01 Introduction

01.1 Malta Information Technology Agency (MITA) intends to conduct market research on:

Qualitative Research Services on Mobile Device Usage – R007/17

01.2 Interested Parties are requested to provide the required information by 20th January 2017.

01.3 Submissions and any related supplementary information are to be submitted electronically and

in the English Language on [email protected] quoting the RFI title and reference number.

01.4 Interested Parties are to visit the MITA website (www.mita.gov.mt/rfi) for any updates published

in relation to this RFI, including clarification notes.

01.5 MITA may request Interested Parties to provide it with clarifications or additional information in

connection with their submission.

01.6 The information collected through the submissions will be treated as confidential and shall be

processed in accordance with the Data Protection Act (Chapter 440 of the Laws of Malta).

01.7 No costs incurred by the Interested Parties in responding to this RFI, including but not limited to

the preparation and submission, shall be reimbursable. All such costs shall be borne by the

Service Provider.

01.8 Information submitted in response to this RFI will become the property of the Government of

Malta. MITA will not pay for the information solicited or for the use of the information submitted.

01.9 MITA on behalf of the Government of Malta shall retain possession of all documents received.

All materials provided by the interested parties will be treated as confidential and are non-

returnable.

01.10 This RFI is to be treated solely as exploratory market research for the purpose of gaining

knowledge of the mobile device usage in the market and to obtain an estimate of the

corresponding costs. This RFI should not be regarded as a Call for Tenders (CfT) or as an obligation to procure on the part of MITA. No contract will result from any response to this RFI.

01.11 MITA and the Government of Malta reserves the right to issue a (CfT) for the same or similar services in the future.

02 MITA Profile

The Malta Information Technology Agency (MITA) is the central driver of Government’s Information and Communications Technology (ICT) policy, programmes and initiatives in Malta. The role of MITA is to deliver and implement the assigned programmes as set out in the Digital Malta National ICT Strategy 2014 - 2020, and as directed by the Parliamentary Secretary for Competitiveness and Economic Growth from time to time. MITA manages the implementation of IT programmes in Government to enhance public service delivery and provides the infrastructure needed to execute ICT services to Government. MITA is also responsible to propagate further use of ICT in society and the economy and to promote and deliver programmes to enhance ICT education and the use of ICT as a learning tool. MITA officially took over the operations of MITTS Ltd on 1st January 2009. Whilst MITTS Ltd (and its predecessor) was solely devoted in providing a service to Government, MITA’s role is extended to cover projects and services on a national scale. MITA shall therefore continue to excel in providing ICT infrastructure and services, professional project management and consulting services to the Government. The Agency is dedicated in assisting the Government in transforming technological innovations into real business solutions. Its unique approach combines an innovative array of ICT and project management services with focused delivery capabilities using tried and tested methodologies to help fulfil Government’s strategies and projects and maximise the benefits of investment in technology. Building upon the strong legacy of all its predecessors MITA operates within a defined national ICT strategy. Besides the expertise, MITA inherited a mature organisation that makes it comparable to the best practices in the corporate scene. The Agency is a young, fresh, dynamic and knowledge-driven organisation thriving on the culture of being a cutting-edge IT services player. MITA prioritises national ICT targets, and embraces open standards and technologies as a matter of policy. 03 Background and Purpose

For the Agency to be in a better position to deliver its mandate, MITA needs to carry out adequate research on pertinent topics. This way, the organisation will be able to base its strategies and implementation approaches on best practices and thought leadership. In this regard, MITA is tapping the market in order to identify interested market players that operate in the research service sector and that could provide the Agency with the services as documented in this RFI. The research services required should aim to identify local patterns of mobile usage, which includes the type of services being consumed, the time and frequency the services are used, the amount of payments done, etc. and to learn what are the citizens’ expectations from government regarding Mobile Government Services together with the usage patterns of particular services available at the time of research. The research will be conducted through the different focus groups and each focus group will be given a particular Mobile Government Service to explore, discuss and give their feedback. The same focus group will meet again to discuss the same Mobile Government Service and possible improvements. It is expected that Government representatives, MITA representatives and/or developers of the Mobile Government Service will be present during the focus group.

04 Requirements

Interested parties are kindly requested to submit the following information:

• A brief company profile • The terms and conditions that govern the services detailed in this RFI • The attached Supplier Information sheet duly completed • Market prices, exclusive of VAT, for the following services:

1. Carry out two quantitative research studies, one at around Q1 2018 and one around Q3

2019 – each quantitative research study will be composed of 12 focus groups, having 8 to 10 attendees for each focus group and each focus group will be repeated twice. It will be expected that the attendees for the 12 focus groups are representative of the Maltese population and relevant audience for the particular Mobile Government Service;

2. Conduct a comparison between the first and the second research to establish the current trends in the mobile government arena;

3. Present the results obtained from the research studies in a seminar to be organised by

MITA;

4. Such work will be presented to MITA as follows:

a. Micro-data for both research studies; b. Qualitative reports – outlining the trends found as a result of both research

exercises; c. One comparison report outlining the similar and different trends between the two

studies and any other highlights; d. A user-friendly version of the report including statistical data that will be made

public. The design of this report will be done by MITA; e. For the purpose of these seminars, two presentations will be compiled by the

supplier highlighting the salient points emerging from the above exercises. These presentations will be used during the seminars.

MITA reiterates that this RFI is for market research only and the prices being requested are for market research only. MITA may request interested parties to give a presentation of their service offering.
