INTRODUCTION Year 2017/2018 is another fruitful year for the Quantity Surveying Division (QSD). A number of events and activities, both external and internal to QSD, have taken place. 1. LOCAL AFFAIRS 1.1 Meeting with Development Bureau (DevB),

Construction Industry Council (CIC) and Legislative Councillor Sr Tony Tse on Construction Innovation and Technology Fund (25 June 2018)

In his 2018-2019 Budget for the HKSAR Government, the Financial Secretary proposed to set up a $1 billion Construction Innovation and Technology Fund to boost the capacities of enterprises and practitioners in the construction industry to adopt new technology, and support the construction industry to harness innovative technology. QSD Vice Chairman, Sr Raymond Kong, representing QSD of HKIS, together with other HKIS representatives and surveying practitioners met with the officials of the DevB and CIC on 25 June 2018 in a meeting arranged by LegCo Councillor Sr Tony Tse. DevB briefly introduced how the fund would support the technological application and manpower development for the construction industry. In the meeting, HKIS representatives shared with the officials some views on how the fund would benefit the acquisition of software, hardware and training for innovative technologies such as BIM.

1.2 Meeting with the Transport and Housing

Bureau (THB), Highways Department, Transport Department, Drainage Services Department, HKIA, HKILA, HKIP, HKIUD, and Legislative Councillor Sr Tony Tse on the Yuen Long Footbridge (26 June 2018)

On 26 June 2018, the Senior Vice President of HKIS and I attended a meeting arranged by the Legislative Councillor Sr Tony Tse with the Secretary of THB Ir Chan Fan, Frank (JP), representatives from the Highways Department, Transport Department, Drainage Services Department, and the Chairmen of the Hong Kong Institute of Architects, Hong Kong Institute of Landscape Architects, Hong Institute of Planners, Hong Kong Institute of Urban Design to discuss about the studies on the viability, design, construction cost conducted by the Government on the Yuen Long Footbridge. There was also a plain and open discussion on the suggestions considerations by the HKIA, HKILA, HKIP, HKIUD, and HKIS on the design of the footbridge. The Government would review the suggestions for discussions in the next round of meeting. 2. INTERNATIONAL AFFAIRS 2.1 Visit by the President of the Chartered

Institution of Civil Engineering Surveyors (13 April 2018)

The President of the Chartered Institution of Civil Engineering Surveyors (ICES), Mr Ian PB Cowling, visited the Institute on 13 April. He was accompanied by the Chairman of ICES (Hong Kong Region), Mr. LC Yu, and a delegation of six. I attended the meeting along with the following HKIS representatives: Sr Dick Kwok (President), Sr Tony Leung (Senior Vice President), Sr

Paul Wong (Honorary Secretary), Sr Thomas Ho (Immediate Past President), Sr Conrad Tang (LSD Chairman), Sr Yvonne Cheu (LSD Vice Chairman) and Sr Calvin Li (LSD Council member). During the meeting, Mr Cowling and his delegates briefly explained the update of the ICES in respect of the recent update of Chartered Engineer and the Engineering Council, the future collaboration in the ICES Second Strategic Plan 2017-2021, and its reciprocal recognition of professional membership with the HKIS. President Kwok, Sr Conrad Tang, other HKIS representatives and I shared the HKIS’s views on the reciprocal agreement. Both institutes agreed to collaborate in future CPDs, training and young surveyors group activities.

2.2 Signing Co-operative Agreement between The

Association for the Advancement of Cost Engineering (AACE International) and The HKIS (25 June 2018)

The Co-operative Agreement between the AACE International and the HKIS was signed by the then Presidents of both organisations 5 years ago. The AACE International and the HKIS share a mutual commitment to excellence in learning and strategic collaboration for the development of leading practices in project controls including cost engineering, quantity surveying, claims management, dispute resolution, and risk audit and validation within industry. Having discussed, both organisations have agreed to renew the Co-operative Agreement for 2ecognize22 a relationship continuously with the objective of supporting efforts of each other to leverage leading practices of the project controls community. The signing ceremony to renew the Co-operative Agreement between the AACE International and the HKIS for another five years was held at the Manchester Grand Hyatt San Diego Hotel, USA on 25 June 2018. It was attended by our President, Sr Dick Kwok; Honorary Secretary and QSD Past Chairman, Sr Paul Wong; Past

President and QSD Past Chairman, Sr TT Cheung; and QSD Past Chairman, Sr Keith Yim. The Co-operative Agreement was signed by AACE International President, Mr Charles Bolyard; and HKIS President, Sr Dick Kwok, and witnessed by members from both organisations.

2.3 Meeting with NEC Global Head (21 September

2018) On 21 September 2018, a meeting was arranged between Ms. Rekha Thawrani (Head of NEC Global) and me during the NEC Conference 2018 held at the Cordis Hotel, Hong Kong. It was the first time that I met with Ms. Rekha Thawrani. The discussion was mainly on the introduction of NEC, holding CPD events to the QSD members, and with the possibility of writing a paper on quantity surveying in NEC Contract. The meeting was brief and fruitful, and we mutually agreed that there would be a lot of collaborations in bringing updates on the NEC to our members.

2.4 The Accreditation Visit of the University of Reading, Malaysia (10 October 2018)

On 10 October 2018, I joined the PAQS Accreditation Panel as the chair in conducting a visit to the University of Reading, Malaysia at Johor Bahru Malaysia. The purpose of the visit was to conduct an accreditation assessment to the bachelor degree program in quantity surveying. The other panel members were Sr Goh Ngan Hong of SISV (Singapore), Sr Abmad Suhaimi Abdul Majid of RISM (Malaysia), and also with Sr Chua Siew Leng, Chair of the PAQS Accreditation & Education Committee. The degree course is a replicate of the same course in the University of Reading, UK. The general QS competencies comprising quantification measurement, cost estimates, contract law, construction technologies, health & safety measures are core subjects in the program. There is also a particular and strong focus in the understanding and application of BIM, including various softwares of BIM. The panel members were very impressed with the composition of the degree program. Thanks must also be expressed to the university academic staff for extending a very warm reception to the panel. 2.5 The ICEC-PAQS Conference 2018 in Sydney,

Australia (16 to 20 November 2018) 2.5.1 Introduction

Both International Cost Engineering Council (ICEC) and the Pacific Association of Quantity Surveyors (PAQS) are international associations of the quantity surveying and cost engineering professions in the World and Asia-Pacific region respectively. For ICEC, members are from more than 44 countries, and whereas PAQS include quantity surveying and cost engineering institutions from 14 countries/regions including Australia, Brunei, Canada, China, Fiji, Hong Kong, Indonesia, Japan, Malaysia, New Zealand, Philippines, Singapore, Sri Lanka, South Korea and South Africa. The HKIS is a full member of both ICEC and PAQS.

The ICEC-PAQS Conference 2018 was held from 16 to 20 November 2018 at the International Exhibition and Convention Centre in Sydney, Australia. The Organizer of the Conference was the Australian Institute of Quantity Surveyors (AIQS).

2.5.2 Hong Kong Delegates

The HKIS delegation comprised 18 members including President Sr Dick Kwok; Past Presidents, Sr TT Cheung and Sr Francis Leung; myself as the QSD Chairman; QSD Vice Chairman, Sr Raymond Kong and Sr Amelia Fok; QSD Honorary Secretary, Sr Sunny Choi; Past QSD Chairmen, Sr Daniel Ho, Sr Dr Paul Ho; QSD Council members, Sr KC Tang, Sr Leung Mei-yung, Sr Joseph Chong, Sr Colin Wong, Sr Constance Wong, Sr Sunny Wong, Anthony Tse; YSG representatives Sr Karen Wong and Sr Frank Poon. .

2.5.3 PAQS BIM Committee Meeting (16 November

2018)

QSD Honorary Secretary Sr Sunny Choi, QSD Past Chairman Sr Dr Paul Ho, and QSD Council member Sr KC Tang attended the BIM Committee of the PAQS on 16 November 2018 during the PAQS Conference 2018 held in Sydney, Australia. A total of twenty participants from ten countries and regions joined the meeting. In the meeting Sr Sunny Choi was elected as the Chairman of the Committee for a three years’ tenure. The Vice-Chairman is from Australia and the Secretary is from Malaysia. The representatives presented the latest BIM development of their countries. It was revealed that individual countries had made certain progress in last year:

(i) Australia (AIQS) and New Zealand (NZIQS) jointly prepared the AIQS/NZIQS BIM Best Practice Guide which included key modelling principles which QS should be aware of and wish to make industry aware of.

(ii) Singapore (SISV) had prepared the QS BIM Attribute Requirements (QS BAR) which was a set of modelling requirements to guide modellers to model the BIM model to facilitate QS to extract quantities from models.

(iii) Malaysia (RISM) started to draft the new SMM which would include parameters or modelling principles that QS would require for effective BIM measurement.

(iv) HKIS had drafted the BIM Contract Conditions and formed a BIM Contract Alliance with other organizations and professional bodies to review the Conditions. HKIS was drafting a new HKSMM5 with the target of simplification of measurement rules and adapting to new technology such as BIM.

To enhance the sharing of information and update on BIM development among members of PAQS BIM Committee, a platform through internet would be created for members to upload and download BIM information. 2.5.4 PAQS Research Committee Meeting (16

November 2018) The PAQS Research Committee met on 16 November 2018. Sr Dr Leung Mei-yung represented the HKIS in the meeting. The following points were discussed: 1. A comparison table has been prepared on the

housing costs in PAQS member countries and regions in 2017. The comparison would be updated by the end of 2018.

2. All research projects conducted by various universities and institutes of the PAQS member countries and regions were proposed to be listed out in PAQS web site.

3. It was proposed to have a web page in the PAQS web site for uploading all research information.

4. A series of value management events would be held in Hong Kong in November 2018 and May 2019 under a funded project entitled: ‘promoting VM in the Belt an Road’. All PAQS country and region members were welcome to join. The PAQS members could also propose speakers for the international conference in May 2019 on exchanging and promoting value management knowledge in various countries.

2.5.5 PAQS Sustainability Committee Meeting (16

November 2018) The meeting was held on 16 November 2018 with the representatives from 8 countries viz. Canada, Philippines, Singapore, Malaysia, Hong Kong, Indonesia, New Zealand, Sri Lanka. QSD Past Chairman Sr Daniel Ho was the Chair of the Committee.

It was reported that as a follow-up action from the last year meeting, 5 countries have submitted their summary of green buildings on the following areas:

(i) Existing environmental assessment method for buildings;

(ii) Statutory requirements on environmental buildings;

(iii) Government incentives in encouraging environmental buildings;

(iv) QS involvement in environmental buildings;

(v) Useful links; and

(vi) Recent updates.

The summaries would be uploaded onto the PAQS website for members’ information. It was also agreed that on top of the above six items, an additional item relating to the achievement of the member country in environmental buildings would be added.

It was also reported that the research project funded by HKIS titled “Sustainable Development Worldwide: Costs of Green Buildings” was completed and has been uploaded onto the HKIS website. The study aimed to investigate:

(i) Costs of green against conventional buildings

(ii) Economic values of green against conventional buildings

The related link to the HKIS website for the research report would be uploaded onto the PAQS website for information.

The meeting was informed that the research project funded by PAQS titled “Motivational factors & tangible benefits of green development buildings” was in progress and an interim report on this research was submitted to the PAQS Board meeting.

To enhance the knowledge sharing on sustainability, a pilot arrangement was proposed. The host country of the next PAQS conference, Malaysia, was invited to consider allocating a time slot of about 90 minutes in the conference on a topic relating to the challenges of sustainability in its country. As discussed, the exact topic was to be decided by Malaysia. The first part of this time slot would be the presentation of an expert invited by the host country to speak on the topic and the second part on a discussion forum participating by any of the member countries who would be interested to share their experience or knowledge on the subject. 2.5.6 PAQS Accreditation & Education Committee

Meeting (16 November 2018) QSD Vice-Chairman Sr Raymond Kong and I attended the Accreditation & Education Committee of the PAQS on 16 November 2018 during the ICEC-PAQS Conference 2018 held in Sydney, Australia. The meeting agreed to endorse the recommendation for accreditation of the following programmes to the PAQS Board for endorsement: 1. Bachelor of Science in Surveying – The Hong

Kong University 2. Master of Science in Construction Project

Management, majoring in Quantity Surveying – The Hong Kong University

3. Bachelor of Science in Surveying – The University College of Technology Sarawak, Malaysia

4. Bachelor of Science in Surveying (Hons) – Taylor’s University, Malaysia

5. Bachelor of Science in Surveying (Hons) – The University of Reading, Malaysia

The meeting also discussed some recommendations on the revision of the PAQS Accreditation Manual and the PAQS Initiatives in Philippines and Indonesia. Through this endorsement and the decision of HKIS to opt into the accreditation of all five surveying programmes, the HKIS recognized them as cognate degree programmes. Graduates of these programmes, upon application to the HKIS, might commence APC training in Hong Kong. 2.5.7 ICEC Board Meeting (16 November 2018) The ICEC Board Meeting was held on 16 November 2018. Our Past President Sr TT Cheung was the Chair of the Board. Our QSD Past Chairman Sr Keith Yim, QSD Vice Chairman Sr Raymond Kong and I attended the meeting. The meeting lasted for one and a half day. I reported the construction activities in Hong Kong. The ICEC Chairman Sr TT Cheung initiated the setting up of a young group in ICEC and was endorsed by the Board.

2.5.8 PAQS Board Meeting (17 November 2018) The PAQS Board Meeting was held on 17 November 2018. Our President Sr Dick Kwok, and Past President Sr TT Cheung, QSD Vice Chairman Sr Raymond Kong, QSD Past Chairman Sr Dr Paul Ho and Sr Daniel Ho, QSD Honorary Secretary Sr Sunny Choi, Council member Sr Joseph Chong and I were in attendance. Our Past President Sr Francis Leung was the Chair of the PAQS Board.

It was a whole-day meeting that covered reports by the PAQS Chairman Sr Francis Leung (HKIS); officers; committees; and official delegates of every member country/region. The PAQS first Vice Chair proposed the suggested constitutional changes for various country and regional members to consider and vote. I represented the HKIS and reported on some of the mega-sized construction projects in Hong Kong and provided updates on the QSD’s activities since the last Congress in 2017.

Sr TT Cheung, a member of the PAQS Council of Advisors, suggested some changes for the sustainable development of PAQS. Our President Sr Dick Kwok, signed a revised reciprocity agreement (RA) with the host Australian Institute of Quantity Surveyors (AIQS) to signify the mutual recognition of professional status and membership.

2.5.9 ICEC-PAQS Conference 2018 (18 – 20 November 2018) “Grassroots to Concrete Jungle: Dynamics in the Built Environment” was the theme of the Joint Congress of ICEC-PAQS 2018, it was aimed to provide new directions for Quantity Surveyors and Cost Estimators and set as a platform for sharing of the latest experiences of the practices. The conference brought together speakers from the Globe to the stage for sharing their insights in cost management, innovation in construction, BIM, infrastructure, international law and standards, costs in sustainability, construction technology and innovation, industry relationships, global cost management and project management. The Conference was successfully held on 18 to 20 November 2018 in Sydney, Australia. There were over 400 delegates attending the ICEC-PAQS Conference from 28 countries. 2.5.10 Papers Presented by Hong Kong Delegates There were also technical sessions, three QSD members participated in and delivered talks on BIM contract conditions, value management, application of BIM in the ICEC-PAQS Conference 2018. They were Sr Dr Paul Ho, (QSD Past Chairman), Sr Leung Mei-yung (QSD Council member), Mr. Anthony Tse (QSD Probationer)

2.5.11 PAQS Young Quantity Surveyors Group This year QSD provided funding for four young QSD members to join the ICEC-PAQS Conference. Together with the two young QS from the HKIS YSG, there were altogether six young QS members. They were Sr Karen Wong, Sr Frank Poon, Sr Colin Wong, Sr Constance Wong, Sr Sunny Wong, and Mr. Anthony Tse who was also the young probationer nominated by QSD to speak in the Conference on the subject of BIM. They enjoyed the two days activities with presentations, site visits, cultural exchange, and a lot of joy and laughters.

2.5.12 ICEC and PAQS Awards 2018 We were proud that three of our members’ contribution to the ICEC and PAQS, and had been recognized and were awarded during the Conference. They were:- 1. Sr. K.C. Tang was awarded with the ICEC

Distinguished International Fellow Award and the PAQS Medal Award;

2. Sr. Daniel Ho was awarded with PAQS Service Excellence Award; and

3. Sr. Raymond Kam was awarded with PAQS Service Excellence Award

3. MAINLAND AFFAIRS

3.1 香港測量師學會與武漢建築業協會合作交流會

(2018 年 1 月 30 日)

香港測量師學會會長郭岳忠測量師、前會長及內地事務委

員會主席賴旭輝測量師和本人、代表工料測量組的主講嘉

賓胡錦堂測量師一同參與了在 2018 年 1 月 30 日舉行的香

港測量師學會與武漢建築業協會合作交流會。作為專業交

流,胡錦棠測量師向與會者介紹了香港的全過程造價管理

程序和重點。在此,代表香港測量師學會向胡錦棠測量師

致謝。

香港測量師學會與武漢建築業協會也同時簽訂了一份合作

備忘錄,雙方在各自專業的服務範圍上通過交流協作,共

同調研在專業領域上的題目,並通過交換資訊,提供會員

有關雙方的最新行業動態和發展。

3.2 與廣東省造價工程師協會的會面 (2018 年 3 月 7 日)

在 2018 年 3 月 7 日, 前會長何國鈞測量師, 工料測量組前

主席嚴少忠測量師, 工料測量組資深會員鄧祺祥測量師及

本人在深圳南山區與廣東省造價工程師協會副會長許鍚雁,

深圳市造價工程師協會會長吳慧博, 副会长陈曼文舉行了

一次午餐會議。是次會議重點是商討由粵港兩地攜手編寫

適合在大灣區執行的造價標準。有關商討尚在起步的階段,

希望可以在不久的將來能達成一個初步的框架。

3.3 Video Shooting for the Congratulation of 16

th

Anniversary of the Shenzhen Engineering Cost Association (14 March 2018)

On 14 March 2018, the President Sr Dick Kwok and I were invited by the Shenzhen Engineering Cost Association to take part in their video shooting for the celebration of their 16

th Anniversary. Both the President

and I took the opportunity to convey congratulatory message from HKIS and QSD in the video clips, and the wish to collaborate on areas of mutual interest and benefit to the members of both institutes.

3.4 內地造價工程師與香港工料測量師之第三批資格互

認頒證儀式暨交流活動 (2018 年 3 月 27 至 29 日)

中國建設工程造價管理協會(中價協)與香港測量師學會第

三次資格互認之頒證儀式暨交流活動已在 2018 年 3 月 27

日至 29 日在香港舉行。

中價協原理事長徐惠琴女士及香港測量師學會會長郭岳忠

測量師在 2018 年 3 月 29 日在香港測量師研習中心進行頒

證儀式。同日兩位前會長張達棠測量師及賴旭輝測量師在

百忙中撥冗參與了交流活動,為兩地會員提供了兩個專題

演講: 香港工料測量師分享調解事務或糾紛解決顧問機制

和香港工料測量師海外工作個案分享。

在此謹代表工料測量組感謝會長郭岳忠測量師、前會長張

達棠測量師及賴旭輝測量師鼎力支持是次內地造價工程師

與香港工料測量師之第三批資格互認頒證儀式暨交流活

理研究中心午餐会(2018 年 6 月 6 日)

在 2018 年 6 月 6 日我應邀參與由深圳市人民政府港澳事務

辦公室、中港建設項目管理研究中心在香港舉辦的午餐会。

與會者包括深圳市人民政府港澳事務辦公室的姜力琨副主

任、潘穎港澳聯絡處副處長、郭小鈺港澳辦科長、中港建

設項目管理研究中心的陳廣言教授、朱清先總監、香港工

料測量師顧問公司代表及一眾與會者。

在會上,姜副主任簡介了深圳市政府計劃在政策上向專業

人士的建議,包括執業和稅務上的安排。也提出香港專業

人士在一帶一路與大灣區的戰略發展中可以參與的機會。

深圳市政府期待粵港澳的積極合作。

其他與會人士亦在專業教育,BIM 的最新發展和應用各自

交流了意見。

3.6 2018 年內地與香港建築論壇@貴陽 (2018 年 7 月 23

及 24 日)

在 2018 年 7 月 23 及 24 日,香港測量師學會會長郭岳忠測

量師、高級副會長梁家棟測量師、前會長及內地事務委員

會主席賴旭輝測量師、工料測量組委員會會員黃慧怡測量

師,黃淑茹測量師及本人參加了在貴陽的 2018 年內地與香

港建築論壇。本次論壇主旨是融入國家發展大局、促進建

築業高質量發展。

參與者包括香港特別行政區政府發展局,香港建築師學會,

香港建造商會,香港機電工程商聯會,香港機電工程商協

會,香港顧問工程師協會,香港工程師學會,香港測量師

學會,香港規劃師學會,香港園境師學會。內地的參與者

包括各省市的政府代表,及貴州省的各建築企業代表。

在這兩天的會議中,各方代表都對一帶一路、大灣區、高

質量建築等發表了意見。前會長及內地事務委員會主席賴

旭輝測量師亦發表了工料測量專業「走出去」的案例分享。

3.7 上海市建設工程諮詢行業協會與香港測量師學會簽

署深化滬港合作框架協議 (2018 年 8 月 31 日)

香港測量師學會赴上海代表團一行十三人於 8 月 31 日拜

訪上海市建設工程諮詢行業協會(下稱「上海協會」),工料

測量組代表為江就明測量師。

雙方在交流期間均就測量行業提出寶貴意見,上海協會也

提及上海的造價行業在過去 30 年的迅速發展,香港工料測

量師的專業經驗包括全過程造價的控制,令當地的造價管

理有所提升。

為加強兩會之間的溝通,推動滬港的交流與合作,兩會會

長於交流會議後簽署了合作框架協議,希望兩會日後有更

多信息、活動、高層管理和硏究課題的交流與合作。工料

測量組也希望日後可以有更多年青測量師可以在上海參與

及打造內地的市場。

3.8 成都市項目評審協會到訪香港測量師學會 (2018 年 10

月 25 日)

成都市項目評審協會 (下稱「成都協會」)於 10 月 25 日由

成都協會會長左佳琼女士帶領成都協會成員 (包括 5 位副

會長潘敏先生、張釗先生、包頌英女士、劉培均先生和嚴

華女士及秘書長陳南先生) 和其他四川工程造價管理公司

高層和專家一行二十多人到訪學會開展蓉港造價咨詢學術

交流,雙方藉此得以了解蓉港工程咨詢行業/測量師專業發

展趨勢。

學會亦安排了學會義務秘書及工料測量組前主席黃國良測

成都協會介紹了他們的性質是由成都地區評審中心、工程

咨詢、造價咨詢、工程設計、項目管理等機構自願組成並

經成都市社會團體管理機關登記的專業性、非營利性社會

團體。

交流期間,學會先安排成都協會觀看有關學會發展及工料

測量行業發展與前景的短片,以便成都協會了解一下學會

的架構、會員的管理經驗和專業學識與及香港工料測量行

業的歷史、發展和管理情況。

成都協會也安排他們的相關短片給學會代表觀看,使學會

代表了解他們協會的架構、發展和其他工程造價相關的訊

息,例如數據交流平台。

雙方也就兩地的工程造價管理和工料測量行業、香港與內

地工程造價管理的分別、建築訊息模型 (BIM) 技術的推展

及實踐情況、國際建設項目計量標準 (ICMS) 等交換了寶

貴意見。

兩地學會和協會期望在不久將來能夠作更深度交流合作,

雙方亦議訂明年 10 月由工料測量組安排會員前赴成都就

蓉港兩地的工程造價管理和工料測量行業發展作持續交流,

並就「香港測量師進入大中華從事工程造價行業的相關要

求」作更深入了解。

3.9 重慶市建設造價工程協會到訪香港測量師學會(2018

年 10 月 27 日)

重慶市建設造價工程協會一行十四人,由理事長閰家惠女

士帶領,於十月二十七日到訪香港測量師學會,由香港測

量師學會前會長暨工料測量組前主席何國鈞測量師及張逹

棠測量師,工料測量組前主席鄭森興測量師及文志泉測量

師及工料測量組理事應鍾秀測量師出席接待。是次會面讓

到訪人士加深了解香港測量師學會的工作及組織結構,雙

方亦就全過程造價經驗,專業操守管理,BIM 等新工程技

術應用情況,替代糾紛解決程序等進行了深入的交流。

4. MACAU AFFAIRS 4.1 Visit to The Macau Society of Cost Engineer (5

February 2018) On 5 February 2018, the QSD Immediate Past Chairman Sr Paul Wong, QSD Vice Chairman Sr Raymond Kong and I went to Macau to visit the Macau Society of Cost Engineer (MSCE). It was a return visit after their first visit to HKIS on 20 September 2017 and a follow up on the possible collaboration and cooperation between the two organizations. It was anticipated that the MSCE and the QSD would hold some CPD events in Year 2018 with the objective of promoting the quantity surveying or cost engineering services to the industry stakeholders and members of both organizations. 4.2 CPD Talks in Macau For the benefit of our members working in Macau, two CPD talks in Macau were jointly organized with the ICES (Macau Region) and Macau Association of Building Contractors and Developers (MABCD) listed as below. It was hoped that there would be more opportunities to have CPD events for our members in Macau through the continuous collaboration with ICES (Macau Region) and MABCD in Macau in the years to come. 5. NETWORKING WITH EXTERNAL BODIES 5.1 HKIS Media Luncheon (22 February 2018) The HKIS arranged a media luncheon at the World Trade Centre Club, Causeway Bay, on 22 February 2018, which was well-covered by the media. Four spokesmen from the QSD Sr Raymond Kong and Sr Amelia Fok (2 Vice Chairpersons), Sr Keith Yim (Past Chairman) and I attended the event. They shared their professional points of view on issues related to quantity surveying and answered enquiries from the editors and reporters. Our HKIS Immediate Past President – Sr Thomas Ho and HKIS Hon Secretary – Sr Paul Wong (both also our QSD Past Chairmen) were also present in the media luncheon. As in last year, the main message of QSD delivered to the media was the awareness of the local building construction cost; the procurement methods for various forms of building construction; and the various new initiatives applicable to the construction industry like the use of BIM, Modular Integrated Construction, Green Construction.

5.2 Visit to the Housing Department Quantity

Surveyors’ Association (20 June 2018) Following the last meeting with the Housing Department Quantity Surveyors’ Association (HDQSA) in April 2016, the QSD once again met with the HDQSA in Housing Department on 20 June 2018. QSD Vice Chairman, Sr Raymond Kong and Sr Amelia Fok, Hon Secretary Sr Sunny Choi and I attended the meeting with the HDQSA Chairman of the HDQSA, Sr S T Tai, Vice Chairman Sr Jack Cheung, and their other six Council members Sr Raymond Fong, Sr Jeff Ip, Sr Gene Ng, Sr Joe Wong, Sr Allan Lam, and Sr Kanty Fu. In the meeting, we have discussed HDQSA concerns on accreditation of the local surveying degree courses, the current tertiary education on quantity surveying, the preparation of the next version of SMM. The QSD requested more support for and participation in QSD affairs, including its CPD events by the HDQSA and its colleagues.

5.3 Communication Meetings amongst the ACQS,

DevB, ArchSD, and HKIS (19 October 2018) A Communication Meeting amongst the Association of Consultant Quantity Surveyors (ACQS), Development Bureau (DevB), Architectural Services Department (ArchSD), and HKIS was held at the Queensway Government Offices on 19 October 2018. The QSD’s Vice Chairpersons, Sr Raymond Kong and Sr Amelia Fok; and I represented the HKIS at the meeting. In the meeting, QSD raised the following three issues for discussion. (i) The introduction of SMM4 Revised – The SMM4

Revised was introduced by the HKIS on 13 August 2018. The SMM4 Revised has made amendments on some of the trades in the original SMM4. HKIS QSD will wish to know if ArchSD has any plan to adopt the SMM4 Revised in the forthcoming projects.

(ii) The roadmap of using BIM and the scope of BIM services required for QS Consultants – any credentials that QS should acquire for undertaking the BIM services other than as MHKIS.

(iii) The effect of the introduction of SOPL on (a) QS services and (b) the Dispute Resolution Advisor (DRA) system.

6. NETWORKING WITH MEMBERS 6.1 New Members’ Welcoming Party (7 March

2018) The QSD New Members Welcoming Party was held at the Surveyors Learning Centre on 7 March 2018. This year, over 70 participants (including new members, their friends and families, HKIS GC members, QSD Council members and Past QSD Chairmen) joined the party. The QSD Council members and past QSD Chairmen gladly met with the new faces during this jovial and casual event. I introduced to our new members the functions of various QSD sub-committees and committees and hoped our young surveyors would join QSD activities. The party provided us with a platform to promote the work of QSD and a very good chance to motivate members to take part in and contribute their efforts to the QSD Council. It was also our great honour that the President, Sr Dick Kwok, came to encourage and enlighten the newly-qualified members the roles of surveyors of HKIS. The new members were also introduced and reminded to visit the HKIS QSD Facebook page so as to get first hand news of the QSD. Same as the previous years, the creative games for the new members in the party were mind blowing and full of fun. Everybody enjoyed the event, food and beverages. At the end of the party, I conducted the lucky draw and presented the lucky ones with the prizes. Thank you our New Members Welcoming Party OC Chairperson Sr Karen Wong, and other OC members for their great effort in organizing such a successful event.

st QSD Social Event – The Pulse of Neon

Light Workshop (14 April 2018) The first QSD social event of this Council Year 2017/18 – The Pulse of Neon Light Workshop – was held at I.R. Industrial Revoluntionary Workshop in Kwun Tong on 14 April 2018. Each participant could design her/his own neon light picture. Thanks to our HKIS Honorary Secretary Sr Paul Wong who came to support and the QSD Social and Welfare Chairperson Sr Christina Wong, and her team member Sr Karen Wong for successfully organizing the event. My heartful thanks also went to the participating QSD members.

Cupping and Hand Drip Training Workshop (7 July 2018)

The Coffee Cupping and Hand Drip Training Workshop – was held at The Coffee Moment in Sai Ying Pun in the afternoon on 7 July 2018. Each participant could learn the basic knowledge of coffee and make his/her own hand drip coffee. Thank you to the HKIS Vice President – Sr Winnie Shiu, QSD Vice Chairman – Sr Raymond Kong, Honorary Secretary – Sr Sunny Choi and Past Chairman – Sr Keith Yim came to support and QSD Social and Welfare Chairperson – Sr Christina Wong, and her team member Sr Karen Wong, for their valuable efforts in organizing this event successfully.

rd QSD social event of this Council Year 2017/18 –

The Crystal Ball Candle – Workshop – was held at Kwun Tong workshop on 8 September 2018. Each participant could learn the basic skill for making his/her own candles. Thank you our HKIS Honorary Secretary – Sr Paul Wong came to support and QSD Social and Welfare Chairperson – Sr Christina Wong, and her team member Sr Karen Wong, for organizing and making the event successfully.

6.5 HKIS QSD Annual Dinner 2018 (25 May 2018) The HKIS QSD Annual Dinner 2018 was successfully held in the Royal Plaza Hotel on 25 May 2018 with a full house of guests in 34 tables. We are deeply honoured to have Mr K. S. Wong, Secretary for Environment of the Hong Kong Special Administrative Region (HKSAR), as our Guest of Honour (GoH). Other honourable guests included government officials from Development Bureau, Civil Engineering and Development Department, Architectural Services Department, Housing Department, Electrical and Mechanical Services Department, Water Services Department and Drainage Services Department. Besides, representatives from Liaison Office of the Central People’s Government in the HKSAR; professional

institutions and associations from HKIA, HKIE, HKILA, HKICM, ICES, CIA, URA, HKHS, HKCA, and JMHO; and universities and tertiary educational organisations also came and joined us in our annual dinner. I would also thank the support and participation of the HKIS ExCom members, HKIS President and Past Presidents, QSD Past Chairmen, fellow members, and HKIS staff. I shared the accomplishments of QSD in my opening address. The HKIS President, Sr Dick Kwok, and Mr K. S. Wong also delivered their President’s Message and GoH’s Message respectively. To recognize the outstanding performance of our newly-elected member, Sr Wong Ka Chun, during the Assessment of Professional Competence held in 2017, I presented him with the prize “Quantity Surveying Division APC Best Candidate 2017 Award”. Congratulations to Sr Wong. The dinner was hosted by a professional MC and had performances by three artists. They also played in the games with the surveyors. Taking this opportunity, I wish to express my heartful thanks to all the sponsors for their generous contributions and support. My thanks also go to the Organising Committee Chairman, Sr Amelia Fok, and her team for arranging such a successful and enjoyable event. The QSD Annual Dinner has all along been an annual event providing precious opportunity for members to mingle and meet their learned friends from the surveying profession, other professional institutions, and government officials, as well as to make new friends in the construction industry. The QSD has certainly achieved these aims this year.

7. ASSESSMENT OF PROFESSIONAL

COMPETENCE (APC) 7.1 QSD APC 2016 Professional Interviews (20

January 2018) The QSD APC Final Assessment Professional Interviews took place on 20 January 2017. The Interviews were held at the HKIS Office and Confucius Hall Secondary School. Over 90 QSD corporate members kindly joined the panel of interviewers and assisted in conducting the assessment. Before the interviews started, Sr Raymond Kong (QSD Vice Chairman and Chairman of the Divisional Education Committee) briefed the interviewers at the Confucius Hall Secondary School. The QSD would like to thank all interviewers for their time and great efforts to complete the interviews within one day.

7.2 Announcement of QSD APC 2016 (25 January

2017) The results of the QSD APC were announced on 26 January 2018. 37 candidates passed the referral interview in December 2017 (including 4 of them with their diary submission pending checking); 61 candidates passed the professional interview (including 28 of them with their diary submission pending checking); 5 candidates passed the Associate Membership interview in January 2018. Congratulations to all of them.

7.3 APC Assessors Gathering (6 August 2018) On 6 August 2018, APC assessors were invited to a gathering for sharing and discussing the problems and difficulties encountered in the APC over the years. The gathering was hosted by the QSD Vice Chairman and Chairman of QSD Divisional Education Committee Sr Raymond Kong, QSD Vice Chairman Sr Amelia Fok, and QSD Hon Treasurer Sr Poleon Chan. There were a lot of feedback, comments and suggestions from the assessors covering a wide range of issues. The Divisional Education Committee would review the feedback for making improvement to the APC System. I wish to express heartful gratitude to all the assessors who have devoted their time and effort in making the APC successful.

7.4 APC Assessors’ Briefing (28 September 2018) The APC Assessors’ Briefing 2018 was held on 28 September. There were more than 100 assessors attended the event. The briefing was chaired by the QSD Vice Chairman and Divisional Education Committee (DEC) Chairman Sr Raymond Kong together with the DEC members Sr Steven Tang, Sr Tiffany Chan, Sr Alan Ho, Sr Betty Lo. The questions and assessors notes of both Part I and II Papers were briefly introduced. This year there were more than 350 and 400 candidates took part in Part I and II written assessment respectively. This briefing marked the commencement of the assessment of the APC papers. Each answer script would be marked by 3 times by assessors of various seniority and practising in private or public sectors, and consultancy or contracting disciplines. It was anticipated that the whole assessment could be completed before CNY 2019.

8. PRE-QUALIFICATION STRUCTURED

LEARNING & CONTINUING PROFESSIONAL DEVELOPMENT

8.1 Pre-qualification Structured Learning (PQSL)

Fulfilling the Pre-Qualification Structured Learning (PQSL) hours is one of the mandatory requirements of Associate Members and Probationers, who must take a minimum of 15 hours of approved learning activities every six full months after their entry to the APC, before they sit for the APC examination. PQSL aims to enrich Associate Members and Probationers with essential knowledge in quantity surveying practices and principles in construction contracts, so as to prepare them for the APC examination. There are a series of PQSL events, namely measurement, procurement, standard form of building contract, contract administration, and specialization, which cover QS topics such as: • Measurement techniques • Measurement of building works and building services

installations • Tendering • Reporting on tenders • Variation and post-contract cost control • Payment valuation and final accounts • Contractual arrangements • Liquidated damages and extension of time • Direct loss and expense claims • Dispute resolution • Liquidation So far in this Council Year 2017/18, 25 PQSL events have been held, including four workshops for APC examinations. All were attended by full houses. For details, please see Annex “A”. 8.2 Continuing Professional Development (CPD):

Retrospect and Prospects Continuing professional development (CPD) is “the systematic maintenance, improvement and broadening of knowledge and skill and the development of personal qualities necessary for the execution of professional and technical duties throughout the practitioner’s working life.” To upkeep our members’ professional competence in their professional practices and technical performances is one of the importance tasks of the QSD. This year, the QSD CPD Sub-committee, worked with the QSD BIM Sub-committee and QSD Macau Sub-committee, has

organized 52 CPD events on a variety of topics, including contractual and legal, cost management, insurance, management, BIM, green measures, and other technical issues. For details of the CPD events of this Council Year 2017/18, please see Annex “B”. On behalf of the QSD, I express my heartful thanks to our the CPD sub-Committee Chair Sr Betty Lo for her devotion, and tremendous efforts working together with other dedicated members in organizing, promoting the CPD events to the members Looking forward, the QSD will continue to organize good quality CPD events in diversified areas, collaborate with other construction professionals, and cater for professional development and lifelong learning for our members. 9. PROMOTION OF THE QUANTITY SURVEYING

PROFESSION 9.1 2018 HKIS Quantity Surveying Division

Scholarship Presentation Ceremony (30 April 2018)

The 2018 HKIS QSD Scholarship Presentation Ceremony was successfully held on 30 April 2018 in the HKIS Surveyors Learning Centre. It was the eighth ceremony that the QSD had organized. The main objective of the scholarship programme is to reward students who study quantity surveying at local universities and the Institute of Vocational Education (IVE) and hoping to become professional quantity surveyors. Their ability is evidenced by their electives and performances in key quantity surveying courses during their scholarship periods. A secondary objective is to promote quantity surveying as a highly-valued profession in the construction industry to students. The fulfillment of both objectives would result in more high-calibre young people entering the quantity surveying profession. It was a pleasure to see the President, Sr Dick Kwok, attended the event and gave an impressive speech to the awardees. I together with Sr Raymond Kong and Sr Amelia Fok (both QSD Vice Chairman), Sr Poleon Chan (QSD Hon Treasurer), represented the QSD Council in thanking the guests, department heads, and teaching staff from the three universities and the IVE, the members of QSD Council for supporting and attending the ceremony. 18 scholarships were awarded to students in recognition of their outstanding performances in key quantity surveying courses leading to a bachelor’s or associate’s degree or higher diploma. 9.2 HKIS Diploma Presentation cum Dissertation Awards Presentation (1 June 2018)

The HKIS Diploma Presentation cum Dissertation Awards Presentation was held in the Ballroom of the Royal Plaza Hotel on 1 June 2018. During the presentation, the HKIS Senior Vice President, Sr Tony Leung and I presented diplomas to 69 newly-qualified QSD members (68 members and 1 fellow member). Congratulations to all the newly-qualified and fellow QS members for their achievements. Their professional growth will definitely strengthen the quantity surveying profession in the future.

9.3 Talks in Conference / Seminar 9.3.1 QSD Participation in the Building Safety Week

2018 (20 April 2018) The Building Safety Week 2018 under the theme "Care about building safety · Build our sweet homes in unity" was held from 15 to 20 April with the Building Safety Symposium 2018 held on 20 April 2018 as the finale of the Program. HKIS Immediate Past President and also QSD Past Chairman, Sr Thomas Ho was one of the speakers of the Symposium and delivered a speech on "Cost-effective Maintenance for Aging Buildings". During the talk, Thomas explained the tendering and cost control system commonly adopted in new works and maintenance and repair works. Based on his experience in both new works and maintenance and repair works, he suggested ways to improve the tendering and cost control system in maintenance and repair works.

9.4 Seminar under DevB's Project Capability

Building (PCB) Programme (20 November 2018)

On 20 November 2018, Sr Paul Wong, the HKIS Honorary Secretary and QSD Past Chairman, delivered a talk titled “Know Your Partners - Cost Management” to the colleagues of the DevB. The seminar was under the PCB Project Management Training programme of the DevB. It was on one hand to equip government construction professionals with contemporary project management knowledge under a formal project management training curriculum, and on the other hand to increase the breath of their knowledge and capability through experience sharing seminars by the industry experts/leaders. QSD would hope that DevB’s colleagues (a mixture of about 150 participants, from graduates to chief professions, and across different disciplines, including Architects, Engineers and Surveyors, etc.) would have valuable takeaway from the sharing of Sr Paul Wong.

VISITS TO UNIVERSITIES AND SCHOOLS From time to time, the QSD would promote the quantity surveying profession through visits to local universities and IVE. The objectives of these visits are to introduce the Institute, the scope of professional services of quantity surveying, the membership admission routes and APC training schemes. I hope that some of the students who attended them have become more interested in the quantity surveying profession and study surveying at Hong Kong’s universities or at the IVE before becoming members of the Institute. 11.1 Career Talk at University of Hong Kong (20

April 2018) A career talk was held on 20 April 2018 at the University of Hong Kong for students in BSc Surveying and MSc in Construction Project Management. The HKIS QSD Council member, Sr Steven Tang and Sr Tiffany Chan and a young member Sr Michael Wong, introduced to the students the quantity surveyor’s role in the construction industry. The speakers also shared their experience, career development and the day to day works with the students

11.2 Visit to University College of Estate

Management (UCEM) (22 June 2018) QSD Vice-Chairman, Sr Raymond Kong, visited the local academic office of University College of Estate Management on 22 June 2018. Raymond introduced the Institute, the development of the quantity surveying profession and the routes to membership to the students. Raymond also shared with the students some information about the objectives and criteria of the Assessment of Professional Competence (APC). Before the ending of the talk, there was a session of floor discussions. The students showed great eagerness in joining the profession.

11.3 Career Talk at IVE (Morrison Hill) (5 October

2018) A career talk on quantity surveying was conducted at IVE on 5 October 2018. I introduced the HKIS, quantity surveying profession, routes to qualification, career development to the students studying in higher diploma in building services engineering, and surveying. The talk was an interactive one with questions and answers between the speakers and the students. Thanks to IVE for the invitation and the other speaker for sharing his experience as an engineering graduate working as QS in a QS consultancy firm.

11.4 CityU Information Day (13 October 2018) The BSD Vice Chairman Sr Arthur Cheung and I attended the CityU Information Day on 13 October 2018. As in the previous year, the purpose of the visit was to introduce the HKIS, quantity surveying and building surveying profession to the parents, young boys and girls who would be interested to study surveying in The City University of Hong Kong. The areas of the introduction were mainly focused on the establishment of the HKIS by statute, the organization structure, the various divisions, the career pathway of QSD and BSD, and the route to qualification to become member of the HKIS. The event was well attended by over 50 participants. Thanks must go to Sr Dr. Daisy Yeung of the City University of Hong Kong for the invitation.

11.5 Visit to Tsuen Wan Government Secondary

School (16 March 2018) On 16 March 2018, three Council Members: Sr Tiffany Chan, Sr Dr. Ken Hui, Sr Rex Ying and QSD member Sr Dora Li visited Tsuen Wan Government Secondary School to introduce quantity surveying profession to the students. In the presentation, the professional duties, career prospect and education route of QS were introduced. Students were particularly interested in the nature of QS works, working environment, and expected salary of the profession

Thanks to Sr Tiffany Chan, Sr Dr Ken Hui, Sr Rex Ying, and Sr Dora Li for taking their time to conduct this school visit. 11.6 Career Talk at St. Louis School (11 April 2018) HKIS Immediate Past President and also QSD Past Chairman, Sr Thomas Ho gave a career talk at St. Louis School on 11 April to introduce HKIS and the surveying profession. The talk was well attended by over 100 secondary school students. Thanks to St. Louis School for arranging this career talk.

12. BUILDING INFORMATION MODELLING (BIM) 12.1 Formation of the BIM Contract Alliance to

review the proposed BIM Contract Conditions (18 July 2018)

The Development Bureau on 1 December 2017 had issued a Technical Circular (Works) No. 7/2017 and on 12 June 2018 issued the latest guideline on Adoption of Building Information Modelling (BIM) for Capital Works Projects in Hong Kong. The Circular has set out the policy and requirements on the adoption of BIM technology with a view to enhancing the design, construction, project management, asset management and improving the overall productivity of the construction industry. While BIM appears to be a world-wide trend, local developers/employers, consultants, contractors and subcontractors are concerned with their risks and liabilities when using BIM. Proper contract conditions setting out the obligations, responsibilities, rights and liabilities of all contracting parties are one of the essential elements for successful implementation of BIM. In responding to this industrial need, the Quantity Surveying Council in the summer of 2017 had drafted a standard BIM Contract Conditions which can be used in conjunction with most local standard forms of consultant employment and contraction contract. The BIM Contract Conditions was presented by Dr Paul Ho, the principal drafter, in the “International BIM Conference” organized by the Quantity Surveying Council on 18 November 2017. An encouraging response was received from conference participants. Subsequently, two consultation forums were held in November and December 2017 to seek HKIS members and industrial stakeholders’ views to enhance the proposed BIM Contract Conditions. The feedbacks received were very supportive. In most overseas countries, standard forms of building contract are usually drafted by a joint contract committee consisting of all relevant professional bodies and contractors. HKIS proposed to form a BIM Contract Alliance in Hong Kong to fine tune and promote the proposed BIM Contract Conditions. The first meeting of the BIM Contract Alliance was held in HKIS on 18 July 2018 with representatives from the following organizations: (1) The Hong Kong Institute of Architects (2) Association of Consulting Engineers of Hong Kong (3) The Hong Kong Institute of Construction Managers (4) The Hong Kong Construction Association (5) Hong Kong Federation of Electrical & Mechanical

13. STANDARD METHOD OF MEASUREMENT 13.1 The Launching of Standard Method of

Measurement 4 Revised (13 August 2018) On 13 August 2018, the Standard Method of Measurement 4 Revised was officially launched. The SMM Committee Chairman Sr Dr. Paul Ho and the full team of Committee were present in the launching ceremony. Each of them was presented with a Certificate of Appreciation by our Past President and QSD Chairman Sr Thomas Ho. Sr Dr. Paul Ho also gave a briefing introduction on the revision made to the Standard Method of Measurement 4. The launching was well attended with a full house of members. 14. NEW LEGISLATIONS 14.1 Proposed Security of Payment Legislation

(SOPL) The HKIS has been working closely with the Hong Kong Institute of Architects (HKIA), Association of Architectural Practice (AAP), Association of Consulting Quantity Surveyors (ACQS) on the proposed SOPL. A number of meetings had been conducted among the 3 professional bodies and Development Bureau in the last few years. HKIS is now focusing on the establishment of the Adjudicator Nominating Body in HKIS.

15. CONCLUSIONS I am pleased to conclude that the QSD Council has accomplished most of the tasks set out in the 2017/18 Year Plan with the concerted effort of the Officers, Council members, Co-opted members, Sub-committee members, Panel Advisors and the Secretariat of the Institute. This year term has been a very successful one for the QSD in terms of the connections with its members, training for probationers and associate members, continuous professional development of its members and its external collaborations and liaisons with other local and overseas professional bodies. In particular, QSD has provided opportunities for the young members to go overseas and get in touch with the development of the quantity surveying profession in other countries or regions. The QSD also maintained links to various Mainland cost engineering associations from Wuhan, Chongqing, Beijing, Shanghai, Guangzhou, Shenzhen, Guiyang, and Chengdu. My heartfelt thanks go to all outgoing Council members for their support and valuable advice, without which the QSD would not have been able to accomplish its targets in the Council Year 2017/18. I also thank all members’ support to the QSD and wish our members to continue to support the QSD in next Council Year 2018/19.

The current HKSMM4 was published in 2005. During past years,

HKSMM4 needs a complete revamp and update to deal with modern

practices, the majority of members also express that based on the past

experience, the preparation of a new SMM would take considerable

time and therefore, as an interim measure, it would be desirable to

quickly issue an amendment to the current HKSMM4 first.

Two discussion forums had been held in late 2016 and early 2017 to

introduce the proposed amendments and collect comments from

stakeholders. In this CPD event, Sr Dr. Ho will present the major
