(3) Where A is set for promotion to Administrative Assistant III and B to the post of Administrative Assistant II vacated by A, the appointing authority must(A)submit to the CSC the two promotional appointments together for approval.(B) not appoint B until the CSC has approved As appointment.(C) submit to the Civil Service Commission (CSC) the second appointment after its approval of the first.(D) simultaneously issue the appointments of A and B.
