On reflection, I look back with a smile and with pride at the first ever IIRSM UAE branch meeting that I joined shortly after relocating to the UAE in 2014, with approximately 12 people in attendance at the (previous) International HSE Council’s premises in Jebel Ali. Since then, we’ve certainly progressed a long way as a branch, in quite an expeditious manner that has delivered benefits to its members and is now admired by others. Whilst unfortunately, the AGM in May was not well attended, to hear detailed information of our growth and success over these past 12 months as conveyed by our Chairman Mr. Matt Cox, I take this opportunity to share some of the indicators which support his speech.

First and foremost is the branch’s ability to attract new members, the best indicator as to whether we are adding value, or not. The numbers are impressive, having now reached a total population of 500 members in the UAE, with an increase of 36% (16 new joiners each month) over the past 12 months. We’ve now become the largest branch in IIRSM on a global scale, with the Middle East region now contributing around 12% of the Institute’s membership.

As for our branch meetings, we’ve clearly come a long way from my inaugural meeting in Jebel Ali, with currently on average 63 people in attendance at each meeting, peaking at more than 80. Last year 568 members and interested persons attended our meetings held in either Abu Dhabi or Dubai. On top of that, more attendees have joined via a new concept of hosting virtual meetings via the web which has received nothing but positive feedback. The branch also facilitated 2 weekend workshops which experienced overbooked registrations. To accommodate some of this growth, we’ve also been able to secure the use of first-class facilities such as Etihad Airways Training Academy.

To encourage further alignment with like-minded organisations, Memorandums of Understanding have been signed this past year with IPAF, PASMA and ADVETI. These arrangements will, and have already, added further value to our members such as the PASMA’s ‘Towers for Managers’ courses (free of charge) which was facilitated in January this year. Other discussions have taken place recently with other like-minded organisations, creating additional avenues for further potential membership and knowledge upskilling.

As for participation and representation external to normal branch functions, IIRSM UAE were present at, and participated in, 8 different events including the PASMA Middle East Convention, IPAF Middle East Convention, 3rd Annual Health, Safety & Security Forum and Employee Health Protection Conference. Extremely pleasing to see was the acknowledgement from these organisations of IIRSM members for contributions and services to the safety and risk management sector throughout the region.

On May 2nd the IIRSM UAE branch held its 3rd Annual IIRSM UAE Branch Symposium. The number of attendees again exceeded previous years, with encouraging feedback from both attendees and exhibitors with verbatim comments such as ‘10 out of 10’ and ‘The premier HSE event in the region’ which should make us all extremely proud. Again, we thank all those volunteers and sponsoring partners committed to ensuring its success.

We are all acutely aware that we are not-for-profit, and a lot of the successes accomplished over the past 12 months must be attributed to the generosity of our sponsors. In all, we now have 19 supporting organisations who contributed, whether financially or in kind. Without these wonderful institutions things just wouldn’t be the same, therefore we are all extremely grateful for the investments that they make to the branch.

IIRSM’s strategy is to embrace a holistic risk management approach where health and safety is considered a corporate risk and its members become more influential, therefore we must all be cognizant that our focus going forward will need to transform to some degree. However, this new direction can only benefit our members in the traditional ‘HSE sector’ as we widen our knowledge pool into areas such as cybersecurity and sustainability.

I know I speak on behalf of the committee when I say, we are confident that we will continue to improve our branch to achieve the same level of successes observed during the past 12 months. We know that the improvement will continue to shape the future and enable us to move beyond the ‘benchmark’ IIRSM branch status and will hopefully result in other associations aspiring to emulate us also.

Many thanks to you, the members, who continue to be part of IIRSM and remain committed to raising standards throughout the UAE.

IN THE NEWS 1st April, 2018 – Kuwait (WAM - Sun 01-04-2018 17:33 PM)

Eleven people were killed, and four others wounded when two buses collided in Kuwait on Sunday, according to Kuwait's fire service department, KFSD.

Four other people remain trapped in the vehicles following the collision, a KFSD statement carried by the Kuwaiti News Agency, KUNA, revealed.

The Kuwait Oil Company, KOC, has said that the buses were transporting employees of contracting firms that work for the company when the crash occurred near Burgan oil field.

2nd April, 2018 - Ras Al Kaimah, UAE (Gulfnews - Published: 13:33 April 2, 2018)

Two workers died on Monday after a large pile of sand collapsed on them while they were digging a well in a house in Ras Al Khaimah, police said. The incident took place at a house in Al Gob area at around 10.30am, said police.

Teams from the search and rescue unit of the Ras Al Khaimah Police recovered the bodies of the victims aged 25 and 28.

IN THE NEWS 6th June, 2018 - Ras Al Kaimah, UAE (Khaleej Times - Filed on June 6, 2018)

Gurmej Singh was dreaming about making some money to support his family when he reached the UAE one month ago on a visit visa and took up job as a mason in Ras Al Khaimah.

However, the 54-year-old worker from India's Punjab state will return home on Saturday with all his dreams shattered.

Singh thought he was lucky to get a free visa from a friend to work with a contracting company here, but an accident that occurred just a few days after his arrival has left him completely paralysed.

The minivan he was travelling in along with fellow workers had a terrible accident.

"I arrived at the RAK airport on May 7, following which I was taken to the company labour accommodation; I started working the next day," Singh told Khaleej Times.

Just five days later, on May 12, the company vehicle was involved in an accident, he added.

"All my fellow workers sustained injuries and we were rushed to the Saqr Hospital. However, the impact of the accident left me totally paralysed."

The owner of the company denied knowing the paralysed worker, despite the fact that Singh had started work immediately with his company after arriving in the UAE, and suffered the accident just a few days later, Sreedharan stated. "He said he did not know this worker and did not know how he was inside the company vehicle."

EVENTS

IIRSM UAE Branch’s 3rd Annual Symposium and AGM – 2nd May 2018 – DubaiThe annual branch symposium held at the Courtyard by Marriott has been hailed a huge success by several risk and safety professionals who attended the packed full-day event along with approximately 150 delegates. Many exhibitors, seven presentations and one panel discussion by top professionals made up the symposium which is building a reputation as a desirable and admired risk and safety event in the region.

The Annual General Meeting was also held towards the end of the day and saw the election of a new CPD Coordinator (Mr. Haridas Palangattu Veettil) and re-election of:

• Mr. Matt Cox – Branch Chairman

• Mr. Kevin Coleman – Events Coordinator

• Mr. Abdullatif Albitawi – Branch Treasurer

• Mr. Daryl Wake – Branch Secretary

The event was well received by the attendees, some of whom sent messages expressing their gratitude for the efforts of the organisers and quality of speeches and exhibitors. Nick Dulley, JSP Business Development Director Gulf Region, said:

‘The IIRSM UAE Branch 3rd Symposium 2018 was a resounding success in our eyes with both quality and quantity of the many varied informational and educational topics discussed and, in some cases, debated. The IIRSM’s professionalism and the dedication of both its volunteer committee staff and the membership should be very proud of the constant delivery of a strong and focused message to the UAE safety community and ultimately the industries it serves.

The UAE Economic landscape, diversified industrial markets, Local and Federal Governmental departments have also has been changing rapidly in recent years and should be congratulated on their strategic vision, drive and determination to co-operate with those local and international organisations like IIRSM, IOSH, MESA etc. etc.

We are pleased and honoured to support IIRSM and its membership to lead the way in managing risk, safety and health to benefit people and business’.

Corporate OHS Receiving ‘Best Vendor 2017’ Award from the UAEUWith 14,000 students enrolled in full time education, Masters and Doctorate degrees the United Arab Emirates University (UAEU) is the largest University in the UAE and one of the leading universities globally ranking 390th out of 26,000 Universities. We have had the honor of working with the UAEU helping them implement OSHAS 18001 since 2015 and providing a team of seconded HSE staff since 2017.

Earlier this year Corporate OHS, represented by Iain McIntyre, Esimaje Roli and Mansoor Fazil, was awarded the fantastic accolade of “Best Vendor 2017” alongside a select few other companies also viewed as important strategic partners. The Corporate OHS team were seen as having surpassed KPIs and expectations on their 2017 delivery of service.

The award from UAEU for “Best Vendor 2017” was an excellent recognition for all the hard work the team put in last year and will drive us on to bigger and better results in 2018.

Dar Al Handasah (Shair & Partners) Consultants Providing Internationally Recognised HSE Courses to their StaffAfter becoming a certified training centre by the British Safety Council (BSC) and the Institute of Occupational Safety and Health (IOSH), Dar Al Handasah’s Dubai Office commenced a comprehensive internal HSE training programme in 2015 to provide their site personnel with the BSC Level 2 Award in Health and Safety in the Workplace and Level 2 Award in Environmental Sustainability, and recently the IOSH Managing Safely certificate.

Nael Cement Celebrating World Safety DayIn 2018, Nael Cement Products (NCP) a group company of Nael General Contracting and corporate member of IIRSM conducted the world day for safety & health and celebrated for winning the International Safety Award second time in a row. Moreover, Nael Management selected April 2018 as safety month with an aim to accelerate sustainable development in OSH standards.

NCP, conducted this function on 23rd April 2018 instead of 28th April because of tight schedule and other safety programs in Nael Group of companies like various training programs, safety trips, stress management program, safety quiz etc.

Industrial Head Protection and Height Safety Awareness SeminarJSP Gulf, Ansell Middle East and Al Khalij invited guests from local industry in Abu Dhabi to attend a safety training seminar on Industrial Head Protection and Height safety awareness on 25th April 2018. In excess of 90+ people, including 15 IIRSM members, turned up to listen to the speakers from JSP and Ansell. The evening was a great success and the educational content was considered invaluable to the attendees from both a procurement and health and safety standpoint. The whole professional supply chain for PPE in the UAE are committed by way of MESA (The Middle East Safety Association) to the education and technical competence of companies using quality standards, conforming PPE in the region and to ensuring that the UAE safety culture is in line with the ESME cabinet resolution No3/2016 which aims to rid the industry of nonstandard, fake and copy products.

MESA is attempting to establish itself in the UAE as a nonprofit trade association with complete supply chain participation throughout the Gulf region and a code of ethics matching those of the European safety associations that will help shape the safety culture here in the Middle East. Its sole purpose is “To support those regional/international businesses that help to keep people genuinely safe and healthy at work in this region”.

Belinda Griffiths Myriad Global Media – Middle East

Changing the future of trainingIt’s widely recognised that immersive learning increases the efficiency of training and optimizes how the brain learns. It does this by emphasizing two crucial aspects – heightened interactivity and engagement. Embracing new technologies and integrating virtual scenarios into current training methods is known to improve HSE culture and awareness, and often shows employees the organization is serious about change.

Immersive Virtual Reality (VR) training techniques can place people in situations they might never face in real life by using a hands-on natural learning method. The simulated and controlled learning environment makes for a safe learning space, allowing users to experiment with various scenarios and equipment first hand without the risk of repercussions.

In short, VR can expose employees to a range of hazardous environments, and increase their information retention – without the associated risk.

New HSE training scenarios

Myriad Global Media showcased three new HSE training scenarios at the Safety & Health Expo in London in mid-June, allowing visitors to discover first-hand how VR can invigorate commonplace HSE training.

Users are taken through three scenarios and are required to carry out specific actions to prevent further risk to themselves and others around them:

• Fire safety – Different fire types occur, and the user must put them out using the correct extinguisher type.

• Personal Protective Equipment – The user must dress four mannequins with the correct PPE, depending on their job responsibilities.

• Hazard perception – An incident has occurred in a manufacturing environment and the user must handle the situation correctly.

Multi-player & connected globally

A common hesitation around using VR is that many VR applications only enable one person to use a specific piece of equipment at any given time. When applied to a larger volume of personnel, this slows down the training process.

The solution? Online, multi-player, fully interactive VR training applications that can be used to connect multiple employees together from all over the world, allowing them to view content simultaneously. This allows one trainer to deliver training to a large number of users (up to 10,000 at one time) from the company’s HQ. The trainer can interact in a virtual space with up to five users, while others watch the lesson from their mobile devices or web-based training screen. All attendees can interact and ask questions, and the host can take masses of employees through step-by-step training quickly and efficiently.

The right solution?

Integrating new technology into any business presents challenges but is made a lot easier if considered alongside other existing communication, training and marketing channels. We must ask – Who is the target audience? What are the business objectives? Only once these questions are answered can we successfully match technology and media solutions to achieve business goals.

Often, your internal and external audience may be better served by films, animations (character-led or technical), or other digital or print media. SAFETY RAILING SOLUTIONS IN HARSH ENVIRONMENTSOnce installed, it is vital guardrails and handrails continue to offer the highest level of safety, and the best way to ensure this is by using the highest quality components.

In areas where climate or weather is harsh, the probability of handrails failing increases dramatically, especially when the rails themselves are of the fabricated type. With fabricated rails, initial holes are cut for fitting which breaches the railing’s anti-corrosion coatings, and this is then further compromised by welding.

Corrosive and harsh conditions will inevitably eat away at the material of any guardrail, but with fabricated railings, the structure itself actually becomes a hazard once it is weakened sufficiently. Once fabricated guardrails and handrails become damaged, the only way to repair them is by cutting out the problem section and welding in a replacement.

What if water comes into the game?

Kee Klamp® fittings offer a strong and durable solution to separating people from hazards, are more resistant to corrosion and can last up to seven times longer than fabricated barriers and handrails. They also eliminate the need for welding, cutting, threading or bolting and remove the need for skilled labour and permits for work.

When and why did you join IIRSM?

I joined with IIRSM in 2009 for the international exposure, continual professional developments and to get acquainted with the latest advancements in the field of Health, Safety, Environment and Risk Management. IIRSM gives opportunities to widen the professional network among the HSE communities and opportunities to gain learnings from different fields of HSE. Moreover, being an IIRSM member adds value to my professional status. I strongly believe that my association with IIRSM has uplifted my professional skills as in my case; I started my membership with an affiliated member and have advanced now to Fellowship.

There are several other risk and safety associations for professionals like yourself? Why did you decide to join IIRSM?

IIRSM’s has a unique and wider perspective towards the risk management approach. Apart from Health and Safety Risk Management; IIRSM has a wider approach towards all other risk management related to business. IIRSM’s meetings and events help members develop and maintain core health and safety competencies.Online CPD scheme enables every member for an easy access and opportunities to spend more time towards professional development.

What led you to become a Committee member?

Being a health and safety professional from the region and with such a long term association and constant involvement in the Branch activities, I had a strong belief that I have to contribute to the fellow colleagues to make the region’s workplaces safer. I have a strong belief that the committee’s collective knowledge and experience through the forum of IIRSM can be beneficial in empowering the fellow Health and Safety professionals in setting and implementing strong health and safety standards across the region.

IIRSM provides an avenue to get involved and become more active in one’s career. I am able to assume a leadership position and to make a difference in the field of risk management.

In addition IIRSM has helped me to network with HSE professionals all over the world, to grow professionally, to enhance leadership skills and to develop many wonderful friendships.

What led to a career in risk and safety management?

Hailing from a region where health, safety and environment was given the least considerations in the early 1980’s, I have always looked upon other regions including the Middle East where the workers’ health, safety and welfare are of prime importance and I wanted to be associated with risk and safety management to bring about the cultural shift in the organizations to reduce ignorance and create a safer work environment while keeping the organizational goals in mind.

What qualifications do you have?

I started my professional qualifications with Master Degree in Agricultural Economics, MSc Environmental Science, Higher Diploma in HR and then went on to do a Master of Business Administration in HSE. I acquired professional qualifications like NEBOSH IGC, IOGC and Diploma in H&S. I am a registered Auditor and Trainer for EMS, QMS & HSE standards through IRCA & PECB. I am also a registered OHS professional with Grade-A & Auditor for OSHAD requirements. The professional bodies recognized my qualifications and incalculable experience and honored me with Fellow IIRSM & CMIOSH. Currently, I am perusing my Master’s Degree in Psychology.

What does your current role involve?

My current role involves the management of the health, safety and environmental aspects associated with the Mitsubishi elevators’ installation, maintenance and modernization works in the Abu Dhabi region, the implementation of the HSE initiatives and best practices received from the field/factory, sustaining and demonstrating a positive HSE culture through regular trainings and audits. Being an IRCA & PECB certified Auditor; I am able to demonstrate the ISO requirements and timely changes to the organization.

What is the best part of being a risk and safety professional?

We are empowered to bring about a cultural change in the organization in health and safety aspects and making the workplace safer.

We could see the tangible results across the region through positive involvements of health and safety professionals and decline in the number of incidents and workplace injuries.

What main attributes does a risk and safety professional need?

Humanity should be the fundamental qualities of all risk and safety professionals. They should always be up to date with their professional knowledge and skills; should have a better understanding on the applicable legal and other requirements. Professionals should also be familiar with control measures for hazards identified in the workplaces considering the cost/benefit analysis.

What are you most proud of in your career?

I have been fortunate enough to be associated with some of the major development projects which gave ample opportunity to influence the safety culture in the region. The felicitation of IIRSM and IOSH with their honorary degrees was also a gratified moment in my professional life. In the organizational context, my branch being recognized for outstanding health and safety performance and HSE initiatives among the Mitsubishi Elevator Group over three consecutive years. Above all I believe that if my actions/consultation have saved any life directly or indirectly is the epitome in my career.

What advice would you give to some starting out?

In the modern world, HSE is a wide and challenging field and there is nothing in this world without safety requirements. Involvements and commitments are very much essential. Do your level best and things will come to you and you don’t need to run behind success. If you are a good performer, opportunities will come to you. Find the best team and be part of it, select a good mentor and seek guidance, seek higher qualifications and tomorrow is yours.

One of the biggest professional challenge I face is to increase HSE awareness among the multinational, multilingual and multicultural workforce working in the Middle East and Gulf Countries. To overcome this challenge I use number of ways to communicate HSE information to the workforce by using translators, arrange TBTs in the languages that they understand and publish multilingual HSE posters, flyers, bulletins and sign boards.

By joining IIRSM I will have access to extensive range of relevant, valuable features and benefits. Additionally being a member I will have access to IIRSM members network to gain and share health, safety and / or risk management knowledge for continual professional development and career growth.

In my opinion IIRSM UAE branch is doing commendable work as I have been receiving event communications and I feel the committee is well involved in supporting members with the required HSE information when ever asked. I have recently joined IIRSM UAE – Risk / Safety What’s App group, found it good source of local HSE standards sharing platform for the members.

I suggest the new, revised and updated local and international HSE standards must be shared during events and professional networking.

The major challenge to effective HSE MS is behaviour of the workforce from top management to shop floor workers. So the most potent strategy is to implement behavioural safety, where it becomes a culture rather than a means to a goal. Behavioural safety strategy is a way to go. It will take time to achieve desired goal but it pays off over time.

What is IPAF

The International Powered Access Federation (IPAF) promotes the safe and effective use of powered access worldwide. Set up in 1983, IPAF is a not-for-profit members’ organisation that represents the interests of manufacturers, distributors, users, rental and training companies. It serves as a forum for all active in the world of powered access. IPAF has played a key role in promoting many of the design, safety and testing procedures that are now established in the powered access industry.

Training

The IPAF training programme for platform operators is certified by TÜV as conforming to ISO 18878. More than 160,000 operators are trained each year through a worldwide network of over 600 training centres. Training generally lasts one to two days and is a mixture of theory and practice.

PAL Card

Those who successfully complete IPAF training are awarded the PAL Card (Powered Access Licence), the most widely held and recognised proof of training for platform operators. The PAL Card is valid for five years and shows the machine categories that the operator has been trained in. It also features the holder’s photo and signature, and can be verified by calling IPAF.
