NOTIFICATION OF MAKING AN AMENDMENT TO THE SOUTH EAST QUEENSLAND KOALA CONSERVATION STATE PLANNING
REGULATORY PROVISIONS
I, the Honourable Dr Steven Miles MP, Minister for Environmentand Heritage Protection and Minister for National Parks and theGreat Barrier Reef and I, the Honourable Jackie Trad MP DeputyPremier, Minister for Transport, Minister for Infrastructure, LocalGovernment and Planning and Minister for Trade, hereby notifyunder sections 60 and 70 of the Sustainable Planning Act 2009(SPA) that the Draft South East Queensland Koala ConservationAmendment State Planning Regulatory Provisions (draft SPRPamendment) has been released for public consultation.
In accordance with section 73 of SPA, I the Honourable JackieTrad MP Deputy Premier, Minister for Transport, Minister forInfrastructure, Local Government and Planning and Minister forTrade, notify under SPA that the draft SPRP amendment haseffect as if it were a State Planning Regulatory Provision on thedate of this gazettal notice (26 June 2015).
Consultation on the draft amendment SPRP is open from 1 July2015 to 17 August 2015.
Effect of draft SPRP amendmentThis draft SPRP amendment will have the effect of maintaining theenvironmental offset requirements of the Environmental OffsetsTransitional Regulation 2014 which expire on 1 July 2015. Thedraft amendment will maintain the current koala offset provisionsby referencing the Queensland Environmental Offset Policy .

Building Act 1975
NOTIFICATION OF DECLARATION OF A TRANSPORT NOISE CORRIDOR
Notice is hereby given under section 246Z (1) of the Building Act 1975 that the area adjacent to railways as described in the Scheduleis declared as a Transport Noise Corridor.

THE SCHEDULE
That on and from 8 July 2015, land adjacent to the railways as per the Rail Network of Queensland is designated as a TransportNoise Corridor consistent with section 246Z of the Building Act 1975 and for the purposes of implementing the relevant buildinglegislation applicable to Transport Noise Corridors.
The land designated as a Transport Noise Corridor comprises land within a corridor up to 100 metres on both sides of the railwayslisted in the table below. The corridor is measured from the boundary of the railway with adjacent land and then continuing thedistance of up to 100 metres, depending on the noise contours mapped as a result of rail traffic noise.
The declaration is for the purposes of implementing the relevant building legislation relating to mitigating rail traffic noise impacting onresidential buildings located within Transport Noise Corridors. The declaration supersedes previous notices declaring Transport NoiseCorridors for the rail network.

NOTICE is hereby given that on 25 June 2015, the Cassowary CoastRegional Council resolved to adopt the following Planning SchemePolicies:
(a) Planning Scheme Policy SC6.2 Building design;
(b) Planning Scheme Policy SC6.3 FNQROC DevelopmentManual; and
(c) Planning Scheme Policy SC6.4 Landscaping.
The above Planning Scheme Policies have effect on and from3 July 2015.
The above Planning Scheme Policies support the new CassowaryCoast Regional Council Planning Scheme. The Planning SchemePolicy SC6.2 Building design outlines building design elementsfor residential and tourism development within the CassowaryCoast Region. The Planning Scheme Policy SC6.3 FNQROCDevelopment Manual provides a comprehensive set of guidelinesfor carrying out various civil engineering works within theCassowary Coast Region. The Planning Scheme Policy SC6.4Landscaping outlines the plant species suitable for use inlandscaping in the Cassowary Coast Region.

Commission Chief Executive Directive: Relocation expenses for executives
1. Purpose:
To provide a framework for the payment of relocation expenses to certain public service executives.
2. Effective date:
3 July 2015
3. Legislative provisions:
Sections 53(b) of the Public Service Act 2008 (PSA)
4. Application:
This directive applies to:
• chief executives appointed under s92 of the PSA
• senior executives appointed under s110 of the PSA
• public service officers appointed under s121 of the PSA who are remunerated equivalent to or greater than senior executives.

Directive:
7. Principles
7.1 A high performing public service is best supported by a diverse and highly skilled workforce, drawn from the government and non-government sectors (s25(2)(c) PSA) and from local, state, national and international labour markets.
7.2 A relocation package can support the attraction of high calibre employees. Approval of a relocation package is at the discretion of the decision maker.
7.3 A relocation package is only available where the employee is appointed to a location other than where they currently reside and, in the opinion of the decision maker, it would be unreasonable to require the employee to commute from their residence to the work location.
7.4 An approved relocation package must be recorded in writing.
8. Relocation Package Components
8.1 A relocation package can include any components the decision maker considers reasonable to facilitate the employee’s relocation and timely commencement of duty. This may include (but is not limited to) costs associated with:
a) temporary accommodation while ongoing accommodation is sought – maximum value $800 per week for up to three (3) months

b) transfers between locations for the employee and their family.
i) Where transfers are via air, economy fares are to be provided.
ii) Where an employee relocates ahead of their family members, a maximum of three (3) return visits may be included in the relocation package
c) movement / storage of household belongings (e.g. furniture, cars etc.) (three (3) quotes must be provided unless the Standing Offer Arrangement on Relocation Services is used). Storage costs are limited to a maximum of six (6) months.
8.2 In determining what is reasonable the decision maker should consider:
a) the duration and classification of the appointment
b) the employee’s family and household situation
c) the actual costs of the components.
9. Timeframe for approval and claims
9.1 A relocation package must be approved prior to the commencement of duty unless otherwise agreed by the decision maker.
9.2 Claims for reimbursement on package components must be submitted within 12 months of the cost being incurred.
9.3 Claims must be supported by appropriate documentation (as determined by the decision maker).
10. Repayment obligation
10.1 This clause applies where an employee ceases duty with the Queensland Public Service in the following circumstances:
a) resignation
b) termination for disciplinary reasons
c) termination of a contract of employment with cause.
10.2 Where an employee ceases duty in the circumstances specified above, the employee is required to refund the relevant proportion of costs associated with the relocation package.
11. Relationship with other directives
11.1 This directive overrides any provision about entitlement to transfer and appointment expenses in the directive relating to senior executive service – employment conditions.
12. Dictionary
Unless otherwise provided, the definitions contained in the PSA apply.
Decision maker means:
For decisions about a chief executive appointed under s92 of the PSA – the Commission Chief Executive or delegate
For decisions about any other officer to which this directive applies – the Chief Executive of the employing agency or delegate.

Relevant proportion means: For employees appointed on a contract - whichever is the earlier:
Less than:
• half of the contract term OR
• one years’ service
Full cost
At least:
• half but less than the full contract period OR

LOCAL GOVERNMENT CHANGE COMMISSIONBRISBANE CITY COUNCIL
INVITATION FOR OBJECTIONS TO THE PROPOSAL
The Brisbane City Council has advised that its electoral wards nolonger meet the quota requirements set down in the City of BrisbaneAct 2010. The Minister responsible for Local Government has in turnreferred the matter to the Local Government Change Commission forindependent assessment.
The Commission now invites written objections from interestedpersons and bodies’ relating to the council’s proposed electoralwards, to be lodged on or before 5.00pm Monday 3 August 2015.
For this phase of the review, the enrolment for Brisbane CityCouncil as at 23 February 2015 is being used. The total enrolmentwas 715,338. The Commission has determined that 27,513 is thereasonable proportion of electors for an electoral ward. Section 17of the Act requires the Commission to ensure that the number ofenrolled electors in all wards does not differ from this reasonableproportion by ±10%. In order to meet the enrolment criteria set outin the Act the number of electors in each division must be withinminimum 24,762 and maximum of 30,264. Further, the Actrequires that the reasonable proportion of electors must beworked out as near as practicable to the time when the change isto happen to ensure demographic representation for each ward ofBrisbane. Projected data for March 2016 and September 2018 hasbeen used to assist with this requirement.

Under the provisions of section 59 of the EconomicDevelopment Act 2012 the Townsville City Council gives noticethat on 7 July 2015 the council will commence the publicnotification of the proposed development scheme for theTownsville City Waterfront Priority Development Area (PDA).
You are invited to make a written submission on the proposeddevelopment scheme within the period from 7 July 2015 to18 August 2015 (the submission period).
The proposed development scheme is the draft planning documentfor the PDA which sets out the land uses, development criteria andinfrastructure envisaged for the PDA.

PROPOSED AMALGAMATION OF QUEENSLAND STATE SCHOOLS
In accordance with Chapter 2, Part 3, Section 18 of the Education(General Provisions) Act 2006 , the Minister for Education andTraining has carried out community consultation regarding theproposed amalgamation of Nambour State School with NambourState High School and approved for the amalgamation to takeeffect from the start of the 2016 school year.

NOTIFICATION
1. The Decision
Pursuant to section 36 of the Queensland CompetitionAuthority Act 1997 , I accept the recommendations containedin the Queensland Competition Authority’s report titled FinalReport – SEQ Bulk Water Price Path 2015-18 (the Report)subject to the qualifications contained in this notification.
I accept without qualification the recommendations numbered4.1 to 7.4 and 8.9.
I also accept the recommendations numbered 8.1 to 8.8 and8.10 to 8.16, subject to the qualifications outlined inparagraphs (i) to (vii) below.
(i) With regard to the recommendations numbered 8.1,8.4, 8.6 and 8.7, the matters and the standard bywhich the matters are to be demonstrated by Seqwaterare to be determined by the Responsible Ministers.
(ii) With regard to the recommendations numbered 8.1 to8.4, 8.6 and 8.7, cost, revenue and volume parameterseligible for Future Reviews are to be determined by theResponsible Ministers.
(iii) With regard to the recommendations numbered 8.1 to8.7, any cost pass-throughs to Seqwater’s customers, orany costs to be borne by Seqwater, are to be determinedby the Responsible Ministers.
(iv) With regard to the recommendation numbered 8.8, thecost of debt to be recovered by Seqwater is to bedetermined by the Responsible Ministers in consultationwith the Queensland Treasury Corporation.
(v) With regard to the recommendations numbered 8.10 and8.11, any additional reporting requirements to be imposedon Seqwater (such as the content and frequency of theadditional reporting forecast requirements) are to bedetermined by the Responsible Ministers.
(vi) With regard to the recommendation numbered 8.12,applications for ‘mid-price path reviews’ are to besubmitted to the Responsible Ministers.
(vii) With regard to the recommendations numbered 8.13 to8.16, the scope, content, parameters and timing of anyFuture Reviews are to be determined by the ResponsibleMinisters.
2. The Reasons
I consider the qualifications necessary to:
(i) allocate responsibility for dealing with the mattersaddressed in relation to the recommendations numbered8.1 to 8.8 and 8.10 to 8.16;
(ii) enable the Queensland Government to undertake acomprehensive consideration of the potential impactson the State, Seqwater and Seqwater’s customers atthe time of any Future Reviews; and
(iii) enable the Queensland Government to respondappropriately to any future events as they arise.
3. Definitions
In this notification:
(i) ‘Responsible Ministers’ has the same meaning as givenunder the South East Queensland Water (Restructuring)Act 2007 ; and
(ii) ‘Future Reviews’ includes ‘mid-price path reviews’ andan ‘end of regulatory period revenue adjustment review’.
