0220 Introduction to the Qualification

What is this qualification

This qualification is for learners who wish to obtain an understanding of the of the building regulations and approved documents which are applicable to electrical installations in dwellings It covers the requirements in both England and Wales It follows the industry guidance as given in the IET Electricianrsquos Guide to the Building Regulations It does not provide an exception to notification requirements for applicable electrical work or provide a direct route to registration with a competent person scheme provider (such as with the NICEIC)

Who is this qualification for

bull Learners who wish to understand the requirements of applicable Building Regulations (including Part P)in relation to electrical work in dwellings in England and Wales

bull Learners who are already familiar with the requirements of BS 7671 in relation to electrical work in dwellings

What does this qualification cover

This qualification comprises of a single knowledge unit which has 5 guided learning hours (GLH) which covers the key aspects of the building regulations and approved documents which are applicable to electrical installations in dwellings The qualification has a total qualification time (TQT) of 6 hours

21 Accreditation and Industry Support for this Qualification

This qualification is accredited at Level 3

22 Achievement of the Qualification

This qualification is gained when the on-screen exam is completed The centre will then be able to apply for the learnerrsquos Certificate

0330 Rule of Combination (Qualification Structure)This qualification has 5 Guided Learning Hours (GLH) It has a Total Qualification Time (TQT) of 6 hours - which is the notational time required by the learner to complete the qualification It will be obtained by the learner once they have completed the singe unit below

0440 Centre and Qualification Approval Centres wishing to run the qualifications will need to comply with the Qualification Manual and EALrsquos centre recognition criteria for these qualifications upon accreditation and launch Centres must also put in place the appropriate physical and human resources and administration systems to effectively run the qualifications Please refer to Section 5 for the requirements of centre staff involved in the delivery of the qualifications

For existing EAL centres to put the qualification on your centre remitbull To add these qualifications to your centre qualification remit create and complete a qualification

approval application form in Smarter Touch and submit to EAL

0550 Profiles and RequirementsThe staff involved in the delivery of these qualifications at the Centre must meet ALL of the requirements in this section

51 Staff Responsible for Registering and Certification of Learners

Centres are required to appoint a suitable member of staff who can take responsibility for registering learners onto the qualification submitting entries for exams to EAL They may also be responsible for applying to EAL for learner certificates

52 Teaching Staff

These personnel must have the necessary knowledge and understanding of the assessment criteria and learning outcomes they are delivering They must also understand the structure and content of the qualification

It is a recommendation that the teaching staff will bull Have 2 years experience in teachingtraining

or bull Are working towards an appropriate teachingtraining qualification (eg Cert Ed or Learning amp Development

trainer units)or

bull Hold an appropriate teachingtraining qualification (eg Cert Ed or Learning amp Development trainer units)

53 Learners There are no formal entry requirements for this qualification however centres should ensure that the learners have the potential to achieve the qualification Learners must have the minimum levels of literacy and numeracy to complete the learning outcomes and assessment It is recommended that learners have an understanding of the requirements of BS 7671 and are working in the electrical industry

Centres should make learners with particular requirements aware of the content of the qualification and they should be given every opportunity to successfully complete the qualification EAL will consider any reasonable suggestions for and from those with disabilities that would help them to achieve the learning outcomes without compromising the standards required

54 Age Restrictions

Learners must be at least 16 years old

0660 Assessment This qualification is assessed by a 20 question on-screen exam The exam is lsquoopen bookrsquo and learners will require a copy of the IET Electricianrsquos Guide to the Building Regulations A calculator is also allowed The test will cover the requirements for both England and Wales Please refer to Appendix 1 for the Centre exam specification

0770 External Quality Control of Assessment There are two major activities in which EAL interacts with the Centre in relation to the External Quality Control of Assessment for this qualification and these are

bull Recognition When a Centre decides to offer the qualification the EAL External Quality Assurer(EQA) ensures that the Centre is suitably equipped and prepared for delivery and assessment

bull Engagement Throughout the ongoing delivery of the qualification EAL through EQA monitoringand other mechanisms will review the quality and consistency of assessment and internal qualityassurance and recommend actions to address issues of concern

RecognitionIn granting approval EAL normally through its EQAs will ensure that the prospective Centre

bull Meets any procedural requirements specified by EALbull Has sufficient and appropriate physical and staff resourcesbull Meets relevant health and safety andor equality and access requirementsbull Has a robust plan for the delivery assessment and QA for the qualifications (including where

appropriate scope for involving employers)

EAL may decide to visit the Centre to view the evidence provided

Engagement EAL through EQA Engagement and other mechanisms will ensure that

bull A strategy is developed and deployed for the on-going monitoring of the centre ndash this will be basedon an active risk assessment of the Centre and will include details of the learner assessor andinternal quality assurerrsquos sampling strategy and the rationale behind this

bull The Centrersquos internal quality assurance processes are effective in learner assessmentbull Outcomes of internal assessment are verified through sampling to ensure standards are being

maintainedbull Sanctions are applied to a Centre where necessary and that corrective actions are taken by the

Centre and monitored by the EQAbull Reviews of EALrsquos external auditing arrangements are undertaken

These personnel must have the necessary knowledge and understanding of the assessment criteria and learning outcomes they are delivering They must also understand the structure and content of the qualification

It is a recommendation that the teaching staff will bull Have 2 years experience in teachingtraining

What is this qualification

This qualification is for learners who wish to obtain an understanding of the of the building regulations and approved documents which are applicable to electrical installations in dwellings It covers the requirements in both England and Wales It follows the industry guidance as given in the IET Electricianrsquos Guide to the Building Regulations It does not provide an exception to notification requirements for applicable electrical work or provide a direct route to registration with a competent person scheme provider (such as with the NICEIC)

51 Staff Responsible for Registering and Certification of Learners

Centres are required to appoint a suitable member of staff who can take responsibility for registering learners onto the qualification submitting entries for exams to EAL They may also be responsible for applying to EAL for learner certificates

52 Teaching Staff

These personnel must have the necessary knowledge and understanding of the assessment criteria and learning outcomes they are delivering They must also understand the structure and content of the qualification

It is a recommendation that the teaching staff will bull Have 2 years experience in teachingtraining

or bull Are working towards an appropriate teachingtraining qualification (eg Cert Ed or Learning amp Development

trainer units)or

bull Hold an appropriate teachingtraining qualification (eg Cert Ed or Learning amp Development trainer units)

53 Learners There are no formal entry requirements for this qualification however centres should ensure that the learners have the potential to achieve the qualification Learners must have the minimum levels of literacy and numeracy to complete the learning outcomes and assessment It is recommended that learners have an understanding of the requirements of BS 7671 and are working in the electrical industry

Centres should make learners with particular requirements aware of the content of the qualification and they should be given every opportunity to successfully complete the qualification EAL will consider any reasonable suggestions for and from those with disabilities that would help them to achieve the learning outcomes without compromising the standards required
