Primera Lectura: Zacarías 8: 20-23 Esto dice el Señor de los ejércitos: “Vendrán pueblos y habi-tantes de muchas ciudades. Y los habitantes de una ciudad irán a ver a los de la otra y les dirán: ‘Vayamos a orar ante el Señor y a implorar la ayuda del Señor de los ejércitos’. ‘Yo también voy’. Y vendrán numerosos pueblos y naciones po-derosas a orar ante el Señor Dios en Jerusalén y a implorar su protección”. Esto dice el Señor de los ejércitos: “En aque-llos días, diez hombres de cada lengua extranjera tomaran por el borde del manto a un judío y le dirán: ‘Queremos ir contigo, pues hemos oído decir que dios esta con ustedes’”. Segunda Lectura: Romanos 10: 9-18 Hermanos: Basta que cada uno declare con su boca que Jesús es el Señor y que crea en su corazón que Dios lo resucitó de entre los muertos, para que pueda salvarse. En efecto, hay que creer con el corazón para alcanzar la santidad y declarar con la boca para alcanzar la salvación. Por eso dice la Escritura: Ninguno que crea en él quedará defraudado, porque no existe diferencia entre judío y no judío, ya que uno mismo es el Señor de todos, espléndi-do con todos lo que lo invocan, pues todo el que invoque al Señor como a su Dios, será salvado por él. Ahora bien, ¿Cómo van a invocar al Señor, si no creen en él? ¿Y cómo van a creer en él, si no han oído hablar de él? ¿Y cómo van a oír hablar de él, si no hay nadie que se lo anuncie? ¿Y cómo va a haber quienes lo anuncien, si no son enviados? Por eso dice la Escritura: ¡Que hermoso es ver correr sobre los montes al mensajero que trae buenas noticias! Sin embargo, no todos han creído en el Evangelio. Ya lo dijo Isaías: Señor, ¿Quién ha creído en nuestra predicación? Por lo tanto, la fe viene de la predicación y la predicación consiste en anunciar la palabra de Cristo. Entonces, yo pregunto: ¿Acaso no habrán oído la predicación? ¡Claro que la han oído!, pues la Escritura dice: La voz de los mensajeros ha resonado en todo el mundo y sus palabras han llegado hasta el ultimo rincón de la tierra. MENSAJE DEL PAPA FRANCISCO PARA LA JORNADA MUNDIAL DE LAS MISIONES 2016

El Jubileo extraordinario de la Misericordia, que la Iglesia está celebrando, ilumina también de modo especial la Jor-nada Mundial de las Misiones 2016: nos invita a ver la misión ad gentes como una grande e inmensa obra de misericor-dia tanto espiritual como material. En efecto, en esta Jorna-da Mundial de las Misiones, todos estamos invitados a «salir», como discípulos misioneros, ofreciendo cada uno sus pro-pios talentos, su creatividad, su sabiduría y experiencia en llevar el mensaje de la ternura y de la compasión de Dios a toda la familia humana. En virtud del mandato misionero, la Iglesia se interesa por los que no conocen el Evangelio, por-que quiere que todos se salven y experimenten el amor del Señor. Ella «tiene la misión de anunciar la misericordia de Dios, corazón palpitante del Evangelio» (Bula Misericordiae vultus, 12), y de proclamarla por todo el mundo, hasta que llegue a toda mujer, hombre, anciano, joven y niño.

El 31 de octubre muchos se visten de monstruos y al día si-guiente, los cristianos celebramos a todos los santos. Es in-teresante el contraste entre los dos días. Un día recordamos brujas y zombis y al siguiente conmemoramos vírgenes y mártires, religiosos y laicos comprometidos todos con una cosa en común: su amor a Dios, un amor que se hace car-ne en obras de caridad y justicia. La mayoría de los santos se hicieron santos gracias a los monstruos que los rodeaban. Los primeros mártires cristianos murieron a mano de los monstruos romanos, muchos religiosos medievales se refu-giaban en Dios para protegerse de los monstruos internos que los tentaban con sexo, dinero y poder. Y en América muchos como Manuel Chin Sooj se hicieron testigos de la justicia en manos de los monstruos de gobiernos injustos. Los monstruos, en fin no pueden vencer a los santos por eso en Guatemala el martirio de Manuel Chin Sooj, animó a los obispos guatemaltecos a unirse con la carta “El clamor de la tierra” a los esfuerzos de pobres en búsqueda de tierra y dignidad humana.

MESSAGE OF POPE FRANCIS FOR WORLD MISSION DAY 2016

The Extraordinary Jubilee of Mercy, which the Church is cel-ebrating, casts a distinct light on World Mission Sunday 2016: it invites us to consider the missio ad gentes as a great, im-mense work of mercy, both spiritual and material.

On this World Mission Sunday, all of us are invited to "go out" as missionary disciples, each generously offering their tal-ents, creativity, wisdom and experience in order to bring the message of God’s tenderness and compassion to the entire human family. By virtue of the missionary mandate, the Church cares for those who do not know the Gospel, be-cause she wants everyone to be saved and to experience the Lord’s love. She “is commissioned to announce the mer-cy of God, the beating heart of the Gospel” (Misericordiae Vultus, 12) and to proclaim mercy in every corner of the world, reaching every person, young or old.

TREASURES FROM OUR TRADITION

Tuesday’s Solemnity of All Saints and Wednesday’s Com-memoration of All the Faithful Departed fit well at the begin-ning of November. The liturgical readings of this final month in the Church year are keyed to the end of time and the fulfillment of Jesus’ saving acts. Nowhere is this more fully celebrated than in Mexico, where November 2 is the “Day of the Dead.” Missionaries moved an ancient Aztec festival from midsummer to November, linking the festival to Chris-tian themes. Today, it is a time for remembering the dead and celebrating the continuity of life, principally by festive picnics in cemeteries. There are special foods and games, and people socialize with other families and tell favorite sto-ries about their dearly departed. The sweetness of life is hon-ored by sugary desserts and treats. Flowers, music, lights, and feasting assure that the day is not at all morbid. Tradi-tionally, the day begins with Mass, a procession to the cem-etery, and a morning feast. Most families have a special din-ner with the pan de muerto, or “bread of the dead.” A toy skeleton is baked into the loaf, and the one who bites into it is considered lucky indeed. favorece con una oración hermosa que puede hacer de cada día de nuestras vidas un jubileo de misericordia: “¡Oh Dios!, ten com-pasión de este pecador” (Lucas 18:13). Los hombres religiosos israelitas (los fariseos) despreciaban al publicano (cobrador de impuestos) que estaba orando, lo despreciaban por trabajar para los romanos y que usaban una moneda que tenía grabada la ima-gen del emperador “divino”. Pero el fariseo arrogante se congra-tulaba, una mezcla de autocondenación, pretendiendo hacer “oración” frases que no lo eran para nada. “El fariseo... oraba así en su interior” (18:11, énfasis añadido). En cambio la oración del cobrador de impuestos era sencilla, sincera, corta, expresada claramente pidiendo la misericordia y que reconocía nuestra pro-pia pecaminosidad y, “da la bienvenida” a pecadores tanto her-manos como hermanas con quien nos podamos identificar, inclu-so asemejar, haciendo eco al famoso comentario del Papa Fran-cisco de no ser el que juzgue. Evidentemente el cobrador de im-puestos fue “a su casa justificado” (18:14), es decir, restaurada la amistad de Dios, por que la misericordia de Dios no es un premio al que se tiene derecho sino un don otorgado. “Que tu oración sea corta: por que el cobrador de impuestos, el hijo prodigo y el ladrón crucificado al lado de Jesús, todos fueron reconciliados con Dios con una sola frase” (San Juan Clímaco, siglo VII).

Thirtieth Sunday in Ordinary Time: Today’s Gospel graces us with a beautiful prayer that can make every day of our lives a jubilee of mercy: “O God, be merciful to me a sinner” (Luke 18:13). Religious Israelites despised the tax collector who prayed it, for collaborating with Gentile occupiers and han-dling currency that bore the “divine” emperor’s graven image. But the Pharisee’s long-winded self-congratulation, mixed with self-righteous condemnation, was no “prayer” at all. “The Pharisee... spoke this prayer to himself” (18:11, emphasis added). Praying the tax collector’s simple, sincere, succinct cry for mercy acknowledges our own sinfulness, and “welcomes” other sinners as brothers and sisters with whom we can identi-fy, even empathize, echoing Pope Francis’ famous comment about not being the one to judge. Indeed, the tax collector “went home justified” (18:14), that is, restored to God’s friend-ship, for God’s mercy is not prize achieved but gift received. “Let your prayer be brief: for tax collector, prodigal son, and dying thief were all reconciled to God by a single phrase!” (Saint John Climacus, 7th century).

Los electores hispanos de Estados Unidos son cada día mas independientes y están mas inclinados a participar en las decisiones que afectaran su vida a través del voto, especialmente el de este próximo 8 de noviembre. Por ello diversas organizaciones hispanas del Sur de California realizan una intensa campaña de registro de votantes la cual finalizara el 24 de octubre.

¿Porque es tan necesario votar? Cada voto es impor-tante porque define quienes nos van a representar a nivel local, estatal y al Presidente de esta Nacion, y queremos asegurarnos que ellos representen nues-tros intereses. Se estima unos 27.3 millones de lati-nos elegibles para votar y podríamos marcar la dife-rencia si vamos todos a las urnas. La comunidad esta creciendo y el respeto político nos lo vamos a ganar participando en las elecciones. Entre mas grande sea nuestra comunidad, mas responsabilidad tenemos de votar para asegurarnos que los políticos que elijamos nos respon-dan.

¿Qué sucede cuando una persona puede votar y no lo hace? Cuando una persona se abstiene de votar permite que otro lo haga por el o ella, y puede ser que este votante elija a aquellos políticos que están en contra de sus propios intere-ses; vamos a tener individuos que nos quieren deportar, que nos quieren castigar, que piensan que no somos parte de esta nación, aunque pagamos los mismos impuestos y hace-mos las mismas contribuciones.

Hispanic voters in the US are becoming more independ-ent day after day and are more inclined to participate in

decisions affecting their lives through voting, especially this coming November 8th. Therefore, various Hispanic organizations of Southern Cali-fornia are conducting an intensive voter registra-tion campaign which ends October 24.

Why is it so necessary to vote? Every vote is im-portant because it defines who is going to repre-sent us at a local, state and national level, and we want to ensure that they represent our inter-ests. It is estimated that about 27.3 million Lati-nos are eligible to vote and could make a differ-ence if we all go to the polls. The community is growing and we're going to win political respect

by participating in elections. The bigger our community, the more responsibility we have to vote and ensure that the politicians we choose respond to us.

What happens when a person can vote and does not? When a person abstains from voting he/she allows an-other to do it for him or her, and it may be that this voter elects politicians who are against our own interests; we will have individuals who want to deport us, they want to punish us, they think we are not part of this nation, but we pay the same taxes and make the same contribu-tions.

Two initiatives on the ballot address California’s failed death penalty system. Prop 62 solves the problems and saves taxpayers $150 million a year by replacing the death penalty with life in prison without parole. Prop 66

doubles down on the death penalty and spreads the costs and burdens to local courts and counties.

Since the beginning of his ministry Pope Francis has advocated to end the death penalty. In his address to Congress las September he said, “Recently my brother bishops here in the United States renewed their call for the abolition of the death penalty. Not only do I support them, but I also offer encouragement to all those who are convinced

that a just and necessary punishment must never ex-clude the dimension of hope and the goal of rehabilita-tion.”

La proposición 62 resuelve los problemas y ahorra a los contribuyentes $150 millones al año al remplazar la pena de muerte por vida en prisión sin libertad condicional. Proposición 66 dobla el costo en la pena de muerte y extien-de los costos y las cargas a los tribunales locales y del conda-do.

Por eso, desde el principio de este ministerio, el papa Francis-co ha abogado para la elimina-ción de la pena de muerte. En su discurso al Congreso de los Estados Unidos el pasado Sep-tiembre dijo, “Hace poco mis hermanos Obispos aquí en los Estados Unidos renovaron la llamada para abolición de la pena de muerte. No solo los apoyo, pero también ofrezco mi apoyo a los que están con-vencidos que un castigo justo y necesario nunca debe excluir la dimensión de la esperanza y la meta de rehabilitación”.

El mes próximo son las elecciones nacionales que van mas allá de votar a quien ocupará el cargo presidencial de esta nación. También se vota por legis-ladores y por propuestas de Ley, que de aprobarse, se convertirán en legisla-ción. Este año aparecerán en la boleta electoral 17 propuestas. Varias de ellas tendrán una fuerte repercusión en la sociedad, independientemente de si somos demócratas, republicanos o independientes, o de nuestro estatus migratorio y económico, o de nuestra etnicidad.

Varios lideres de la comunidad, como Angelica Salas de CHIRLA (The Coalition for Humane Immigrant Rights of Los Angeles), y otros, han dicho que para los latinos son especialmente importantes las proposiciones 55, 56, 57 y 58 debido a que se enfocan en invertir mas dinero en las escuelas; impuestos adicionales al Tabaco; una reforma en el sistema judicial que sentencia a los jóvenes, y educación bilingüe. En tanto que para la iglesia Católica son de suma relevan-cia para toda la sociedad, las Propuesta de ley 62 y 66, relacionadas a la pena de muerte. Un “Si” a al Proposición 62 implementaría una ley que pondría fin a al pena de muerte, y convertiría la sentencia a cadena perpetua sin derecho a libertad condicional. En tanto que un “No” a la Proposición 66, no limitaría el proceso de apelación y aceleraría la ejecución de aquellos condenados a morir.

El siguiente es un resumen de algunas de ellas: Propuesta de Ley 51—Autoriza prestamos de 9 millones para la enseñanza en las escuelas publicas, desde le Kinder al grado 12, y también a los Colegios Comunitarios. Propuesta de Ley 52—Extiende indefinidamente una ley existente que impone tarifas a los hospi-tales para financiar servicios a través de Medi-Cal. Propuesta de Ley 55—Aumenta impuestos a personas con ingresos mayores de 250 mil dólares al año. El dinero recaudado seria invertido en escuelas desde Kinder al grado 12, Colegios comunitarios y la programa de Medi-Cal. Propuesta de Ley 56—Permite un incremento de impuestos al precio de los cigarrillos, con el propósito de financiar atención medica, prevención del uso del tabaco, investigación e implementación de la ley. Propuesta de Ley 57—Cambia las leyes acerca de la libertad condicional para individuos con ofensas no violentas, y requiere que los jóvenes tengan audiencia con un juez antes de que se le imponga un castigo. Propuesta de Ley 58—Autoriza a los distritos escolares a establecer programas bilingües de inmersión a cargo de personas cuya lengua materna sea la que enseñen, y no otra. Propuesta de Ley 61—Impone control de precios en las compras estatales de medicamentos. Propuesta de Ley 62—Reemplaza la pena de muerte con castigo de prisión de por vida sin posibilidad de libertad condicional. Propuesta de Ley 63—Establece nuevas restricciones para com-prar armas. Propuesta de Ley 64—Legaliza la marihuana para ser usad única-mente por mayores de 21 años. Autoriza nueva sentencia y destrucción de registros de condenas anteriores por uso de marihuana. Propuesta de Ley 66—Acelera el proceso para que se aplique la pena de muerte. Propuesta de Ley 67—Continua la prohibición de bolsas de nylon para uso individual.

Votar es su derecho a DECIDIR que es lo que desea que ocurra en su vida, y en la de sus seres queridos. No lo desaproveche.

Next month are national elections that go beyond voting for who occupies the presidential office of this nation. We also vote for legislators and law propositions, which if approved, will become law. This year, 17 proposals appear on the ballot. Several of them have a strong impact on society, re-gardless of whether we are Democrats, Republicans or Independents, our immigration and economic status, or our ethnicity.

Several community leaders, like Angelica Salas of CHIRLA (The Coalition for Humane Immigrant Rights of Los Angeles), and others have said that for Latinos there are especially important propositions—55, 56, 57 and 58—because they focus on investing more money in schools; additional taxes for Tobacco; reform on the judicial system that sentences youth, and bilingual education. While for the Catholic church, these are extremely important for all of society; propositions 62 and 66, related to the death penalty. A "Yes" to Proposition 62 would implement a law that would end the death penalty, and convert the sentence to life imprisonment without parole. While a "No" on Proposition 66, would not limit the appeal process and accelerate the execution of those condemned to die.

The following is a summary of the other props: Proposed Law 51—Authorizes a $9 million loan for public schools, from kindergarten through 12th grade, and community colleges. Proposed Law 52—Indefinitely ex-tends an existing law which imposed taxes to hospitals for services funded through Medi-Cal. Proposed Law 55—Increases taxes for people with in-comes over $250,000 a year. The money raised would be invested in schools from kindergarten through grade 12, community colleges and Medi-Cal. Proposed Law Allows 56—Taxes increase cigarette prices, with the purpose of financing health care, Tobacco use prevention, research and implementation of the law. Proposed Law 57—Changes the laws on parole for individuals with non-violent offenses, and requires that young people have a hearing with a judge before a penalty is imposed. Proposed Law 58—Authorizes school districts to establish bilingual immersion programs by persons whose primary language is that in which they teach, and not anoth-er. Proposed Law Imposes 61—Price controls on state medical drug pur-chases. Proposed Law 62—Replaces the death penalty punishment with life in prison without the possibility of parole. Proposed Law 63—Establishes new restrictions to buy weapons. Proposed Law 64—Legalizes marijuana to be used only by those over 21 years. Authorizes new judgment and destruc-tion of records of previous convictions for marijuana use. Proposed Law 66—Speeds up the death penalty process. Proposed 67—Continues the act that bans plastic bags for individual use.
