boundaries and challenge existing biases. FOLLOW MMUN FOR YEAR-ROUND UPDATES
KEYNOTE SPEAKER Carlos Suarez serves as President of the United Nations Association of Saint Louis and has been an active member since 2010. He has led the organization’s efforts to effectively advocate for the UN, build awareness and understanding of the Sustainable Development Goals (SDGs), and expand the impact and visibility of the organization in the region. Professionally, Carlos is the Events Director of PluggedIn, connecting startups and talent in a direct and deliberate way. Prior to his work in the startup scene, Carlos served as External Relations Manager at JCI (Junior Chamber International) where he developed and managed strategic partnerships with various global organizations. He worked closely with the United Nations Secretariat and several UN agencies such as the U.S. Fund for UNICEF, UN SDG Action Campaign, Global Compact, as well as other international organizations like the International Chamber of Commerce and AIESEC.
