1. Project Background and Scope of Application

In connection with the Invitation for Prequalification (IFP) No. 4-RLNG-POWER PLANT (HSD), Quaid-e-Azam Thermal Power (Pvt.) Limited (QATPL), the Company, issues this Prequalification Document to Applicants interested and capable in bidding for the Supply of High Speed Diesel (HSD) to 1180 MW Combined Cycle Power Plant Bhikki (the Project).

QATPL is a private limited company, wholly owned by Government of Punjab and incorporated under the Companies Ordinance 1984. QATPL is setting up a 1180 MW (Gross) Combined Cycle Power Plant at Bhikki, Sheikhupura, 18km from Sheikhupura under the IPP (Independent Power Producer) regime. RLNG will be the primary fuel for the Plant whereas High Speed Diesel (HSD) will be used as a backup fuel. Configuration of the Plant comprises of two (02) GE Frame 9HA.01 Gas Turbines, two (02) Heat Recovery Steam Generators and one (01) Alstom Steam Turbine.

The Project is scheduled to be commissioned in phases; with both gas turbines expected to achieve commerical operation in simple cycle mode during the first quarter of 2017 whereas the plant will be commissioned in combined cycle mode in the last quarter of 2017.

In this regard, QATPL intends to procure High Speed Diesel (HSD) primarily for Testing & Commissioning of the Gas Turbines in December, 2016 – January, 2017 from established and reputable Oil Marketing Companies (OMCs).

The requisite quantity of High Speed Diesel (HSD) will be appoximately ten to fifteen million (10,000,000 –

15,000,000) liters, which may be increased or decreased at the time of sharing of Bidding Documents.

2. Qualification Criteria An Applicant shall fulfull the following criteria for prequalification;

(a) The Applicant must not have been declared ineligible / blacklisted by any Governmental / Semi-

Governmental agency / department. (b) The Applicant must submit audited Financial Statements for the last three (03) years to

demonstrate the current soundness of the Applicants financial position. (c) The Applicant must demonstrate a minimum average annual turnover of Fifty Billion Pakistani

Rupees (PKR 50,000,000,000) as reported in the financial statements, within the last three (03) years or a cumulative turnover of One Hundred and Fifty Billion Pakistani Rupees (PKR 150,000,000,000) over the last three (03) years.

(d) The Applicant must hold a valid NTN and Sales Tax Number. (e) The Applicant must hold a valid license from Oil & Gas Regulatory Authority (OGRA)

establishing the Oil Marketing Company (OMC) status of the Applicant for a minimum of the last seven (07) years.

(f) The Applicant must have an Oil Storage Depot in the District of Sheikhupura. 3. Documents to be Attached with the Applications

(a) Application Submission Sheet [As attached]. (b) Applicant Information Sheet [Form-1]. (c) Average Annual Turnover Sheet [Form-2]. (d) Valid NTN and STN Certificate. (e) Valid OGRA License establishing the OMC status of the Applicant. (f) Audited Financial Statements for the last three (03) years as mentioned above. (g) Original affidavit duly authenticated by the relevant government agency on non-judicial stamp

paper that the Applicant hasn’t been declared ineligible / blacklisted as per Clause 2.(a) above. (h) Any other documentary evidence required as per the abovementioned requirements.

4. Deadline for Submission of Applications
