Corporate Support Services IT Strategic Plan/Core Business System Renewal Plan Council received the final IT Strategic Plan in June and has directed staff to prepare a plan for implementation of the recommendations and to bring forward any projects that have a financial impact for consideration as part of the annual budget and business planning process.  Election 2014 Update Preparations for the 2014 Municipal Election are underway. Ms. Kelly Kenney has been appointed Chief Election Officer and Ms. Linda Kelly has been appointed as Deputy Chief Election Officer. Questions and/or inquiries related to the upcoming municipal election should be directed to Ms. Kenney at 604.465.2433. 

Sustainability/Green Initiatives The City’s final report on corporate greenhouse gas emissions 

to the Climate Action Revenue Incentive Program has been prepared for submission to GHG Accounting Services.  

 

The City is once again offering residents the opportunity to purchase rain barrels and composter at wholesale prices. The Operations Department has 9 rain barrels and 14 composters left. If residents are interested they can call City Hall 604.465.5454. 

  

 

Finance The following charts display the 2014 actual expenditures to June 30 as a percentage of the annual budget.   For Operating Expenditures most departments are tracking close to 50% as expected. Some of the exceptions are:  

Arena Operations appears low since June financial statements are not yet available; 

Police Services (RCMP) second quarter billing has not yet been received resulting in the percentage appearing low;  

Sewer Utility appears to be high due to receipt of the annual invoice for sewage treatment from the Greater Vancouver Sewage & Drainage district; 

Water Utility appears low due to the fact that the May and June invoice for water purchases from the Greater Vancouver Water District have not yet been received.  

 Operating Expenditures

 

For Capital Expenditures, water and sewer has been the focus for the first half of the year with spending sitting at just over the 50%. Parks and Leisure Services are on track at about 50% while projects in other areas are just getting underway.

 2013 Audit As we reach the half year mark the 2013 financial statement audit has been successfully completed with an unqualified audit opinion.  The statutory financial reports have been made available to the public and submitted to the Ministry of Community, Sport and Cultural Development.

Parks, Recreation & Culture The Maple Ridge/Pitt Meadows Parks and Leisure Services Commission is an independent policy making body established by the City of Pitt Meadows and the District of Maple Ridge to provide for and operate parks, recreation and cultural services within a budget approved by both Municipalities. The following are a list of projects competed in the second quarter:  

Parks & Recreation Facilities  Pitt Meadows Family Recreation: Family Recreation Centre receives Municipal Advisory Committee on Accessibility Issues award for Universal/Architectural Access. The renovated weight/fitness room opens with expanded hours: M‐F 6:00 am ‐ 9:30 pm/Saturday & Sunday 8:00 am‐8:00 pm  Harris Road Pool ‐ opened July 1st  Parkside Trail A new section of trail has been constructed that connects the existing trail between Pitt Meadows Secondary School and the Pitt Meadows Arena west to Harris Road through the Fieldstone subdivision, to connecting to the Harris to Baynes Road trail.  Centennial Garden Parks and Leisure Services staff hosted a two part public information process to re‐engage Pitt Meadows citizens regarding the proposed Centennial Garden project.  Staff solicited feedback on a variety of potential park design elements during the Pitt Meadows Day event, and a second opportunity to participate in the design of the park was held at the South Bonson Community Center in June. The online survey results from this process are currently being analyzed, and will now be used by the volunteer committee to work with the Park Planners to develop a concept plan based on this feedback.  Bonson Airport Way Community Park Final construction drawings have been prepared and the construction contract is being prepared.  Pitt Meadows Athletic Park Parking Lot Expansion The design of the expanded parking lot was completed and neighbouring residents were consulted. Resident feedback was presented to the Parks and Leisure Services Commission, who subsequently directed staff to proceed with the project as part of the 2014 Capital Works Program. The soil excavated from this project site will be used to re‐grade and seed the area between the Pitt Meadows Family Recreation Centre and the Pitt Meadows Seniors Centre to make the area easier to mow and maintain. 

 

Pitt Meadows Community Policing Office The expanded Community Policing Office is now at substantial completion and equipment and furniture is being moved in. The expansion will now allow RCMPmembers to start and end their shifts in Pitt Meadows to help maximize the use of their time.  Heritage Hall Renovations Replacement windows were installed throughout the upper floor of the Heritage Hall. Additional work included the removal of water damaged flooring, studs and siding.

Community & Cultural Services

Community Mural Project Installation The community mural installation, created by Brad Dinwoodie and community participants at last year’s Pitt Meadows Day, was officially unveiled in Harris Road Park on Pitt Meadows Day.  The mural represents a celebration of community creativity and expression and has been placed in a location where children and residents can enjoy it for many years to come.  Osprey Village Artist in Residence Awarded Rebecca Fisher, a fibre/textile artist was chosen for the Osprey Village storefront location artist in residence. A graduate of the Textile Arts Program at Capilano University, Fisher has exhibited her work at galleries and shows in the Lower Mainland and the USA and has taught many workshops in textile arts. Her current work involves explorations in natural dyes and natural imagery as she creates accessories, garments and textiles for the home.  The official studio opening is scheduled for Thursday, July 24 from 6‐8pm.   follow Fisher at https://www.facebook.com/ospreyvillageAIR?ref=hl   Neighbourhood Development There has been a high level of interest in the opportunities presented by the Neighbourhood Seed Grant and Matching Grant programs and as a result the number of applications by Pitt Meadows neighbourhoods for Seed Grants has already surpassed the total number of grants awarded in 2013.

Festivals Funding Approval, Intake 2  The Festivals Sub‐Committee of the Parks & Leisure Services Commission recommended festival support funding  totaling $10,300 for annually established Festivals, $4,200 for Grassroots event funding, and $1,977 for new events to be dispersed throughout the remainder of the year on a first come first served basis to grassroots festival events that meet the criteria. The approved allocation has utilized all Festival Support funding available for 2014.   4th Annual Sport Expo at Harris Road Park The Children’s’ Rec Programs put together a multi‐obstacle course that allowed kids to practice 22 Fundamental Movement Skills and learn about Live‐5‐2‐1‐0 (http://www.live5210.ca/).

 Youth Week 2014 Youth Services partnered with the Maple Ridge and Pitt Meadows Youth Councils in delivering the most successful Youth Week to date.  Highlights included a sold out Youth Talent Show that was live‐streamed, a hugely successful intergenerational barbeque that was hosted by the Pitt Meadows Seniors Advisory Committee (PMAC), and a “Natural High” overnight event filled with fun and challenging recreational activities that was so successful it was sold out.  Youth Services Mentorship Program The Mentorship Program is a leadership development training program that prepares youth to become mentors in the Thomas Haney and Pitt Meadows action parks. Through the training youth gain certifications and build their skills as leaders.  The program continues to expand and grow in popularity and is operating at capacity again this year.  During the second quarter the mentors and Parks & Leisure staff were instrumental in creating an etiquette video for our action parks.  The message of the video is directed to parents and participants in order to enhance safety and enjoyment for all.  The video can be found on the Parks & Leisure website.  https://www.youtube.com/channel/UCG6SoBU2UQxHf9Vr3idjGqg  Ridge Meadows Senior Society The Society is excited to report that it has extended hours of operations to include evening hours beginning this summer at the Pitt Meadows Senior Centre.  The Centre will now be open Tuesdays and Thursday until 8pm for drop‐in and special programming. The Pitt Meadows Seniors Advisory Committee (PMAC) also hosted a Strawberry Tea in June which had the highest attendance ever. The Committee was also pleased to host an intergenerational barbeque and music night to help celebrate the youth of Pitt Meadows during Youth Week in May.

Engineering and Operations Engineering and Operations is responsible for ensuring that the City’s public infrastructure is planned, built, operated, and maintained to the highest standard given available resources.  The distribution of quality drinking water, sanitary sewer collection, storm drainage management, solid waste collection, road repair and snow plowing are basic amenities provided by the Engineering and Operations Division.      The following is a list of projects completed by Engineering and Operations in the second quarter of 2014:  Traffic Counts Since 1993 the City has done traffic volume and intersection counts. The counts are done by summer students at the same time each year (June‐August) to allow for year to year comparisons.  In addition to volume the City’s traffic counters are also recording vehicle speeds for the first time this year and this information will be shared with the RCMP.   Water Flushing of all of the City’s watermains have been completed and the City’s water quality report has been submitted to local health authority. Results show improved chlorine residuals in all areas of the community.  

Roads Every 4 years consultants are retained to undertake a thorough inspection of the City’s bridges. No major concerns were identified with the exception of the condition of our aging wooden bridge structures. The upgrade and/or replacement of the City’s remaining wood bridge structures will be brought forward for consideration during the 2015 business planning process.   The road painting program is complete and the street sweeping contract has been renewed for another 3 years providing for an additional full city sweep during the summer months.   

Solid Waste – Garbage Garbage volumes continue to decline as shown on the table below. Illegal dumping, however, continues to be a problem in the remote rural areas of the community. This is both dangerous for our crews and a challenge to dispose of due to the composition (banned products) of the material discarded.  Staff is working on an information and enforcement campaign to try and curb the problem.

.  Solid Waste – Recycling MMBC took over recycling effective May 19, 2014.These changes have affected service levels and staff will continue to work with Waste Management, MMBC and their processors to smooth out this transition.   The two main items affecting the City and its residents are:  

1) The removal of glass and plastic bags from the blue box; and 

 2) The instruction to deliver our recyclables to a processor in 

Surrey that will involve additional costs for bridge tolls not anticipated in our 2014 budget; and delays at the processing facility.

Utility Upgrades The utilities contract was tendered and awarded to Tag Construction. Projects included in this year’s program are:

Development Services Development Services provides advice and services related to the regulation of development activity and community growth.  Development application processing, building inspection, business licensing, and by‐law enforcement are basic services provided by Development Services.  The following is a list of projects completed by the Development Services Department in the second quarter of 2014:  Social Mandate Report The City, with the assistance of the Social Planning and Research Council of BC, has developed a Social Mandate report titled “Building on Our Strengths: A Social Mandate for the City of Pitt Meadows”. The report is based on several themes which emerged during public consultation, including social isolation, community engagement, transportation, service availability, housing and homelessness, vulnerable populations and poverty. The report provides various recommendations regarding future social planning opportunities for the City. The department will be working to create an action plan for incorporation into future work plans. 

Active Transportation Countdown timers have been installed on all of the Harris Road signalized intersections to improve safety for all, especially elderly and young pedestrians, with financial assistance from ICBC.  Drainage

Drainage control weirs installed in the McKechnie Drainage Area in 2013 have been activated and are being monitored for performance. Overall, water levels have decreased improving drainage in the area.  

The installation of new trash racks at the McKechnie Pump Station was awarded to Merletti Construction and installation is underway.  

Baynes Road Drainage Pump Station electrical upgrades were awarded to Strohmaier Excavating Ltd. and include the replacement of the pump stations motor control centre. Work on the station is expected to be completed in the next quarter. 

Keeping of Backyard Hens At Council’s direction staff completed an initial public consultation process with respect to potential amendments to City bylaws in order to permit the keeping of backyard hens in the urban residential areas of Pitt Meadows. Public consultation included a booth at Pitt Meadows Day, the hosting of an Open House at City Hall, and the distribution of a survey at both venues and via the City’s website. Staff will bring forward a report with the results of the consultation and options for Council consideration in the third quarter.  Dog Licensing Door to Door Campaign The City’s annual door to door dog licensing campaign began and completed in the second quarter of 2014.  Bylaw Enforcement staff knocked on the door of every home with a dog license that had not been renewed for the current year, including for the first time apartment complexes. Since implementing the campaign in 2010 the number of dog licenses has increased dramatically. The number of dog licenses sold to date (1560) exceeds the total number of licenses sold in 2010 (1194) by over 30%.

Cross Connection Control Program The City’s Cross Connection Control Program (CCP) is an ongoing program developed to ensure that properties which pose a risk of reverse contamination to the municipal water supply are appropriated equipped with backflow prevention devices.   While the program is generally focused on industrial, commercial,  institutional and agricultural properties, the focus this year has been on potentially severe risk agricultural parcels – generally those properties with municipal water supply used for irrigation and fertilization.   In 2014, 173 properties were targeted. Of these, all but 13 property owners have or are being brought into compliance.

Note: Projects which have had a significant impact on the construction values for the second quarter of 2014 include the Brogden Brown multi‐family development on Mitchell Road and the Hollandia greenhouse operation on Richardson Road. Significant tenant improvement applications at Onni’s Golden Ears Business Park have also impacted the 2014 second quarter construction values.

Economic Development The Pitt Meadows Economic Development Corporation (PMEDC) provides economic development services to the City of Pitt Meadows through a fee‐for‐service agreement.  PMEDC’s goal is to improve the economic well‐being of the community through efforts that contribute to job retention and creation, tax base enhancements and quality of life.    PMEDC Website Analytics

Likes as of June 30, 2014: 185                       Facebook.com/thinkpittmeadows  The following is a list of PMEDC’s second quarter projects and programs:  Shop Local Pitt Meadows PMEDC held a focus group with Pitt Meadows business owners in June to co‐develop a ‘Shop Local Pitt Meadows’ program. In combination with an appealing shop local icon, tools such as window clings, posters, web‐pages, pre‐written social media posts were shared and discussed with the group. Watch for the soft launch of Shop Local Pitt Meadows this summer with an official launch in the fall.  Film Sector Review The PMEDC is conducting an in‐house research project to understand how other municipalities located in the Fraser Valley and Metro Vancouver are responding to this sector. In addition, the PMEDC will be reaching out to film production companies to understand what makes a film‐friendly community. It is expected this research will wrap up at the end of summer with a report to follow in September. As of June 30, 2014, the City processed 31 film permits, as compared to 9 permits in the same period last year. This figure reveals perhaps growing interest for filming in Pitt Meadows. 

Agrifood Hub PMEDC met with a handful of local growers/farmers that are ready to start working toward coordinating the delivery of their food products to Vancouver retailers/hotels/restaurants. The group is currently arranging demonstrations of web‐based platforms that connect retailers with the growers/farmers in conjunction with indentifying a coordinator to manage the aggregation and distribution of the product.   North Fraser Education Task Force The North Fraser partners hosted the Education Forum on April 16 with more than 100 delegates from business, industry, education and government in attendance. Output from the Forum will help inform a comprehensive labour market demand study that has recently been awarded to R.A. Malatest and Associates Ltd. This research project is supported by the BC Government through a Community and Employer Partnership with the Invest North Fraser partners. The Ministry of Social Development and Social Innovation is providing $110,900 for the research.  Tourism Pilot PMEDC worked with local guiding company, Wild BC Glide, to explore the opportunity to offer Segway tours on Pitt Meadows dikes. PMEDC presented a pilot program to Council in June. With Council support, a pilot program get be underway in the third quarter to assess the pros and cons of introducing a new commercial user to the dikes. A report with feedback/evaluations and recommendations will be presented back to Council in the fourth quarter.

Fire & Rescue Services Incidents The City of Pitt Meadows firefighters attended 105 incidents in the second quarter as compared to 108 incidents in the first quarter. There were no serious incidents attended.  A breakdown of major incident types is provided below with the majority being medical and motor vehicle accident responses.  

 Membership In the second quarter 4 new recruit firefighters went into service as responding probationary members after completing 4 grueling months of recruit training.  This is a major milestone for them as they begin to respond to incidents with the regular members and develop their skills and experience.  They will remain on probation for at least another 6 months before a final evaluation. One member left the department in the second quarter.  Fire Prevention and Education The Department’s educational sessions got underway in the second quarter.  There were many school sessions delivered by the career Fire Safety Technicians (FST’s), with support from Paid on Call (POC) members, to children in the K‐3 age group. Over 1200 students received the fire safety curriculum training in every PM elementary school. The department started its annual Hot Summer Nights program where crews visit neighbourhoods to engage in public relations and to provide fire safety information to the citizens.  Fire inspections are proceeding well with a record of over 100 done in June alone, including many buildings at the Pitt Meadows Regional Airport where inspections have covered essentially every occupancy at least once in the past 3 years.  Cooperation with airport management has been key to this success. 

Training  Four new recruits completed their intensive recruit training in June.  The focus in the second quarter was to increase the number of certified apparatus drivers and operators improve both operational capability and response times.  First Responder (FR) certification and recertification classes were completed in the second quarter.  

Community Pitt Meadows Day was a tremendous success and the department once again played a key role with the volunteer commitment of its members in  the parade, the spray zone, the salmon BBQ, and the fireworks display.
