operations

Background - the Puerto Rico Electric Power Authority (PREPA) has been in

crisis for years, and its crumbling electricity grid

with a fragile transmission scheme,

little basic maintenance

extraordinary pollution

out-of-date infrastructure

Process Controls – A path to get results

PREPA’s timeline and path forward should include a framework for defining

goals and targets focused on least system compliant cost (generation

included), that ensures reliability and resilience.

PREPA should define and identify operational savings initiatives that target

1.0 cent per kWh. Work Plan 180(Act for worker benefit) commenced to

validate existing and identify incremental cost reduction and performance

improvement opportunities

PREPA should develop and share with FOMB a specific analysis of debt

capacity under certain rate increase levels, which incorporates feedback

from FOMB advisors
