    All people have fundamental, moral and constitutional rights.

    These rights must not be abrogated merely because a person has a mental orphysical disability.

    Among these fundamental rights is the right to community living.

    Slide 3We affirm that In the domain of educational programming and human services:

    All people, as human beings, are inherently valuable.

    All people can grow and develop.

    All people are entitled to conditions which foster their development.

    Such conditions are optimally provided in community settings.

    Slide 4Therefore:

    In fulfillment of fundamental human rights and in securing optimumdevelopmental opportunities, all people, regardless of the severity of theirdisabilities, are entitled to community living.

    This is further complicated by the lack of teachers qualified in currentand best practices for inclusion, collaboration, and cooperativeteaching with fellow teachers whether they are general education orspecial education staff

    Jobs to help facilitate and support a life in the community must be

    accessible, with appropriate accommodations, adaptations that willallow people to work at their best capacity

    And of greatest importance there must be a nacional expectation thatall people, including people with intellectual, mental and developmentaldisabilities can and must have a life like yours and mine-

    That they may become authentic chilean citizens

    Slide14.Research by authors from university Catlica and COANIL published last yearutilizing the American association on intellectual and developmentaldisabilities instrument, supports intensity scale, show that low supportrequirements of many of the studys 38 women locked away in institutions donot warrant their incarceration.

    The authors note that: these Chilean residents kept permanently ininstitutions--seemingly incapable of living in the communityappear to bemore a product of their life sentence to institutionalization, than a resultant

    effect of their disabling condition and extensive support needs.

    Slide 15Therefore we present to the esteemed international committee and Chilebased on current Chilean scientific research, our observations, and ourpersonal conversations with people lucky enough to be living a self-determined life that

    Chile must:

    Improve the processes of deinstitutionalization and distribution of

    resources and support services,

    Eliminate the constraints that inhibit the opportunity to live in andreceive support services in the community.

    Begin to implement state regulations and strategies, best practicesand incorporate the results of current scientific research in thetraining of support services personnel, that focus on concepts suchas person-centered planning, personal outcomes-focusedstrategies and aspects related to quality care.
