Background

Torres Strait Island Regional Council acknowledges with gratitude the extension of the

Local Fare Scheme from 30 June 2016 through to 30 June 2017.

The current scheme has proven beneficial to the local residents from the Central, top

Western and top Eastern Islands of the Torres Strait whom utilise the scheme on a regular

basis.

Translink figures indicate that 2178 people used the scheme in 2015/16 and until January

2017, 1712 people have used the scheme in the Torres Strait. Due to administrative

processes the scheme did not commence in 2015/16 until late September, so that year

does not even reflect a full year’s uptake. This year’s figures (effectively 6 months worth)

indicate that usage for the full 2016/17 year will surpass the 2015/16 figure. This is a very

high rate of uptake for a total population at 2011 census of 4200, which reflects how

essential the service is to residents of our region.

Our very remote region presents many challenges to residents of the Torres Strait,

including:

• High cost of living

• Access to health services

• Access to education services

• Economic development

Many families in the Torres Strait on low to medium incomes are struggling with the high

cost of living. 2011 ABS data indicates that the median total personal income of residents

of the Torres Strait Island Regional Council’s region is $314 per week. This makes full cost

travel for any reason often beyond people’s reach.

Translink data on the average participant saving per flight is $368.55 for 2015/16 and

$383.17 for 2016/17. This is a significant saving for people on low incomes and puts travel

within their reach. Uptake figures reflect this achievement.

The Local Fare Scheme has been a real benefit to these families, allowing them access to

affordable travel and must be continued.
