This has reference to your Proposal No. IAjUPjlND2j58942j2016 dated12th September, 2016, submitting to this Ministry for seeking Terms of
Reference (ToR) in terms of the provisions of the Environment Impact
Assessment (EIA) Notification, 2006 under the Environment (Protection) Act,1986.

2. The proposal was considered by the Expert Appraisal Committee (EAC)in the Ministry for (Industry-2), in its 14thmeeting held on 26th - 27th October,
2016. The details of the project, as per the documents submitted by the project
proponent, and also as informed during the above said EAC meeting, arereported to be as under:-
(i) The project involves proposed Agrochemical and Intermediates
Manufacturing Plant at Sandila II, Plot B 15-22, UPSIDC, Industrial
Area, Tehsil Sandila, Hardoi, and Uttar Pradesh by Mjs Swarup
Chemicals Pvt. Ltd. Following are the details of proposed capacity ofproducts:-

3. The EAC recommended the project for grant of ToR. As per the
recommendation of the EAC, the Ministry of Environment, Forest and ClimateChange hereby accords following specific and additional ToR in addition to
generic ToR provided at Annexure - I (refers to Ministry's website) to the
'Proposed Agrochemical and Intermediates Manufacturing Plant at
Sandila 11,Plot B 15-22, UPSIDC,Industrial Area, Tehsil Sandila, Hardoi,Uttar Pradesh by Mjs Swarup Chemicals Pvt. Ltd for preparation of the

(ii) Total Plot area is 2.693 ha, out of which 33 % area will be developed as
greenbelt.
(iii) Power requirement: Power requirement during operational phase will beBOO KVAwhich will be sourced from UP State Electricity Board and 2 DG
Set of 350 KVAwill be used as a stand by.
(iv) Rice husk fired Boiler of 3 TPH capacity will be installed.
(v) Total Water requirement for proposed project will be 90m3/ day, which will
be sourced from ground water. Total waste water generation will be
60m3/day out of which industrial waste water generation will be
4Bm3 / day, which will be treated in ETP.
(vi) Process wastes/residue, Chemical sludge containing residue insecticidesand Date expired and off-specification insecticides will be collected and
stored at separate identified place and suitably disposed off to authorized
agencies.
(vii) Wildlife issues: It is reported that no national parks, Reserve/protected
forest and WildlifeSanctuaries lies within 10 km distance of project site.
(viii) Water bodies: No water body is present within 10 Km radius of project
site.(ix) Investment/cost: Cost of proposed expansion project is ~ 15 crore.

(i) Public Hearing to be conducted and issues raised and commitments
made by the project proponent on the same should be included in
EIA/EMP Report in the form of tabular chart with financial budget forcomplying with the commitments made.
(ii) Feasibility of bio pesticide to be worked out along with proposed pesticideproducts.
4. A detailed draft EIA/EMP report shall be prepared in terms of the above
additional ToRs and shall be submitted to the concerned State Pollution Control
Board for conduct of Public Hearing. Public Hearing to be conducted for the
project in accordance with the provisions of Environmental Impact Assessment
Notification, 2006 and the issues/commitments raised by the public, shall be
addressed in the EIA/EMP in the form of tabular chart with financial budget forcomplying with the commitments made. The Public Hearing should be
conducted based on the ToR letter issued by the Ministry and not on the basisof Minutes of the .Meetingavailable on the web-site.
5. You are requested to kindly submit the detailed final EIA/EMP prepared
as per ToRs including issues raised during Public Hearing to the Ministry for
considering the proposal for environmental clearance within 3 years as per the
MoEF&CCO.M. No.J-11013/41/2006-IA-II(I) (P)dated 8th October, 2014.
6. The consultants involved in preparation of EIA/EMP report after
accreditation with Quality Council of India/National Accreditation Board of
Education and Training (QCI/NABET)would need to include a certificate in this
regard in the EIA/EMP reports prepared by them and data provided by other
Organization(s)/Laboratories including their status of approvals etc. vide

12.' Before execution of lease Deed you shall have to: -
(a) Submit valid S.S.1. registration certificate Issued by Disbict Industries Centre or copy of receipt of filing memolandum with SIA or Letter of IntenV\ndustriai License as the case may be for the item manufacturing for whlch this allotment Is made.
(b) Clear all dues upto the date of executing Lease Deed as mentioned In dause3, 4 and 5 of this letter.

EMERGENCY OVERVIEW:
DANGER! Dilution with water may generate poisonous gases (Methyl
isothiocyanate (MITC) or Hydrogen sulfide). Dilution with acids may
generate flammable gases (Carbon disulfide or Monomethylamine).
WARNING: Product is corrosive to skin. Prolonged or frequently repeated
skin contact may cause allergic reactions in some individuals. Harmful if
swallowed. Harmful if inhaled. Harmful if absorbed through the skin.
Irritating to eyes, nose and throat. Do not get on skin or clothing. Avoid
breathing vapor or spray mist. Do not get in eyes.
Toxic to fish. Do not contaminate water bodies.
3. HAZARDS IDENTIFICATION
POTENTIAL HEALTH EFFECTS
ROUTE(S) OF ENTRY: Skin contact, inhalation, ingestion, and eye contact with the liquid product.
As a result of use of the product, applicators and other persons present in the area of the
application can be exposed to MITC and/or hydrogen sulfide. These chemicals can be
evolved as gases from the soil of an application. MITC has a horseradish like odor and can
be very irritating to the eyes. Hydrogen sulfide has a rotten egg odor and can be very
offensive. If either odor is detected near an application of Metam Sodium, notify the
applicator of the problem and take appropriate measures to minimize/avoid exposure. The
nose becomes deadened to a hydrogen sulfide odor, so not being able to detect the odor any
longer does not mean the exposure has ended.
SIGNS OF ACUTE OVEREXPOSURE: Overexposure to Metam Sodium as sold may result in
damage to the skin, excessive salivation, sweating, fatigue, weakness, nausea, headache,
dizziness, eye, nose, throat and respiratory tract irritation. In addition, dilution to use levels
results in the release of methyl isothiocyanate (MITC) and/or hydrogen sulfide.
Overexposure to MITC may result in strong skin and eye irritation, running nose, dizziness,
cramps, nausea, vomiting, and mild to severe disturbances of the nervous system.
Overexposure to hydrogen sulfide may result in severe irritation to the eyes and mucous
membranes. In addition, exposure may result in headache, dizziness, excitement, staggering
gait, diarrhea, difficult or painful urination, difficult breathing, chronic pulmonary edema,
coma and death.
SIGNS OF CHRONIC OVEREXPOSURE: Same as above, plus conjunctivitis, photophobia,
digestive disturbances, weight loss, general bodily weakness and blurred vision. In addition,
laboratory studies have shown that exposure to the active ingredient, followed by ingestion
of alcohol, may cause an adverse reaction, including low blood pressure, rapid heart beat,
and flushing of the skin. Consumption of alcohol during and after exposure to this product
should be avoided.

OTHER POTENTIAL HEALTH EFFECTS: Laboratory studies have shown some carcinogenic
effects and some developmental effects in laboratory animals. In vitro laboratory studies have
shown some evidence of mutagenicity, but there is no conclusive evidence in vivo. Exposure
monitoring studies conducted during agricultural applications of Metam sodium have shown
that human exposure is extremely low; therefore, any potential risk to humans from Metam
sodium exposure is considered minimal.
MEDICAL CONDITIONS AGGRAVATED BY OVEREXPOSURE: Impaired pulmonary
function and preexisting eye problems may be aggravated. Preexisting skin diseases may
also be aggravated by exposure to the decomposition products.
Care should be exercised and all label instructions should be followed, in the handling
of products containing Metam Sodium.
4. FIRST AID MEASURES
EYES: Immediately flush the eyes with copious amounts of clear, cool running water for a minimum
of 15 minutes. Hold the eyelids apart during the flushing to ensure rinsing of the entire
surface of the eyes and lids with water. Contact a physician immediately. If there will be
a delay in getting medical attention, rinse the eyes for at least another 15 minutes.
INHALATION: Remove victim to fresh air. If breathing has ceased, clear the victim's airway and
start mouth-to-mouth artificial respiration. If breathing is difficult, give oxygen. Contact a
physician immediately.
INGESTION: Immediately dilute the swallowed product by giving large quantities of water, but do
not induce vomiting. If vomiting occurs, give fluids again. Have a physician determine if
condition of patient will permit induction of vomiting or evacuation of stomach. Never give
anything by mouth to an unconscious person. Contact a physician immediately.
SKIN: Immediately flush all affected areas with large amounts of clear water for at least 15 minutes.
Remove contaminated clothing. Do not attempt to neutralize with chemical agents. Wash
clothing before reuse. If skin irritation develops, contact a physician immediately.
NOTE TO PHYSICIANS: Treat symptomatically. Contact your local, state, or national Poison
Control Center for additional information.

HAZARDOUS COMBUSTION PRODUCTS: This product can release toxic fumes of methyl
isothiocyanate (MITC) and hydrogen sulfide, as well as nitrogen oxides, when heated to
decomposition or diluted with water.
EXTINGUISHING MEDIA: This product is not flammable. However, this product may support
combustion under fire conditions and will generate toxic fumes under fire conditions. Base
extinguisher media on surrounding materials. NOTE: Dilution with water may cause
generation of flammable and toxic fumes of MITC and Hydrogen sulfide. See Chemical
Stability information in SECTION 10.
FIRE FIGHTING INSTRUCTIONS: Evacuate nonessential personnel from the area. Wear self-
contained breathing apparatus and impervious clothing. Clean all clothing before reuse.
6. ACCIDENTAL RELEASE MEASURES
GENERAL: Use adequate ventilation and appropriate personal protective equipment (PPE, Section
8). Contact with moisture in the soil can generate the flammable and toxic gases MITC and
Hydrogen sulfide. Keep bystanders upwind and away from the spill.
SMALL SPILL: Cover with absorbent (clay, sawdust, straw, kitty litter, etc.), to absorb the liquid
and vapors. Sweep into an open drum. Clean the area with common powdered household
detergent and a stiff brush and just enough water to make a slurry. Absorb and sweep into
the same open drum. Rinse with water, absorb, and add to the waste drum. Close the drum
and dispose of properly.
LARGE SPILL: Dike the spill to prevent contamination of local water sources. Siphon the majority
of the liquid into drums for use or disposal, depending on the circumstances. Clean the area
as described for a small spill.
7. HANDLING AND STORAGE
HANDLING: Prevent skin contact. Do not breathe fumes. Wear appropriate personal protective
equipment (Section 8). Wash thoroughly and change clothes after handling. See product
label for more detailed handling procedures.

STORAGE: Do not contaminate water, food or feed by storage or disposal. Store product in a cool,
dry, locked place out of reach of children. Do not store below 0/F. Product crystallizes at
lower temperatures. See label for specific instructions.
8. EXPOSURE CONTROLS/PERSONAL PROTECTION
ENGINEERING CONTROLS: A well-ventilated area is recommended for handling Metam
Sodium. Use of mechanical or local exhaust systems is recommended.
RESPIRATORY PROTECTION: A properly FIT-TESTED NIOSH/MSHA approved respirator
fitted with organic vapor cartridges may be required when working with this product.
Specific use regulations are listed on the label.
SKIN PROTECTION: Chemical resistant gloves, body covering clothing that has long sleeves and
long pants, and chemical resistant shoes or boots, are required to prevent skin contamination.
A chemical resistant apron may be required under certain circumstances. Wear clean clothes
daily. Wash well with soap and water after handling this product. See the label for more
specific instructions.
EYE PROTECTION: Safety glasses must be worn whenever working with chemicals. Face-sealing
goggles (or full-face respirators) are required whenever ventilation is poor or a rotten egg
odor is detected.
OTHER PROTECTION: An eyewash station and a safety shower should be located in the work
area.

10. STABILITY AND REACTIVITY
CHEMICAL STABILITY (Conditions to avoid): Metam Sodium decomposes, when diluted
with water, to methyl isothiocyanate (MITC, a lachrymator and moderate poison) and/or
to hydrogen sulfide (a highly poisonous gas). Use the solution promptly after mixing. Do
not allow the solution to stand. As originally packaged, Metam Sodium solutions are
stable under normal storage conditions for up to 2 years.
Metam Sodium can also decompose to carbon disulfide and monomethylamine (both
highly flammable) if contacted with a strong acid.
INCOMPATIBILITY: This product is incompatible with additional water and strong aqueous acids.
In addition, it is corrosive to copper, brass, and zinc, and may soften and/or discolor iron.
HAZARDOUS DECOMPOSITION PRODUCTS: When treated with water or heated to
decomposition, this product can give off toxic fumes of methyl isothiocyanate (MITC),
hydrogen sulfide, and nitrogen oxides. If treated with strong acids, fumes of carbon disulfide
and monomethylamine will be given off.

Eye contact: Immediately flush the eyes with gently flowing lukewarm water for 20 minutes. Obtain medical attention if necessary. Ingestion: Wash out mouth thoroughly with clean water. In case of ingestion of significant quantities of the fungicide, medical advice should be sought immediately. Do not induce vomiting without medical advice. Never give anything by mouth to an unconscious person. Advice to physician: No specific antidotes are available against Captan FS poisoning. If a large amount of Captan FS has been ingested in the last few hours, and if copious vomiting has not already occurred, the stomach must be emptied and steps taken to limit gastrointestinal absorption. If the patient is fully alert and nervous system depression is not anticipated, it is recommended to empty the stomach. When vomiting stops after induced emesis, give activated charcoal and cathartic orally by adding sorbitol to the charcoal slurry. Dosage of Activated Charcoal: Adults and children over 12 years: 50 to 100 mg in 300 to 800 ml water. Children under 12 years: 15 to 30 mg in 100 to 300 ml water. Dosage of Sorbitol: Adults and children over 12 years: 1 to 2 mg/kg body weight to a maximum of 150 mg per dose. Children under 12 years: 1.0 to 1.5 mg/kg body weight to a maximum of 50 mg per dose. If sorbitol is given separately, it should be diluted with an equal volume of water before administration. If there are any indications of central nervous system depression, or if the patient fails to vomit within 30 minutes of Syrup of Ipecac administration, measures should be taken to protect the respiratory tract from aspiration of gastric contents, then the stomach should be emptied by gastric intubation, aspiration and lavage with a slurry of activated charcoal. Install activated charcoal following lavage. Unless diarrhoea has already commenced, include a cathartic to hasten elimination. CAUTION: Do not instill fluid so rapidly that overloading of the stomach leads to vomiting or regurgitation, followed by aspiration. Serious electrolyte disturbances may follow catharsis, especially in young children. If contact with the toxicant has been minimal, administration of charcoal without the cathartic, followed by careful observation of the patient, probably represent optimal management.

Fire hazard and explosion hazard: Slight fire hazard when exposed to heat or flame. Not highly flammable and not explosive. Hazardous decomposition products: Product releases CSCl2, HCl, SOx, NOx, CO and CO2 when exposed to very high temperatures. Extinguishing agents: Extinguish small fires with carbon dioxide, dry or foam chemical. Water spray can be used for cooling of unaffected stock, but avoid water coming in contact with the product. SECTION 7 - HANDLING AND STORAGE REQUIREMENTS
Handling: Avoid contact with eyes, prolonged contact with skin, and inhalation of dust and vapour. Use with adequate ventilation. Wash hands before eating, drinking, chewing gum, smoking, or using the toilet. Remove clothing immediately if the product gets inside. Then wash skin thoroughly using a non-abrasive soap and put on clean clothing. Do not apply directly to areas where surface water is present, or to intertidal areas below the mean high water mark. SECTION 11 - TOXICOLOGICAL INFORMATION
Acute oral LD50: > 5000 mg/kg in rats. Acute dermal LD50: > 2000 mg/kg in rats. Acute inhalation LC50: > 2.6 mg/l in rats for 4 hours. Dermal sensitization: The product provokes moderate dermal sensitization by skin contact (Guinea pigs – maximization test). Skin irritation: Mildly irritant to skin of rabbits. Eye irritation: Irritating to eyes of rabbits. Carcinogenicity: A two-year study of Captan indicated duodenal tumors in mice after repeated administration of high dose levels. The NOEL (No Observed Effect Level) was 400 ppm. No evidence of carcinogenicity was observed in long-term studies with rats. General advice: First aid providers should wear personal protective equipment to prevent exposure. Remove contaminated clothing. Move person to fresh air. Reproductive Effects: A 2-generation reproductive study in rats produced a parental NOEL of 34.5 mg/kg/day. The same study showed decreased weight gain in F1 offspring. The NOEL in F2 matings was 40 mg/kg/day based on decreased body weight gain, decreased fertility of males and a Lowest Effect Level (LEL) of 180 mg/kg/day. Another study reported no significant effect on reproductive performance over three generations in rats at 1,000 mg/kg diet. The result from one study of pregnant hamsters given a single dose of between 500 and 900 mg/kg on days seven or eight of gestation, was an increase in fetal mortality and the production of some abnormal fetuses. Chronic administrations to pregnant rabbits of a cumulative dose of 488 mg/kg for 13 days produced adverse effects on fertility. Treatment of male mice by Bateman's dominant lethal procedure did not induce dominant lethal mutations as measured by increase in early post-implantation deaths. Chronic inhalation exposure to folpet showed an increase of fetal mortality in an inhaltion study of pregnant mice exposed to 491 mg/m3/4 hours/day for 8 days
Teratogenic Effects: Folpet was found to be positive in producing developmental effects in both rabbits and rats. In rabbits, the developmental NOEL was 10 mg/kg and the LEL was 20 mg/kg (hydrocephalus, domed skull, and irregularly shaped fontanelles). In rats, the NOEL was 60 mg/kg and the developmental LEL was 360 mg/kg.
Mutagenic Effects: In both E. coli and S. typhimurium, reverse mutations occurred, with a positive direct acting mutagen. In vivo, the Drosophila sex-linked recessive assay was positive using folpet. In a mouse somatic cell mutation assay, the results were negative, although a significant pup mortality occurred at all dose levels.
Carcinogenic Effects: In a carcinogenicity study in mice, folpet was found to be a carcinogen with a dose-related increased incidence of adenocarcinomas in the duodenum (a rare neoplasma in CD-1 mice) in all dose groups (142.321, 714.3 and 1714.2 mg/kg/day respectively). Another carcinogenicity study in mice also found folpet to be a positive carcinogen with a dose-related increased incidence of adenocarcinomas in the duodenum (a rare neoplasma in B6C3F1 mice) in all dose groups (142.9, 714.3 and 1428.6 mg/kg/day respectively). In another study, Sprague-Dawley rats were fed a diet of 200, 800, or 3,200 ppm of folpet. No carcinogenic effects were reported.
Organ Toxicity: In a 90-day feeding study in rats, the NOEL was established at 3,000 ppm and the LEL was 10,000 ppm. Noted effects were decreased brain weight and decreased total blood protein including albumin.
12. Ecological And Ecotoxicological Information
Effects on Birds: Acute oral studies indicated that folpet is slightly toxic to upland game bird species. Subacute dietary toxicity studies with bobwhite quail and mallard ducks also indicate that folpet is slightly toxic to birds when it is ingested in the diet of these birds. The avian reproductive studies indicate that technical folpet is not expected to cause reproductive impairment. Folpet is considered slightly toxic to avian species. The LC50 for bobwhite quail is >2,510 mg/kg and the LC50 for the mallard duck is >5,000 ppm.
Effects on Aquatic Organisms: Studies with typical end-use products indicate that folpet is highly toxic to both rainbow trout and bluegill sunfish. Rainbow trout were the most

sensitive species and the folpet product tested was classified in the very highly toxic range of toxicity for this species. The 96-hr LC50 for bluegill sunfish is 675 ppb and the 96-hr LC50 for rainbow trout is 185 ppb. Folpet is characterized as being "highly toxic" to both coldwater and warmwater fish. Data from a study with a typical end-use product of folpet indicate that folpet is toxic to aquatic invertebrtates. The 48-hr LC50 for Daphnia magna is 0.60 ppm, which is considered very highly toxic to aquatic invertebrates.
Effects on Other Animals (Nontarget species): Folpet is considered relatively non-toxic to honeybees.

Inhalation: itching, scratchy throat, hoarseness, sneezing, coughing, inflammation of the nose or throat, bronchitis, dizzines, headache, fatigue, nausea, diarrhea, and other gastrointestinal complaints.
Ingestion: Ingestion of thiram and alcohol together may cause stomach pains, nausea, vomiting, headache, slight fever, and possible dermatitis..
Effects for chronic toxicity:
Reproductive: : Very high oral doses of approximately 1200 mg/kg/day thiram to mice on days 6 to 17 of pregnancy caused resorption of embryos and retarded fetal development. In another study, doses of 132 mg/kg/day for 13 weeks produced infertility in male mice, while doses of 96 mg/kg/day for 14 days delayed the estrous cycle in females. The feeding of 50 mg/kg/day thiram from day 16 of pregnancy to 21 days after birth caused reduced growth and survival of the pups. Pups that were transferred to untreated dams at birth remained healthy, while pups transferred from untreated to treated dams showed toxic effects. These data suggest that reproductive effects occur at high doses not likely to be experienced by humans.
Carcinogenicity: When administered to mice at the highest dose possible, thiram was not carcinogenic. Dietary levels as high as 125 mg/kg/day for 2 years did not cause tumors in rats. These data indicate that thiram is not carcinogenic.
Teratogenicity: Maternal doses of 125 mg/kg/day thiram were teratogenic in hamsters, causing incomplete formation of the skull and spine, fused ribs, abnormalities of the legs, heart, great vessels, and kidneys. Developmental toxicity was observed in a three-generation study of rats fed 5.0 mg/kg/day. These data suggest that high doses are required to cause teratatogenic effects.
Mutagenicity: Thiram has been found to be mutagenic in some test organisms but not in others. Thus, the evidence is inconclusive.

Swallowed: Low oral toxicity. May irritate throat.

Inhaled: May irritate nose and throat.
Reproductive effects: It is advisable that pregnant women avoid exposure to zineb, as it can damage the fetus, as well as cause adverse reproductive system effects. A single intraperitoneal injection of approximately 160 mg/kg of zineb in mice, during the second half of pregnancy, resulted in abortions and weak offspring. Oral doses of zineb, at a rate of 100 mg/kg/day for 2 months or more, produced sterility, resorption of fetuses, and abnormal tails in offspring. After oral ingestion of zineb, similar concentrations of ETU, a metabolite of this pesticide, were found in both maternal and fetal tissues of rats.
Teratogenic effects: Offspring of rats given a near lethal oral dose of 2000 mg/kg/day of zineb on days 11 or 13 of pregnancy, showed a high incidence of skeletal malformations, as well as defects in the closing of the neural tube, an embryonic tube that eventually develops into the brain and spinal cord. A very high single oral dose of 8000 mg/kg to rats on day 11 of gestation produced numerous deformities in the offspring. Teratogenic effects were also seen when pregnant mice were given intraperitoneal injections of 150 mg/kg. In pregnant rats fed 5.0 mg/kg/day, the lowest dose tested, developmental toxicity was observed in the form of delayed hardening of the skull bones in offspring. Zineb's metabolite, ethylene thiourea (ETU), may cause abnormal fetal development. It has been shown to be teratogenic in hamsters, but not in mice.
Mutagenic effects: Results of mutagenicity assays of zineb and its metabolite, ETU, are inconclusive. The data suggest that zineb may be a weak mutagen.
Carcinogenic effects: Available data clearly show that low doses of zineb are not carcinogenic. Very high doses have caused tumors in some test animals. In two strains of mice, the maximum tolerated lifetime dose of zineb did not cause tumors. Oral doses of 3500 mg/kg/week for 6 weeks caused one of two mice strains tested to develop benign lung tumors after 3 weeks. Two rat feeding studies showed no evidence of tumor formation. Overall, evidence of carcinogenicity in chronic oral feeding studies in rats and mice is inconclusive, although they suggest it is not likely to be carcinogenic in humans.

Organ toxicity: Zineb appears to be harmful to the thyroid, liver and muscles. Liver and kidney injury was observed in autopsies done on sheep that died after a 3-week exposure to oral doses of 500 mg/kg/day zineb. Effects on birds: Zineb is practically nontoxic to birds. The oral LD50 for zineb in mallards and young pheasants is greater than 2000 mg/kg.
Effects on aquatic organisms: Zineb is moderately toxic to fish. The 96-hour LC50 in perch is 2 mg/L.
Effects on other organisms: Zineb is not toxic to bees . Little or no reduction in the numbers of beneficial predatory and parasitic arthropods was seen when zineb was used in Nova Scotian orchards at recommended dosages. Mites appear to be sensitive to zineb.

Reproductive effects: When female and male rats were given moderate doses of ziram (50 mg/kg/day) for nearly 2 months prior to pregnancy, the rats had marked reductions in fertility and litter size. The rats in this study became largely sterile. A lower dose of 10 mg/kg had no effect on reproduction. Female mice fed moderate doses (50 mg/kg/day) of ziram for 15 days exhibited reduced fertility but no effects on fertility appeared in male mice. Wasting away of the testes has been noted as a toxic effect of ziram. Based on these data, reproductive effects in humans are unlikely at normal levels of exposure.
Teratogenic effects: Pregnant rats administered ziram at doses of 12.5 to 100 mg/kg/day during the organ forming period of pregnancy showed embryotoxic effects at doses of 25 mg/kg/day and greater. The compound also had a slight growth inhibiting effect on the embryos at 100 mg/kg. Maternal toxicity was observed at all test levels. No teratogenic effects were observed.
Mutagenic effects: Numerous tests have established that ziram is mutagenic. For example, there was an increase in the number of chromosome changes in bone marrow cells in mice treated with oral doses of 100 mg/kg/day. Chromosomal changes have also been observed in workers exposed to the compound in industrial settings for 3 to 5 years. The concentration in the air averaged 1.95 mg/L but reached as high as 71.3 mg/L in some of these cases. Thus, there is a risk to humans chronically exposed to ziram at moderate to high concentrations.

Carcinogenic effects: A carcinogenicity study was performed on rats and mice exposed to ziram for a 103-week period. Under the conditions of the study, ziram was carcinogenic to male rats, causing an increase in thyroid cancer. There was no increase in carcinogenicity in female rats or in male mice. Female mice showed an increase in lung tumors, but this was complicated by a virus infection making interpretation difficult. Ziram's carcinogenicity is not determinable from current evidence.
Organ toxicity: The primary target organ is the thyroid, as shown in a study of workers who experienced thyroid enlargement after ziram exposure.
12. Ecological And Ecotoxicological Information
Effects on birds: Toxicity of ziram to birds will vary from essentially non-toxic to moderately toxic. Its LD50 is 100 mg/kg in European starlings and red-wing blackbirds. In a 2-year study, the dietary LC50 in quail was 3346 ppm. In chickens, doses of 56 mg/kg were toxic. Ziram has an antifertility action in laying hens. When given to chickens under unspecified conditions, there were adverse effects on body weight and retarded testicular development.
Effects on aquatic organisms: Based on data from only one species, the goldfish, the compound appears to be moderately toxic to fish. The 5-hour LC50 for ziram in goldfish was between 5 and 10 mg/L. Based on its low solubility in water, ziram should have a low bioconcentration potential. Effects on other organisms: No data are currently available.
