About the Division of Behavioral Health and Recovery HCA’s Division of Behavioral Health and Recovery (DBHR) is responsible for administering the community mental health, substance use disorder, and problem gambling service delivery systems. DBHR administers programs and services for children, adults and families experiencing severe and persistent mental illness, alcohol, or drug problems, at risk of developing a substance use disorder, or with a combination of these issues. Command of advanced principles of management, including budget development and management, strategic planning, and staff recruitment and retention. Extensive leadership skills demonstrated through expansive knowledge and management of multiple, complex statewide behavioral health programs with associated policy and program risk. Direct knowledge of federal, state, local, and private funding sources available to support substance use disorder and mental health services. Ability to work with Tribal governments and Recognized American Indian Organizations. Ability to work collaboratively to plan, analyze, and problem solve; identify policy needs; develop goals and objectives; and use data for decision-making. ABOUT THE POSITIONThis position provides an opportunity to:

Improve the lives of people with mental health and substance use issues. Be a part of a cohesive, active, healthy executive team. In�luence system development at the state level.

The DBHR Director provides executive leadership, overall direction and strategic vision to the state and agency for the community behavioral health system. The position works with tribal governments and a variety of stakeholders including the Governor’s of�ice, other state agencies, and federal partners. This position will:

Work with other HCA divisions to organize, direct, and manage statewide contracts for services to provide treatment for substance use disorders. Develop policy for the public community mental health service delivery system through contracts with regional administrative entities (behavioral health organizations), which provide crisis, community hospital, and outpatient mental health services. Plan and implement prevention and early intervention programs. Provide information/education services, and research activities for mental health and substance use disorder services. Oversee tobacco prevention and control and problem gambling prevention and treatment programs.

This position serves as the Single State Agency representative for the administration of the state mental health and substance use disorder programs on behalf of the Health Care Authority. This includes administration of federal grants and representing the HCA in national associations.This position will be located in Olympia, Washington.

The �irst six months:• Implementing federal funding for this very highly visible program/initiative at approximately $25 million.• Implementing the new 1115 waiver for the substance use disorder program development.• Providing oversight for the Behavioral Health Organizations’ transition to integrated contracts.

Respond to legislative inquiries from policy direction to questions about speci�ic constituent concerns. Inform and consult with the HCA Director and executive team. Work with 29 Federally Recognized Tribes and 6 Recognized American Indian Organizations.

Leadership Provide a high level of leadership and management of the Division in order to meet the program mission, goals, and objectives. Develop legislative requests, review proposed legislation, and implement new legislation.

Program Management Set direction, expectations, and management of the state’s community mental health system. Oversee the Tobacco Prevention and Control Program; Gambling Prevention and Treatment and; Children’s Mental Health Initiative.

Budget & Finance Provide oversight of a biennial budget of $1.9 billion. Ensure funds appropriated to DBHR are spent in accordance with legislative and program intent.
