T H E G O V E R N M E N T

Resolution

Nr. 2055/2020

on governmental actions in order to submit the bid to host the Chess Olympiad 2024 and the 2024 Congress of the International Chess Federation (FIDE)

The Government

1. supports that the Hungarian Chess Federation (hereinafter: Bidder), the sole governing body for chess in Hungary, submits a bid to the International Chess Federation for the hosting rights of the Chess Olympiad 2024 and the Congress of the International Chess Federation to be held simultaneously (hereinafter together: Chess Olympiad 2024);

2. in accordance with Article 50 (3) d) of the Act I of 2004 on Sport undertakes a guarantee for hosting Chess Olym-piad 2024, noting that the Guarantee in form of Annex 1 is part of the bidding documentation and it shall be signed by the Minister of Prime Minister’s Office on behalf of the Government;

3. requests the Minister of Prime Minister’s Office to provide HUF 20,010,000 in Annex 1, Chapter XI (Prime Min-ister’s Office), Title 30 Chapter Managed Appropriations, Subtitle 1 Targets, Article 11 (Development of Budapest and the Agglomeration of the Capital City), Item 9 (Major International Sporting Events Strategy and Bids for International Sporting Events) of the Act LXXI of 2019 on the Central Budget of Hungary for 2020 (hereinafter: Central Budget Act 2020) for the purposes of bidding fee and other bidding costs of the Chess Olympiad 2024;

4. requests the Minister of Prime Minister’s Office to issue a Supporting Document with the amount defined in sec-tion 3 reduced with the treasury fees for the Bidder to perform the tasks defined in section 1 providing that the expenditures incurred in connection with the bidding since 1 January 2020 are also eligible for the support there-under;

5. as required by the International Chess Federation in the tender document, undertakes to set aside and provide the budgetary resource of EUR 300,000 in Annex 1, Chapter XI (Prime Minister’s Office) of the 2020 Central Budget Act, for the event that the Bidder wins the hosting rights of the Chess Olympiad 2024 but fails to conclude the Hosting Agreement (with the content as defined in the tender document) with the International Chess Federation until the end of the third month after the announcement of the winner;

6. requests the government commissioner responsible for major developments in Budapest and bidding for major international sport events to submit a detailed proposal of the tasks and costs in connection with the preparation for and hosting the Chess Olympiad 2024, in the case Bidder wins the hosting rights of the Chess Olympiad 2024;

7. in connection with hosting the Chess Olympiad 2024, requests the Minister of Human Capacities, in coop-eration with the Bidder,

a) to prepare a programme and action plan for the period of 2020-2024 , which shall be aimed at pop-ularising chess, increasing the number of licensed young chess players, increasing the number and improving the results of Hungarian participants in the Chess Olympiad 2024,

b) to submit a proposal to the Government on the necessary governmental actions and budgetary re-sources for the purposes of subparagraph a).

Chess Olympiad 2024 Bid - Budapest

The largest exhibition center of Hungary, only 15 minutes from Budapest’s city center. A renewed and revitalized area, in the management of the internationally well-known GL Events company. It is containing 70 000 m2 hall surface (sum of 8 halls) within a 36 ha green park including parking and catering opportunity.
