1.0 Queensland Property Crimes QPRIME (Queensland Police Records and Information Management Exchange) is the name of the system used to capture and maintain records for all reported property crimes in Queensland. The CITEC Confirm Queensland Property Crimes product can be used to electronically retrieve Queensland property crime information such as Crime Reports directly from QPRIME. 1.1 Getting online access to Queensland Property Crimes Online access is limited to certified agents such as insurance firms, loss adjustors and legal agents representing involved parties. Users of this type are required to be granted access by the Queensland Police and are provided with a high security user ID and password. Information from Crime Reports can not be passed on to anyone without a bona fide interest in the incident. Applications for online access can be obtained by calling the Confirm Service Centre on 1800 773 773. Note: Applications can take several weeks to process as the Queensland Police Service (QPS) will conduct full security checks on each individual applicant. Once approved, your account will be activated with access to the Queensland Property Crimes menu and you will be notified by a member of the Confirm Service Centre with instructions on how to access this secure system. Please advise the service centre if your account is customised. 1.2 High Security User IDs and Passwords The information in crime reports is confidential and may not be disclosed to unauthorised persons. High security User IDs provide an additional level of security to system and its users. Each organisation and individual accessing the system must be approved by the Queensland Police Service before they are granted a high security User ID. Details of all transactions are automatically recorded and use of this system constitutes consent to security monitoring. In your own interest, do not permit anyone to use your high security User ID and password, always log out of the system at the completion of your enquiry and regularly change your password. 2.0 Logging on to Queensland Property Crimes

Once the Newsflash page is visible either;

Delete the address that is in the browser address bar. Paste the special link (This link is supplied by CITEC Confirm once your QLD Property Crimes access has been approved by Police) in the browser address bar and click Go

b) Enter your High Security User-ID and Password and click Login

3.0 Crime Report A Crime Report contains applicable information under the following standard headings:

Complainant(s) o A party (person) who makes a complaint or who files a formal charge

Modus Operandi

o A method of operating or functioning

Property Items o Items of property listed in a Crime Report. The Item Types are:

Vehicle, vehicle plate, Watercraft, Aircraft, general property, Animal, Bicycle, Alcohol, Boat Motor, Firearm, Security, Drugs

Summary

o The Police Summary of the Crime Report

Logon Troubleshooting Tips - There are several reasons why you may not be able to log in. Some things to consider include:

° Have you logged in to your organisation's main Confirm account first? Use your Account Code to Log in to Confirm BEFORE trying to access Queensland Property Crimes using your High Security User-ID and Password

° Have you been given access to Queensland Property Crimes? If you do not have a High Security User-ID it is likely that you have not yet been approved for access to Queensland Property Crimes. Please contact the Confirm Service Centre on 07 3222 2700 for more information.

° Have you entered your password incorrectly or forgotten your password? If you have forgotten your password or been locked out, you will need to contact our Service Centre to request a password reset. Passwords can only be reset on receipt of a written request from the High Security User. Please Fax requests to 07 3222 2747 and include:

Your Account Code and Organisation Name Your High Security User-ID Your Name and Phone Number Your Signature

You will be contacted by phone by one of our service centre representatives as soon as your password reset request

You will automatically be locked out of Queensland Property Crimes if you incorrectly enter your password more than three times. Contact the Service Centre on 1800 773 773 to request an unlock

a) Select Crime Report from the Queensland Property Crimes Menu

or in a Customised menu

b) Enter your search criteria and click Search to view a Crime Report Summary There are five methods available for searching for a Crime Report. You can search using either the QPRIME or former Crime Report Number (CRN) OR by Person Name or Incident Location or Organisation Details.

Search by Person Name Enter the Date From, Date To, Surname, Given Name and Second Name and click Search.

Search by Incident Location Enter the Date From, Date To, Street Name, Suburb/Town, State, Postcode and click Search.

QPRIME number is a 'QP' followed by the Year (2digits) and then the incident number (8digits) i.e. QP0712345678 CRN is the last 2 digits of a year followed by a 1 to 5 digit number i.e. 06/12345

Search by Organisation Enter the Date From, Organisation Details and click Search.

c) Use the Crime Report Summary to confirm the report details then to proceed with ordering the report, enter the Audit Details and click $Order$

Tips for entering search criteria ° If you have a QPRIME number always use this in preference to the CRN ° When searching on a QPRIME number / CRN, no other Search Criteria (e.g. Person Name, Incident

Location, Organisation Details, Date Range) can be entered. ° When searching using a Person Name, Incident Location, Organisation Details, Date Range, only one

result can be returned. If there is more than one incident for your Search Criteria, no results will be returned

° When entering a Surname, it is best to also enter a Given Name

d) The Crime Report Result Summary will appear. Under the Your Results section, click on the View Crime Report link to display the Crime Report. (You can also click on the View Search Receipt link, which will display your Search Receipt, if you have this enabled)

Tips: The information you enter in Audit Details will be stored in the database transaction logs and may be retrieved by the Queensland Police Service for use in information audits or other purposes. The Claim/File Number can be any information that will enable you/your organisation to identify your interest in the report should the QPS audit your usage at a later time. Organisation's acting on behalf of another party should use the drop down box to select a Reason for Access (e.g. Involved person, Representative of involved person, Insurer with a bona fide interest, other person with a bona fide interest). Users must also enter their client's name in the Representing field

Click the $Order$ button to order the report. Note: You will be charged for the report once you click $Order$

Tip: Under the Other Related Searches heading, clicking on the Subrogations link will take you to the Subrogations section of Queensland Crime Reports where you can enter Subrogation Interests and/or Rights for this particular occurrence (Please see section 4.0 of this client reference guide for details).

e) The Crime Report will display in a PDF document (See Appendix A). Use the PDF reader options to save or print your report and then close this window to return to the Crime Report Result Summary Screen.

Tip: You should view and print or save your Crime Report immediately after purchase. For security reasons, the report will not be saved in your Inbox

4.0 Subrogations The term subrogation is used to refer to the situation where an insurer, having settled an insurance claim for lost/stolen property, becomes entitled to ownership of the property should it be recovered.

a) Select Subrogations from the Queensland Property Crimes Menu

or in a Customised menu

Rights and Interests A Subrogation interest is a link recorded in QPRIME between an insurance company and a Crime Incident Property Item that indicates that the Insurance Company should be notified electronically by the Queensland Police Service if the item of property is recovered. A Subrogation interest also indicates that the insurance company should be notified electronically by the Queensland Police if the crime is solved. Any number of insurance companies may record an Interest for an Item in the context of an Incident. Insurance Companies may remove an interest to indicate that notifications are no longer required.

A Subrogation is a link recorded in QPRIME between and insurance company and a Crime Incident Property Item that indicates that the insurance company has claimed legal ownership of the item. A Subrogation is exclusive: only one insurance company may record a current Right for an item in the context of an Incident. Insurance Companies may remove a Right to indicate that the claim has been withdrawn.

Adding or removing an Interest or Right is free of charge.

b) Enter your Claim/File Number and the Crime Number and click Search

c) The Subrogations Summary will now appear

d) Under the Subrogations Actions section either:

Click the Add All Interests or Add All Rights buttons to add an interest and/or right to all property items in this occurrence. (You can only add a right if no other

e) When you have completed any required subrogation actions, click the Print button to generate a PDF record of the subrogations.

5.0 Notifications As new information becomes available to the Queensland Police regarding a property crime, it is recorded in QPRIME. If you have registered a Subrogation Interest in a Crime or Property Item, the QLD Property Crimes Notifications function can be used to view any new information concerning recovery of the property or the solving of the crime.

b) The Notifications input screen displays The screen will tell you how many current notifications of solved crimes or recovered property that your entire account has.

c) To view the Notifications Summary enter Your Reference and click the $Search$ button. Your account will incur a charge at this point.

Note: If you have no notifications, you will not see the Your Reference input field or $Search$ button, use the fast link at the top of the screen or the customised menu link on the left to return to the QLD Property Crimes menu.

d) The Notifications Summary will now appear

This will display the expanded details of each Property Item and buttons to perform various actions

Clicking either the Remove Recovered Property Interest or Remove Crime Interests button will take you to the QLD Property Crimes Subrogations facility where you can remove any required interests. Removing interests will prevent you from receiving further notifications related to this property item. Clicking on the Order Updated Crime Report button will retrieve an updated Crime Report for a reduced follow up fee. The updated Crime Report will contain the location of any recovered property.
