Permitting • Natural Resources Permitting • Traffic Engineering • Construction Stakeout LOCATION: Robbinsville Township, New Jersey CLIENT: CB Richard Ellis

Langan provided site/civil engineering services for the McKesson Distribution Center in Robbinsville, New Jersey, a 450,000 SF distribution center located within the Matrix Business Park at 7A. In 2007 this site was originally designed and permitted by Langan as a 626,300 SF spec warehouse. This site received previous approvals from Robbinsville Township, Mercer County, the New Jersey Department of Environmental Protection (NJDEP), and the Mercer County Soil Conservation District. Working together with the project architect, Langan redesigned the site layout to accommodate McKesson’s needs while minimizing the impacts to the existing approvals and integrating the building into the expanding business park. Langan successfully applied for and received revisions to the existing permits on site. Both McKesson and the Township had very specific lighting design criteria and Langan was able to develop a lighting design that satisfied both parties. The project had a very compressed design and permitting schedule, which Langan worked diligently to maintain.

Located just minutes from exit 7A of the New Jersey Turnpike, the Matrix Business Park has become prime real estate for the industrial/distribution market in New Jersey. The park is home to major companies such as Amazon.com, McKesson Corporation, Mercedes Benz, Grainger Industrial Supply, and McMaster-Carr. Langan’s involvement with the Matrix Business Park at 7A began in 2005 with the design, permitting, and construction administration of a 900,000± square foot distribution center for KTR Capital Partners in the western portion of the park. By delivering cost-effective designs in a timely manner, Langan impressed and was hired by Matrix Development Group to design and permit three speculative facilities in the eastern portion of the park. Langan performed detailed site development design of the three additional facilities, totaling approximately 1.65± million square feet of floor space, and obtained the required entitlements from the Township, County, State, and local soil conservation district. When build-to-suit tenants were found for the approved speculative buildings, Langan was called upon to redesign these projects to meet the specific needs of the tenants. Utilizing extensive knowledge of the sites and authorities have jurisdiction, Langan was able to provide revised designs and amended approvals to meet the aggressive timeline required to secure the build-to-suit tenants. To date, Langan is responsible for the design, permitting, and construction administration of five of the distribution facilities in the park totaling 2.8± million square feet of floor space. In addition to these facilities, Langan was involved in the design and permitting of significant off-site improvements including installation of two traffic signals, roadway widening, sanitary pump station upgrades, 1± mile water main extension, and a new electrical substation.

KTR WAREHOUSE DEVELOPMENT SERVICES: • Site Feasibility Study • Wetland Delineation • Wetland and Stream

Encroachment Permitting • Phase I Environmental Site

Assessment (ESA) • Surveying • Geotechnical Engineering • Pavement Design • Site/Civil Engineering • Utility Design • Soil Erosion and Sediment Control

Design and Permitting • Stormwater Management Design • Landscape and Lighting Design • Traffic Analysis • Easement Preparation LOCATION: Washington Township, Mercer County, New Jersey CLIENT: KTR Capital Partners, LLC

Langan developed a site layout to overcome several constraints and provide the maximum building square footage for the client. This resulted in an 111,300 SF building on the northern lot and an impressive 905,000 SF building on the southern lot. To put the size of the southern building into perspective, the driveway around it is more than a mile long. Design constraints included 15 acres of wetlands, an unstudied flood plain, a 16-inch diameter water main in the middle of the site, high voltage electric lines and associated easements, and close proximity to a residence. Langan performed a flood study and net fill calculations to obtain a NJDEP Stream Encroachment Permit. Langan wetland scientists performed extensive research on the permitting history of the business park to determine that the allowable wetland disturbance would be only 0.04 acres. Modular block retaining walls were used to maximize the footprint of the 905,000 SFbuilding and minimize wetland impacts. Relocation of a 16-inch water main and associated easements allowed for the best use of the southern portion of the site. Langan designed the site lighting and landscaped buffer behind the West Manor Way residence to address all of the property owner’s concerns.

BURLINGTON NECK WAREHOUSE REDEVELOPMENT SERVICES: • Stormwater Management and

Water Quality Analysis • Hydraulic Modeling • Environmental Engineering • Site/Civil Engineering • Landscaping • Regulatory Permitting LOCATION: Burlington Township, New Jersey CLIENT: Viridian Partners

Langan helped engineer the redevelopment of the 130-acre former Hercules Burlington Plant, which ceased manufacturing operations in 1992, into four new warehouses totaling 1.69 million SF. The site required environmental remediation and is now capped with processed dredged material (PDM) under the supervision of NJDEP. Approximately 300,000 cubic yards of PDM were used to raise grades necessary for site development. Approvals obtained by Langan were Site Plan, Waterfront Development, Flood Hazard Area Permit, Freshwater Wetlands, Water Main Extension and Soil Erosion and Sediment Control. Some complexities encountered included phasing the approval process with the town and NJDEP, meeting strict town stormwater requirements and minimizing potential for flooding on adjacent County roads. With the help of Langan, a new stormwater management system design enabled preliminary “pad ready” construction to continue after a failed attempt to construct two wet ponds near the Delaware River. Langan redesigned the ponds as wetland ponds and got them re-approved by Burlington Township and New Jersey Department of Environmental Protection (NJDEP).

Langan provided site/civil, environmental, and geotechnical engineering services as well as topographic surveying and natural resource permitting for a proposed 427,500 SF warehouse development. Langan provided comprehensive site/civil engineering services for the project, including a feasibility study, site capacity analysis and site design. Due to the site’s distance from existing utilities, Langan worked with Elizabethtown Water Co., PSE&G and JCP&L to determine the best means to serve the site with water, gas and electric. Connection of the site to the Township sanitary sewer network involved analysis of several options including extending a new gravity line under the New Jersey Turnpike, parallel pump analysis for connection to an existing force main and construction of a new force main. Langan provided project permitting services at the Township, County and State levels. This included a wetland delineation of the site to accurately define the extent of on-site wetlands. The site layout and stormwater management system was designed to minimize wetland impacts and avoid the need for an individual wetland permit. Delaware and Raritan Canal Commission buffer requirements were incorporated into the design due to the site’s proximity to a tributary of the Canal. Langan designed improvements to Station Road in front of the site. This design involved the addition of a left-turn lane into the site as well as the integration of plans by others to provide an at-grade crossing immediately adjacent to the site. Langan provided a range of geotechnical services for the project including subsurface investigation, pavement design and retaining wall design.

CRANBURY BRICK YARD SERVICES: • Site Plan Design • General Development Application • Sanitary Sewer Design • River Modeling • NJDEP Land-Use Permitting • Geotechnical Engineering • Landscape Design • Traffic Engineering LOCATION: Cranbury, New Jersey CLIENT: Cranbury Brick Yard, LLC

Langan prepared a General Development Plan submission for this 395 acre tract adjacent to the New Jersey Turnpike. The site is contaminated with Materials of Explosive Concern as a result of an explosion that occurred at the Unexcelled Chemical Corporation in 1954. Langan’s integrated team of site/civil, geotechnical and environmental engineers and scientists prepared a design to construct 2.8 million SF of warehouse distribution on approximately 150 acres of the site that is contaminated. The design contemplates extending water and sewer infrastructure to the site from Station Road, approximately one-mile to the north. The sewer connection will be made via a 4-inch diameter force main from a new sanitary pump station on-site. Our on-site analysis included hydraulic analysis that confirmed the extent of the flood plain for two unnamed streams that traverse the site. The proposed development will require a Flood Hazard Permit from NJDEP as well as extensive wetland permitting and mitigation. Two pump stations service the warehouses and pump the wastewater off-site. Pump Station PS1 has been designed to pump approximately 6,600 gallons per day of wastewater into Pump Station PS2. PS2 has been designed to pump 37,000 gallons per day of wastewater via a 4-inch diameter force main PS1 has been designed as a prepackaged E-one pump station. PS2 includes a 6-foot diameter wet well with two submersible pumps, trash basket, transducer, back up floats and appurtenances. The pump station also includes a valve vault, and an emergency generator.

HAMILTON TRUCK TERMINAL AND WAREHOUSE SERVICES: • Due Diligence Study • Site/Civil Design • Wetland Delineation and Permitting • Surveying Services • Stormwater Management Design • Landscape and Lighting Design • Tree Survey • Soil Erosion and Sediment Control

Design and Permitting • Traffic Impact Study • Fuel Facility Design • Construction Stakeout LOCATION: Hamilton Township, New Jersey CLIENT: Matrix Development Group

Langan worked with Matrix Development Group and their tenant to design and permit a 45,000± SF build-to-suit truck terminal and a 78,000± SF spec warehouse. In preparation for design, Langan provided the land title survey and topographic survey, wetland delineation and survey, and tree species identification and survey for the densely vegetated 32-acre site. The conceptual site layout was refined with the tenant to provide the optimum layout for truck terminal operations taking into considerations local code requirements. The stormwater design was complicated by the fact that the site had previously been mined for its sandy soil and filled back in with topsoil and stumps, leaving unnatural mounds and depressions throughout the site. Two detention basins from adjacent sites also discharged directly onto the site, which had to be accounted for in the design. The stormwater design incorporated wet ponds and an infiltration basin to control the flows from the site, provide water quality treatment, and recharge groundwater. The project underwent a rigorous review by the township and NJDEP. A balance was struck between the operational requirements for the facility, the allowable wetland disturbance and buffering, and landscape and tree replacement requirements. Langan designed the on-site fuel facility including the underground tank, piping, pump island equipment, and tank monitoring system. During construction Langan was on-call for survey stakeout, and also provided engineering assistance to the developer and contractor for material submittals and field changes.

SB-583 WAREHOUSE SERVICES: • Site/Civil Design • Stormwater Management Analysis • Geotechnical Services • Surveying Services • Traffic Services • Wetland Permitting • Environmental Investigation • LEED Coordination LOCATION: South Brunswick, New Jersey CLIENT: J.G. Petrucci

Langan obtained South Brunswick Township approval for construction of a 583,376 SF warehouse. Langan provided engineering, surveying, wetland permitting, geotechnical, traffic and environmental services for the 41.9-acre site. The project has been designed as a two tenant warehouse with two offices and associated parking lots. Car and truck traffic have been separated by using traffic islands and a truck circulation road around the warehouse. Access to the site is through an easement located on the lot to the north. The stormwater management design for the project was challenging because a portion of the site previously acted as a detention basin. The drainage area for this basin included not only the site but a large quantity of offsite runoff from the adjacent Lots. To convey the offsite runoff a series of swales were designed around the perimeter of the site. Stormwater discharge from the site is routed through an infiltration basin in the Southwest corner of the site. Percolation testing of the site’s soils provided results greater than 40 inches per hour which confirmed the soil was conducive to the use of an infiltration basin. Langan produced a design that addresses the above issues and complies with the latest South Brunswick Stormwater Ordinance. Langan is supporting J.G.Petrucci’s LEED certification application for the project.

Langan provided site/civil design services for a 1.3-million-SF warehouse distribution center in Guilford Township, Franklin County, Pennsylvania. Langan provided full services for this 130-acre-site located along Interstate 81 near Chambersburg in central Pennsylvania. Langan designed and permitted all site improvements, which included detention basin design for over 150 acres of on-site and off-site development. Langan engineered Archer Drive, a proposed Township Roadway extending about 3,000 linear feet along the site’s frontage. Langan also designed and coordinated sanitary and water distribution systems for the regional center. Elements of our work included a fire water storage tank design, sanitary sewer planning through the Township and PADEP, and utility coordination. Challenging constraints to the design and construction included the presence of existing twin regional high pressure gas mains along the site’s border and the concurrent construction of a new high pressure gas main along Archer Drive. Detailed coordination in the roadway design, earthwork activities and blasting work were performed with multiple public and private agencies. Overall earthwork volumes in excess of one million cubic yards and an estimated rock cut in excess of 700,000 cubic yards required a detailed geotechnical engineering study and preparation of site work specifications used by the contractor. Engineering inspection and oversight was provided during the geotechnical site investigation, and during earthwork and construction of the center.

FULFILLMENT CENTER (BOS7) SERVICES: • Site Planning and Layout • Stormwater Management Design • Earthwork Calculations • Utility Design • Landscape and Lighting Design • Surveying • Traffic Engineering • Geotechnical Engineering • Environmental Engineering • Construction Administration LOCATION: Fall River, Massachusetts CLIENT: Clarion Partners Trammell Crow Company ARCHITECT: MacGregor Associates Architects

Langan provided a variety of services for the design and construction of the fulfillment center located in Fall River. Design services included layout of the one million SF distribution center along with 1,500± passenger vehicle parking stalls, a truck court, a rain garden, and a stormwater management basin. Before development, the site was an expansive forest with no paved areas. The large area of proposed impervious surfaces resulted in a high water quality treatment requirement. Langan was able to meet the water quality requirements for the site by designing a rain garden and stormwater management basin as opposed to using numerous expensive water quality manufactured treatment devices. The tenant’s deadline for occupancy of the building resulted in a very tight project schedule across the design, permitting, and construction phases. Langan was able to quickly and efficiently prepare and deliver a site plan submission to the regulatory agencies and approvals were obtained in short order, with few comments and very minor revisions. After all approvals had been received, the tenant requested a significant change to the site layout (the addition of 600 passenger vehicle parking stalls). Langan was able to modify the approved site design and receive re-approvals without any delay the overall project schedule.

Langan provided a variety of services for the design and construction of the fulfillment center located in Windsor, Connecticut. Design services included layout of the one million-square foot distribution center along with 900± passenger vehicle parking stalls, a truck court, and five stormwater management basins. Before development, the site was a tobacco farm with good soils. The large area of proposed impervious surfaces resulted in a high water quality treatment requirement. The client requested that mechanical water quality treatment devices not be used, so Langan was able to meet the water quality requirements for the site by designing five water quality basins, mimicking the natural hydrology of the site. In addition to the on-site construction, this project included extensive off-site improvements to facilitate the large workforce of the fulfillment center. These improvements included the installation of two traffic signals, a water main extension, a gravity sanitary sewer main extension, and the construction of two new township roads. Two Langan offices shared the design responsibilities. The Elmwood Park team was experienced with the client’s site design requirements, and the New Haven team was experienced working with the agencies having jurisdiction and were familiar with local regulations. This inter-office collaboration resulted in a superior design and also expedited the permit and approvals process. Because of the tight project schedule, this collaboration provided a measurable value to the developer and the client.

This project is located on a 27-acre site at the intersection of Pike Road and 7th Place North in Palm Beach County, Florida. Langan prepared site plan documents and processed the plans through the Palm Beach County site plan approval process. In addition, Langan prepared construction documents for the paving and drainage plans, the potable water distribution system, the sanitary sewage collection and transmission system as well as off-site improvements consisting of a sanitary sewer force main extension and dedicated turn lanes. Permits were also processed through Palm Beach County, the South Florida Water Management District, the Lake Worth Improvement District and the Florida Department of environmental Protection. Langan also conducted a geotechnical engineering study and provided foundation recommendations for the proposed building. We collected traffic counts and for the design of the turn lane improvements on Pike Road and prepared a Phase I environmental assessment as well as a pre-demolition asbestos survey. This 27-acre site included a 250,000-sf building, a 3.5-acre lake, 450 parking spaces, an 8-inch diameter water distribution loop, a 2,000-lf 6-inch diameter sanitary sewer force main extension and submersible sanitary sewer lift station. The main challenge associated with the project was the compressed site plan approval time schedule required by the Client. Langan obtained the site plan approval in 4 months. Langan prepared a hydraulic water distribution system model and successfully demonstrated to Palm Beach County Water and Sewer that a 2,000-lf 12-inch diameter water main extension along Pike road was not necessary.

Asbestos

Langan routinely performs buildings investigations for city, state and federal agencies for asbestos-containing materials (ACM). Our ACM surveys typically include review of original design documents, construction records, review of environmental reports for the property, site assessment, and the collection and analysis of bulk samples. In occupied buildings, the survey typically will not include intrusive means of access such as puncturing the walls, ceilings, or core sampling of roofing materials. Samples are typically collected following the AHERA regulations and are analyzed using Polarized Light Microscopy (PLM). Intrusive investigation of concealed spaces is performed only upon receiving written authorization.

Non-friable organically bonded (NOB) materials, such as roofing, Vinyl tiles, etc., which may present difficulty in identifying asbestos by PLM, are re-analyzed using Transmission Electron Microscopy (TEM), in accordance with the State requirements. All sampling is performed by Langan asbestos professionals, who are certified Asbestos Hazard Emergency Response Act (AHERA) inspectors under USEPA and licensed to practice in individual state.

Lead-Based Paint

Lead-based paint surveys are also routinely performed when directed by our clients. Langan utilizes a Niton fluorescence (XRF) Spectrum Analyzer to inspect the buildings for the presence of lead-based paint. The results of the inspection are compared to the federal HUD Guidelines governing lead in paint. The inspections are usually performed to address worker exposure to lead under 29 CFR 1926, and the disposal of demolition/ construction debris under the Federal Resource Conservation and Recovery Act (RCRA).

In addition to LBP screening inspection, we also perform waste characterization study for classification of the demolition debris. The recommended sampling protocols developed by the United States Environmental Protection Agency (USEPA) and those established by the United States Department of the Army’s Environmental Hygiene Agency are primarily followed during the characterization study.

3D Laser Scanning is changing the surveying/mapping industry and Langan is leading the revolution. Since the addition of High Definition Laser Scanning services in 2003, Langan has offered the most accurate and highly detailed existing conditions surveys possible. This advanced technology allows for the collection of millions of data points in less time and with lower overall cost than traditional techniques. 3D Laser Scanning equipment allows end users to accomplish project objectives more efficiently and accurately at all stages, in turn minimizing overall project costs and reducing turn around time, while achieving a higher level of detail.

Our ability to offer a combination of High Definition Laser Scanning and conventional surveying methods allow Langan to deliver a complete product. As with all of our surveying services, the scanning effort is overseen by Professional Land Surveyors who bring experience and knowledge of traditional methods to this cutting-edge technology.

In scanning, the data collected is known as a “point cloud” which contains a 3D database of the entire project area and allows the measurement of any surface information that is visible in the cloud to be used during the entire project lifecycle. After processing, the data from the “point cloud” can be utilized to produce dimensionally correct 3D models and/or 2D dimensional plans, with outputs to Microstation, AutoCAD or a host of other platforms. The registered data can also be used as a base to create highly detailed site visualizations or mass models. The end data can be used for BIM support, forensics studies, to determine possible construction conflicts, to validate construction/fabrication dimensions, or even to model major motion picture sets.

With prior technologies the end user had to work on the data. High Definition Laser Scanning allows the end user the ability to work in the data and be “on site virtually” with the push of a button.

The engineers and environmental scientists at Langan have vast experience with respect to infrastructure design and consulting. Because of our knowledge and experience, we are an ideal choice for a sub-consultant to construction companies, engineering firms, and architects that specialize in infrastructure programs. Given Langan’s nationwide office locations primarily in densely populated urban areas, we are strategically situated to be a local consultant on projects in places like the Washington DC region, New York City and the five boroughs, all of New Jersey, the state of Connecticut, Philadelphia and Eastern Pennsylvania, Miami, and California.

As a result, Langan has been a key player in some of the largest, most significant infrastructure projects both in the United States and overseas, encompassing highways, bridges, rail, major transportation hubs, airports, utilities, port facilities, and flood prevention.
